MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 21, 1964 AT n.Jo O'CLOCK

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of April 7, 1964 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place set
by law for the canvassing of returns of the General Municipal
Election held on April 14, 1964.
The City Council canvassed the returns of said General
Municipal Election.
Upon completion of the canvass, Resolution No. 2698 - A
Resolution of the City Council of the City of Vernon, California,
reciting the fact of the General Municipal Election held in said
City of Vernon on the 14th day of April, 1964, declaring the result
thereof and such other matters as are provided by law, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2698 be approved and adopted. Motion carried.

The Clerk administered the constitutional oath of office
to the duly elected members of the City Council and issued certifi-
cates of election.
The total number of votes cast in the City was fifty-four
(54), and the number of precincts used in said election was one (1).
The election was held for the purpose of electing the
following officers of said City as required by the laws relating to
general law cities in the State of California, to wit:
Two Members of the City Council of said City
for the full term of four years.
At said election the following measure was submitted to
the electors of said City, to wit:
"Shall the salary of the members of the City
Council be increased from Fifty Dollars
($50.00) per month to One Hundred Dollars
($100.00) per month?"
The names of the persons voted for at said election for
Member of the City Council of said City were as follows:

The votes cast for the question entitled "Shall the
s~lary of the members of the City Council be increased from Fifty
Dollars ($50.00) per month to One Hundred Dollars ($100.00) per

The Clerk announced that this was the time for the
selection of the new Mayor.
Upon motion of Anderson, seconded by Malburg, Robert J.
Furlong was elected as Mayor. Motion carried.

Mayor Furlong announced that this was the time for the
selection of a Mayor Pro Tempore.
Upon motion of Anderson, seconded by Mailliard, teonis C.

Mayor Furlong then reappointed the various committee

It was moved by Anderson, seconded by Poxon, that Ordinance
No. 753 receive a third and final reading by title. Motion carried.
Ordinance No. 7S3 - An Ordinance of the City of Vernon
amending Ordinance No. 740 of said City, was read for a third and
final reading by title.
It was moved by Anderson, seconded by Malburg, that
Ordinance No. 753 receive and pass a third reading and be adopted.
Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
April 9, 1964, with reference to bids received for remodeling
traffic signals at the intersection of Downey Road and Fruitland
Avenue in accordance with Contract No. 299, recommending that the
contract be awarded to Sherwin Electric Service on the basis of
their bid of $5,274.00, was read.
Resolution No. 2697 - A Resolution of the City Council of
the City of Vernon accepting the bid of Sherwin Electric Service
for remodeling traffic signals at the intersection of Downey Road
and Fruitland Avenue, in accordance with Contract No. 299, was read.

dated April 10, 1964, advising that International Harvester Company
has delivered one survey truck in accordance with Contract No. 302,
and recommending that the truck be accepted and that authority be
granted to pay for same in accordance with the terms of the agreement,
was read.
Resolution No. 2699 - A Resolution of the City Council of
the City of Vernon accepting the furnishing of one Survey Truck,

dated April 8, 1964, transmitting Contract No. 306 for Reroofing
Thirteen City Houses, and recommending that said contract be
approved and that authority be granted to advertise for bids, was
read.
Resolution No. 2695 - A Resolution of the City Council of
the City of Vernon approving Contract No. 306 for Reroofing Thirteen
City Houses and directing the giving of notice inviting sealed
proposals or bids in accordance with Contract No. 306 of the City
of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2695 be approved and adopted. Motion carried.

Communication from Shamrock Meat Company requesting a
license to conduct a business of meat jobbers at 3095 E. Vernon
Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Shamrock Meat Company be referred to the Health Department
w1.th power to act. Motion carried.
Communication from the Jack H. MacDonald Company, Inc.,
dated March 26, 1964, requesting permission to install a septic
tank and seepage pit to serve the new warehouse under construction
at 4283 Maywood Avenue for Dart Transportation, was read. (Copy
to each member of the City Council)
Communication from Vincent R. Bush, Building Engineer,
dated April 7, 1964, advising that the Building Department has not
approved the use of a septic tank and seepage pit at the Dart Trans-
portation Warehouse at 4283 Maywood Avenue; and advising that the
Building Department would have to review the drawings for the
installation if it were approved by the City Council and a separate
peymit would have to be issued for it, was read.

It was moved by Anderson, seconded by Malburg, that the
Jack H. MacDonald Company, Inc. be granted permission to install
a septic tank and seepage pit to serve the new warehouse under
construction at 4283 Maywood Avenue for Dart Transportation,
provided that all conditions as outlined in their letter dated
March 26, 1964 are complied with; provided that all necessary permits
are obtained for the installation of the proposed septic tank and
seepage pit; provided that said septic tank and seepage pit shall
be used only for sanitary sewage; and with a stipulation that only
the sanitary sewage facilities outlined in their letter dated March
26, 1964 shall be connected to said septic tank and seepage pit.
Motion carried.
Copy of a Resolution of the Independent Cities of Los
Angeles County urging support for Senate Bill 41, as amended,
relating to the creation of the Southern California Rapid Transit
District, was read.
It was moved by Malburg, seconded by Poxon, that copy of
a Resolution of the Independent Cities of Los Angeles County be
received and filed. Motion carried.
Copy of a communication from the City of Culver City,
dated April 14, 1964, addressed to State Senator Thomas M. Rees,
affirming in its entirety the stand of the Los Angeles County
Division of the League of California Cities at their appearance
before the Senate Transportation Committee on March 24, 1964, in
favor of Senate Bill No. 41, was read. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Malburg, that copy
of a communication from the City of Culver City, dated April 14,
1964, addressed to State Senator Thomas M. Rees, be received and
filed. Motion carried.
Communication from the Los Angeles County Division of the
League of California Cities, dated April 10, 1964, transmitting a
report of the League Storm Drain Deficiency Committee which
suggests some of the policy questions which must be considered by
cities before determining whether or not to take a position on a
rH'?:W storm drain bond issue, and requesting that the City review
these questions and submit any comments concerning them to the
League's committee before April 30, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Los Angeles County Division of the League of
California Cities, dated April 10, 1964, together with transmittal,
be received and filed. Motion carried.
Communication from the Los Angeles County Division of the
League of California Cities, dated April 10, 1964, transmitting a
copy of the proposed By-Laws for a new organization to be known as
the Southern California Association of Governments (SCAG), and
requesting that the City review said By-Laws prior to the next
League Division meeting so that it can be discussed and considered
at that meeting, was read. (Copy to each member of the City

It was moved by Poxon, seconded by Malburg, that communi-
cation from the Los Angeles County Division of the League of
California Cities, dated April 10, 1964, together with transmittal,
be received for study. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 9, 1964, transmitting lease agreement between the City of
Vernon and Officer E. G. Smith for one 1962 Harley-Davidson motor-
cycle, Engine No. FL-2963, and requesting that the City approve
said lease agreement effective as of May 1, 1964, was read.
It was moved by Mai11iard, seconded by Malburg, that
the request of the Police Chief, dated April 9, 1964, be approved
and that lease agreement be executed by the City of Vernon. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 14, 1964, recommending that Sergeant W. R. Gilcrease be
reimbursed the sum of $3.50 from the Education and Training Budget
appropriation for enrollment fee and a textbook for a course in
Police Science at East Los Angeles College, was read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Police Chief, dated April 14, 1964, be
approved and authority granted to issue warrant in the amount of
$3.50 to W. R. Gilcrease. Motion carried.
Activity Log of the Police Department for the period
April 1 - 15, 1964, inclusive, was presented.
It was moved by Malburg, seconded by Mai1liard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated April 13, 1964, transmitting letter of resig-
nation from Thomas Keele, and recommending that Mr. Keele's resig-
nation be accepted effective at the close of business on April 12,
1964, was read.
It was moved by Anderson, seconded by Mai1liard, that the
resignation of Thomas Keele be accepted effective at the close of
business on April 12, 1964. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated April 17, 1964, requesting authority to employ
Eugene A. Lawrence as Utility Man III, Step 5, effective April 20,
1964, was read.
It was moved by Poxon, seconded by Mail1iard, that the
request of the Superintendent, Water & Sewer Systems, dated April
17, 1964, be approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated April 8, 1964, requesting authority to attend the American
Public Works Association 1964 Western Regional Conference at
Phoen,ix, Arizona, from. May 3 to 5, 1964, with an expense allowance
of $139,.13, was read.

It was moved by Anderson, seconded by Poxon, that the
request of the City Engineer, dated April 8, 1964, be approved and
authority granted to issue warrant in the amount of $139.13 to
Arthur E. Nelson, Jr. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April
14, 1964, requesting authority to attend The California Fire Chiefs'
Association Conference to be held at Palm Springs, California from
April 20 to 23, 1964, with an expense allowance of $149.00, was
read.
It was moved by Poxon, seconded by Anderson, that the
request of the Fire Chief, dated April 14, 1964, be approved and
authority granted to issue warrant in the amount of $149.00 to
L. C. Husted. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated April 9, 1964, requesting authority to purchase one Uni-Jet
Air Sampler at an approx~ate cost of $95.00, was read. (Copy to

It was moved by Malburg, seconded by Poxon, that the
re.quest of the Health Officer, dated April 9, 1964, be approved.
Motion carried.
Report of Health Department Activities for the month of
March, 1964, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mailliard, that the
Report of Health Department Activities be received and filed.
Motion carried.
Communication from Lon Herman, Recreation Director of
Bowling, dated April 15, 1964, requesting the City Council to adopt
a resolution sponsoring the yearly bowling tournament which will be
held in Palm Springs, California on July 11 and 12, 1964, was read.

the City of Vernon sponsoring the City of Vernon Bowling Leagues,
was read.

April 17, 1964, requesting authority to employ Lucien G. Hersh for
a temporary period during summer vacation as Engineering Aide III,
Step 5, pending satisfactory completion of physical examination,

It was moved by Anderson, seconded by Poxon, that the
request of the Traffic Engineer, dated April 17, 1964, be approved~

Communication from D. D. Grayson, Traffic Engineer, dated
April 17, 1964, requesting authority to pay Lewis W. Garber, Civil
Engineering Assistant, an automobile allowance of ten cents per
mile, not to exceed $30.00 per month, for the use of his own vehicle
in the service of the City, effective April 22, 1964, was read.
It was moved by Anderson, seconded by Poxon, that Lewis W
Garber be paid the sum of 10~ per mile for the use of his private
automobile from the City Hall to the various project sites and
return, not to exceed $30.00 per month; and that Mr. Garber certify
that all mileage claimed for the use of his vehicle was necessary
to the performance of his duties and that the use of his vehicle
was required in every instance because transportation by city-owned
vehicles was unavailable. Motion carried.
Communication fram D. D. Grayson, Traffic Engineer, dated
April 17, 1964, transmitting a revised contract with Remington Rand,
Univac Division of Sperry Rand Corporation, covering the preparation
of the monthly inventory catalog for the Public Works warehouse,
and recommending that the contract be approved, was read. (Copy
to each member of the City Council)
It was moved by Poxon, seconded by Mailliard, that the
Mayor and the City Clerk be authorized and directed to execute,
on behalf of the City of Vernon, revised contract with Remington
Rand, Univac Division of Sperry Rand Corporation. Motion carried.
Communication from Edward F. Souza dba Bill's Reliable
Lunch requesting a license to operate a lunch truck in the City of
Vernon, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Edward F. Souza dba Bill's Reliable Lunch be approved
and license granted. Motion carried.
Communication from Central Basin Water Association, dated
April 16, 1964, extending an invitation to attend the next regular
meeting of the Board of Directors of the Association, was read.

Communication from Mendenhall & Son, Inc. requesting a
license to conduct a warehousing business at 2620 E. Vernon Avenue,

Communication from Owens-Illinois, dated April 20, 1964,
requesting that they be granted a license to permit the installation
of eight private utility ducts, enclosed in a concrete envelope,
across and beneath the surface of Fruitland Avenue, connecting
existing manufacturing facilities of Owens-Illinois on the north
side of Fruitland Avenue with recently constructed warehouse
facilities on the south side of Fruitland Avenue; and transmitting
a proposed license agreement for consideration by the City, was readq

It was moved by Anderson, seconded by Malburg, that the
request of Owens-Illinois, dated April 20, 1964, be approved,
provided that Owens-Illinois pay to the City of Vernon the sum of
$1,500.00 as consideration for granting a license agreement; and
that the Mayor and the City Clerk be authorized and directed to
execute a License Agreement, on behalf of the City of Vernon, between
~wens-Illinois Glass Company and the City of Vernon for the instal-
lation of eight private utility ducts across and beneath the
surface of Fruitland Avenue, as outlined in their letter dated
April 20, 1964, upon receipt of the aforementioned $1,500.00.

Resolution No. 2700 - A Resolution of the City Council of
the City of Vernon supporting a statement of the Board of Directors
of the Metropolitan Water District of Southern California, was read,

A general discussion was held with reference to the
benefits that would be derived by the City of Vernon if Vincent Re
Bush, Building Engineer, was sent to Anchorage, Alaska, to inspect
the effects of the damaging earthquake of March 27, 1964 on buildings
of the same type of construction that have been and are being
constructed in the City of Vernon.
It was moved by Anderson, seconded by Poxon, that Vincent
R. Bush, Building Engineer, be authorized to travel to Anchorage,
Alaska, for the purpose of studying first hand the effects of the
earthquake of March 27, 1964, with special emphasis on the study
of damage to buildings of precast concrete type of construction;
that he be authorized to spend approx~ately one week in Alaska;
that he be authorized reasonable and necessary expenses for the
trip; and that he report to the City Council when he returns on
the pertinent information he has obtained relative to damages as a
result of the earthquake to buildings of the same type of construc-
tion that have been or are being constructed in the City of Vernono
Motion carried.
