MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 2, 1963 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE

COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard, that
minutes of the meeting of June 18, 1963 be approved as written and
submitted. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated June 27, 1963, advising that Pittsburgh-Des
Moines Steel Company has completed the work on the elevated tank,
and recommending (on the basis of considering only that the tank
is structurally sound and capable of holding water) that the work
performed under Contract No. 253 be accepted, was read. (Copy to
each member of the City Council)
Resolution No. 2647 - A Resolution of the City Council of
the City of Vernon accepting the construction of a 750,000 gallon
elevated water tank, in accordance with Contract No. 253 of the
City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2647 be approved and adopted. MOtion carried.

Summons to appear in Action No. SEC 1804-5 brought against
the City of Vernon by Edith Schumacher and Nannie E. Stewart, in
the Superior Court of the State of California, in and for the County
of Los Angeles, for damages for personal injuries, was presented.
It was moved by Anderson, seconded by Malburg, that
Summons to appear in Action No. SEC l804-S brought against the City
of Vernon by Edith Schumacher and Nannie E. Stewart, be referred to
the City Attorney and the City's insurance carrier. Motion carried.
Summons to appear in Case No. 04688 brought against the
City of Vernon by Curtis Schumacher, in the Municipal Court of
South Gate Judicial District, County of Los Angeles, State of
California, for damages for personal injuries and property damage,
was presented.
It was moved by Anderson, seconded by Malburg, that
Summons to appear in Case No. 04688 brought against the City of
Vernon by Curtis Schumacher, be referred to the City Attorney and
the City's insurance carrier. Motion carried.
Communication from the Los Angeles City School Districts,
dated June 21, 1963, addressed to the Police Chief, requesting
permission for the Parent-Teacher Association safety chairman at the
Vernon School to stencil, with traffic paint, the l'1ords llUse Cross-
walks" on the sidewalks near school crossings :i.n the immediate
vicinity of the school, was read.

It was moved by Malburg, seconded by Poxon, that the
request of the Los Angeles City School Districts, dated June 21,
1963, addressed to the Police Chief, be approved. Motion carried.
Communication from National Cystic Fibrosis Research
Foundation, dated June 20, 1963, requesting permission to conduct
a campaign for funds in the City of Vernon from August 16 to
September 15, 1963, was read.
It was moved by Anderson, seconded by Poxon, that the
request of National Cystic Fibrosis Research Foundation, dated June
20, 1963, be approved. Motion carried.
Communication from Robbins Aviation, Inc., dated June 24,
1963, with reference to the problem of making a left-hand turn,
when driving north on Santa Fe Avenue, into the common driveway
shared by Victor Equipment Company and Robbins Aviation, Inc., was
read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Robbins Aviation, Inc., dated June 24, 1963, be referred
to the Police Chief and the Traffic Engineer for necessary action.
Motion carried.
Communication from Haskins & Sells, Certified Public
Accountants, dated June 24, 1963, transmitting six copies of the
financial statements of the City of Vernon Department of Light and
Power for the ten months ended April 30, 1963, was presented.

It was moved by Poxon, seconded by Anderson, that communi-
cation from Haskins & Sells, Certified Public Accountants, dated
June 24, 1963, together with report, be received and filed. Motion
carried.
Communication from Kissell Refrigeration Corp. requesting
a license to conduct a business of servicing and installing
refrigeration and air conditioning, at 2401 E. 27th Street, was
read. .
It was moved by Poxon, seconded by Malburg, that the
request of Kissell Refrigeration Corp. be approved and license
granted. Motion carried.
Communication from Sefco, Inc. requesting a license to
conduct a business of metal fabricating at 2025 E. 27th Street,
was read.
It was moved by Poxon, seconded by Malburg, that the
request of Sefco, Inc. be approved and license granted. Motion
carried.
Communication from Moran Meat Co. requesting a license to
conduct a wholesale meat and poultry brokerage business at 4224
District Blvd., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Moran Meat Co. be approved and license granted. Motion
carried.

It was moved by Poxon, seconded by Malburg, that the
request of Central Transportation Co. be referred to the Fire
Department with power to act. MOtion carried.
Communication from F. A. Ziemer, City Clerk, dated June
24, 1963, submitting a list of the Department Heads of the City of
Vernon who are desirous of attending the 65th Annual Conference of
the League of California Cities in San Francisco, October 20-23,
1963, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
City Clerk be authorized to make hotel reservations for the repre-
sentatives of the City of Vernon, as outlined, who plan to attend
the 65th Annual Conference of the League of California Cities,
and that authority be granted to issue a check covering payment of
deposit to hold said reservations. MOtion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 27, 1963, advising that the Management Traffic Conference for
Traffic Engineers, scheduled for the week beginning July 8 at the
University of California, Berkeley, has been cancelled, was read.
It was moved by Poxon, seconded by Anderson) that communi-
cation from the Traffic Engineer, dated June 27, 1963, be receiv~d
and filed. Motion carried.
Communication from the Engineering Departments, dated
June 27, 1963, recommending that the city-owned house located at
3365 Fruitland Avenue be leased to Mr. Clifford W. Blanton, Utility
Man II, when vacated by the present tenant, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Malburg, that
communication from the Engineering Departments, dated June 27, 1963,
be received and filed for consideration at the time the city-owned
house located at 3365 Fruitland Avenue is vacated. Motion ca~ried.
Communication from the City of Lynwood, dated June 25,
1963, eJ~tending thanks for the outstanding assistance which the
Vernon Fire Department gave in containing and arresting the recent
Seventh Day Adventist Church fire, was read.
It was moved by Mailliard, seconded by Malburg, that
communication from the City of Lynwood, dated June 25, 1963, be
received and filed. Motion carried.
Activity Log of the Police Department for the period
June 16 - 30, 1963 inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 28, 1963, requesting approval of an additional five days
vacation, was read. (Copy to each member of the City Council)

It was moved by Poxon, seconded by Anderson, that D. D.
Grayson, Traffic Engineer, be granted an additional five days
vacation as a leave of absence without pay. MOtion carried.
Communication from L. C. Husted, Fire Chief, dated June
26, 1963, requesting authority for Fire Inspector H. J. Twomey to
attend a Fire Prevention Seminar at the University of California,
Berkeley, California, from July 15 to 19, 1963, inclusive, with an
expense allowance of $175.00, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Fire Chief, dated June 26, 1963, be approved and
authority granted to issue warrant in the amount of $175.00 to
H. J. Twomey. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 28, 1963, recommending that Lease Agreement between the City
of Vernon and Motor Officer S. J. Williams for one 1959 Harley-
Davidson Motorcycle, Engine #FL6574, be renewed effective as of
July 13, 1963. was read.
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Police Chief, dated June 28, 1963, be approv~c
and that said lease agreement be renewed. Motion carried.
Communication from Vincent R. Poxon requesting a license
to conduct a general practice of law business at 5600 Santa Fe
Avenue, was read.
It was moved by Anderson, seconded by Mail1iard, that th,,~
request of Vincent R. Poxon be approved and license granted. Motion
carried.
Communication from Frank J. Hill requesting a license to
operate a lunch truck in the City of Vernon, 'Was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Frank J. Hill be referred to the Health Department with
power to act. Motion carried.
Communication from Golden Bear Sightseeing Inc. requestin0
a license to conduct a business of charter bus trips at 2750 So.
Alameda Street, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Golden Bear Sightseeing Inc. be approved and license
granted. Motion carried.
Communication from Good Humor Company of California
requesting a license to conduct a business of servicing and loading
5oft-serv ice cream vending trucks at 5220 Santa Fe Avenue, was
read.
It was moved by Anderson, seconded by Malburg, that the
request of Good Humor Company of California be approved and license
granted. Motion carried.
Commun:i.cation from DiSalvo Trucking Co. requesting a
license to conduct a trucking business at 2055 E. 27th Street, was
read.

It was moved by Malburg, seconded by Mailliard, that the
request of DiSalvo Trucking Co. be refe,rred to the Fire Department
with power to act. Motion carried.
Communication from Mr. Joseph A. Petrash, dated June 28,
1963, advising that he has discontinued his lumber brokerage
business at 4230 Bandini Blvd., and requesting a pro-rata refund
on his 1963 business license fee, was read.
It was moved by Malburg, seconded by Mailliard, that
Mr. Joseph A. Petrash be granted a refund for two quarters of the
1963 business license fee, and that authority be granted to issue
warrant in the amount of $12.50 to Mr. Petrash. Motion carried.
Communication from the City of Maywood, dated June 28,
1963, expressing appreciation for the assistance rendered by the
Vernon Fire and Police Departments in connection with a fire at
Ferro's Restaurant on June 23, 1963, was read.
It was moved by Malburg, seconded by Anderson, that
communication from the City of Maywood, dated June 28, 1963, be
received and filed. Motion carried.
~~. Carl A. Heinze, Consulting Electrical Engineer, made
an oral request to sell two (2) obsolete meters to Southwestern
Engineering Company for the sum of $5.00 each.
It was moved by Poxon, seconded by Anderson, that the
Consulting Electrical Engineer be authorized to sell two (2)
obsolete meters to Southwestern Engineering Company for the sum of
$5.00 each. Motion carried.

It was moved by Poxon, seconded by Mailliard, that
"Warrant Register No. 144" be approved and payment authorized for
Demands Nos. 1868 to 2038 (both inclusive) and Demands Nos. LP 80
to LP 84. (both inclusive), with no exceptions. Motion carried.
