IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE , VERNON t CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg COUNCIL ABSENT: Poxon The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Mailliard, that minutes of the meeting of May 19, 1964 be approved as written and submitted. Motion carried. It was moved by Mailliard, seconded by Malburg, that Ordinance No. 754 receive a third and final reading by title. l1otion carried. Ordinance No. 754 - An Ordinance of the City of Vernon prohibiting gambling in said City, was read for a third and final reading by title. It was moved by Anderson, seconded by Malburg, that Ordinance No. 754, receive and pass a third reading and be adopted. Notion carried. Ayes: Anderson, Furlong, Mailliard, Malburg Noes: None Absent: poxon It was moved by Malburg, seconded by Mailliard, that Ordinance No. 755 receive a third and final reading by title. IvIotion carried. Ordinance No. 755 - An Ordinance of the City of Vernon prohibiting fortune telling in said City, was read for a third and iinal reading by title. It was moved by Anderson, seconded by Mailliard, that Ordinance No. 755 receive and pass a third reading and be adopted. ~'1otion carried. I -2- 6/3/64 Communication from the Finance Committee, dated May 27, 1964, making certain recommendations relative to employees' salaries and related matters for the fiscal year 1964-65, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that the recommendations of the Finance Committee with reference to employees' salaries and related mattemfor the fiscal year 1964.-65, be approved as outlined in communication dated May 27, 1964, with the e~cception of the last paragraph. Motion carried. It was moved by Mailliard, seconded by Furlong, that the Fire Department be authorized fifteen (15) additional new men. Motion carried. It was moved by Anderson, seconded by Mailliard, that the request of Stephen Kechekian be approved and license granted. Motion carried. Communication from The Jeannette Glass Company requesting a license to conduct a business of selling glassware at wholesale at 4500 District Blvd., was read. It was moved by Mailliard, seconded by Anderson, that the request of The Jeannette Glass Company be approved and license granted. Motion carried. Communication from Whitehall Laboratories Division of American Home Products Corporation requesting a license to conduct a business of storage and shipment of proprietary products at 5107 District Blvd., was read. It was moved by Malburg, seconded by Anderson, that the request of Whitehall Laboratories Division of American Home Products Corporation be referred to the Fire Department and the Health De- partment with power to act. Motion carried. Communication from Cherokee Chemical Company, Inc. re- questing a license to conduct a business of compounding cleaning compounds from detergents at 3399 E. Vernon Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Cherokee Chemical Company, Inc. be approved and license granted. Motion carried. Communication from Union Pacific Railroad Company, dated May 26, 1964, transmitting duplicate originals of proposed Extension Rider, identified as Railroad's document CLD No. 11713-2, which e}{tends for a further five-year period, or to and including August 31, 1969, at a term rental of $15.00, Agreement of September 1, 1954, Railroad's Contract Audit A-75l79, covering a private roadway over and across Industrial Lead Track #3, was read. Notion carried. Communication from the Los Angeles County Board of Super- visors, dated May 27, 1964, transmitting a certified copy of a Resolution adopted by the Board on May 26, 1964, declaring a portion of Downey Road in the City of Vernon to be a part of the County System of Highways, and requesting the City of Vernon to send con- formed copies of its ordinance granting consent to the Board of Supervisors, to Mr. N. H. Templin, Road Commissioner, and to Mr. Robert B. Heuer, Director, Department of Real Estate Management, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that communication from the Los Angeles County Board of Supervisors, dated May 27, 1964, together with certified copy of a Resolution adopted by the Board on May 26, 1964, be referred to the City Attorney and the Traffic Engineer for drafting the required ordinance. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated June 1, 1964, transmitting in duplicate lIProject No. 8202, 1964 Storm Drain Bond Issue Report prepared by the City of Vernon, California fot' Los' Angeles County Flood Control District", and recommending that the report be accepted by the City of V3rnon and that one copy, together with two drawings and two film negatives for reproduction purposes, be forwarded to the Los Angeles County Flood Control District as requested in their letter of April 10, 1964., was read. (Copy to each member of the City Council) Resolution No. 2712 - A Resolution of the City Council of the City of Vernon accepting the report of the City Engineer and its supporting data, relative to Storm Drain Project 8202 in the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2712 be approved and adopted. Motion carried. Bockhacker, Police Chief, dated May 20, 1964, requesting that lease agreement between the City of Vernon and Officer I. L. It was moved by Anderson, seconded by Malburg, that the requests of the Police Chief, dated May 20, 1964, be approved and that new lease agreement, as submicted, be executed by the City of Vernon. It was moved by Malburg, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Lon S. Herman, Recreation Director of Bowling, dated May 26, 1964, transmitting a Proclamation from Mayor F. M. Bogert of Palm Springs proclaiming Saturday and Sun- day, July 11 and 12, 1964, as City of Vernon Day in Palm Springs, was read. It was moved by Anderson, seconded by Malburg, that communication from Lon S. Herman, Recreation Director of Bowling, dated May 26, 1964, be received and filed, and that Proclamation be placed in the Bowling Trophy case. Motion carried. Communication from Central Basin Y~nicipal Water District, dated May 28, 1964, transmitting a certified copy of Resolution No. 5-64-174 adopted by the Board of Directors of the District approving and urging support of S 2760 introduced by Senator Kuchel, was read. It was moved by Malburg, seconded by Mailliard, that communication from Central Basin Municipal Water District, dated May 28, 1964, together with copy of Resolution No. 5-65-174, be received and filed. Motion carried. Communication from Ben Pollack dba United Caterers requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Mailliard, that the request of Ben Pollack dba United Caterers be approved and license granted. Motion carried. Communication from L. C. Husted, Fire Chief, dated May 29, 1964, requesting authority to employ Loren E. Dome and John F. Graesser as Hosemen Grade 4 (Probationary), effective June 1, 1964, as replacements, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Fire Chief, dated May 29, 1964, be approved. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated June 1, 1964, requesting authority to purchase eight (8) High Level tvarning-Scopes from Hawkins-Hawkins Company, Inc. at a price of $58.53 each, plus tax, was read. It was moved by Malburg, seconded by Anderson, that the ~equest of the Superintendent, Water & Sewer Systems, dated June 1, 1964, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 1, 1964" advising that Patricia J. Payne, Engineering Clerk IV, Step 4, has submitted her resignation to be effective at the close of business June 1, 1964, and recommending that her resignation be accepted, was read. I -5- 6/3/64 It was moved by Anderson, seconded by Mailliard, that the resignation of Patricia J. Payne, Engineering Clerk IV, Step 4, be accepted effective at the close of business June 1, 1964. Motion carried. Communication from the Vernon Chamber of Commerce, dated June 2, 1964, advising that the Board of Directors was unanimous in its expression of interest in seeing the street tree planting program develqped by the Public Works Department of the City of Vernon carried "to completion, and offering the services of the Chamber of Commerce in contacting the industries and/or landowners for the collection of moneys for the purchase of trees with the understanding that the City will accept the responsibility of planting and future maintenance of the trees, was read. It was moved by Anderson, seconded by Malburg, that the offer of the Chamber of Commerce to contact the industries and/or landowners for the collection of moneys for the purchase of trees be accepted; and that the City accept the responsibility of planting and future maintenance of the trees in accordance with the street tree planting program developed by the Engineering Departments. Motion carried. Mayor Furlon6 displayed a plaque that was presented by the children of the Vernon City School to The Vernon City, the Chamber of Commerce, the Rotary Club, the Lions Club, the Police Department and the Fire Department giving thanks for the interest and concern taken by these organizations in the children of the Vernon City School. It was moved by Malburg, seconded by Mailliard, that plaque presented by the children of the Vernon City School be accepted and be displayed in an appropriate place in the Council Chamber. Motion carried.
