19640721 Regular City Council Meeting - Minutes I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 21, 1964 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON ~ CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of July 7, 1964 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the furnishing of one 2,000 Gallon Per Minute Triple Combination Pumper, in accordance with Specifications No. 308. It was moved by Poxon, seconded by Mailliard, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bid: Crown Coach Corporation $ 41,292.60 It was moved by Anderson, seconded by Poxon, that bid received for the furnishing of one 2,000 Gallon Per Minute Triple Combination Pumper, in accordance with Specifications No. 308, be referred to the Fire Chief and City Attorney for checking and report. Motion carried. It was moved by Poxon, seconded by Anderson, that Ordinance No. 760 be read in full for a third and final reading. Motion carried. Ordinance No.. 760 - An Ordinance of the City of Vernon amending Ord:buinces Nos. 714 and 725 of said City, was read in full for a third and final reading. It was moved by Anderson, seconded by Poxon, that Ordinance No. 760 receive and pass a third reading and be adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noe s : None Absent: None Communication from Coast Truck Leasing Company requesting a license to conduct a business of truck and automobile leasing at 4647 E. 49th Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Coast Truck Leasing Company be referred to the Police Department with power to act. Motion carried. Communication from Dipsey Doodle Co. requesting a license to conduct a business of servicing and loading ice cream vending trucks at 5220 Santa Fe Avenue, was read. ~) I I -2- 7/21/64 It was moved by Poxon, seconded by Malburg, that the request of Dipsey Doodle Co. be approved and license granted. Motion carried. Communication from Bogart-Bullock Corporation requesting a license to conduct a business of wholesaling plumbing and heating supplies at 4215 District Blvd., was read. It was moved by Poxon, seconded by Anderson, that the request of Bogart-Bullock Corporation be approved and license granted. Motion carried. Communication from Manufacturers Distributors, Inc., dated July 15, 1964, requesting that they not be assessed a penalty for late payment of 1964 business license fees, was read. It was moved by Malburg, seconded by Anderson, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to compromise claim for penalty levied against Manu- facturers Distributors, Inc. MOtion carried. Communication from Southern California Gas Company, dated July 9) 1964, transmitting certified statement and check in the amount of $28,666.26 covering additional franchise fee due the City of Vernon as a result of recent annexations and minor adjustments, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that communication from Southern California Gas Company, dated July 9, 1964, together with transmittals, be received and filed. Motion carried. Communication from the Los Angeles City School Districts, dated July 8, 1964, addressed to the Police Chief, requesting permission for the Parent-Teacher Association safety chairman at the Vernon School to stencil, with traffic paint, the words "Look Before Crossing" on the sidewalks near school crossings and in the immediate vicinity of the school, was read. It was moved by Malburg, seconded by Anderson, that the request of the Los Angeles City School Districts, dated July 8, 1964, addressed to the Police Chief, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated July 14, 1964, submitting Contract No. 270 for 25th Street Recon- struction from Alameda Street to Santa Fe Avenue, and recommending that said contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 2715 - A Resolution of the City Council of the City of Vernon approving Contract No. 270 for 25th Street Reconstruction, Santa Fe Avenue to Alameda Street, and directing the giving of notice inviting sealed proposals or bids in accordance with Contract No. 270 of the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2715 be approved and adopted. Motion carried. Nelson, Jr., City Engineer, dated July 13, 1964, transmitting proposal from James M. Montgomery, Consulting Engineers, Inc., dated July 6, 1964, for furnishing engineering services in connection with the underground reservoir with parking at the City Hall site, and recommending that the Mayor and the City Clerk be authorized to accept this proposal on behalf of the City, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that proposal from James M. Montgomery, Consulting Engineers, Inc., dated July 6, 1964, for furnishing engineering services in connection with the underground reservoir with parking at the City Hall site, be accepted; and that the Mayor and the City Clerk be authorized and directed to sign acceptance of said proposal on behalf of the City of Vernon. Motion carried. Communication from L. W. Garber Jr., Civil Engineering Assistant, dated July 8, 1964, requesting that he be reimbused the sum of $97.00 for tuition and books for a course entitled "Hydraulics and Structural Analysis and Design for Civil Engineers" at the University of California Extension, together with recommendation for approval by the City Engineer, was read. It was moved by Poxon, seconded by Mai11iard, that the recommendation of the City Engineer be approved and authority granted to issue warrant in the amount of $97.00 to L. W. Garber Jr. Motion carried. Activity Log of the Police Department for the period July 1 - 15, 1964 inclusive, was presented. It was moved by Poxon, seconded by Anderson, that Activity Log of the Police Department be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated July 16, 1964, requesting that certain Police Department personnel, as listed, be advanced in grade, effective August 1, 1964, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the request of the Police Chief, dated July 16, 1964, be approved. Motion carried. Communication fram Don Mann dba Don's Snack Hack requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that the request of Don Mann dba Don's Snack Hack be approved and license granted. Motion carried. Communication from Economics Laboratory requesting a license to conduct a business of warehousing cleaning compounds at 4290 Maywood Avenue, was read. It was moved by Poxon, seconded by Mai11iard, that the request of Economics Laboratory be approved and license granted. Motion carried. Communication from Technical Fibers Corporation requesting a license to conduct a business of wholesale sales and commission brokers at 4410 District Blvd., was read. .....~ JL.-- I I -4- 7/21/64 It was moved by Anderson, seconded by Malburg, that the request of Technical Fibers Corporation be approved and license granted. Motion carried. Communication from the Public Utilities Commission, State of California, dated July 17, 1964, transmitting copies of three reports which it will introduce at the hearings scheduled to start on July 28, 1964, in Montebello, California, in connection with application of California Water Service Company for increased rates in its East Los Angeles District, was read. It was moved by Anderson, seconded by Mailliard, that communication from the Public Utilities Commission, State of California, dated July 17, 1964, together with transmittals, be received and filed. Motion carried. Communication from the City of Santa Monica, dated July 17, 1964, transmitting a copy of its Resolution No. 3123 urging the State Legislature to adopt legislation clearly authorizing local control of gambling, was presented. Copy of Resolution No. CS-SlOS of Culver City urging the establishment of a Legislative Committee for the purpose of preparing proposed legislation clarifying state laws regarding gambling, to permit local control, was presented. It was moved by Anderson, seconded by Malburg, that the City Attorney be instructed to draft a resolution urging the State Legislature to adopt legislation clearly authorizing local control of gambling. Motion carried. Communication from the Central Basin Water Association, dated July 17, 1964, extending an invitation to attend the next regular meeting of the Board of Directors of the Association, was read. It was moved by Anderson, seconded by Malburg, that communication from the Central Basin Water Association, dated July 17, 1964, be received and filed. Motion carried. Report of Health Department Activities for the month of June, 1964, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that Report of Health Department Activities be received and filed. Motion carried. Communication from Vincent R. Bush, Building Official, dated July 20, 1964, requesting a leave of absence of ten working days beginning August 10, 1964, was read. It was moved by Anderson, seconded by Poxon, that Vincent R. Bush, Building Official, be granted a leave of absence without pay for ten working days beginning August 10, 1964. Motion carried. Communication from L. C. Husted, Fire Chief, dated July 10, 1964, requesting authority to employ Ronald G. Smith as Fire Department Secretary, Grade 3, effective July 22, 1964, pending satisfactory completion of physical examination, was read. Application 25943 - The Pacific Telephone Co. to place underground conduit in Boyle Ave. slo 54th St. Application 25944 - So. Calif. Gas Co. to replace concrete curb valve casing and raise to grade at 5805 Downey Road. Application 25945 - Grant Oil Tool Co. to connect property at 2042 E. Vernon Ave. with sewer in E. 45th St. ~Jication 25946 - Richard P. McKey to construct driveway and sidewalk in Els Hampton St. slo 49th St. Application 25947 - L.A. ''Warrant Register No. 169" covering claims and demands presented during the period July 1 to 15, which includes Demands Nos. 5038 to 5140 (both inclusive) drawn on the United California Bank, totaling $65,940.63, and Demands Nos. LP 192 to LP 193 (both inclUSive) drawn on the United California Bank, totaling $693,836.04 (accounting period July, 1964), was examined and audited. It was moved by Mailliard, seconded by Poxon, that "Warr.ant Register No. 169" be approved and payment authorized for Demands Nos. 5038 to 5140 (both inclUSive) and Demands Nos. LP 192 to LP 193 (both inclusive), with no exceptions. Motion carried.
