MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 16, 1963 AT TWO O'CLOCK
P. M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mailliard, that minutes
of the meeting of July 2, 1963 be approved as written and submitted.
Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated July 9, 1963, advising that Hersey-Sparling
Meter Company, Central Telemetering and Control Division, has
completed the work on Booster Plant No. 3 Remote Control and Report-
Back in accordance with Contract No. 284, and recommending that the
work be accepted and that authority be granted to pay for same in
accordance with the terms of the contract, was read.
Resolution No. 2650 - A Resolution of the City Council of
the City of Vernon accepting the Booster Plant No. 3 Remote Control
and Report-Back system, in accordance with Contract No. 284 of the
City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2650 be approved and adopted. MOtion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated July 10, 1963, submitting Contract No. 296 to
Replace Four Sixty-Horsepower Pumps at Booster Plants TWo and Three,
and recommending that said contract be approved and that authority
be granted to advertise for bids, was read.
Resolution No. 2648 - A Resolution of the City Council of
the City of Vernon approving Contract No. 296 to Replace Four Sixty-
Horsepower Pumps at BOQster Plants Two and Three, in accordance
with Contract No. 296 of the City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2648 be approved and adopted. Motion carried.

Resolution No. 2649 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids to Replace Four Sixty-Horsepower Pumps at Booster
Plants Two and Three, in accordance with Contract No. 296 of the
City of Vernon, was read.

Communication from Ness Metal Co. requesting a license to
conduct a metal jobbing business at 2550 E. 27th Street, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Ness Metal Co. be approved and license granted. Motion
carried.
Communication from Flamco Products Inc. requesting a
license to conduct a business of manufacturing pads and mattresses
at 4561 E. 50th Street, was read.
It was moved by Pox on , seconded by Mailliard, that the
request of Flamco Products Inc. be approved and license granted.
Motion carried.
Communication from Robbins Aviation, Inc., dated July 3,
1963, requesting that the City of Vernon communicate with the Los
Angeles County Board of Supervisors taking a position for or
against the proposed acquisition of Compton Airport by the County,
was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Poxon, that the
City Attorney be instructed to draft a resolution to the Los Angeles
County Board of Supervisors in favor of the acquisition of Compton
Airport by the County. Motion carried.
Communication from The Colortone Decal Company, dated
July 9, 1963, expressing their gratitude to the Police Department
for services rendered in connection with a recent occurrence at
their plant, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that communi-
cation from The Colortone Decal Company, dated July 9, 1963, be
received and filed. Motion carried.
Communication from Federal Ice & Cold Storage Company,
dated July 3, 1963, expressing thanks for the wonderful help and
cooperation given to them by the Vernon Fire Department and Chief
Husted on June 12, 1963, when they experienced an ammonia tank
explosion in one of their basement rooms in their cold storage
building, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by poxon, that communi-
cation from Federal Ice & Cold Storage Company, dated July 13, 1963~
be received and filed. Motion carried.
Communication from the County of Los Angeles, Office of
Assessor, dated July 8, 1963, transmitting the tentative 1963
assessed value before equalization and exclusive of public utility
values, was read.
It was moved by Poxon, seconded by Mailliard, that communi-
cation from the County of Los Angeles, Office of Assessor, dated
July 8, 1963, be received and filed. Motion carried.

Communication from the Muscular Dystrophy Associations of
America, Inc., dated July 8, 1963, requesting permission to conduct
their annual fund raising appeal during the month of December, 1963)
was read.
It was moved by Anderson, seconded by Poxon, that the
request of Muscular Dystrophy Associations of America, Inc., dated
July 8, 1963, be approved. Motion carried.
Communication from Captain James C. Jordan, dated July 2,
1963, addressed to the Police Chief, with reference to the possi-
bility of moving from the one bedroom apartment located at 3384 E.
50th Street to the two bedroom apartment located at 3390 E. 50th
Street, requesting that this matter be presented to the City Council
for consideration, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Mailliard, that the
request of Captain James C. Jordan, dated July 2, 1963, with
reference to moving from the one bedroom apartment at 3384 E. 50th
Street to the two bedroom apartment at 3390 E. 50th Street, be .
approved. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated June 9, 1963, requesting that the following personnel
be advanced in grade, as listed, effective August 1, 1963:
Taylor, P.A. from Policeman Grade 3 to Grade 2
Reinholtz, J.L. from Policeman Grade 3 to Grade 2
Lamar, T.L. from Policeman Grade 3 to Grade 2
McCune, J.W. from Policeman Grade 4 to Grade 3
It was moved by Poxon, seconded by Anderson, that the
request of the Police Chief, dated June 9, 1963, be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 11, 1963, recommending that Officer Richard L. McBean be
granted a military leave of absence with pay for the period from
July 19 to August 3, 1963, inclusive, to participate in active duty
training with Headquarters and Company "A", 40th Ordnance Battalion,
of the California National Guard, was read.
It was moved by Malburg, seconded by Poxon, that the
recommendation of the Police Chief, dated July 11, 1963, be approved.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated July
9, 1963, advising that Captain M. L. Ballard has applied for
disability retirement effective July 16, 1963; and that Captain
Frank Sabella has applied for service retirement effective July 16,
1963, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that letters
of appreciation be written to Captain M. L. Ballard and Captain
Frank Sabella, and that copy of said letters be spread upon the
official minutes of the City Council. MOtion carried.

its appreciation and to commend you for the years of loyal and
competent services rendered to the City Government of said City,
its industries and its inhabitants.
You have been a faithful and efficient employee of the City
of Vernon since Y~rch 29, 1942, and at the time of your retire-
ment you were serving in the responsible position of Captain in
the Fire Department.
The City Council of the City of Vernon desires to place upon
its official records a letter of appreciation for the twenty-one
years and three and one-half months of faithful and capable
services rendered by you as an employee of the Fire Department,
and directs that a copy of this letter be spread upon its minutes
of July 16, 1963, and directs that this letter be delivered to
Mr. Marion L. Ballard.

Utility Man IV, Step 4, effective August 1, 1963, as he has
satisfactorily completed the one-year probationary period, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Engineering Departments, dated July 11,.1963, be
approved. Motion carried.
Report of Health Department activities for the month
of June, 1963, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Poxon, that report
of Health Department activities be received and filed. Motion
carried.
Activity Log of the Police Department for the period
July 1 - 15, 1963, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from Roy C. Seeley Company, addressed to
Mayor Robert J. Furlong, dated July 9, 1963, with reference to the
City of Vernon's community promotion program, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Roy C. Seeley Company, addressed to Mayor Robert J.
Furlong, dated July 9, 1963, be received and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, dated July
15, 1963, requesting permission to purchase an air compressor unit
for the fire department garage at an approximate cost of $287.00,
was read.

request of the Fire Chief, dated July 15, 1963, be approved.

to conduct a business of manufacturing components for air conditioning

It was moved by Malburg, seconded by Mail11ard, that the

Communication from Electro-Mix Corp. requesting a license
to conduct a business of manufacturing drink dispensing equipment
at 2401 E. 27th Street, was read.
It was moved by Poxon, seconded by ~lburg, that the
request of Electro-Mix Corp. be approved and license granted. Motion
carried.
Communication from DeLuxe Reading Corp. requesting a
license to conduct a toy warehousing business at 4395 Ayers Ave.,
was read.
It was moved by Paxon, seconded by Anderson, that the
request of DeLuxe Reading Corp. be approved and license granted.
Hotion carried.
It was moved by Anderson, seconded by Paxon, that Ordinance
No. 747 receive a first reading by title. Motion carried.
Ordinance No. 747 - An Ordinance of the City of Vernon
amending Ordinance No. 740 of said City, was read for a first
reading by title.

It was moved by Anderson, seconded by Mailliard, that
building applications numbered 25318 to 25327 inclusive be filed
and permits granted. Motion carried.
The Administrative Officer reported orally with reference
to a replacement for the City Health Nurse, and recommended that
Mrs. Mayrose Snyder be employed as Assistant City Health Nurse from
August 16 to August 31, 1963 at a salary of $575.00, with a car
allowance of $75.00 per month in accordance with the existing salary
resolution; recommending that the salary resolution be amended to
provide a new salary range for the City Health Nurse of $575.00 -
607.00 - 641.00 - 676.00 - 741.00, effective September 1, 1963; and
recommending that Mrs. Mayrose Snyder be employed as City Health
Nurse, Grade 5, at a salary of $575.00 per month, with a car allowance
of $75.00 per month in accordance with the existing salary resolution,
effective September 1, 1963.
It was moved by Anderson, seconded by Mailliard, that the
recommendations of the Administrative Officer be approved. Motion
carried.
Carl B. Heinze, Consulting Electrical Engineer, reported
orally with reference to the disposal of certain Vernon-owned tools,
which have no useful value to Edison's operation in Vernon, and
recommendingthat they be sold to the Edison Company for $15.00.
It was moved by Poxon, seconded by Malburg, that the
recommendation of the Consulting Electrical Engineer be approved.
Motion carried.
IIpayro11 Warrant Register No. 72" covering claims and
demands presented during the period June 1 to 30, which includes
Demands Nos. 770 to 781 (both inclusive), drawn on the Citizens
National Bank, totaling $200,416.77 (accounting period June, 1963),
was examined and audited.
It was moved by Poxon, seconded by Mailliard, that
"Payroll Warrant Register No. 72il be approved and payment authorized

Motion carried.

"Warrant Register No. 145" covering claims and demands
presented during the period July 1 to 15, which includes Demands
Nos. 2039 to 2131 (both inclusive) and Demands Nos. LP 85 to LP
86 (both inclusive), drawn on the United California Bank, totaling
$81,194.79 (accounting period July, 1963), was examined and audited.
It was moved by Poxon, seconded by Mailliard, that
IIWarrant Register No. 145" be approved and payment authorized for
Demands Nos. 2039 to 2131 (both inclusive) and Demands Nos. LP 85
to LP 86 (both inclusive), with no exceptions. Motion carried.

It was moved by Anderson, seconded by Mailliard, that the
meeting adjourn until Tuesday, July 23, 1963, at 2 o'clock p.m.,
