MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 5, 1963 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VEPJ.~ON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of October 15, 1963 be approved as written and
submitted. Motion carried.
It was moved by Poxon, seconded by Anderson, that
Ordinance No. 750 receive a third and final reading by title.
Notion carried.
Ordinance No. 750 - An Ordinance of the City of Vernon
amending Ordinance No. 711 of the City of Vernon, establishing
rates for the sale of water in said City and repealing all ordinances
in conflict therewith, was read for a third and final reading by
title.
It was moved by Poxon, seconded by Anderson, that
Ordinance No. 750 receive and pass a third reading and be adopted.
Motion carried.

Communication from Industrial Crafts requesting a license
to conduct a business of fabricating laminated plastic sewing
machine tops at 2322 E. Vernon Avenue, was read.
It was moved by Poxon, seconded by ~~illiard, that the
request of Industrial Crafts be approved and license granted.
Notion carried.
Communication from Joe Frank Brazil dba Joe's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Malburg, that the
request of Joe Frank Brazil dba Joe's Catering be approved and
license granted. Motion carried.
Communication from B. E. Enterprises, Inc. requesting a
license to operate a temporary warehouse for the storage of Christmas
toys and decorations at 5015 District Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the
request of B. E. Enterprises, Inc. be approved and license granted.
Motion carried.
Communication from Shivel Meat Packing Co. requesting a
license to conduct a business of custom slaughtering at 3305 E.
Vernon Avenue, was read.

request of Shivel Meat Packing Co. be approved and license granted.
Motion carried.
Communication from Cooper's Sandwich Shop & Delicatessen
requesting a license to conduct a sandwich shop and restaurant at
2353 E. 38th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Cooper's Sandwich Shop &'Delicatessen be approved and
license granted. Motion carried.
Communication from Harbison-Fischer Mfg. Co. requesting a
license to conduct a business of warehousing oil well pumps at 5151
Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Harbison-Fischer Mfg. Co. be approved and license granted.
Motion carried.
Communication from Mobil Finishes Company, Inc., Valdura
Division, requesting a license to conduct a business of warehousing
paints, coatings and related products at 2757 East 37th Street, was
read.
It was moved by Poxon, seconded by Mailliard, that the
request of Mobil Finishes Company, Inc., Valdura Division, be
referred to the Fire Department with power to act. Motion carried.
Communication from Continental Coffee Co. requesting a
license to conduct a business of roasting, packaging and wholesaling
of institutional coffees at 4618 Pacific Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the
request of Continental Coffee Co. be approved and license granted.
Motion carried.
Communication from Marbleboard Inc. requesting a license
to conduct a business of manufacturing wallboard at 3159 Fruitland
Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
~equest of Marbleboard Inc. be approved and license granted. Motion
carried.
Communication from Gene's Cafe requesting a license to
operate a restaurant at 3156 E. 26th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Gene's Cafe be referred to the Health Department with
power to act. Motion carried.
Communication from Frank Doyle Catering requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Pox on , seconded by Malburg, that the
request of Frank Doyle Catering be referred to the Health Depe,rtment
with power to act. Motion carried.

Notice of Public Hearing before the Huntington Park
Planning Commission upon the question of granting a Parking Variance
on property known as 6069 State Street, Huntington Park, was read.
It was moved by Poxon, seconded by Anderson, that Notice
of Public Hearing before the Huntington Park Planning Commission
be received and filed. Motion carried.
Communication from Star Drillers Supply requesting a
license to conduct a business of selling well drilling machinery
and supplies at 3612 E. 26th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Star Drillers Supply be approved and license granted.
Motion carried.
Communication from Southern California Water Company, datzd
October 28, 1963, transmitting a copy of said Company's application
before the Public Utilities Commission of the State of California
for authority to increase water rates in its Central Basin District,
was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Southern California Water Company, dated October 28,
1963, together with copy of said Company's application before the
Public Utilities Commission of the State of California, be received
and filed. Motion carried.
Communication from Mr. Ben Fridman, dated October 13,
1963, with reference to his bill for electrical energy for the
months of June and July, 1963, was read. (Copy to each member of
the City Council)
Communication from Carl A. Heinze, Consulting Electrical
Enginee.r, dated October 30, 1963, with reference to complaint of
Mr. Ben Fridman relative to his electrical energy bill for the
months of June and July, 1963, advising that he has investigated
the billing records of this consumer at the local office of the
Southern California Edison Company, and recommending that Mr.
Fridman be advised that the billing as rendered is correct, was read.

It was moved by Anderson, seconded by Malburg, that the
recommendation of the Consulting Electrical Engineer, dated October
30, 1963, be approved, and that a copy of Mr. Heinze's letter be
gent to Mr. Fridman. Motion carried.
Communication from Southern California Edison Company,
dated October 29, 1963, transmitting corrected franchise reports
on City of Vernon Ordinances Nos. 503, 504 and 611, and on Los
Angeles County Franchise Ordinance No. 7062 for territory incltlded
in the Bandini No. 1 and No.2, Riverside No. 2 and Atlantic No. 1
anne~cations, all for the period ending December 31, 1962, together
with check in the amount of $443.05 in place of the previous
incorrect franchise payments of $50.07 and $376.50, was reade (Copy

Communication from Carl A. Heinze, Consulting Electrical
Engineer, dated October 30, 1963, advising that the payments
tendered by Southern California Edison Company in connection with
City of Vernon Franchise Ordinances Nos. 503, 504 and 611, and
Los Angeles County Franchise Ordinance No. 7062, for the year
ending December 31, 1962, have been checked and found to be correct,
was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that
payments tendered by Southern California Edison Company in connection
with Franchise Ordinances Nos. 503, 504 and 611, and Los Angeles
County Franchise Ordinance No. 7062, be accepted. Motion carried.
Communication from the Local Agency Formation Commission,
dated October 30, 1963, advising that said Commission held its
first meeting on October 24, 1963; and transmitting a copy of the
ruleD of the Commission, a sample form of a notice, and a copy of a
form of justification, was read. (Copy to each member of the City
Council)
It was moved by poxon, seconded by Mailliard, that communi-
cation from the Local Agency Formation Commission, dated October 30,
1963, together with transmittals, be received and filed. Motion
carried.
Communication from Central Basin Water Association, dated
October 21, 1963, extending an invitation to attend the next rBgular
meeting of the Board of Directors of said Association, was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from Central Basin Water Association, dated October 21,
1963, be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, d~ted
Octcber 28, 1963, advising that Delta Builders has completed the
work under Contract No. 292, City Hall Remodeling, and recommending
that the vJOrk be accepted and that authority be granted to pay for
same in accordance with the terms of the agreement, was read.
Resolution No. 2675 - A Resolution of the City Council of
th~ City of Vernon accepting the work of remodeling of City Hall,
in accordance w:tth Contract No. 292 of said City, was read.
It was moved by Anderson, seconded bv Malburg, that
Resolution No. 2675 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
November 1, 1963, requesting authority for R. Petraitis and himself
to attend liThe Institute on The Crises In Community Transportationll
at Los Angeles State College on November 20, 27, and December 4.,
1963, with an expense allowance of $25.00 each, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Traffic Engineer, dated November 1, 1963, be approved
and authority granted to issue warrants in the amount of $25.00
each to R. Petraitis and D. D. Grayson. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer,
dated October 31, 1963, requesting authority to pay Walter J.
Paltz, Jr., Civil Engineering Assistant, the sum of $75.00 per month
for the use of his own motor vehicle in the service of the City,
effective November 6, 1963, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the City Engineer, dated October 31, 1963, be approved.
Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
November 1, 1963, requesting authority to attend an Engineering
Seminar at the University of California on Saturday, November 16,
1963, with an expense allowance of $15.00, was read.
It was moved by Pmwn, seconded by Malburg, that the
request of the City Engineer, dated November 1, 1963, be approved
and authority granted to issue warrant in the amount of $15.00 to
A. E. Nelson, Jr. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated October 29, 1963, recommending that Vincent P. Kelley be
advanced from Chief Deputy Health Officer Grade 3 to Grade 2,
effective November 1, 1963, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Health Officer, dated October 29, 1963, be
approved. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
September 12, 1963, transmitting the Annual Report of the Vernon
Fire Department for the fiscal year ending June 30, 1963, was read.

It was moved by Malburg, seconded by Mailliard, that
Annual Report of the Vernon Fire Department be received for study.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 29, 1963, requesting authority to employ Billie D.
McFarlane as Policeman Grade 4, effective November 1, 1963, was
read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Police Chief, dated October 29, 1963, be approved.

dated October 21, 1963, requesting that the following personnel be
advanced to the rank of Sergeant, Grade 4, effective November 1,

It was moved by Mailliard, seconded by Poxon, that the
request of the Police Chief, dated October 21, 1963, be approved.

Activity Log of the Police Department for the period
October 15 - 31, 1963, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 1, 1963, recommending that the services of the Roy C. Seeley
Company be reinstated to furnish a supplemental report on the right-
of-way requirements for an alternate alignment for Bandini Boulevard
Extension between Atchison, Topeka and Santa Fe Railroad and Soto
Street, at a fee of $1,100.00 plus costs for engineering studies
and contractors' estimates, was read. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Traffic Engineer, dated November 1, 1963, be
approved. Motion carried.
Communication from Kay Hogan, dated November 1, 1963,
inqu1r1ng if the City of Vernon is interested in having a large
picture depicting a stagecoach and horses going West across the
desert, was read.
It was moved by Anderson, seconded by Malburg, that Kay
Hogan be informed that the City of Vernon has no suitable place to
hang a picture of the size mentioned in her letter dated November 1,
1963. Hotion carried.
Communication from The Regional Planning Commission -
County of Los Angeles, dated November 1, 1963, advising that Ted F.
Merrill has applied for a zone exception to permit the establishment,
maintenance and operation of a food-catering service and food-
preparation plant, in an existing commercial building, located at
6363 and 6367 Holmes Avenue, and giving notification of hearing
relative to this matter, was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from The Regional Planning Commission - County of Los Angeles,
dated November 1, 1963, be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 4, 1963, requesting authority to purchase steel shelving
and cabinets to be used for storage of paper stock and miscellaneous
supplies in the Records Department at an approximate cost of $300.00,
was read.

request of the Police Chief, dated November 4, 1963, be approved.
Motion carried.
Communication from Law Offices of Joseph Stell, dated
November 4, 1963, advising that their client, Vienna Sausage Mfg.
Co., is interested in purchasing real property on the north side of
Vernon Avenue near Downey Road for the purpose of constructing and
operating a meat processing and smoking plant; and requesting an
affirmative indication from the City Council that said company will
be able to secure the requisite permits and licenses to construct
its building, the requisite licenses to do business and that the
present zoning of such property encompasses the purposes for which
said company would use said real property, was read.
It was moved by Anderson, seconded by Poxon, that the Law
Offices of Joseph Stell be advised that, insofar as can be presently
determined, the operation of a meat processing and smoking plant on
property referred to in their communication dated November 4, 1963,
would not violate the zoning ordinances of the City of Vernon;
further, that the construction and operation of a meat processing
and smoking plant at the indicated location would not appear to
present any problems insofar as the issuance of a building permit
or business license, but that the actual determination of such
matters must, of course, be determined on the basis of specific
building permit and business license applications. Motion carried.

examined and audited.
