MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 3, 1963 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE t VERNON t CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Pox on
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mailliard, that minutes
of the meeting of November 19, 1963 be approved as written and
submitted. Motion carried.
It was moved by Malburg, seconded by Mailliard, that the
minutes of the meetings of October 15 and November 5, 1963 be amended
to read "Ordinance No. 750 - An Ordinance of the City of Vernon
repealing Ordinance No. 711 of the City of Vernon, establishing
rates for the sale of water in said City and repealing all ordinances
in conflict therewith." Motion carried.
It was moved by Mai1liard, seconded by Anderson, that the
minutes of the meetings of October 15 and November 5, 1963 be
approved as amended. Motion carried.
Communication from Leeder Chemicals, Inc. requesting a
license to operate a chemical plant at 5025 East Slauson Avenue,
was read.
It was moved by Paxon, seconded by Mai1liard, that the
request of Leeder Chemicals, Inc. be referred to the Fire Department
and the City Attorney with power to act. MOtion carried.
Communication from Merchants Warehousing Co., Inc.
requesting a license to conduct a business of private warehousing
at 4263 District Blvd., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Merchants ~arehousing Co., Inc. be referred to the Fire
Department with power to act. Motion carried.
Communication from Felix Manufacturing Company requesting
a license to conduct a woodworking business at 4511 E. 50th Street,
was read.
It was moved by Anderson, seconded by Paxon, that the
request of Felix Manufacturing Company be approved and license
granted. Motion carried.
Communication from Gills Clothing Outlet requesting a
license to sell clothes from a vehicle in the City of Vernon, was
read.
It was moved by Malburg, seconded by Mailliard, that the
request of Gills Clothing Outlet be approved and license granted.
Motion carried.
Communication from CVA Company requesting a license to
operate a private warehouse for wine at 5401 Santa Fe Avenue, was
read.

It was moved by Malburg, seconded by Mailliard, that the
request of CVA Company be approved and license granted. Motion
carried.
Communication from Herman E. Young requesting a license
to sell brushes in the City of Vernon, was read.
It was moved by poxon, seconded by Mai11iard, that the
request of Herman E. Young be referred to the Police Department
with power to act. Motion carried.
Communication from Truck Terminal, Inc. requesting a
license to conduct a business of selling fuel and repairing trucks
at 2920 Ross Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Truck Terminal, Inc. be referred to the Fire Department
with power to act. Motion carried.
Communication from Hotpoint, A Division of General
Electric, requesting a license to conduct a business of wholesaling
appliances and wholesaling and retailing appliance parts at 4353
Exchange Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Hotpoint, A Division of General Electric, be approved
and license granted. Motion carried.
Communication from Imperial Service Co. requesting a
license to conduct a business of rest room servicing at 4515 E. 48th
Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Imperial Service Co. be approved and license granted.
Motion carried.
Communication from Booky Equipment Company, dated November
27, 1963, requesting that penalty be waived for late payment of
license fee, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by poxon, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to waive claim for penalty levied against Booky Equipment
Company. Motion carried.
Demand on the City of Vernon from the City of Los Angeles,
Department of Public Works, Bureau of Accounting, dated November 12,
1963, for total sewage disposal charges due for the period February
1, 1946 to June 30, 1963, inclusive, in the amount of $861,338.44,
was presented.
It was moved by Poxon, seconded by Anderson, that demand
on the City of Vernon from the City of Los Angeles, Department of
Public Works, Bureau of Accounting, dated November 12, 1963, be
received and filed. Motion carried.
Communication from the City of Torrance, dated November 27,
1963, transmitting a copy of its Resolution No. 63-295 petitioning
the Metropolitan Transportation Authority to invite proposals for
private financing and construction of a mass transportation system,
was read.

It was moved by poxon, seconded by Malburg, that communi-
cation from the City of Torrance, dated November 27, 1963, together
with copy of its Resolution No. 63-295, be received and filed.
Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated November 27, 1963, with reference to inquiry
of Barry Todd Miller as to the possibility of removal of a parcel
of land from the City of Vernon, was read. (Copy to each member of
the City Council)
It was moved by Malburg, seconded by Mailliard, that
11r. Barry Todd Miller be supplied with a copy of the communication
from the Superintendent, Water & Sewer Systems, dated November 27,
1963; that Mr. Miller be advised that it is the opinion of the City
Council that problems affecting the subject real property would not
be solved by annexation proceedings; and that Mr. Miller be advised
that it appears that the problems can only be solved by the extension
of existing utility lines at the expense of the owner of the
property. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 25, 1963, recommending that Officer Richard L. McBean be
reimbursed the sum of $10.00 from the Education and Training Budget
appropriation for a text-book and enrollment fee for a course in
Police Science at East Los Angeles College, was read.
It was moved by poxon, seconded by Anderson, that the
recommendation of the Police Chief, dated November 25, 1963, be
approved and authority granted to issue warrant in the amount of
$10.00 to Richard L. McBean. Motion carried.
Activity Log of the Police Department for the period
November 16 - 30, 1963, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, dated November
27, 1963, requesting authority to advance X. J. Padilla from
Temporary Autofireman Grade 4 to Permanent Autofireman Grade 3,
effective December 1, 1963, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Fire Chief, dated November 27, 1963, be approved.
Motion carried.
Communication from the Vernon Firemen's Association, dated
November 26, 1963, extending an invitation to the members of the
City Council and their families to attend the Fourth Annual Vernon
Firemen's Association Family Christmas Party to be held at Fire
Station No.1 on Saturday, December 14th, at 1:00 p.m., was read.
It was moved by Malburg, seconded by poxon, that communi-
cation from the Vernon Firemen's Association, dated November 26,
1963, be received and filed. Motion carried.

Communication from the League of California Cities, Los
Angeles County Division, dated November 15, 1963, submitting a
proposal to study the five fire areas originally suggested by the
City of Los Angeles, and requesting each City Council to discuss the
proposal and give direction to its League Division Director so that
he may vote on this issue at the December 5th meeting, was read.

It was moved by Paxon, seconded by Mailliard, that communi-
cation from the League of California Cities, Los Angeles County
Division, dated November 15, 1963, be received and filed. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated December
2, 1963, requesting authority to advance J. R. Winfrey from Hoseman
Grade 2 to Grade 1, effective December 1, 1963, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Fire Chief, dated December 2, 1963, be approved.
Motion carried.
Communication from the County of Los Angeles, Registrar
of Voters Department, dated December 2, 1963, requesting permission
to use the Boy Scout Hut, 2265 E. 38th Street, as a Polling Place
for the Consolidated Primary Election on June 2, 1964 and the General
Election on November 3, 1964, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the County of Los Angeles, Registrar of Voters Department,
dated December 2, 1963, be approved. Motion carried.
Communication from John B. Moore, Administrative Officer,
dated December 2, 1963, with reference to the problems of the Fire
Department and Water Department involved in discussions of high
pressure vs. low pressure water system, transmitting a folder which
sets forth an attempt to summarize the most substantial problems
involved in this matter, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Poxon, that
matter relative to a high pressure vs. a low pressure water
be referred to the Finance Committee for study and report.

It was moved by Malburg, seconded by Mailliard, that
building application 25554 be filed and permit granted, subject to
compliance with the Fire Prevention Code relative to the use of
explosives and blasting operations. MOtion carried.
"Warrant Register No. 154" covering claims and demands
presented during the period November 16 to 30, which includes
Demands Nos. 3097 to 3229 (both inclusive) and Demands Nos. LP 133
to LP 136 (both inclusive), drawn on the united California Bank,
totaling $50,098.01 (accounting period December, 1963), was~ined
and audited.
It was moved by Poxon, seconded by Mailliard, that ''Warrant
Register No. 154" be approved and payment authorized for Demands
Nos. 3097 to 3229 (both inclusive) and Demands Nos. LP 133 to LP 136
(both inclusive), with no exceptions. Motion carried.
