MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 17, 1963 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE~ VERNON~ CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Malburg, that
minutes of the meeting of September 3, 1963 be approved as written
and submitted. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
August 16, 1963, advising that Allen Engineering Company has
completed the remodeling of traffic signals at Santa Fe Avenue and
38th Street in accordance with Contract No. 291, and recommending
that the work be accepted and that authority be granted to pay for
same in accordance with the terms of the contract, was read.
Resolution No. 2666 - A Resolution of the City Council of
the City of Vernon accepting the remodeling of traffic signals at
Santa Fe Avenue and 38th Street, in accordance with Contract No.
291 of said City, was read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2666 be approved and adopted. Motion carried.

Communication from Arthur E. Nelson, Jr., City Engineer,
dated September 11, 1963, submitting Contract No. 256 for the
construction of Santa Fe Avenue Sewer (25th Street to 37th Street)
and appurtenances, and recommending that said contract be approved
and that authority be granted to advertise for bids, was read.
Resolution No. 2657 - A Resolution of the City Council of
the City of Vernon approving Contract No. 256 for the installation
of a sewer in Santa Fe Avenue (25th Street to 37th Street), in the
City of Vernon, and determining the general prevailing rate of per
diem wages, was read.
Ie was moved by Anderson, seconded by Malburg, that
Resolution No. 2657 be approved and adopted. Motion carried.

Resolution No. 2665A - A Resolution of the City Council
of the City of Vernon directing the giving of notice inviting
sealed proposals or bids for the installation of a sewer in Santa

Communication from John B. Moore, Administrative Officer,
dated September 4, 1963, with reference to expense allowances,
attendance at 65th Annual Conference. League of California Cities,
San Francisco, October 20 to 23, inclusive, recommending, if the
amount suggested meets with the approval of the Council, that
authority be granted to issue warrants in the amount of $206.25
each to L. R. Burch, L. C. Husted, D. D. Grayson, A. E. Nelson, Jr.
and J. C. Jordan, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Mailliard, that the
recommendation of the Administrative Officer, dated September 4,
1963, be approved, and that authority be granted to issue warrants
in the amount of $206.25 each to representatives of the City of
Vernon, as listed, who submit an itemized expense allowance request
to the City Clerk. Motion carried.
Communication from R. B.Huey Company, dated September 9,
1963, transmitting three prints of Tentative Tract Map No. 28932,
prepared for their client, Los Angeles By-Products Company, for
approval of the City Council, was read.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated September 11, 1963, recommending that the City Council
approve Tentative Tract ~sp No. 28932 in principle, subject to the
condition that the owner shall comply with the rules and regulations
of all public agencies having jurisdiction, was read.
It was moved by Malburg, seconded by Mailliard, that
Tentative Tract Map No. 28932 be approved in principle, subject to
the condition that the owner shall comply with the rules and
regulations of all public agencies having jurisdiction. Motion
carried.
Communication from John W. Shenk, Special Counsel, dated
September 12, 1963, with reference to request of Commercial Process
Co. to connect with the Vernon sewer on East 26th Street from
property lying within the city limits of Los Angeles, advising
that a granting of a permit with certain conditions to Commercial
Process Co. and/or Mr. Easton R. Roberts for the disposal of
domestic sewage from the property located at 2678 East 26th Street
would not be detrimental to the position of the City of Vernon in
its controversy with the City of Los Angeles regarding the
separation of the sewerage systems, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Malburg, that
Commercial Process Company be advised to file an application with
the Vernon Engineering Departments for a permit to connect the
property on East 26th Street lying within the city limits of Los
Angeles, with the Vernon sewer on East 26th Street. Motion carried.

Communication from the Independent Cities of Los Angeles
County, dated September 10, 1963, with reference to the Los Angeles
Local Agency Formation Commission law on annexation which will be
in effect 30 days after September 20th, presenting for election to
this commission the following as regular members:

It was moved by Malburg, seconded by Mailliard, that
communication from the Independent Cities of Los Angeles County,
dated September 10, 1963, be received and filed. Motion carried.
Summons to appear in Case Number 823762 in the Superior
Court of the State of California for the County of Los Angeles
brought by Robert Claybin, aka Bernard Robert Klabin, and Robert A.
Wilson against the County of Los Angeles, City of Vernon, a municipal
corporation, N. A. Artukovich, Inc., a California corporation, N. A.
Artukovich, dba N. A. Artukovich Construction Co., Does I to XX,
inclusive, for damages for personal injuries and property damage,
was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that
Summons to appear in Case Number 823762 in the Superior Court of
the State of California for the County of Los Angeles be referred
to the City Attorney and the City's insurance carrier. Motion
carried.
Communication from Commerce Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Commerce Catering be approved and license granted.
Motion carried.
Communication from Rod's Service requesting a license to
conduct a business of repairing diesel fuel pumps, injectors, etc.
at 3842 Fruitland Avenue, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Rod's Service be approved and license granted. Motion
carried.
Communication from David Soto requesting a license to
conduct a business of tool and die repair and maintenance at 2335
E. 27th Street, was read.
It was moved by ~~lburg, seconded by Mailliard, that the
request of David So to be approved and license granted. Motion
carried.
Communication from Square Deal Trucking Corp. requesting
a license to conduct a transportation business at 2850 So. Alameda
Street, was read.

It was moved by Malburg, seconded by Mailliard, that the
request of Square Deal Trucking Corp. be approved and license
granted. Motion carried.
Communication from Meehleis Steel Co. requesting a license
to conduct a business of fabricating reinforcing steel at 4323
Bandini Blvd., was read.
It was moved by Anderson, seconded by Malburg, that the
request of Meehleis Steel Co. be approved and license granted.
Motion carried.
Communication from John B. Moore, Administrative Officer,
dated September 12, 1963, transmitting proposed letter form of
agreement, dated September 10, 1963, addressed to Mr. James W. wisda,
Jr. and Wisda & Associates, for consulting engineering services, was
read. (Copy of letter form of agreement to each member of the City
Council)
It was moved by Furlong, seconded by Malburg, that the
City of Vernon enter into a letter agreement with Mr. James W.
Wisda, Jr. and Wisda & Associates for consulting engineering
services, effective October 1, 1963, in accordance with the terms
of the proposed letter form of agreement, dated September 10, 1963,
addressed to James W. Wisda, Jr. and Wisda & Associates, as trans-
mitted by the Administrative Officer with his communication dated
September 12, 1963; provided further that the Administrative Officer
be instructed to advertise immediately for applicants for the
position of Building Engineer. Motion carried.
Communication from C. A. Webb, Engineering Aide, dated
September 10, 1963, requesting that he be reimbursed the sum of
$30.00 from the Education and Training Budget appropriation for
tuition at the Los Angeles State College, together with recom-
mendation for approval by the City Engineer, was read.
It was moved by Anderson, seconded by Mailliard, that
the recommendation of the City Engineer be approved and authority
granted to issue warrant in the amount of $30.00 to C. A. Webb.
Motion carried.
Communication from Fireman D. W. Perkins, dated September
10, 1963, requesting that he be reimbursed the sum of $324.00 from
the Education and Training Budget appropriation for tuition at the
University of Southern California, Civic Center Campus, together
with recommendation for approval by the Fire Chief, was read.
It was moved by Anderson, seconded by Mailliard, that the
recommendation of the Fire Chief be approved and authority granted
to issue warrant in the amount of $324.00 to D. W. Perkins. Motion
carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated September 10, 1963, transmitting letter of resignation from
Waldo M. Morris, and recommending that his resignation be accepted
effective at the close of business on September 20, 1963, was read.
It was moved by Mailliard, seconded by Malburg, that the
resignation of Waldo M. Morris be accepted effective at the close
of business on September 20, 1963. Motion carried.

Report of Health Department activities for the month of
August, 1963, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Malburg, that the
report of Health Department activities be received and filed.
Motion carried.
Communication from Policewoman L. M. Dufau, dated
September 12, 1963, requesting that she be reimbursed the sum of
$150.00 from the Education and Training Budget appropriation for a
five month's course in Stenotype Theory at the Long Beach Stenotype
School, together with recommendation for approval by the Police
Chief, was read.
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Police Chief be approved and authority
granted to issue warrant in the amount of $150.00 to L. M. OUfau.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated
September 13, 1963, requesting authority to purchase one slide
projector at an approximate cost of $140.00, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of the Fire Chief, dated September 13, 1963, be approved.
Motion carried.
Communication from Bahan Catering dba Okeh Caterers
requesting a license to operate an inter-plant feeding (snack bar)
business at the American Can Company, 2221 E. 49th Street, was read.
It was moved by Anderson, seconded by ~~lburg, that the
request of Bahan Catering dba Okeh Caterers be approved and license
granted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 12, 1963, requesting that John R. Smith be advanced from
Policeman Grade 3 to Grade 2, effective October 1, 1963, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Police Chief, dated September 12, 1963, be approved.
Motion carried.
Activity Log of the Police Department for the period
September 1 - 15, 1963 inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from Ideal Melon Co., Inc. requesting a
license to conduct a produce warehouse business at 2850 So. Alameda
Street, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Ideal Melon Co. be referred to the Health Department
with power to act. Motion carried.

Communication from P.D.Q. Service requesting a license to
operate a service station at 4.325 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of P.D.Q. Service be approved and license granted. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated
September 11, 1963, requesting authority to advance certain personnel
in grade, as listed, effective October 1, 1963, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
request of the Fire Chief, dated September 11, 1963, be approved.
Motion carried.
Communication from Owens-Illinois, dated September 17,
1963, requesting that they be permitted to install an overhead
conveyor tunnel bridge, constructed over Fruitland Avenue (east of
Soto Street) connecting an existing manufacturing building owned
by Owens-Illinois on the north side of Fruitland, with a warehouse
building proposed to be built by Owens-Illinois on property recently
acquired by them on the south side of Fruitland Avenue; and trans-
mitting one copy of the License Agreement which Owens-Illinois
will duly execute and file with the City of Vernon, within ten days
after the adoption of a resolution by the City of Vernon, granting
said license, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that the
City Attorney be instructed to draft a resolution authorizing the
execution of a License Agreement with Owens-Illinois to construct,
maintain, use and operate a conveyor tunnel bridge and other
necessary appurtenances along, across and above Fruitland Avenue,
subject to approval of said license agreement by all interested
departments. Motion carried.
Police Chief Bockhacker made an oral request for authority
to attend the Governor's Traffic Safety Conference in Sacramento
on October 3 and 4, 1963, with an expense allowance of approximately
$60.00.
It was moved by Anderson, seconded by Mailliard, that the
request of the Police Chief be approved and that he submit an
expense sheet to the City Clerk for reimbursement when he returns
from said conference. Motion carried.
The following excavation applications, all having approval
of the Engineering Departments, were presented:

It was moved by Mailliard, seconded by Anderson, that

It was moved by Mailliard, seconded by Anderson, that
llPayroll Warrant Register No. 7411 be approved and payment authorized
for Demands Nos. 795 to 807 (both inclusive), with no exceptions.

Communication from D. D. Grayson, Traffic Engineer, dated
September 16, 1963, with reference to bids received for the modifi-
cation of traffic signals at the intersection of Santa Fe Avenue and
38th Street in accordance with Contract No. 300, recommending that
the contract be awarded to Westates Electrical Construction Company
on the basis of their bid of $2,935.00, was read.
Resolution No. 2668 - A Resolution of the City Council of
the City of Vernon accepting the bid of Westates Electrical
Construction Company for modification of traffic signals at the
intersection of Santa Fe Avenue and 38th Street, in accordance with
Contract No. 300 of said City, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2668 be approved and adopted subject to the condition
that such authorization not be effective for any purpose until title
to the real property on which the improvements are proposed to be

installed is vested in the City of Vernon. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
September 16, 1963, with reference to bids received for 38th Street
construction east of Santa Fe Avenue in accordance with Contract No.
297, recommending that the contract be awarded to Griffith Company
on the basis of their bid of $22,608.85, was read.
Resolution No. 2669. .. A Resolution of the City Council of
the City of Vernon accepting the bid of Griffith Company to construct
38th Street East of Santa Fe Avenue, in accordance with Contract No.
297 of said City, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2669 be approved and adopted subject to the condition
that such authorization not be effective for any purpose until title
to the real property on which the improvements are proposed to be
constructed is vested in the City of Vernon. :Motion carried.
