MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 15, 1963 AT TItlO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg
COUNCIL ABSENT: Poxon
The meeting was called to order by ~ayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard, that
minutes of the meeting of October 1, 1963 be approved as written
and submitted. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
October 11, 1963, with reference to bids received for the
construction of Santa Fe Avenue Sewer (25th Street to 37th Street)
and appurtenances in accordance with Contract No. 256, recommending
that the contract be awarded to Bosko Construction on the basis of
their bid of $97,363.50, was read.
Resolution No. 2673 - A Resolution of the City Council
of the City of Vernon accepting the bid of Bosko Construction, for
construction of sanitary sewers, in Santa Fe Avenue from 25th Street
to 37th Street, in accordance with Contract No. 256 of the City of
Vernon, was read.
It was moved by Malburg, seconded by Anderson, that
Resolution No. 2673 be approved and adopted. Motion carried.

Communication from the Los Angeles County Boundary
Commission, dated September 19, 1963, advising that a proposal has
been filed with the Secretary of the County Boundary Commission for
the annexation of territory described as "Walnut Park Annexation
No.2" to the City of Huntington Park, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the Los Angeles County Boundary Commission,
dated September 19, 1963, be received and filed. Motion carried.
Communication from The Regional Planning Commission,
County of Los Angeles, dated October 3, 1963, advising that Jack &
Dorothy Doke, 2564 E. Slauson Avenue, Huntington Park, California,
have applied for a Special Permit to allow the establishment,
maintenance and operation of a sandblasting plant, including
appurtenant facilities and a railroad spur track, in the M-2 Zone
(Heavy Manufacturing) on property located at 2447 East 54th Street,
and giving notice of a Public Hearing relative to said matter, was
read.
It was moved by Anderson, seconded by Mailliard, that
communication from The Regional Planning Commission, County of Los
Angeles, dated October 3, 1963, be received and filed. Motion
carried.

Communication from Morton J. Golden, County-City
Coordinator, County of Los Angeles, dated October 7, 1963,
transmitting for review by the Vernon City Council a draft of
by-laws for the proposed Greater Los Angeles Voluntary Intergovern-
mental Cooperation Committee, and requesting certain information
in connection with this matter, was read. (Copy to each member of
the City Council)
It was moved by Mail1iard, seconded by Malburg, that
Morton J. Golden, County-City Coordinator, County of Los Angeles,
be informed that the City of Vernon favors the establishment of
the Greater Los Angeles Voluntary Intergovernmental Cooperation
Committee; that should the Committee be established, Mayor Robert J.
Furlong be designated as Vernon's Representative and Fire Chief
L. C. Husted as Vernon's Alternate; and that the City of Vernon
believes the Committee should limit its studies to Fire Services
only. Motion carried.
Communication from the State of California, Department of
Public Health, dated October 9, 1963, redeclaring Imperial and Los
Angeles Counties to be rabies areas within the meaning of Section
1901.2 of the California Health and Safety Code, and requesting
that the enclosed "Statement of Enforcement" form be fully completed
and returned to the Department of Public Health through the local
health officer on or before November 10, 1963, was read.
It was moved by Anderson, seconded by Malburg, that
lIStatement of Enforcement" form transmitted by the State of
California, Department of Public Health, under date of October 9,
1963, be referred to the Health Officer for completing and returning
said form to the State of California, Department of Public Health.
Motion carried.
Communication from Wonder Container Corp. requesting a
license to conduct a business of manufacturing plastic containers
at 4260 Charter Street, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Wonder Container Corp. be approved and license granted.
Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, dated October 3, 1963, requesting authority to
purchase one (1) Station Master Collinear Antenna, Model 200-509,
complete with clamps, at an approximate cost of $183.00, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Assistant Director of Civil Defense, dated October 3,
1963, be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 9, 1963, recommending that Officer P. A. Taylor be
reimbursed the sum of $10.30 from the Education and Training Budget
appropriation for tuition and a textbook at East Los Angeles
College for a course in Police Science, was read.
It was moved by Va1burg, seconded by Mail1iard, that the
recommendation of the Police Chief, dated October 9, 1963, be
approved and authority granted to issue warrant in the amount of
$10.30 to P. A. Taylor. Motion carried.

Communication from C. E. Nemethi, M.D., Health Officer,
(~ted October 10, 1963, requesting authority for Vincent P, Kelley
to attend the National Pest Control Association Convention in
San Francisco, California, from October 20 to 25, 1963, with an
expense allowance of $287.80, was read.
It was moved by Anderson, seconded by Mai1liard, that the
request of the Health Officer, dated October 10, 1963, be approved
and authority granted to issue warrant in the amount of $287.80
to Vincent P. Kelley. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
October 10, 1963, transmitting a copy of a letter and cost estimate
from the Southern Pacific Company regarding a proposed crossing at
49th Street or 48th Street, and recommending that no further action
be taken by the City at this time on this matter, was read. (Copy
to each member of the City Council)
It was moved by Malburg, seconded by Mail1iard, that
communication from the Traffic Engineer, dated October 10, 1963,
together with copy of a letter and cost estimate from the Southern
Pacific Compan~ be received and filed. Motion carried.
Report of Health Department activities for the month of
September, 1963, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Malburg, that
report of Health Department activities be received and filed.
Motion carried.
Activity Log of the Police Department for the period
October 1 - 14, 1963 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication, was read, from Haskins & Sells, Certified
Public Accountants, dated October 10, 1963, transmitting six copies
of the three following reports, each containing their opinion of
independent certified public accountants, dated August 31, 1963:

It was moved by Malburg, seconded by Anderson, that the
reports of Haskins & Sells, Certified Public Accountants, for the
year ended June 30, 1963, be received for study. Motion carried.
Communication from Palm House Restaurant requesting a
license to operate a restaurant at 2500 So. So to Street, was read.
It was moved by Malburg, seconded by Anderson, that the
request of Palm House Restaurant be referred to the Health Depart-
ment with power to act. Motion carried.
Communication from Machinery Trading Corporation of
California requesting a license to conduct a business of buying and
selling new and used machine tools at 4535 So. Soto Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Machinery Trading Corporation of California be referred
to the Police Department with power to act. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated October 10, 1963, requesting authority for Louis S. Hauger
to attend the OCD Region 7 - Radiological Defense Conference at
Las Vegas, Nevada, from November 6 to 8, 1963, with an expense
allowance of $128.25, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Health Officer, dated October 10, 1963, be approved
and authority granted to issue warrant in the amount of $l28.25 to
Louis S. Hauger. Motion carried.
Communication from L. C. Husted, Fire Chief, dated October
14, 1963, requesting authority to advance R. N. Simensen and J. E.
Muldown from Autofiremen, Grade 4 to Grade 3, effective November 1,
1963, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Fire Chief, dated October 14, 1963, be approved.
Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated October 14, 1963, recommending that the following
personnel be reimbursed the amounts as listed from the Education
and Training Budget appropriation for tuition and books for courses

license to conduct a business of accounts receivable factoring at
2455 E. 27th Street, was read.

request of Cal Transport Factors be approved and license granted.
Notion carried.
Communication from L. C. Husted, Fire Chief, dated
October 14, 1963, advising that Assistant Chief B. F. Kirk has
applied to the State Emp10yees'Retirement System for service
retirement effective at the close of the working day on October 15,
1963, was read.
It was moved by Malburg, seconded by Mailliard, that a
letter of appreciation be written to Mr. B. F. Kirk, and that copy
of said letter be apread upon the official minutes of the City
Council. Motion carried.

You have been a valued and respected employee of the City
of Vernon since May 15, 1930.
You have served the City of Vernon Fire Department in the
responsible position of Assistant Fire Chief since July 16, 1955.
The City Council of the City of Vernon desires to place
upon its official records a letter of appreciation for the more
than thirty-three years of excellent work, and the loyal and
unselfish service rendered by you as an employee of the City of
Vernon Fire Department, and directs that a copy of this letter
be spread upon its official minutes of October 15, 1963, and directs
that this letter be delivered to Mr. Benjamin F. Kirk.

Resolution No. 2672 -A Resolution of the City Council
of the City of Vernon protesting the imposition of taxes for the
maintenance and operation of a rapid transit system within the
County of Los Angeles, was read.
It was moved by Malburg) seconded by Mai1liard, that
Resolution No. 2672 be approved and adopted. Motion carried.

Resolution No. 2671 - A Resolution of the City Council
of the City of Vernon authorizing the Mayor and the City Clerk to
execute a License Agreement with Owens-Illinois Glass Company,

Resolution No. 2671 be approved and adopted. Motion carried.

Ordinance No. 750 - An Ordinance of the City of Vernon
amending Ordinance No. 711 of the City of Vernon, establishing rates
for the sale of water in said City and repealing all ordinances in
conflict therewith, was read by title for a first reading.
It was moved by Anderson, seconded by Malburg, that
Ordinance No. 750 receive and pass a first reading by title.
Motion carried.
