IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE ~ VERl~ t CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg COUNCIL ABSENT: Poxon The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Malburg, that minutes of the meeting of August 20, 1963 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the construction of 38th Street East of Santa Fe Avenue, in accordance with Contract No. 297. It was moved by Mailliard, seconded by Malburg, that the Clerk be instructed to open and read the bids submitted. MOtion carried. The Clerk opened and read the following bids: G. G. Fisher Paving Co., Inc. Griffith Co. Vernon Paving Co. $ 26,390.55 22,608.85 24,651.40 It was moved by Malburg, seconded by Ma111iard, that bids received for the construction of 38th Street East of Santa Fe Avenue, in accordance with Contract No. 297, be referred to the Engineering Departments and the City Attorney for checking and report. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the modification of traffic signals at the intersection of Santa Fe Avenue and 38th Street, in accordance with Contract No. 300. It was moved by Mailliard, seconded by Malburg, that the Clerk be instructed to open and read the bids submitted. MOtion carried. Poxon, City Attorney, dated August 21, 1963, transmitting original Partial Release dated as of February 14., 1963 and the original Conveyance dated as of April 24, 1963, from Southern California Edison Company, covering the Byron Jackson transmission line and substation facilities, was read. (Approved as to form by the City Attorney and Darling, Shattuck, Hall & Call, as Special Counsel, and approved by the Consulting Electrical Engineer as to the identity of the property to be conveyed and released.) It was moved by Malburg, seconded by Mailliard, that communication and report from Carl A. Heinze, Consulting Electrical Engineer, and Vincent R. Poxon, City Attorney, dated August 21, 1963, together with original Partial Release dated as of February 14, 1963 and the original Conveyance dated as of April 24, 1963, from Southern California Edison Company, covering the Byron Jackson transmission line and substation facilities, be received and filed. Motion carried. Communication from the State of California, Department of Public Works, dated August 21, 1963, with reference to the Collier- Unruh Local Transportation Development Act, transmitting a tabulation which includes the estimated allocations to be made to Vernon in accordance with the provisions of said Act for the 1963- 64 fiscal year, and transmitting a suggested wording for the resolution required by Section 10.2 if Vernon desires apportionments to be made to it in accordance with the provisions of said Section of the Act, was read. (Copy to each member of the City Council) Communication from Arthur E. Nelson, Jr., City Engineer, dated August 26, 1963, recommending that the City adopt a resolution as required by Section 10.2 of the Collier-Unruh Local Transportation Deu2lopment Act, was read. (Copy to each member of the City Council) Resolution No. 2665 - A Resolution of the City Council of the City of Vernon accepting the imposition of additional highway users taxes and fees pursuant to Chapter 1852, Statutes of 1963, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2665 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg Noes: None Absent: Poxon Communication from Commercial Process Co., dated August 23, 1963, making certain enumerated requests in connection with a piece of property on East 26th Street at the Los Angeles River and relati~to a building to be constructed on the northwest corner of this property, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that communication from Commercial Process Co., dated August 23, 1963, be referred to Special Counsel John W. Shenk and to the Superin- tendent, Water & Sewer Systems, with power to act. Motion carried. 43 I I -3- 9/3/63 Communication from the Assembly Judiciary Committee, Assembly California Legislature, dated August 28, 1963, giving notification that it is the intention of the committee to study the problems of court reorganization in Los Angeles County, and advising that hearings are tentatively scheduled for October 30 and 31, 1963, in Los Angeles, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that communication from the Assembly Judiciary Committee, Assembly California Legislature, dated August 28, 1963, be received and filed. Motion carried. Communication from Gold pak Meat Co., Inc. requesting a license to conduct a meat packing and slaughtering business at 3461 E. Vernon Avenue, was read. It was moved by Anderson, seconded by Malburg, that the request of Gold Pak Meat Co., Inc. be referred to the Health Department with power to act. Motion carried. Communication from F. A. Ziemer, City Clerk, dated August 27, 1963, transmitting letter from Mr. Harold P. Levy, dated August 24, 1963, in reply to proposal made by the City offering him an opportunity to accept a new agreement for a more limited program on the basis of a reduced retainer, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that communication from the City Clerk, dated August 27, 1963, together with letter from Mr. Harold P. Levy, dated August 24, 1963, be received and filed. Motion carried. Communication from F. A. Ziemer, City Clerk, dated August 30, 1963, advising that ~~s. Dorothy Dianne Lewis has been employed as Clerk, Purchasing Department, Grade 5, effective August 29, 1963, was read. It was moved by Anderson, seconded by Mailliard, that communication from the City Clerk, dated August 30, 1963, be received and filed. Motion carried. Communication from J. S. Colton, Building Engineer, dated August 27, 1963, requesting authority to purchase four side chairs at an approximate cost of $130.00, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Building Engineer, dated August 27, 1963, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 28, 1963, recommending that Lease Agreement between the City of Vernon and Officer R. D. Linke for one 1961 Harley-Davidson motorcycle, Engine No. FLH 3502, be renewed effective as of September 25, 1963, was read. It was moved by Malburg, seconded by Mai11iard, that the recommendation of the Police Chief, dated August 28, 1963, be approved and that said lease agreement be renewed. Motion carried. ~4 I I -4- 9/3/63 Communication from R. H. Bockhacker, Police Chief, dated August 28, 1963, recommending that Lease Agreement between the City of Vernon and Officer G. C. Robbins for one 1962 Harley-Davidson motorcycle, Engine No. FL 2963, be renewed effective as of September 25, 1963, was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of the Police Chief, dated August 28, 1963, be approved and that said lease agreement be renewed. MOtion carried. Communication from R. H. Bockhacker, Police Chief, dated August 28, 1963, requesting that Sergeant M. A. de Ruyter be allowed the sum of $80.00 from the Education and Training Budget appropri- ation to attend a two unit course at the University of Southern California, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Police Chief, dated August 28, 1963, be approved and authority granted to issue warrant in the amount of $80.00 to Sergeant M. A. de Ruyter. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 28, 1963, recommending that three officers be promoted to the grade of Sergeant with the primary duty of Desk Sergeant and secondary duty of Line Supervision; and recommending that one of the Detective Sergeants be promoted to the grade of Lieutenant, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that the recommendations of the Police Chief, dated August 28, 1963, be approved. MOtion carried. Communication from R. J. Furlong, Director of Civil Defense, dated August 26, 1963, requesting authority for G. G. Skalsky to attend the California Civil Defense and Disaster Associ- ation Conference at Santa Maria, California, from September 19 to 21, 1963, with an expense allowance of $77.10, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Director of Civil Defense, dated August 26, 1963, be approved and authority granted to issue warrant in the amount of $77.10 to G. G. Skalsky. Motion carried. Communication from J. W. Williams, Civil Engineering Associate, dated August 30, 1963, requesting that he be reimbursed the sum of $231.60 from the Education and Training Budget appropri- ation for tuition and books for courses in Civil Engineering at the University of Southern California, together with recommendation for approval by the Engineering Departments, was read. It was moved by Anderson, seconded by Mailliard, that the recommendation of the Engineering Departments be approved and authority granted to issue warrant in the amount of $231.60 to J. W. Williams. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated August 26, 1963, requesting authority to attend the Engineering Management Conference to be held at the Biltmore Hotel, Los Angeles, California, on September 12 and 13, 1963, with an expense allowance of $24.50, was read. 45 I I -5- 9/3/63 It was moved by Anderson, seconded by Mailliard, that the request of the City Engineer, dated August 26, 1963, be approved and authority granted to issue warrant in the amount of $24.50 to Arthur E. Nelson, Jr. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated August 29, 1963, requesting authority for Louis S. Hauger to attend the Seventh Annual Western Industrial Health Conference at San Francisco, California, from September 26 to 29, 1963, with an expense allowance of $157.05, was read. It was moved by Mailliard, seconded by Anderson, that the request of the Health Officer, dated August 29, 1963, be approved and authority granted to issue warrant in the amount of $157.05 to Louis S. Hauger. Motion carried. Activity Log of the Police Department for the period August 16 - 31, 1963 inclusive, was presented. It was moved by Malburg, seconded by Mailliard, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Joe's Union Service requesting a license to operate a service station at 5201 So. Atlantic Blvd., was read. It was moved by Malburg, seconded by Mailliard, that the request of Joe's Union Service be approved and license granted. Motion carried. Communication from the California Council of the Blind, Inc., dated August 30, 1963, requesting permission to solicit fuuds during the period of September 1 to December 1, 1963, was read. It was moved by Anderson, seconded by Mailliard, that the request of the California Council of the Blind, Inc., dated August 30, 1963, be referred to the Police Chief with power to act. Motion carried. Communication from The Regional Planning Commission, County of Los Angeles, dated August 30, 1963, advising that Antonio & Sara M. Gallardo, 1214 Bonnie Beach Place, E. Los Angeles 23, California, have applied for a Zone Exception, and giving notice of a Public Hearing relative to said matter, was read. It was moved by Malburg, seconded by Mailliard, that communication from The Regional Planning Commission, County of Los Angeles, dated August 30, 1963, be received and filed. Motion carried. Communication from L. R. Adams, Civil Engineering Assistant, dated August 30, 1963, requesting that he be reimbursed the sum of $154.71 from the Education and Training Budget appro- priatianfor tuition and books in connection with his studies at the University of Southern California, together with recommendation for approval by the Engineering Departments, was read. R. Adams. Motion carried. Communication from L. C. Husted. Fire Chief, dated September 3, 1963, requesting authority to attend the Pacific Coast Intermountain Association of Fire Chiefs Conference at Honolulu, Hawaii, from September 23 - 30, 1963, with an expense allowance of $434.00, was read. It was moved by Mailliard, seconded by Anderson, that the request of the Fire Chief, dated September 3, 1963, be approved and authority granted to issue warrant in the amount of $434.00 to L. C. Husted. Motion carried. Resolution No. 2654 - A Resolution of the City Council of the City of Vernon granting a credit against the rates charged for electrical energy distributed and supplied to its electrical consumers, was read. It was moved by Anderson, seconded by ~~lburg, that Resolution No. 2654 be approved and adopted. MOtion carried.
