IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson. Furlong, Mailliard, Malburg. Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of August 6. 1963 be approved as written and submitted. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated August 7. 1963, with reference to bids received to replace Four Sixty-Horsepower Pumps at Booster Plants TWo and Three in accordance with Contract No. 296. recommending that the contract be awarded to U.S. Pumps. Inc. on the basis of their bid of $2,200.00. was read. Resolution No. 266l - A Resolution of the City Council of the City of Vernon accepting the bid of U.S. Pumps, Inc. for replacement of Four Sixty-Horsepower Pumps at Booster Plants Two and Three. in accordance with Contract No. 296 of said City. was read. It was moved by Anderson, seconded by Mailliard, that Resolution No. 2661 be approved and adopted. Motion carried. It was moved by Poxon, seconded by Anderson, that Ordinance No. 749 receive and pass a second reading. Motion carried. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that the recommendations of the Finance Committee, dated August l3, 1963, with reference to water rates and related matters be approved; that Thursday, September 19, 1963, at 10:00 o'clock a.m., in the Council Chamber of the City Hall be set as the time and place for an informal meeting to give customers of the Vernon Water Department an opportunity to comment on the proposed new water rates; and that the city-owned house located at 3365 Fruitland Avenue be leased to Mr. Clifford W. Blanton, Utility Man III, as soon as said house is available for occupancy. Motion carried. Communication from David I. Brown Egg Brokerage Co. Inc. requesting a license to conduct an egg brokerage and distribution business at 3lll E. 44th Street, was read. It was moved by Poxon, seconded by Malburg, that the request of David I. Brown Egg Brokerage Co. Inc. be approved and license granted. Motion carried. Communication from Larrie Brouillette - Meat Broker requesting a license to conduct a meat brokerage business at 3399 E. Vernon Avenue, was read. It was moved by Poxon, seconded by Anderson, that the request of Larrie Brouillette - Meat Broker be approved and license granted. Motion carried. Communication from E. F. Blumberg dba Hi Grade Foods requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of E. F. Blumberg dba Hi Grade Foods be approved and license granted. Motion carried. Communication from White Cross Bedding Co. requesting a license to conduct a business of manufacturing box springs and mattresses at 4545 E. 50th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of White Cross Bedding Co. be referred to the Fire Depart- ment with power to act. MOtion carried. Communication from Robbins Aviation, Inc., dated August 14, 1963, with reference to the Compton Airport, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that communication from Robbins Aviation, Inc., dated August 14, 1963, be received and filed. Ziemer, City Clerk, dated August l4, 1963, transmitting Change Order No. 12-142/1 to contract between Aetna Maintenance Company and the City of Vernon, and recommending that Change Order No. 12-142/l be approved effective September 1, 1963, at an additional cost of $152.00 per month, for providing janitorial services to the new office facilities of the City Hall, was read. (Copy to each member of the City council) It was moved by Anderson, seconded by Mailliard, that the recommendation of the City Clerk, dated August l4, 1963, be approved. Motion carried. Communication from F. A. Ziemer, City Clerk, dated August 12, 1963, recommending that the retired Gamewel1 equipment be sold to the Gorham Fire Equipment Company, the highest bidder, for the sum of $4,500.00, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Anderson, that the recommendation of the City Clerk, dated August 12, 1963, be approved. MOtion carried. Communication from Mayor Samuel Wm. Yorty, City of Los Angeles, dated August 8, 1963, with reference to the establishment of a Voluntary Intergovernmental Cooperation Committee on improved fire services, requesting that a representative be designated from among the elected officials of the City of Vernon and that he be advised that the initial meeting for the purpose of forming the proposed committee will be held at 2:00 p.m. on August 21, 1963, in the Mayor's Conference Room, Room 105, City Hall, Los Angeles, California, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that Mayor Furlong be designated as the elected official to represent the City of Vernon on the Voluntary Intergovernmental Cooperation Committee on improved fire services. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 13, 1963, requesting that Officer George Renek be advanced from Policeman Grade 3 to Grade 2, effective September l, 1963, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief, dated August 13, 1963, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 16, 1963, advising that he terminated the employment of Sergeant Richard C. Post effective August 16, 1963, and recommending that he be paid through August 31, 1963, to compensate him for the two weeks vacation period due him, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of the Police Chief, dated August l6, 1963, be approved. Motion carr:Le.d. King, Superintendent, Water & Sewer Systems, dated August lq., 1963, with reference to the 8-inch sewer in the east roadway of Atlantic Boulevard, recommending that this sewer be added to the sewer maintenance contract, subject to an agreement from the City of Bell, at an additional cost of $70.00 annually, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that the recommendation of the Superintendent, Water & Sewer Systems, dated August 14, 1963, be approved. Motion carried. Communication from the Engineering Departments, dated August lS, 1963, requesting authority to advance Henry Vasquez to Utility Man I, Step 2, effective September 1, 1963, as he has satisfactorily completed the one-year probationary period, was read. It was moved by Anderson, seconded by Poxon, that the request of the Engineering Departments, dated August 15, 1963, be approved. Motion carried. Report of Health Department activities for the month of July, 1963, was presented. (Copy to each member of the City Council) It was moved by Poxon, seconded by Malburg, that report of Health Department activities be received and filed. Motion carried. Communication from Meat Enterprises requesting a license to conduct a food brokerage business at 4336 Alcoa Avenue, was read. It was moved by Poxon, seconded by Anderson, that the request of Meat Enterprises be approved and license granted. Motion carried. Communication from Mr. William L. Springer requesting a veteran-exempt license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that the request of Mr. William L. Springer for a veteran-exempt license to operate a lunch truck in the City of Vernon, be denied; and that authority be granted to issue a non-exempt license to Mr. William L. Springer to operate a lunch truck in the City of Vernon upon payment of license fee. Motion carried. Communication from R. G. Munsell, Engineering Aide, dated August 16, 1963, giving notification that he has been advised by his Commanding Officer that military orders are enroute calling him to active duty in the U.S. Navy for approximately two years beginning the latter part of September, 1963; and requesting a military leave of absence from the City for the period of time he will be on active duty with the U.S. Navy, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Poxon. that R. G. Munsell be granted a military leave of absence, without pay, from the City for the period of time he wiil be on active duty with the U. s. Navy. Mo tion canied. 35 I I -5- 8/20/63 Communication from Steel Casting Co., dated August 16, 1963, advising that Bethlehem Steel Corporation has purchased all of the property from their existing plant west to Boyle Avenue, and requesting the City Council to approve the modifications and additions to the existing structure located on the old Amsco plant property, as per the attached drawing 1366, to permit the relocation of their facilities, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by poxon, that the request of Steel Casting Company, dated August 16, 1963, be referred to the Building Engineer and the Fire Chief with power to act. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 16, 1963, advising that he will be unable to attend the League of California Cities convention to be held in San Francisco in October, and requesting that Captain J. C. Jordan be granted permission to attend this convention in lieu of him, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief, dated August 16, 1963, be approved. Motion carried. Communications from R. H. King, Superintendent, Water & Sewer Systems, dated August 16, 1963, requesting authority for J. W. Williams and himself to attend the California Section - American Water Works Association Annual Convention to be held in San Francisco, California, from September 24 to 28, 1963, with an expense allowance of $199.75 each, were read. It was moved by Anderson, seconded by Poxon, that requests of the Superintendent, Water & Sewer Systems, dated August l6, 1963, be approved and authority granted to issue warrants in the amount of $199.75 each to J. W. Williams and R. H. King. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated August 14, 1963, submitting Contract No. 297 for 38th Street Construction East of Santa Fe Avenue, and recommending that said contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 2658 - A Resolution of the City Council of the City of Vernon approving Contract No. 297 to construct 38th Street East of Santa Fe Avenue, and determining the general prevailing rate of per diem wages, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2658 be approved and adopted. Motion car.ried. Resolution No. 2659 - A Resolution of the City Council of the City of Vernon approving Contract No. 300 and Plan No. T 1715 for Reconstruction of Traffic Signals at the Intersection of Santa Fe Avenue and 38th Street, and determining the general prevailing rate of per diem wages, was read. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2659 be approved and adopted. MOtion carried. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2656 be approved and adopted. MOtion carried. Grayson, Traffic Engineer, dated August 16, 1963, advising that Allen Engineering Company has completed the work of installing traffic signals at the intersection of Boyle Avenue and Leonis Boulevard in accordance with Contract No. 290, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2660 - A Resolution of the City Council of the City of Vernon accepting the installation of traffic signals at the intersection of Boyle avenue and Leonis Boulevard, in accordance with Contract No. 290 of said City, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2660 be approved and adopted. MOtion carried. Motion carried. Communication from Judy's Grill requesting a license to operate a restaurant at 5112 So. Boyle Avenue, was read. It was moved by Anderson, seconded by Poxon, that request of Judy's Grill be referred to the Health Department with power to act. Motion carried. Communication from the Los Angeles County Boundary Commission, dated August 7, 1963, advising that a proposal has been filed with the Secretary of the County Boundary Commission for the annexation of territory described as "Walnut Park Annexation No. 1 (Revised" to the City of Huntington Park, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from the Los Angeles County Boundary Commission, dated August 7, 1963, be received and filed. Motion carried. Communication from F. A. Ziemer, City Clerk, dated August 20, 1963, advising that Miss Mary R. Cannon has resigned her position with the City effective at the close of the business day on August 16, 1963; and requesting authority to employ a Clerk, Purchasing Department, as soon as a qualified applicant is available, at a grade in the salary range based on the applicant's experience and qualifications, was read. It was moved by Anderson, seconded by Poxon, that the request of the City Clerk, dated August 20, 1963, be approved. Motion carried. Resolution No. 2662 - A Resolution of the City Council of the City of Vernon fixing the amount of money necessary to be raised by taxation upon the taxable property within said City as a revenue to carryon the various departments of such municipal corporation for the fiscal year commencing July 1, 1963, and to pay the bonded or other indebtedness of said City of Vernon, or any portion or district thereof, was read. It was moved by Poxon, seconded by Mailliard, that Resolution No. 2662 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Malburg, that Resolution No. 2664 be approved and adopted. Motion carried. It was moved by Nailliard, seconded by poxon, that "Warrant Register No. l47" be approved and payment authorized for Demands Nos. 2278 to 2366 (both inclusive) and Demands Nos. LP 96 to LP 102 (both inclusive), with no exceptions. MOtion carried.
