19640505 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MAY 5, 1964 AT '.tWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE 11 VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of April 28, 1964 be approved as written and submitted. Motion carried. The Clerk announced that this was the tfme and place for opening of bids received for Reroofing Thirteen City Houses, in accordance with Contract No. 306. It was moved by Poxon, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. MOtion carried. The Clerk opened and read the following bids: Owen Roofing Company Massie Roofing Company Dion Roof Co., Inc. Larson & Sons Roofing Co. Associated Roof Co. R. C. Cerra Roofing Co. Haddock Roof ing Company $ 3,412.00 3,308.00 3,075.00 3,748.00 3,337.00 3,875.00 3,430.00 It was moved by Malburg, seconded by Mail1iard, that bids received for the Reroofing of Thirteen City Houses, in accordance with Contract Ne. 306, be referred to the City Engineer and City Attorney for checking and report. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated April 28, 1964, advising that William R. Hahn has completed the work of remodeling traffic signals on Downey Road at Leonis Boulevard in accordance with Contract No. 298, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the agreement, was read. Resolution No. 2705 - A Resolution of the Ci.ty Council of the City of Vernon accepting the remodeling of traffic signals on Downey Road at Leonis Boulevard, in accordance with Contract No. 298 of said City, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 2705 be approved and adopted. Motion carried. Nelson, Jr., City Engineer, dated April 23, 1964, advising that the work of constructing one hundred feet of twelve-inch sewer in East 26th Street was completed on April 20, 1964 in accordance with Permit No. 12961 and Agreement dated April 7, 1964 between the City of Vernon and Metal & Thermit 1_94 I I -2- 5/5/64 Corporation; and recommending that the ownership of this sewer line be accepted, was read. Resolution No. 2706 - A Resolution of the City Council of the City of Vernon accepting the installation of one hundred feet of twelve-inch sewer in East 26th Street in the City of Vernon, in accordance with Permit Number 12961 and Agreement dated April 7, 1964 of said City, was read. It was moved by Malburg, seconded by Poxon, that Resolution No. 2706 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated April 30, 1964, transmitting a proposed plan and profile (Plan No. 1734, Sheets 1 through 7) for a portion of Bandini Blvd. between Santa Fe Avenue and Downey Road (Sta. 36+00 to 98+00), and recom- mending that said plan and profile be approved, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Poxon, that the recommendation of the Traffic Engineer, dated April 30, 1964, be approved. Mot ion carried. Communication from King Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of King Catering be approved and license granted. Motion carried. Communication from Jack's Cafeteria requesting a license to operate a cafeteria at Industrial Stationery & Printing Co., 4441 Santa Fe Avenue, was read. It was moved by Mai11iard, seconded by Poxon, that the request of Jack's Cafeteria be approved and license granted. Motion carried. Communication from the City of Fountain Valley, dated April 27, 1964, transmitting a copy of its Resolution No. 2040 endorsing the Metropolitan Water District's stand in opposing the initial Pacific Southwest Water Plan and requesting modification of same, was read. It was moved by Malburg, seconded by Poxon, that communi- cation from the City of Fountain Valley, dated April 27, 1964, together with copy of Resolution No. 2040, be received and filed. Motion carried. Communication from R. J. Furlong, Director of Civil Defense, dated April 29, 1964, requesting authority for G. G. Skalsky, Assistant Director of Civil Defense, to attend the Region VII U.S. Civil Defense Council & California Civil Defense & Disaster Association Joint Conference at Edgewater Inn, Marina Hotel, Long Beach, California, from May 20 to 22, 1964, with an expense allowance of $51.50, was read. 1.B5 I I -3- 5/5/64 It was moved by Poxon, seconded by Anderson, that the request of the Director of Civil Defense, dated April 29, 1964, be approved and authority granted to issue warrant in the amount of $51.50 to G. G. Skalsky. Motion carried. Activity Log of the Police Department for the period April 16 - 30, 1964, inclusive, was presented. It was moved by Malburg, seconded by Poxon, that Activity Log of the Police Department be received and filed. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated May 1, 1964, transmitting a report of the Central Manufacturing District Street System within the City of Vernon, and recommending that copies of this report be made available to the Central Manu- facturing District, Inc. for their review, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that report of the Central Manufacturing District Street System within the City of Vernon be received for study, and that copies of this report be made available to the Central Manufacturing District, Inc. for their review. Motion carried. Communication from L. C. Husted, Fire Chief, dated May 5, 1964, requesting authority for Battalion Chief W. R. Hoeft and Fireman L. M. Jackson to attend the 1964 Fire Training Officers' Workshop, sponsored by the California State Department of Education, Bureau of Industrial Education, at Fresno, California, from May 11 to 15, 1964, with an expense allowance of $141.93 each, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief, dated May 5, 1964, be approved and authority granted to issue warrants in the amount of $141.93 each to W. R. Hoeft and L. M. Jackson. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated May 4, 1964, requesting authority to employ Sterling E. Putman as Policeman Grade 4, effective as of May 16, 1964 pending results of physical and psychiatric examinations, was read. It was moved by Poxon, seconded by Mai11iard, that the request of the Police Chief, dated May 4, 1964, be approved. Motion carried. Communication from the City of Norwalk, dated May 4, 1964, transmitting a copy of its Resolution No. 1241 giving a qualified endorsement to the proposed 1964 Storm Drain Bond Issue, was read. It was moved by Malburg, seconded by Mai11iard, that communication from the City of Norwalk, dated May 4, 1964, together with copy of Resolution No. 1241, be received and filed. Motion carried. Communication from Policeman I. L. Brummett, dated May 4, 1964, requesting that he be considered as a tenant for a city-owned two bedroom house in the event a vacancy should occur in the future, was read. -4- 5/5/64 It was moved by Anderson, seconded by Poxon, that the request of Policeman I. L. Brummett, dated May 4, 1964, be received and filed for future consideration. Motion carried. I The Police Chief made an oral request for authority to purchase one automobile to replace one of the older patrol units in service in the Police Department. It was moved by Mai11iard, seconded by Anderson, that the request of the Police Chief be approved. MOtion carried. The following excavation applications, all having approval of the Engineering Departments, were presented: Application 25828 - So. Calif. Edison Co. to install poles and anchors at various locations in Pacific & Leonis B1vds. Application 25~ - B & M Terminal Co. to install curb, gutter, sidewalk and driveways in S/s 26th St. between Harriett St. & L.A. River and at the E/end of 27th St. Application 25830 - L.A. Junction R.R. to repair broken joint in railroad track in Atlantic Blvd. N/o District Blvd. S/o L.A. River. Application 25831 - Metropolitan Transit Authority to remove approximately 15 MTA poles in W/s Santa Fe Ave. from N City boundary to Vernon Avenue (west). It was moved by Anderson, seconded by Poxon, that excavation applications numbered 25828 to 25831 inclusive be filed and permits granted. Motion carried. The following building applications, all having approval of the Building Department, were presented: Application 25832 - Geo. Roper Sales Co. to join two existing buildings with passage at 4819 E. 49th St. I Approximate cost 2,000.00 Application 25833 - Baker Commodities to construct addition to building at 4020 Bandini Blvd. Approximate cost 5,000.00 Application 25834 - Dart Warehouse #3 to install septic tank at 4320 Maywood Ave. Approximate cost 600.00 A~p1ication 25835 - Dart Warehouse #4 to install plumbing facilities at 4280 Maywood Ave. Approximate cost 3,000.00 Application 25836 - Hoffman Bros. Vernon Ave. Approximate cost 6,000.00 Ap~lication 25840 - Daubert Chemical Co. to install asphalt mixing tank at 4151 Bandini Blvd. Approximate cost 1,000.00 It was moved by Malburg, seconded by Mai11iard, that building applications numbered 25832 to 25840 inclusive be filed and permits granted. Motion carried. "Warrant Register No. 164" covering claims and demands presented during the period April 16 to 30, which includes Demands Nos. 4356 to 4515 (both inclusive) and Demands Nos. LP 168 to LP 172 (both inclusive), drawn on the United California Bank, totaling $806,943.19 (accounting period May, 1964), was examined and audited. It was moved by Poxon, seconded by Anderson, that '~arrant Register No. 164" be approved and payment authorized for Demands Nos. 4356 to 4515 (both inclusive) and Demands Nos. LP 168 to LP 172 (both inclusive), with no exceptions. Motion carried.
