MINUTES OF A REGUIAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 16, 1964 AT TWO 0' CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mailliard, that
~inutes of the meeting of June 3, 1964 be approved as written and
submitted. Motion carried.
Proposed Salary Resolution was presented. (Copy to each
member of the City Council)
Resolution No. 2713 - A Resolution of the City Council of
the City of Vernon fiXing the compensation for certain employees
of said City as of July 1, 1964, authorizing certain expense
allowances, and repealing all resolutions in conflict herewith, was
read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2713 be approved and adopted. Motion carried.

Absent: None
Communication from the Finance Committee, dated June 10,
1964, transmitting copies of the individual requests for the
operation of the various departments of the City for the fiscal
year 1964-65, together with the amounts recommended for approval
by the Finance Committee; and making certain specific enumerated
recommendations in connection ther~~ith, was read. (Copy to each
member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
recommendations of the Finance Committee be approved as enumerated
in communication dated June 10, 1964, with the exception of
enumerated paragraph number four (4). Motion carried.
It was moved by Anderson, seconded by Poxon, that the
Fire Department be authorized to purchase an additional pumper at
an estimated cost of $42,000. Motion carried.

It was moved by Anderson, seconded by Malburg, that a
supplemental survey be made by the National Board of Fire Under-
writers and the Board of Fire Underwriters of the Pacific as soon
as possible. Motion carried.

Communication from Rittenhouse Paper Company, Division
of Lynn Paper Products Mfg. Co. requesting a license to conduct a
business of converting and selling paper rolls and paper products
at 1950 E. 25th Street, was read.
It was moved by Mailliard, seconded by Poxon, that the
request of Rittenhouse Paper Company, Division of Lynn Paper
Products Mfg. Co. be referred to the Fire Department with power to
act. Motion carried.
Communication from Hollywood Refrigeration Distributors
~~questing a license to conduct a business of warehousing appliancen
b~ 3001 E. 44th Street, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Hollywood Refrigeration Distributors be approved and
license granted. Motion carried.
Communication from Continental Can Company, Inc.
requesting a license to conduct a business of warehousing paper
cups and plates at 4377 Exchange Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Continental Can Company, Inc. be approved and license
granted. Motion carried.
Communication from W. F. Graden Co. requesting a license
to conduct a business of sales representation of manufacturers at
3155 Leonis Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the
request of W. F. Graden Co. be approved and license granted.
Motion carried.
Communication from O'Day's Food Service requesting a
license to operate the Swift & Company's Cafeteria at 3670 Jewel
Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of O'Day's Food Service be referred to the Health Department
with power to act. Motion carried.
Communication from Will & Lil's Catering requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Will & Lil's Catering be approved and license granted.
Motion carried.
Communication from Milltex Sales Corporation and Morgan
Fabrics Corporation requesting a license to conduct a business of
selling and warehousing vinyl materials, woven fabrics and textiles
at 4265 Exchange Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Milltex Sales Corporation and Morgan Fabrics Corporation
be approved and license granted. Motion carried.

Communication from Kiddy Klad Company requesting a licenu0.
to conduct a business of wholesaling infants and childrens wear at
1900 E. 25th Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Kiddy Klad Company be approved and license granted.
Motion carried.
Communication from the Union Pacific Railroad Company,
dated June 8, 1964, transmitting an application for franchise
renewal or new franchise to Los Angeles & Salt Lake Railroad and
its lessee, Union Pacific Railroad Company, was read. (Copy to
each member of the City Council)
It was moved by Mai1liard, seconded by Malburg, that
communication from the Union Pacific Railroad Company, dated June 8,
1964, together with application for franchise renewal or new
franchise to Los Angeles & Salt Lake Railroad and its lessee, Union
Paci.fic Railroad Company, be referred to the City Attorney and the
Traffic Engineer for investigation and report. MOtion carried.
Communication from F. A. Ziemer, City Clerk, dated June
4, 1964, requesting that Mrs. Dorothy D. Lewis be advanced from
Clerk, Purchasing Department, Grade 5 to Grade 4, effective July 1,
1964, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
request of the City Clerk, dated June 4, 1964, be approved. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 8, 1964, requesting authority to advance Victor H. Vaits
from Civil Engineering Associate, Step 2 to Step 1, effective July
1, 1964, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Traffic Engineer, dated June 8, 1964, be approved.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 8, 1964, requesting that the monthly automobile allowance for
F~ W. Sumner be changed from its current rate of $75.00 per month
to $30.00 per month, effective July 1, 1964, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Traffic Engineer, dated June 8, 1964, be approved.
Notion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated June 9, 1964, requesting authority to advance Lewis R. Adams
from Civil Engineering Assistant, Step 5 to Step 4, effective
July 1, 1964, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Mai1liard, that the
request of the City Engineer, dated June 9, 1964, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 2, 1964, recommending that J. E. Webb be advanced from
Policeman Grade 3 to Grade 2, effective July 1, 1964, was read.

recommendation of the Police Chief, dated June 2, 1964, be approved.
Motion carried.
Activity Log of the Police Department for the period
June 1 - 15, 1964, inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from Carl A. Heinze, Consulting Electrical
Engineer, dated June 11, 1964, transmitting three bids received for
salvage and obsolete equipment of the Light and Power Department,
and recommending that the bid of Haywood Metals in the amount of
$126.50 for the lot be accepted, was read.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Consulting Electrical Engineer, dated June
11, 1964, be approved. MOtion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated June 12, 1964, requesting authority to advance
Vernon Kyckelhahn from Foreman, Step 2 to Step 1, and Dale Lucus
from Utility Man IV, Step 4 to Step 3, effective July 1, 1964, was
read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
request of the Superintendent, Water & Sewer Systems, dated June
12, 1964, be approved. Motion carried.
Communication from Vincent R. Bush, Building Engineer,
dated June 12, 1964, requesting that Anna M. Dorsey be advanced
from Secretary-File Clerk, Building Department, Grade 2 to Grade 1,
effective July 1, 1964, was read.
It was moved by Mai1liard, seconded by Anderson, that the
request of the Building Engineer, dated June 12, 1964, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 15, 1964, requesting authority to employ Harry Lehman as
Policeman Grade 4, effective as of June 16, 1964, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Police Chief, dated June 15, 1964, be approved.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 15, 1964, with reference to the street tree planting program
developed by the Engineering Departments, making certain specific
recommendations in connection therewith, was read. (Copy to each
member of the City Council)
It was moved by Poxon, seconded by Mailliard, that the
recommendations of the Traffic Engineer, dated June 15, 1964, be
approved. Motion carried.
Report of Health Department Activities for the month of
May, 1964, was presented. (Copy to each member of the City Council)

It was moved by Poxon, seconded by Malburg, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from Ralph's Welding Service requesting a
license to conduct a business of contract welding and metal joining
at 2229 E. 38th Street, was read.
It was moved by Malburg, seconded by Mail1iard, that the
request of Ralph's Welding Service be approved and license granted.
Motion carried.
Communication from the Vernon Firemen's Association,
dated June 15, 1964, expressing appreciation for the recent salary
increase granted by the City Council, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the Vernon Firemen's Association, dated June
15, 1964, be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 16, 1964, transmitting a plan for providing left turn lanes
on Leonis Boulevard at Alcoa Avenue, and recommending that the
channelization be approved as shown in the plan, was read.
It was moved by Malburg, seconded by Poxon, that the
channelization of Leonis Boulevard at Alcoa Avenue, as shown in
plan submitted by the Traffic Engineer under date of June 16, 1964,
be approved. Motion carried.
The City Clerk reported that the present tenant of the
city-owned house located at 4321 Furlong Place has indicated that
the premises would be vacated during the month of September, 1964.
It was moved by Poxon, seconded by Mail1iard, that the
City Clerk be instructed to ask Mrs. Mayrose Snyder, R.N., City
Health Nurse, if she would consider leasing the city-owned house
located at 4321 Furlong Place when it becomes available for
occupancy. Motion carried.
Ordinance No. 757 - An Ordinance of the City Council of
the City of Vernon, California, consenting to establishment of a
portion of Downey Road, et a1, within said City as a part of the
system of county highways of the County of Los Angeles, was read
in full for a first reading.
It was moved by Poxon, seconded by Mai1liard, that
Ordinance No. 757 receive and pass a first reading. Motion carried.

It was moved by Anderson, seconded by Poxon, that Ordinance
No. 757 receive a second reading by title. Motion carried.
Ordinance No. 757 - An Ordinance of the City Council of
the City of Vernon, California, consenting to establishment of a
portion of Downey Road, et al, within said City as a part of the
system of county highways of the County of Los Angeles, was read
for a second reading by title.

Discussion was held with reference to changing the
existing boundaries of the MS-l Zone.
It was moved by Anderson, seconded by Malburg, that a
public hearing be held at 10:00 o'clock a.m. on Tuesday, June 30,
1964, in the Council Chamber of the City Hall, located at 4305
Santa Fe Avenue, in the City of Vernon, California, for the purpose
of determining whether or not Ordinance No. 752 of the City of
Vernon shall be amended to change the existing boundaries of the
MS-l Zone; that the City Clerk be authorized and directed to
publish notice of said hearing pursuant to Section 65804 of the
Government Code of the State of California; and that the Los Angeles
Daily Journal be declared a daily newspaper of general circulation
within the City of Vernon for the purpose of publishing the notice
of said hearing. Motion carried.
Ordinance No. 758 - An Ordinance of the City of Vernon
amending Ordinance No. 752 of said City, was read by title for a
first reading.
It was moved by Anderson, seconded by Malburg, that
Ordinance No. 758 receive and pass a first reading. Motion carried.

It was moved by Anderson, seconded by Malburg, that
Ordinance No. 758 receive a second reading by title. Motion carried.

It was moved by Poxon, seconded by Mailliard, that Ordinance
No. 758 receive and pass a second reading. Motion carried.

presented during the period June 1 to 15, which includes Demands
Nos. 4756 to 4874 (both inclusive) drawn on the United California
Bank, totaling $54,918.19 and Demands Nos. LP 184 to LP 185 (both
inclusive) drawn on the United California Bank, totaling $739,605.85
(accounting period June, 1964), was examined and audited.
It was moved by Mail1iard, seconded by Poxon, that
"Warrant Register No. 167" be approved and payment authorized for
Demands Nos. 4756 to 4874 (both inclusive) and Demands Nos. LP 184
to LP 185 (both inclusive), with no exceptions. Motion carried.

"Payroll Warrant Register No. 83" covering claims and
demands presented during the period May 1 to 31, which includes
Demands Nos. 895 to 905 (both inclusive), drawn on the Crocker-
Citizens National Bank, totaling $196,089.73 (accounting period
May, 1964), was examined and audited.
It was moved by Mailliard, seconded by Poxon, that
"Payroll Warrant Register No. 83" be approved and payment authorized
for Demands Nos. 895 to 905 (both inclusive), with no exceptions.
Motion carried.

It was moved by Anderson, seconded by Malburg, that the
meeting adjourn until Tuesday, June 30, 1964, at 10:00 o'clock a.m.,

Avenue, Vernon, California.
The meeting adjourned at 3:45 o'clock p.m.
