MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 1, 1964 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE.. VERNON.. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Poxon
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of August 25, 1964 be approved as written and
submitted. Motion carried.
It was moved by Anderson, seconded by Poxon, that
Ordinance No. 761 receive a third and final reading by title.
Motion carried.
Ordinance No. 761 - An Ordinance of the City of Vernon
amending Ordinance No. 752 of said City, was read for a third and
final reading by title.
It was moved by Poxon, seconded by Mai11iard, that
Ordinance No. 761 receive and pass a third reading and be adopted.
Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
August 28, 1964, with reference to bids received for the recon-
struction of Atlantic Boulevard, Los Angeles River Bridge to Long
Beach Freeway On Ramp, in accordance with Contract No. 307, recom-
mending that the contract be awarded to Vernon Paving Company on
the basis of their bid of $18,454.50, was read.
Resolution No. 2729 - A Resolution of the City Council of
the City of Vernon accepting the bid of Vernon Paving Company for
Atlantic Boulevard Reconstruction from Los Angeles River Bridge to
Long Beach Freeway On Ramp, in accordance with Contract No. 307,
was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2729 be approved and adopted. Motion carried.

Communication from Euclid Steel Fabricating Co., Inc.
requesting a license to manufacture dump bodies at 3121 Fruitland
Avenue, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Euclid Steel Fabricating Co., Inc. be approved and
license granted. Motion carried.
Communication from the Interagency Council for Tuberculosis
Control in Los Angeles County, dated September 1, 1964, making certain
recommendations pertinent to the control of tuberculosis among
prisoners and personnel in jail facilities, was read. (Copy to each

It was moved by Mai1liard, seconded by Poxon, that communi-
cation from the Interagency Council for Tuberculosis Control in Los
Angeles County, dated September 1, 1964, be referred to the Health
Department and the Police Chief for study and report. Motion carried.
Communication from Milo De1lman, Chairman of the Century
Freeway Association, dated August 27, 1964, advising that there
will be a meeting of the Century Freeway Association at 2:00 P.M.
on Thursday, September the lOth, in the Council Chamber of the City
Hall of the City of South Gate, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Poxon, that the
Traffic Engineer be instructed to attend the meeting of the Century
Freeway Association on September 10, 1964. Motion carried.
Communication from McKenna and Burns, Attorneys at Law,
dated August 27, 1964, advising that their client, Larco, Inc., a
manufacturer of fountain type electric refrigerated drinking water
dispensers, is engaged in litigation with the Western Plumbing
Officials Association, and requesting special notice of any proposed
action to adopt the 1964 edition of the WPOA code, including the
amendment to Section 310(e), was read. (Copy to each member of the
City Council)
It was moved by Mai11iard, seconded by Poxon, that
communication from McKenna and Burns, Attorneys at Law, dated
August 27, 1964, be referred to the Building Official, the Health
Department, the City Attorney and the Consultant for study and
report. Motion carried.
Communication from R. J. Furlong, Director of Civil Defense,
dated August 19, 1964, requesting authority for G. G. Skalsky,
Assistant Director of Civil Defense, to attend the Southern Cali-
fornia and Northern California Civil Defense & Disaster Association
Joint Conference at San Jose, California, from September 17 to 19,
1964, with an expense allowance of $130.75, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of the Director of Civil Defense, dated August 19, 1964,
be approved and authority granted to issue warrant in the amount of
$130.75 to G. G. Skalsky. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
August 28, 1964, transmitting a proposed Master Plan of Streets
for the City of Vernon, and recommending that this plan be adopted
as the Master Plan of Streets for the City of Vernon, was read.

It was moved by Anderson, seconded by Poxon, that the plan
as submitted by the Traffic Engineer under date of August 28, 1964,
be adopted as the Master Plan of Streets for the City of Vernon,
subject to periodic review and revision. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
August 25, 1964, requesting that Officer George Renek be advanced
to Policeman Grade 1, effective September 1, 1964, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief, dated August 25, 1964, be approved.
Motion carried.

It was moved by Poxon, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried.

Communication from Maxon Industries, Inc., dated August
requesting a reimbursement of $109.40 covering an over-

It was moved by Anderson, seconded by Poxon, that the
request of Maxon Industries, Inc. be approved and authority granted
to issue warrant in the amount of $109.40 to Maxon Industries, Inc.
Motion carried.
Communication from Western Distributing Company requesting
a license to conduct a business of wholesale liquor distributors
at 2440 East 38th Street, was read.
It was moved by Mai11iard, seconded by Poxon, that
communication from Western Distributing Company be referred to the
Fire Department with power to act. Motion carried.
Copy of a communication from Robbins Aviation, Inc.,
dated August 31, 1964, addressed to The Pacific Telephone and
Telegraph Company with reference to area codes, was read.
It was moved by Poxon, seconded by Mail1iard, that copy
of a communication from Robbins Aviation, Inc., dated August 31,
1964, addressed to The Pacific Telephone and Telegraph Company, be
received and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
September 1, 1964, advising that Fireman D. Melker has requested
a leave of absence for thirty days commencing September 1, 1964,
and recommending that the request be granted, was read.
It was moved by Poxon, seconded by Mai11iard, that Fireman
D. Me1ker be granted a leave of absence without pay during the month
of September, 1964. Motion carried.
The City Clerk reported that Mr. Gannon of the Maywood
Journal telephoned and inquired if the City of Vernon was interested
in subscribing to advertising space in a special edition of the
Maywood Journal to be printed on September 10, 1964 honoring the
City of Maywood on its 40th Anniversary.
It was moved by Anderson, seconded by Poxon, that authority
be granted to subscribe to advertising space in the special edition
of the Maywood Journal congratulating the City of Maywood on its
40th Anniversary, at a cost of not to exceed $150.00. Motion carried.

of the Engineering Departments, were presented.

"Warrant Register No. 172" covering claims and demands
presented during the period August 16 to 31, which includes Demands
Nos. 5398 to 5543 (both inclusive) drawn on the United California
Bank, totaling $16,865.08, and Demand No. LP 203 only, drawn on the
United California Bank, totaling $1,775.00 (accounting period
September, 1964), was examined and audited.
It was moved by Anderson, seconded by Mailliard, that
''Warrant Register No. 172" be approved and paymer.t authori::::ed for
Demands Nos. 5398 to 5543 (both inclusive) and Demand No. LP 203,
with no exceptions. Motion carried.
