COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meetings of February 4 and 5, 1964 be approved as written
and submitted. Motion carried.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 751 receive a third and final reading by title. Motion carried.
Ordinance No. 751 - An Ordinance of the City of Vernon
amending Ordinance No. 740 and repealing Ordinance No. 745 of said
City, was read for a third and final reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinanc~
No. 751 receive and pass a third reading and be adopted. Motion
carried.

Communication from The Rear Joe's Meat Company requesting
a license to conduct a business of meat processing at 3137 E. Vernon
Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the
request of The Rear Joe's Meat Company be referred to the Health
Department with power to act. Motion carried.
Communication from Therm-X Chemical & Oil Co. of Calif.
requesting a license to conduct a business of compounding and manu-
facturing motor oils, cutting oils, construction type form oils
and curing compounds at 2415 E. 37th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Therm-X Chemical & Oil Co. of Calif. be referred to the
Fire Department with power to act. Motion carried.
Communication from Richard Garber dba Day-N-Nite Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Malburg, that the
request of Richard Garber dba Day-N-Nite Catering be referred to
the Health Department with power to act. Motion carried.
Communication from West Coast Leaseway System, Inc.
requesting a license to conduct a business of truck leasing and
maintenance at 2755 E. 25th Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of West Coast Leaseway System, Inc. be referred to the

Communication from Coleman Manufacturing Co., Inc.
requesting a license to operate a precision machine shop at 5005
E. Slauson Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Coleman Manufacturing Co., Inc. be approved and license
granted. Motion carried.
Communication from Jenn-Air Western, Inc. requesting a
license to conduct a business of selling household appliances,
commercial air moving equipment; warehousing such products; and
servicing such products at 5001 Pacific Blvd., was read.
It was moved by Poxon, seconded by Malburg, that the
request of Jenn-Air Western, Inc. be approved and license granted.
Motion carried.
Communication from Standard Oil Company of California,
\.I'estern Operations, Inc., dated February 10, 1964, requesting
p2rmission to conduct a geophysical survey within the City of Vernon
~t locations as marked in red on the enclosed map and in accordance
with the conditions as outlined in said communication, was read.

It was moved by Poxon, seconded by Mailliard, that the
request of Standard Oil Company of California, Western Operations,
Inc., dated February 10, 1964, be referred to the City Engineer, and
~hat the City Clerk be instructed to inform Standard Oil Company
that an application for a blasting permit should be filed with the
City Engineer for presentation to the City Council for its consid-
eration. Motion carried.
Summons to appear in Action No. 765291 brought by Security
First National Bank against the County of Los Angeles and various
cities, including the City of Vernon, in the Superior Court of the
State of California, in and for the County of Los Angeles, for
recovery of taxes paid under protest, was presented.
It was moved by Anderson, seconded by Poxon, that Summons
to appear in Action No. 765291 be referred to the City Attorney.
Hotion carried.
Summons to appear in Action No. 786656 brought by the
Central & West Basin Water Replenishment District vs. Charles E.
Adams, et al. for adjudication of water rights and injunctive
relief in the Superior Court of the State of California, in and for
the County of Los Angeles; and Summons to appear in Cross-Complaint
in Action No. 786656 brought by the City of Lakewood vs. Charles E.
Aca~s, et al. for adjudication of water rights and injunctive
relief, were presented.
It was moved by Poxon, seconded by Mailliard, that Su~~ons
to appear in Action No. 786656 and Summons to appear in Cross-
Complaint in Action No. 786656 be received and filed. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated February 11, 1964, transmitting letter from
Steel Casting Company, dated February 7, 1964, in which said company
requests a credit for water department billings at standby rates
rather than standard rates from August, 1963 to January, 1964; and
recommending that the request of Steel Casting Company be approved

It was moved by Anderson, seconded by Poxon, that the
r.ecommendation of the Superintendent, Water & Sewer Systems, dated
February 11, 1964, be a.pproved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated February 5, 1964, advising that the work of constructing
eighty (80) feet of ten-inch sewer in South Suno1 Drive (private
street) was completed on January 24, 1964 in accordance with Permit
No. 12906 and Agreement dated January 7, 1964 between the City of
Vernon and Julian Cohen and Associates; and recommending that the
ownership of this sewer line be accepted, was read.
~solution No. 2688 - A Resolution of the City Council of
the City of Vernon accepting the installation of a ten-inch sewer
in South Sunol Drive (private street) in the City of Vernon, in
accordance with Permit No. 12906 and Agreement dated January 7, 1964,
of said City, was read.
It was moved by Mai1liard, seconded by Poxon, that
Resolution No. 2688 be approved and adopted. Motion carried.

Communication from Arthur E. Nelson, Jr., City Engineer,
dated February 13, 1964, requesting authority to purchase a General
Electric Refreshment Center, Model PCR 3, for the engineering
departments at an approximate cost of $360.00, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the City Engineer, dated February 13, 1964, be approved.
Motion carried.
Communication from J. W. Williams, Civil Engineering
Associate, dated February 13, 1964, requesting that he be reimbursed
the sum of $227.25 from the Education and Training Budget appropri-
ation for tuition and books for engineering courses at the University
of Southern California, together with recommendation for approval
by the City Engineer, was read.
It was moved by Anderson, seconded by Mail1iard, th~t the
recommendation of the City Engineer be approved and authority
granted to issue warrant in the amount of $227.25 to J. W. Williams.
Motion carried.
Communication from Lewis R. Adams, Civil Engineering
Assistant, dated February 13, 1964, requesting that he be reimbursed
the sum of $ll8~92 from the Education and Training Budget appropri-
ation for tuition and books for a course entitled "Theory of
Str'J.ctures I" at the University of Southern California, together
with recommendation for approval by the City Engineer, was read.
It was moved by Anderson, seconded by Mai1liard, that the
recommendation of the City Engineer be approved and authority
granted to issue warrant in the amount of $118.92 to Lewis R. Adams.
Motion carried.

Communication from R. A. Petraitis, Civil Engineering
Associate, dated February 11, 1964, requesting that he be reimbursed
th3 sum of $103.08 from the Education and Training Budget appropri-
ation for tuition and books for a course entitled "Hydraulics and
Structural Analysis and Design for Civil Engineers" at the University
of California Extension, together with recommendation for approval
by the Traffic Engineer, was read.
It was moved by Anderson, seconded by Mai11iard, that the
recommendation of the Traffic Engineer be approved and authority
granted to issue warrant in the amount of $103.08 to R. A. Petraitis.

Communication was read from R. H. Bockhacker, Police Chief,
dated February 13, 1964, recommending that the following personnel
be reimbursed from the Education and Training Budget appropriation
for books and registration fees in the amounts as listed for courses

recommendation of the Police Chief, dated February 13, 1964, be
approved and authority granted to issue warrants in the amounts as
listed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 13, 1964, recommending that James F. Mahan be advanced
from Policeman Grade 4 to Grade 3, effective March 1, 1964, was
rend.
It was moved by Mai11iard, seconded by Malburg, that the
r.ecommendation of the Police Chief, dated February 13, 1964, be
approved. Motion carried.
Activity Log of the Police Department for the period
February 1 - 15, 1964 inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried..
Report of Health Department Activities for the month of

Communication from D. D. Grayson, Traffic Engineer, dated
February 14, 1964, requesting authority to advance Mr. Lewis We
Garber to Civil Engineering Assistant, Step 2, effective March 1,
1964, was read.

Sewer Systems, dated February 14, 1964, requesting authority to
~dvance Mr. Harold R. Rogerson to Utility Man III, Step 4, effective
Harch 1, 1964, was read.
It was moved by Malburg, seconded by Anderson, that the
request of the Superintendent, Water & Sewer Systems, dated February
14, 1964, be approved. Motion carried.
1963 Yearly Statistical Report of the Vernon Police
Department, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that the
1963 Yearly Statistical Report of the Vernon Police Department be
received and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, dated Februa~y
14, 1964, with reference to bid received for furnishing one 2,000
Gallon Per Minute Triple Combination Pumper in accordance with
Specifications No. 294, recommending that the bid be awarded to
Crown Coach Corporation, Fire Coach Division, on the basis of their
bid of $41,292.60, was read.
Resolution No. 2687 - A Resolution of the City Council
of the City of Vernon accepting the bid of Crown Coach Corporation,
Fire Coach Division, for the furnishing of one 2,000 Gallon Per
Minute Triple Combination Pumper, in accordance with Contract No.
294, was read.
It was moved by Poxon, seconded by Mai11iard, that
Resolution No. 2687 be approved and adopted. Motion carried.

Communication from Harold W. Faber, Engineering Aide,
dated February 14, 1964, requesting that he be reimbursed the sum
of $144.00 from the Education and Training Budget appropriation
for tuition at the University of Southern California for courses
in Civil Engineering, together with recommendation for approval from
the City Engineer, was read.
It was moved by Anderson, seconded by Mailliard, tha~ the

Copy of Resolution No. 1437 of the City Council of the
City of Lakewood petitioning the Metropolitan Transportation
Authority to invite proposals for private financing and construeticn
of a mass transportation system, was presented.
It was moved by Malburg, seconded by Mailliard, that copy
of Resolution No. 1437 of the City Council of the City of Lakewood
be received and filed. Motion carried.
Communication from American Hard Rubber Company, Division
of Amerace Corp., requesting a license to conduct a business of
manufacturing battery containers and covers at 3211 E. 26th Street,
was read.
It was moved by Poxon, seconded by Mail1iard, that the
request of American Hard Rubber Company, Division of Amerace Corp.,
be approved and license granted. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated February 17, 1964, requesting authority to
issue a purchase order to Roscoe Moss Company to furnish labor and
equipment to remove sand, pump suction and pump bearing from the
bottom of Well #4 and swab the perforations at an estimated cost of
$750.00; and requesting authority to prepare plans and specifications
dnd advertise for bids to purchase a new pump for Well #4 at an
approximate cost of $3,500.00, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Malburg, that the
requests of the Superintendent, Water & Sewer Systems, dated February
17, 1964, be approved. Motion carried.
Resolution No. 2689 - A Resolution of the City Council of
the City of Vernon authorizing the destruction of certain public
records, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2689 be approved and adopted. Motion carried.

WHEREAS, JOHN B. MOORE has served as an invaluable friend
and colleague of the City Council and for the best interest of the
City of Vernon throughout his career as an Administrative Officer
and as a devoted friend of industry, taxpayers, and residents of the
City of Vernon since his appointment, and,
WHEREAS, the City of Vernon has lost a valuable and
conscientious Officer whose sterling worth endeared him to those
who knew him, and
WHEREAS, each member of the City Council feels deeply the
loss thus sustained;
NOW, THEREFORE, BE IT RESOLVED:
SECTION 1: That the City Council of the City of Vernon
hereby takes this opportunity of expressing its deepest sorrow at
the passing of JOHN B. MOORE and expresses its appreciation for his
many years of devotion to the City of Vernon.
SECTION 2: That this Resolution be adopted by the
City Council in regular session, and a copy thereof be spread upon
the Minutes of this meeting, and that a copy of this Resolution be
forwarded to the bereaved widow, ROBERTA POXON MOORE.
SECTION 3: That the City Clerk is hereby directed to
certify to the passage of this Resolution.

and restricting use of land and buildings, height of buildings,
open spaces and the location of buildings and improvements on land,
adopting a map showing said zoning districts, defining the terms
used in the ordinance, providing for its adjustment, amendment, an.d
enforcement, prescribing penalties for violations and repealing
Ordinances 541, 569, 578, 594 and 640 and all ordinances in conflict

It was moved by Mail1iard, seconded by Poxon, that "Warrant
Register No. 159" be approved and payment authorized for Demands Nos.

no exceptions. Motion carried.

demands presented during the period January 1 to 31, which includes
Demands Nos. 856 to 866 (both inclusive), drawn on the Crocker-
Citizens National Bank, totaling $207,013.76 (accounting period
January, 1964), was examined and audited.
It was moved by Mailliard, seconded by Poxon, that "Payroll
Warrant Register No. 79" be approved and payment authorized for
Demands Nos. 856 to 866 (both inclusive), with no exceptions.
Motion carried.
