MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 1, 1963 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE ~ VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg
COUNCIL ABSENT: Poxon
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Malburg, that
minutes of the meeting of September 17, 1963 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for the construction of Santa Fe Avenue
Sewer (25th Street to 37th Street) and appurtenances, in accordance
with Contract No. 256.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by ~~illiard, that bids
received for the construction of Santa Fe Avenue Sewer (25th Street
to 37th Street) and appurtenances, in accordance with Contract No.
256, be referred to the City Engineer and the City Attorney for
checking and report. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
September 24, 1963, transmitting Quit Claim Deed and Bill of Sale
on certain properties owned by the Los Angeles Metropolitan Transit
Authority and located in the City of Vernon, and recommending that
the City take action to formally accept these conveyances and to
advise the Metropolitan Transit Authority accordingly, was read.

It was moved by Mailliard, seconded by Malburg, that Quit
Claim Deed and Bill of Sale be accepted from the Los Angeles
Metropolitan Transit Authority, and that the Mayor and the City
Clerk be authorized to execute Certificate of Acceptance of the
Quit Claim Deed. Motion carried.
Grant Deed to certain real property in the City of Vernon
by Gilchild Financial Company, a limited partnership, was presented.

It was moved by Malburg, seconded by Anderson, that Grant
Deed be accepted from Gilchild Financial Company, and that the Mayor
and the City Clerk be authorized to execute Certificate of
Acceptance. Motion carried.

License Agreement, dated September 24, 1963, by and
Socony Mobil Oil Co., Inc. and the City of Vernon covering
pipelines across 37th Street, Easterly of A T & S F R.R.
in the City of Vernon, was presented.
It was moved by Malburg, seconded by Mai1liard, that the
Mayor and the City Clerk be authorized to execute License Agreement,
on behalf of the City of Vernon, dated September 24, 1963, by and
between Socony Mobil Oil Co., Inc. and the City of Vernon covering
certain pipelines across 37th Street. Motion carried.
Communication from the State of California, Department of
Public Works, Division of Highways, dated September 24, 1963,
advising that Section 2156 of the Streets and Highways Code states
that each county and city shall transmit to the Department of Public
Works on or before May 1, 1964, a report setting forth certain
enumerated details, was read. (Copy to each member of the City
Council)
It was moved by Mai11iard, seconded by Anderson, that
communication from the State of California, Department of Public
Works, Division of Highways, dated September 24, 1963, be referred
to the Traffic Engineer for preparation of the report required by
Section 2156 of the Streets and Highways Code. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 24, 1963, transmitting communication from the State
of California, Department of Public Health, dated September 16,
1963, with reference to the Radiation Control Program and Contract
No. 24.5 between the State of California and the City of Vernon;
transmitting copies of an agreement to terminate Contract No. 245;
transmitting copies of the new Contract No. 249; recommending that
a resolution be adopted authorizing termination of Contract No. 245;
and recommending that a resolution be adopted authorizing entrance
into the new Contract No. 249, was read. (Copy to each member of
the City Council)
Resolution No. 2670 - A Resolution of the City Council of
the City of Vernon, authorizing the Mayor and City Clerk to execute
a new contract with the State of California, through its Department
of Public Health, for technical evaluation of license application,
for inspections under the Radiation Control Law, and repealing
Resolution No. 2581 of the City of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2670 be approved and adopted. Motion carried.

Communication from R. E. Straw Company requesting a
license to conduct a manufacturers' representative business at 4802
Lorna Vista Avenue, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of R. E. Straw Company be approved and license granted.

Communication from Cap-N-Nail Co. requesting a license
to conduct a business of distributing specialty roofing nails at
2401 E. 27th Street, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Cap-N-Nail Co. be referred to the Fire Department with
power to act. Motion carried.
Communication from YNI Mfg. Corp. requesting a license to
conduct a business of metal stamping and tool and die design at
2401 E. 27th Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of YNI Mfg. Corp. be referred to the Fire Department with
power to act. Motion carried.
Communication from Imperial Products Co. requesting a
license to conduct a food broker business at 4515 Loma Vista Avenue,
was read.
It was moved by Anderson, seconded by Malburg, that the
request of Imperial Products Co. be approved and license granted.
Motion carried.
Communication from Trade Ruling Co. requesting a license
to conduct a business of paper ruling at 2675 Santa Fe Avenue, was
read.
It was moved by Malburg, seconded by Mailliard, that the
request of Trade Ruling Co. be referred to the Fire Department with
power to act. Motion carried.
Communication from the Los Angeles County Heart Association,
dated September 13, 1963, requesting the City Council to endorse
their February, 1964, Heart Fund and Health Education Campaign in
the City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of the Los Angeles County Heart Association, dated September
13, 1963, be approved. Motion carried.
Communication from the Board of Supervisors, County of
Los Angeles, dated September 19, 1963, advising that Notice of
Intention to circulate a petition in a certain unincorporated
territory of the County of Los Angeles for incorporation of a new
city to be known as the "City of East Los Angeles" was filed with
the Board of Supervisors by the proponents at 10 a.m. on Friday,
September 6, 1963; and transmitting a legal description and map of
the area proposed to be incorporated as the ;lCity of East Los
Angeles'v, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from the Board of Supervisors, County of Los Angeles,
dated September 19, 1963, be received and filed. Motion carried.
Notice of Hearing before the Public Utilities Commission
of the State of California on Monday, October 21, 1963, at 10:00
a.m., in the Commission Courtroom, State Building, San Francisco,
California, in the matter of Application No. 45567 made by California-
Pacific Utilities Company, Pacific Gas & Electric Company, Pacific

Lighting Gas Supply Company, San Diego Gas & Electric Company,
Southern California Gas Company, Southern Counties Gas Company of
California and Southwest Gas Corporation, public utility gas
corporations, for an order issuing General Order No. l12-A setting
forth rules governing design, construction, testing, maintenance
and operation of utility gas transmission and distribution systems
and superseding General Order No. 112, was read.
It was moved by Anderson, seconded by Malburg, that Notice
of Hearing before the Public Utilities Commission of the State of
California, in the matter of Application No. 45567, be received and
filed. Motion carried.
Communication from J. S. Colton, Building Engineer, dated
September 17, 1963, requesting authority for E. H. Malkemus to
attend the Western Plumbing Officials 34th Annual Business
Conference at Disneyland Hotel, Anaheim, California, from October
21 to 24, 1963, with an expense allowance of $95.75, was read.
It was moved by Mailliard, seconded by Malburg, that
the request of the Building Engineer, dated September 17, 1963, be
approved and authority granted to issue warrant in the amount of
$95.75 to E. H. Malkemus. Motion carried.
Communication from Harold W. Faber, Engineering Aide,
dated September 24, 1963, requesting that he be reimbursed the sum
of $235.86 from the Education and Training Budget appropriation for
tuition and books at the University of Southern California,
together with recommendation for approval by the City Engineer, was
read.
It was moved by Anderson, seconded by Malburg, that the
recommendation of the City Engineer be approved and authority
granted to issue warrant in the amount of $235.86 to Harold W.
Faber; and furthe~ that all future requests for funds from the
Education and Training Budget appropriation for courses at private
colleges or universities be accompanied by a memorandum signed by
the appropriate Department Head, stating that the courses, for which
funds are requested, are not available at a state college or
university. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 23, 1963, requesting authority for V. Kelley,
L. Hauger and R. Hilton to attend the Annual Symposium of Southern
California Chapter, California Association of Sanitarians, in
Pasadena, California, on October 11, 1963, with a total expense
allowance of $28.50, was read.
It was moved by Anderson, seconded by Mai11iard, that the
request of the Health Officer, dated September 23, 1963, be approved
and authority granted to issue warrant in the amount of $28.50 to
V. Kelley. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 20, 1963, requesting permission to substitute
certain items of furniture in lieu of the items approved in the
budget appropriation, was read. (Copy to each member of the City

It was moved by Malburg, seconded by Mailliard, that the
request of the Health Officer, dated September 20, 1963, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 24, 1963, recommending that John F. Blankenship be
advanced from Captain, Grade 3 to Grade 2, effective October 1,
1963, was read.
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Police Chief, dated September 24, 1963, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 23, 1963, requesting that Sergeant M. A. deRuyter be
promoted to the rank of Lieutenant, Grade 4, effective October 1,
1963, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of the Police Chief, dated September 23, 1963, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 24, 1963, requesting that he be authorized to employ one
additional personnel as soon as practical to replace Officer R. R.
Roth, who has applied for disability retirement, was read. (Copy
to each member of the City Council)
It was moved by Mailliard, seconded by Malburg, that the
request of the Police Chief, dated September 24, 1963, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 26, 1963, requesting authority for Sgt. J. L. Morrison to
attend the Southern Zone ~reeting of Law Enforcement Intelligence
Units at San Diego, California, on October 18, 1963, with an expense
allowance of $39.00, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated September 26, 1963, be approved
and authority granted to issue warrant in the amount of $39.00 to
J. L. Morrison. Motion carried.
Activity Log of the Police Department for the period
September 16 - 30, 1963, inclusive, was presented.
It was moved by Malburg, seconded by ~~illiard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
September 27, 1963, recommending that Amendment No. 546 to the Master
Plan of Highways of the Los Angeles Regional Planning District be
approved in principle, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Malburg, that
Amendment No. 546 to the Master Plan of Highways of the Los Angeles
Regional Planning District be approved in principle, but that the
Regional Planning Commission, County of Los Angeles, be advised

that there are no current plans for the City of Vernon to increase
the present right-of-way widths of the streets referred to in
Amendment No. 546 of the Master Plan of Highways of the Los Angeles
Regional Planning District. Motion carried.
Communication from Frank G. Bonelli, Supervisor, First
District, dated September 26, 1963, advising that a two-day hearing
of the :~ssembly Interim Committee on Transportation and Commerce
will be held on October 28 & 29, 1963, commencing at 10:00 a.m. in
Room 115 of the State Building, 217 West First Street, Los Angeles,
and suggesting that the City express, either by personal appearance
or via resolution, its stand and position on whether mass rapid
transit should be subsidized as advocated by M.T.A., or whether
whatever is done towards providing mass media of transit shall and
must be financed from farebox revenues without necessity of an
added burden on City and County taxpayers, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to draft a resolution favoring the
financing of mass rapid transit for Los Angeles County from fare box
revenues without the necessity of an added burden on City and County
taxpayers. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated September 26, 1963, recommending that the following
personnel be reimbursed the amounts as listed from the Education
and Training Budget appropriation for tuition and books at East
Los Angeles College for courses in Police Science:

It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Police Chief, dated September 26, 1963, be
approved and that authority be granted to issue warrants in the
amounts as listed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
September 27, 1963, recommending that additional street lights for
the new portion of 38th Street be approved in accordance with the
sketch as transmitted, and that the Traffic Engineer be authorized
to instruct Southern California Edison Company to proceed with the
installation, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
recommendation of the Traffic Engineer, dated September 27, 1963,
for additional street lights for the new portion of 38th Street,
he approved in accordance with the sketch transmitted; and that
the Consulting Electrical Engineer be authorized and directed to
instruct Southern California Edison Company to proceed with the
installation. Motion carried.
The City Clerk reported that Mr. James S. Colton,
Building Engineer and Inspector, retired as an employee of the City
of Vernon at the close of the business day on September 30, 1963.

letter of appreciation be written to Mr. James S. Colton, and that
copy of said letter be spread upon the official minutes of the
City Council. Motion carried.

Vernon since August 16, 1928.
You have served the City of Vernon for the majority of those
years in the responsible position of Building Engineer and
Inspector.
The City Council of the City of Vernon desires to place upon
its official records a letter of appreciation for the more than
thirty-five years of excellent work, and the loyal and unselfish
service rendered by you as an employee of the City of Vernon, and
directs that a copy of this letter be spread upon its minutes of
October 1, 1963, and directs that this letter be delivered to
Mr. James S. Colton.

presented during the period ~eptember 16 to 30, which includes
Demands Nos. 2599 to 2719 (both inclusive) and Demands Nos. LP 116
to LP 120 (both inclusive), drawn on the United California Bank,
totaling $40,529.30 (accounting period October, 1963), was examined
and audited.
It was moved by Mailliard, seconded by Malburg, that
"Warrant Register No. 15011 be approved and payment authorized for
Demands Nos. 2599 to 2719 (both inclusive) and Demands Nos. LP 116
to LP 120 (both inclusive), with no exceptions. Motion carried.
