19640804 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD AUGUST 4, 1964 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE t VERNON I CAL IFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Mailliard, that minutes of the meeting of July 21, 1964 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the reconstruction of 25th Street from Alameda Street to Santa Fe Avenue, in accordance with Contract No. 270. It was moved by Poxon, seconded by Mai11iard, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Griffith Co. Sully-Miller Contracting Co. Vernon Paving Co. $ 75,074.54 71,269.77 71,931.45 It was moved by Anderson, seconded by Poxon, that bids received for the reconstruction of 25th Street from Alameda Street to Santa Fe Avenue, in accordance with Contract No. 270, be referred to the Traffic Engineer and City Attorney for checking and report. Motion carried. Communication from Commercial Sand Blast Company, dated July 28, 1964, requesting permission to pave the portion of City property which abuts the front of their property between the prolongation of the ultimate street width line and the edge of the 26th Street bridge, similar to the job which was done on the east side of the bridge along side of the former Denver-Chicago building; and requesting permission to continue the asphalt paving across the front of the new Orens building and connect up where the side- walk ends, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that communication from Commercial Sand Blast Company, dated July 28, 1964, be referred to the Traffic Engineer for investigation and assistance in preparing the necessary applications for permits to make the requested improvements. Motion carried. Communication from L. C. Husted, Fire Chief, dated July 31, 1964, with reference to bid received for the furnishing of one 2,000 Gallon Per Minute Triple Combination Pumper in accordance with Specifications No. 308, recommending that the contract be awarded to Crown Coach Corporation on the basis of their bid of $41,292.60, was read. :tfJ I I -2- 8/4/64 Resolution No. 2721 - A Resolution of the City Council of the City of Vernon accepting the bid of Crown Coach Corporation for furnishing one 2,000 Gallon Per Minute Triple Combination Pumper, in accordance with Contract No. 308 of the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2721 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated July 31, 1964, submitting Contract No. 307 for reconstruction of Atlantic Boulevard, Los Angeles River Bridge to Long Beach Freeway On-Ramp, and recommending that said contract be approved and authority be granted to advertise for bids, was read. Resolution No. 2719 - A Resolution of the City Council of the City of Vernon approving Contract No. 307 for reconstruction of Atlantic Boulevard, Los Angeles River Bridge to Long Beach Freeway On-Ramp, and directing the giving of notice inviting sealed proposals or bids in accordance with Contract No. 307 of the City of Vernon, was read. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2719 be approved and adopted. Motion carried. It was moved by Poxon, seconded by Malburg, that the request of Nylonge Corporation be approved and license granted. Motion carried. Communication from Leslie Salt Company requesting a license to conduct a food warehouse business at 4320 Maywood Avenue: was read. It was moved by Malburg, seconded by Mailliard, that the request of Leslie Salt Company be approved and license granted. Motion carried. Communication from Able Manufacturing Co., Inc. requesting a license to conduct a business of manufacturing box-spring frames at 3107 E. 50th Street, was read. It was moved by poxon, seconded by Anderson, that the request of Able Manufacturing Co., Inc. be approved and license granted. Motion carried. Communication from Adroit Tool & Supply, Inc. requesting a license to conduct a business of distributing tools and supplies at 2312 E. 38th Street, was read. ~7 I I -3- 8/ 4/ 64 It was moved by Anderson, seconded by Poxon, that the request of Adroit Tool & Supply, Inc. be approved and license granted. Motion carried. Communication from Julius Orens Wholesale Company requesting a license to conduct a business of wholesaling tobacco, candy, cigarettes and sundries at 2640 E. 26th Street, was read. It was moved by Malburg, seconded by Poxon, that the request of Julius Orens h~olesale Company be approved and license granted. Motion carried. Communication from Howard D. Fields dba Howard's Service requesting a pro-rata refund of his 1964 business license fees as he was forced to suspend operations at 3700 Santa Fe Avenue on June 30, 1964, was read. It was moved by Poxon, seconded by Anderson, that Howard D. Fields dba Howard's Service be granted a refund for two quarters of the 1964 business license fees and that authority be granted to issue warrant in the amount of $25.00 to Howard D. Fields. Motion carried. Communication from the Bank of America, Pacific-Fruitland Branch, dated July 21, 1964, commending the Vernon Police Department~ was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that communication from the Bank of America, Pacific-Fruitland Branch, dated July 21, 1964, be received and filed. Motion carried. Communication from the City of Huntington Park, dated July 22, 1964, transmitting a copy of its Resolution No. 4399 recommending that the California Division of Highways adopt study Zone A of the Industrial (Route 47) Freeway and urging the neigh- boring cities to support such proposed route, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Mailliard, that communication from the City of Huntington Park, dated July 22, 1964, together with copy of its Resolution No. 4399, be received and filed. Motion carried. Communication from the City of Dairyland, dated July 21, 1964, transmitting a copy of its Resolution No. 195 encouraging more efficient use of school sites, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communication from the City of Dairyland, dated July 21, 1964, together with copy of its Resolution No. 195, be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, dated July 27, 1964, advising that Fireman K. M. Slifka has received orders to attend the Annual Field Training (Summer Camp) with Company liGll, United States Marine Corps Reserve, from August 16 to 19, 1964) inclusive, and recommending that Fireman Slifka be granted a military leave of absence with pay for this period, was read. -t 1';'1 _J..U I I -4- 8/4/64 It was moved by Poxon, seconded by Mailliard, that the recommendation of the Fire Chief, dated July 27, 1964, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated July 29, 1964, requesting that Fireman D. W. Perkins be reimbursed the sum of $72.00 for tuition for a course entitled "Public Personnel Selection" at the University of Southern California, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Poxon, that the request of the Fire Chief, dated July 29, 1964, be approved and authority granted to issue warrant in the amount of $72.00 to D. W. Perkins. Motion carried. Communication from Policeman J. R. Smith, dated July 24, 1964, tendering his resignation as an employee of the City of Vernon, effective at the close of his tour of duty on August 7, 1964, together with recommendation for approval by the Police Chief, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that the resignation of Policeman J. R. Smith be accepted effective at the close of his tour of duty on August 7, 1964. MOtion carried. Activity Log of the Police Department for the period July 16 - 31, 1964 inclusive, was presented. It was moved by Anderson, seconded by Poxon, that Activity Log of the Police Department be received and filed. Motion carried. Communication from the County of Los Angeles, Department of Tax Collector, dated August 3, 1964, transmitting a list of properties that have been tax deeded to the State of California because of delinquent taxes, was read. It was moved by Anderson, seconded by Poxon, that the list of properties that have been tax deeded to the State of California because of delinquent taxes be referred to the Traffic Engineer for investigation of the properties located within the City of Vernon for the purpose of determining if any are needed for public use purposes. Motion carried. Communication from Angle Sales requesting a license to conduct a business of angle sales at 4433 E. 49th Street, was read. It was moved by Malburg, seconded by Mailliard, that the request of Angle Sales be approved and license granted. Motion carried. Communication from Johnson Refrigeration requesting a license to conduct a commercial refrigeration business at 3745 S. Soto St., was read. It was moved by Mailliard, seconded by Malburg, that the request of Johnson Refrigeration be referred to the Fire Department with power to act. It was moved by Poxon, seconded by Anderson) that the City Attorney be instructed to draft an amendment to Ordinance No. 752 defining a metal foundry. Motion carried. Resolution No. 2722 - A Resolution of the City Council of the City of Vernon urging the State Legislature to adopt legislation authorizing local control of gambling, was read. It was moved by Malburg, seconded by Poxon, that Resolution No. 2722 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Poxon, that franchise payments tendered by Southern California Edison Company for the year ending December 31, 1963, be referred to the Consulting Electri- cal Engineer for verification of the amounts received. Motion carried. Motion carried. ilWarrant Register No. 170" covering claims and demands presented during the period July 16 to 31, which includes Demands Nos. 5141 to 5308 (both inclusive) drawn on the United California Bank, totaling $22,387.04, and Demands Nos. LP 194 to LP 196 (both inclusive) drawn on the United California Bank, totaling $3,200.67 (accounting period August, 1964), was examined and audited. It was moved by Poxon, seconded by Anderson, that "vJarrant Register No. 170" be approved and payment authorized for Demands Nos. 514.1 to 5308 (both inclusive) and Demands Nos. LP 194 to LP 196 (both inclusive), with no exceptions. Motion carried.
