19631217 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD DECEMBER 17, 1963 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of December 3, 1963 be approved as written and sl.'.bmitted. Motion carried. Communication from Mr. K. J. Browne, dated December 14, 1963, requesting that the City of Vernon de-annex a portion of Lot #3 of Tract 5974, and allow him to make application to be annexed to the City of Maywood, was read. (Copy to each member of the City Council) Mr. K. J. Browne and Mr. Barry Todd Miller, owners of Lot 3 of Tract No. 5974, located on the south side of Fruitland Avenue in the City of Vernon, appeared before the City Council and requested that due to the problems of obtaining water and disposing of sewage, consideration be given to the detachment of the afore- mentioned parcel of land from the City of Vernon to allow them to mnke application to be annexed to the City of Maywood. It was moved by Malburg, seconded by Mailliard, that the request of Mr. Browne and Mr. Miller be referred to the Engineerie.g Departments and the City Attorney for preparation of a legal description of the property in question and such adjoining property as is practical or desirable concerning the straightening of the boundary line between the City of Vernon and Maywood, and for the purpose of complying with the request of Mr. Miller and Mr. Browne respecting the annexation of their property to the City of Maywood. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated December 6, 1963, submitting Specifications No. 305 for the furnishing of one new station wagon, and recommending that said specifications be approved and that authority be granted to advertise for bids, was read. Resolution No. 2678 - A Resolution of the City Council of the City of Vernon approving Contract No. 305 for the furnishing of one new station wagon and directing the giving of notice inviting sealed proposals or bids in accordance with Contract No. 305 of the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2678 be approved and adopted. Motion carried. Nelson, Jr., City Engineer, dated December 12, 1963, submitting Contract No. 302 for the purchase of a Survey Truck, and recommending that said contract be approved and that authority be granted to advertise fur bids, was read. Resolution No. 2674 - A Resolution of the City Council of the City of Vernon approving Contract No. 302 for the furnishing of one Survey Truck and directing the giving of notice inviting sealed proposals or bids in accordance with Contract No. 302 of the City of Vernon, was read. It was moved by Mai11iard, seconded by Malburg, that Resolution No. 2674 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated December 11, 1963, advising that Westates Electrical Construction Company has completed the modification of traffic signals at Santa Fe Avenue and 38th Street in accordance with Contract No. 300, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the agreement, was read. Resolution No. 2679 - A Resolution of the City Council of the City of Vernon accepting the installation of traffic signals at Santa Fe Avenue and 38th Street in accordance with Contract NOe 300 of said city, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 2679 be approved and adopted. Motion carried. Co. requesting a license to conduct a business of furniture manufacturing at 2313 E. 51st Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Brand Furniture Mfg. Co. be referred to the Fire Depart- ment with power to act. Motion carried. Communication from Dearborn Paper Co. requesting a license to conduct a business of wholesale paper distributor at 2555 Chambers Street, was read. It was moved by Poxon, seconded by Mail1iard, that the request of Dearborn Paper Co. be referred to the Fire Department with power to act. Motion carried. Communication from Flynn's Industrial Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Flynn's Industrial Catering be approved and license granted. Communication from Sinclair Paint Company requesting a license to conduct a warehousing business at 4330 E. 26th Street, was read. It was moved by Anderson, seconded by Poxon, that the ~equest of Sinclair Paint Company be referred to the Fire Departmer~t '>Jith power to act. Motion carried. Communication from Lemco Corporation requesting a license to conduct a business of salvage brokers at 2322 E. Vernon Avenue, was read. It was moved by Anderson, seconded by Poxon, that the request of Lemco Corporation be referred to the Police Department w'ith power to act. Motion carried. Communication from Dr. Robert C. Gillingham, Chairman of the East Central Area Planning Committee for the year 1964, dated December 3, 1963, advising that he has appointed Mr. David D. G1.~ayson as chairman of their technical subcommittee, and requesting that the City Council approve this appointment since Mr. Grayson is not presently a voting representative, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the appointment of David D. Grayson as chairman of the technical subcommittee of the East Central Area Planning Committee by Dr. Robert C. Gillingham, Chairman for the year 1964, be approved. Motion carried. Communication from Mr. & Mrs. Patrocinio Salas and Family expressing their sincere and grateful thanks for the manner in which the Fire Department Rescue Squad responded to their request fer assistance, was read. Report of Health Department Activities for the month of November, 1963, was presented. It was moved by Poxon, seconded by Malburg, that Report of Health Department Activities be received and filed. Husted, Fire Chief, dated December 12, 1963, requesting authority to advance certain Fire Department personnel, as listed, effective January 1, 1964, was read. It was moved by Anderson, seconded by Poxon, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Will & Lill's Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the request of Will & Li1l's Catering be approved and license granted. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 13, 1963, requesting authority to advance Rim A. Petraitis to Civil Engineering Associate, Step 1, and James R. Persons to Engineering Aide II, Step 2, effective January 1, 1964, and requesting authority to reclassify Robert B. Bennett to Engineering Aide I, Step 2, effective January 1, 1964, was read. Copy of Decision No. 66418 of the Public Utilities Commission of the State of California in connection with Application (No. 44086 as amended) of the County of Los Angeles for the construction of a grade separation on Downey Road under the Atchison, Topeka and Santa Fe Railway tracks, Crossing No. 2-14,4.5, in the City of Vernon, California, was presented. Police Chief, dated D8cember 16. 1963. recommending that Officer R. D. Linke be assigned &~ties in the Records Division in lieu of hiring new personnel; recommending that the lease for Officer Linke's motorcycle and his hazard pay as a motor officer be terminated effective at the close of the business day on December 15, 1963; and requesting authority to employ a man to fulfill Officer Linke's duties in the field, was read. The Administrative Officer reported that the selection committee previously requested to screen applications for Building Engineer and Inspector. recommends that two of the applicants be interviewed in personnel session by the members of the City Council. After discussion. it was unanimously agreed that the two applicants recommended by the committee be separately interviewed, one at 9:30 a.m. and the other at 11:00 a.m. on Monday.
