MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 28, 1964 AT TEN O'CLOCK A.M.
IN THE COUNCIL CHAMBER OF THE CITY HALL
LOCATED AT 4305 SANTA FE AVENUE, VERNON,
CALIFORNIA .
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Poxon
COUNCIL ABSENT: None
The adjourned regular meeting was called to order by
Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the
minutes of the meeting of April 21, 1964 be approved as written and
submitted. Motion carried.
The City Council proceeded to conduct a public hearing
on the Petition of Grant Oil Tool Company for a variance from the
provisions of Ordinance No. 752, and all amendments thereto, of
the City of Vernon.
The following were duly acknowledged as being on file:
(1) Affidavit of Publication in the Los Angeles Daily
Journal on April 14, 20 and 24, 1964 of "Notice of Proposed Change
from Zoning Provisions";
(2) Affidavit of City Clerk Re Mailing Postal Card
Notices on application for variance of Grant Oil Tool Company; and
(3) Affidavit of Posting "Notice of Proposed Change from
Zoning Provisions" by Arthur E. Nelson, Jr., City Engineer of the
City of Vernon.
Communication from D. D. Grayson, Traffic Engineer, dated
April 17, 1964, transmitting maps relating to the petition for zone
variance by Grant Oil Tool Company, 2042 East Vernon Avenue, which
indicate respectively: (a) the existing zoning, (b) the existing
land use, and (c) the present property ownership, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Traffic Engineer, dated April 17, 1964, together
with maps, be received and filed. Motion carried.
The City Clerk reported that there were no other written
communications relative to the petition of Grant Oil Tool Company.

hearing on the petition of Grant Oil Tool Company for a zone
variance:

The Mayor asked if anyone from the floor wished to address
the City Council with reference to said petition.
No one responded.
Resolution No. 2702 - A Resolution of the City Council of
the City of Vernon granting a zoning variance for Grant Oil Tool
Company, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2702 be approved and adopted. Motion carried.

Absent: None
Communication from Grant Oil Tool Company, dated March 20,
1964, transmitting drawings of a proposed 6,000 square feet addition
in the existing style with tilt-up concrete slab walls on the
property located at 2042 East Vernon Avenue, and requesting that the
City Council approve the proposed addition without the requirement
of fire sprinklers, was read. (Copy to each member of the City
Council) (Laid over at meeting of 4/7/64)
It was moved by Malburg, seconded by Mai11iard, that the
request of Grant Oil Tool Company, dated March 20, 1964, be approved,
provided that all conditions as outlined in their communication
dated March 20, 1964 are complied with, including the condition
that the proposed structure shall never be used for occupancy other
than for non-combustible materials; and provided that all necessary
permits are obtained in connection with the proposed project.
Motion carried.
Communication from Maremont Marketing, Inc. requesting a
license to conduct a business of warehousing automotive parts at
4383 Exchange Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Maremont Marketing, Inc. be approved and license granted.
Motion carried.
Communication from Scott Paper Company requesting a license
to conduct a business of warehousing paper products at 3251 Leonis
Boulevard, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Scott Paper Company be referred to the Fire Department
with power to act. Motion carried.

Communication from Vincent R. Bush, Building Engineer,
dated April 22, 1964, recommending that George N. Caprine be
advanced from Senior Building Inspector, Electrical, Grade 5 to
Grade 4, effective May 1, 1964, as he has satisfactorily completed
his probationary period, was read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Building Engineer, dated April 22, 1964, be
approved. Motion carried.
Notice from the Local Agency Formation Commission that it
has set the matter shown in the attached Notice of Intention by the
City of Maywood to annex certain territory designated as "Fruitland
Addition No.1" for hearing before the Commission at the hour of
10:00 a.m., May 13, 1964, in Room 381, Hall of Administration, 500
West Temple Street, Los Angeles, was read.
It was moved by Malburg, seconded by Anderson, that notice
from the Local Agency Formation Commission be received and filed.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 23, 1964, transmitting a proposed agreement for the instal-
lation of two No. 8 flashing light signals and two no turn signals
at Crossing No. 25-1.35-C, Los Angeles Junction Railway Company,
on Leonis Boulevard adjacent to Seville Avenue, and recommending
that the City enter into said agreement with the railroad and make
application to the Public Utilities Commission for an allocation
of funds to assist in financing this work, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
Mayor and the City Clerk be authorized to execute, on behalf of the
City of Vernon, agreement between Los Angeles Junction Railway
Company and the City of Vernon for the installation of two No. 8
flashing light signals and two no turn signs at Crossing No. 25-1.

Resolution No. 2704 - A Resolution of the City Council
of the City of Vernon authorizing the Mayor and City Clerk to sign
an application to the Public Utilities Commission of the State of
California for allocation from Crossing Protection Fund, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2704 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
April 24, 1964, advising that Westates Electrical Construction
Company has completed the installation of traffic signals at the
intersection of Alcoa and Fruitland Avenues in accordance with
Contract No. 288, and recommending that the work be accepted and
that authority be granted to pay for same in accordance with the
terms of the agreement, was read.
Resolution No. 2703 - A Resolution of the City Council
of the City of Vernon accepting the installation of traffic signals
at Alcoa Avenue and Fruitland Avenue, in accordance with Contract
No. 288 of said City, was read.

It was moved by Anderson, seconded by Malburg, that
Resolution No. 2703 be approved and adopted. MOtion carried.

Communication from Central Sheet Metal Products, dated
April 24, 1964, requesting a pro-rata refund of their 1964 business
license fees as they moved out of the City of Vernon on April 24,
1964, was read.
It was moved by Anderson, seconded by Poxon, that Central
Sheet Metal Products be granted a refund of two quarters of their
1964 license fees and that authority be granted to issue warrant
in the amount of $25.00 to Central Sheet Metal Products. MOtion
carried.
Communication from the City of Torrance, dated April 23,
1964, transmitting a copy of Resolution No. 64-79 of the City
Council of the City of Torrance endorsing a proposed 1964 County-
wide storm drain bond issue, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Torrance, dated April 23, 1964, together
with copy of Resolution No. 64-79, be received and filed. Motion
carried.
Communication from Western Electric Company, Inc.
requesting a license to conduct a business of material storage and
servicing at 4500 District Blvd., was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Western Electric Company, Inc. be approved and license
granted. Motion carried.
Communication from Rust-Lick of California requesting a
license to conduct a business of selling rust preventives and
metalworking fluids at 3320 Leonis Blvd., was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Rust-Lick of California be referred to the Fire Department
with power to act. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April
27, 1964, transmitting a letter from Autofireman H. J. Twomey
requesting a leave of absence for six months from the Fire Depart-
ment, and recommending that Mr. Twomey be granted a leave of absence
commencing May 8, 1964, was read.
It was moved by Anderson, seconded by Poxon, that
Autofireman H. J. Twomey be granted a leave of absence without pay
for a period of six months commencing May 8, 1964. Motion carried.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Malburg, that the meeting
adjourn. Motion carried.
