MINUTES OF AN ADJOURNED REGUIAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
VERNON HELD FEBRUARY 25, 1964 AT 10:00
O' CLOCK A.M. IN THE COUNCIL CHAMBER OF
THE CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 752 be read in full for a third and final reading. Motion
carried.
Ordinance No. 752 - An Ordinance of the City of Vernon
establishing zoning districts in the City of Vernon and regulating
and restricting use of land and buildings, height of buildings,
open spaces and the location of buildings and improvements on land,
adopting a map showing said zoning districts, defining the terms
used in the ordinance, providing for its adjustment, amendment, and
enforcement, prescribing penalties for violations and repealing
Ordinances 541, 569, 578, 594 and 640 and 811 ordinances in conflict
herewith, was read in full for a third and final reading.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 752 receive and pass a third reading and be adopted. Motion
carried.

Absent: None
Communication from the City of Downey, dated February 17,
1964, transmitting a copy of its Resolution No. 1336 requesting the
State Legislature to amend the Collier-Unruh Local Transportation
Development Act, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Downey, dated February 17, 1964, together
with copy of its Resolution No. 1336, be received and filed. Motion
carried.
Communication from George P. Cronk & Company, dated
January 31, 1964, addressed to the Administrative Officer, advising
that the Los Angeles County Peace Officers Association has agreed,
subject to certain conditions, to include the municipality as an
additional insured under its policy covering the individual police
officers for False Arrest at a cost to the City of Vernon based on
25% of the total cost for the individual insured, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Paxon, that the
City of Vernon participate in this plan and that the City Clerk be
authorized to so advise George P. Cronk & Company. Motion carried.
Communication from Pemoll Corporation, Pemoll International,
Inc., requesting a license to conduct a business of appliance
refinishing and reconditioning; import and export; at 3838 Santa Fe
Avenue, was read.

It was moved by Anderson, seconded by Malburg, that communi-
cation from Pemol1 Corporation, PeOlOll International, Inc. ,be
referred to the Fire Department with power to act. Motion carried.
Communication from ,Arthur E. Ne lson, Jr., City Engineer,
dated February 24, 1964, requesting authority to reclassify
Mr. HaroldW.Faber to Engineering Aide I, Step 3, effective March
1, 1964, was read.
It was moved by,Mailliard, seconded by Poxon, that the
request of the City Engineer, dated February 24, 1964, be approved.
Motion carried.
The Fire Chief recommended orally that the city-owned
two-bedroom apartment loeated at 3378 E. 50th Street be leased to
Firemen David W. Perkins and Anthony J. Van Ryte; and that one of
the remaining vacant city-owned one-bedroom apartments, 3382 or
3384 E. 50th Street, be leased to Fireman Carlton E. Clauneh.
It was moved by Anderson, seconded by Malburg, that the
recommendation of the ,Fire Chief be approved. Motion carried.
Discussion was held with reference to naming a suc.cessor
to John B. Moore, Administrative Officer.
Mayor Furlong reported that Mr . Charles H. McGovern has
indicated that he would be willing to accept the appointment as.a
consultlilnt on a ,part-time basis for the sum of $850.00 per month,
plus a reimbursement oftnOnies advanced by him on behalf of the
City in carrying out the duties assigned to him.
It was moved by Anderson, seconded by Poxon, that
Mr. Charles H.McGovern be retained as a consultant on a part-time
basis to perform suehduties as 111ay be assigned to him from time
to time by the City Council; tha.t he be paid a retainer of $850.00
per month, payable in advance commencing March 1, 1964, p1J,1s
reimbursement of any monies advanced by him on behalf of the City
in carrying out the duties assigned to him; that the arrangement
be terminable by either party on one month's notice; and that the
City Clerk so advise Mr. McGovern and on acceptance by him in
writing, this proposal shall be in full force and effect. Motion.

There being no further business to come before the meeting,
it was moved by Malburg, seconded by Anderson, that the meeting
adjourn. Motion carried.
