MINUTES OF A REGUIAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 7, 1964 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.

COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of June 30, 1964 be approved as written and submitted.
Motion carried.
It was moved by Anderson, seconded by Poxon, that
Ordinance No. 757 receive a third and final reading by title.
Motion carried.
Ordinance No. 757 - An Ordinance of the City Council of
the City of Vernon, California, consenting to establishment of a
portion of Downey Road, et aI, within said City as a part of the
system of County Highways of the County of Los Angeles, was read
for a third and final reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 757 receive and pass a third reading and be adopted. Motion
carried.

It was moved by Anderson, seconded by Malburg, that
Ordinance No. 759 be read in full for a third and final reading.
Motion carried.
Ordinance No. 759 - An Ordinance of the City of Vernon
amending Ordinance No. 740, and repealing Ordinances No. 741 and
No. 750 of said City, was read in full for a third and final reading.
It was moved by Malburg, seconded by Mailliard, that
Ordinance No. 759 receive and pass a third reading and be adopted.
Motion carried.

Communication from Crosetti Bros., Inc., dated June 24,
1964, advising that the billing for janitorial services in the new
Police Department Building will be increased in the amount of $16.00
per month, effective as of August 1, 1964, due to a wage increase to
their employees belonging to the Service and Maintenance Employees'
Union, was read.
It was moved by Anderson, seconded by Poxon, that the
increased billing by Crosetti Bros., Inc., in the amount of $16.00
per month, effective as of August 1, 1964, for janitorial services
in the new Police Department Building, be approved. Motion carried.

Communication from the County of Los Angeles, Pound
Department, dated June 26, 1964, advising that the Board of Super-
visors amended the County Pound Ordinance, effective June 26, 1964,
increasing certain fees, and requesting that the City Council amend
the City of Vernonls ordinance in order that the fees will correspond
with those that have been set forth by amendment in the County
Pound Ordinance, was read. (Copy to each member of the City Council)
Ordinance No. 760 - An Ordinance of the City of Vernon
amending Ordinances Nos. 714 and 725 of said City, was read by title
for a first reading.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 760 receive and pass a first reading. Motion carried.

Ordinance No. 760 - An Ordinance of the City of Vernon
amending Ordinances Nos. 714 and 725 of said City, was read for a
second reading by title.
It was moved by Poxon, seconded by Anderson, that Ordinance
No. 760 receive and pass a second reading. Motion carried.

Communication from the State of California, Department of
Public Health, dated June 26, 1964, transmitting proposed Contract
No. 20 relating to the Radiation Control Program for the fiscal
year July 1, 1964 through June 30, 1965, which is intended to
replace Contract No. 249 covering the one year period ending June
30, 1964, was read. (Copy to each member of the City Council)
Resolution No. 2720 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to execute
Contract No. 20 with the State of California, through its Department
of Public Health, relating to Radiation Control Program, for the
fiscal year July 1, 1964 through June 30, 1965, was read.
It was moved by Mai11iard, seconded by Malburg, that
Resolution No. 2720 be approved and adopted. Motion carried.

Communication from D & M Truck Bodies requesting a
license to conduct a business of repairing and building truck
bodies at 3700 So. Alameda Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of D & M Truck Bodies be referred to the Police Departn~nt
with power to act. Motion carried.

It was moved by Malburg, seconded by Mailliard, that
Andre Pattern, Inc. be granted a refund for two quarters of the
1964 business license fees and that authority be granted to issue
warrant in the amount of $25.00 to Andre Pattern, Inc. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 1, 1964, advising that Sherwin Electric Service has completed
the work of remodeling traffic signals on Downey Road at Fruitland
Avenue in accordance with Contract No. 299, and recommending that
the work be accepted and that authority be granted to pay for same
in accordance with the terms of the agreement, was read.
Resolution No. 2716 - A Resolution of the City Council of
the City of Vernon accepting the remodeling of traffic signals on
Downey Road at Fruitland Avenue, in accordance with Contract No.
299 of said City, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2716 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
June 30, 1964, transmitting a letter dated May 25, 1964 from Safety
Striping Service, Visalia, California, in which they propose to
furnish equipment, labor and materials to center-line stripe the
City of Vernon streets, and recommending that the proposal of
Safety Striping Service be accepted with the understanding that it
may be cancelled at any ttme the City feels the work is not satis-
factory, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
proposal of Safety Striping Service, as outlined in letter dated May
25, 1964, be accepted with the understanding that it may be cancelled
at any ttme the City feels the work is not satisfactory. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 1, 1964, requesting authority for R. A. Petraitis to attend a
Municipal Public Works Administration Training Course conducted by
the American Public Works Association on sixteen Wednesdays from
4:00 to 5:00 p.m., starting September 16, 1964, with an expense
allowance of $15.50 to cover the cost of one book and other fees,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Traffic Engineer, dated July 1, 1964, be approved
and authority granted to issue warrant in the amount of $15.50 to
R. A. Petraitis. Motion carried.

Communication from Arthur E. Nelson, Jr., City Engineer,
dated July 2, 1964, advising that Dion Roofing Company, Inc. has
completed the reroofing of thirteen City Houses in accordance with
Contract No. 306, and recommending that the work be accepted and
that authority be granted to pay for same in accordance with the
terms of the agreement, was read.
Resolution No. 2717 - A Resolution of the City Council of
the City of Vernon accepting the work of reroofing thirteen City
Houses, in accordance with Contract No. 306 of the City of Vernon,
was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2717 be approved and adopted. Motion carried.

Communication from L. C. Husted, Fire Chief, dated July 2,
1964, submitting Specifications No. 308 for the furnishing of one
2,000 Gallon Per Minute Triple Combination Pumper, and recommending
that said specifications be approved and authority granted to
advertise for bids, was read.
Resolution No. 2718 - A Resolution of the City Council of
the City of Vernon approving Contract No. 308 for the furnishing of
one 2,000 Gallon Per Minute Triple Combination Pumper and directing
the giving of notice inviting sealed proposals or bids in accordance
with Contract No. 308 of the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that Resolution
No. 2718 be approved and adopted. Motion carried.

Activity Log of the Police Department for the period June
16 - 30, 1964, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from California Water Service Company, dated
July 2, 1964, transmitting a copy of testtffiony that will be intro-
duced relative to the general operations of the California Water
Service Company to be presented at the hearing of the Public Utilities
Commission in Montebel1o on July 28, 1964, in connection with
Application 46301, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from California Water Service Company, dated July 2, 1964,
together with transmittal, be received and filed. Motion carried.
Communication from the Chief Administrative Officer, County
of Los Angeles, dated June 29, 1964, giving notification of increase
in fees charged for subdivision map checking services performed by
the County Engineer, and transmitting revised subdivision map
checking agreement, was read. (Copy to each member of the City
Council)

It was moved by Anderson, seconded by Poxon, that communi-
cation from the Chief Administrative Officer, County of Los Angeles,
dated June 29, 1964, be referred to the City Engineer and the City
Attorney for checking the revised subdivision map checking agreement
as to form and for preparing an ordinance providing for the payment
and collection of fees from the subdivider for map checking services
performed by the County Engineer. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 6, 1964, recommending that Officer James McCune be suspended
for one day without pay on July 9, 1964 for violation of Section
400.48 of the Police Department's Manual of Policy and Ethics, was
read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Malburg, that the recom-
mendation of the Police Chief, dated July 6, 1964, be approved.
Motion carried.
Communication from Owens-Illinois, dated July 6, 1964,
addressed to the City Clerk, advising that Owens-Illinois no longer
has a need for the requested understreet utility crossing in Fruit-
land ~venue, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Owens-Illinois, dated July 6, 1964, be received and filed.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated July
7, 1964, recommending that Engineer G. F. Bass and Autofireman L. M.
Jackson be appointed to the position of Captain, Grade 4, effective
July 1, 1964, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Fire Chief, dated July 7, 1964, be approved.
Motion carried.
Fire Chief Husted made an oral request that a letter be
written to the Cities of Bell, Huntington Park and Maywood expressing
the appreciation of the City Council of the City of Vernon for the
assistance rendered by their respective Fire Departments in fighting
the fire at Pioneer Flintkote Company on July 5 and 6, 1964.
It was moved by Anderson, seconded by Malburg, that the
City Clerk be instructed to write a letter on behalf of the City
Council to the City Councils of the Cities of Bell, Huntington Park
and Maywood expressing appreciation for the assistance rendered by
the respective Fire Departments in fighting the fire at Pioneer
F1intkote Company on July 5 and 6, 1964. Motion carried.
