MINUTES OF A REGUIAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD SEPTEMBER 15, 1964 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANl'A FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Poxon
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of September 1, 1964 be approved as written and
submitted. Motion carried.
Communication from Shore-Robertson & Associates requesting
a license to conduct a manufacturers' representative business at
5401 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Shore-Robertson & Associates be approved and license
granted. Motion carried.
Communication from A. J. Blackmore dba Pacific Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Mailliard, that the
request of A. J. Blackmore dba Pacific Catering be referred to the
Health Department with power to act. Motion carried.
Communication from International Paper Company - Pac-Age
Assembly Center requesting a license to conduct a business of
supervising the storage and delivery of paper products at 4635
District Blvd., was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of International Paper Company - Pac-Age Assembly Center
be referred to the Fire Department with power to act. Motion
carried.
Communication from Hooker Company of Los Angeles requesting
a license to conduct a business of producing asphaltic concrete
at 3710 So. Soto Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Hooker Company of Los Angeles be referred to the Fire
Department with pm'ler to act. Motion carried.
Communication from Utility Steel Foundry, dated September
4, 1964, requesting a pro-rata refund of their 1964 business license
fees as the business will be closed down entirely by September 15,
1964, was read.
It was moved by Anderson, seconded by Poxon, that Utility
Steel Foundry be granted a refund for one quarter of the 1964
business license fees and that authority be granted to issue warrant
in the amount of $50.00 to Utility Steel Foundry. Motion .carried.

Communication from the California Committee to E1tminate
Railroad Featherbedding, dated August 31, 1964, with reference to
Proposition 17 on the November ballot, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the California Committee to E1tminate Railroad Feather-
bedding, dated August 31, 1964, be received and filed. Motion
carried.
Communication from the City of Los Angeles, dated September
2, 1964, transmitting a certified copy of a resolution consenting
to the relocation of the common boundary line between the Cities of
Vernon and Los Angeles between East 26th Street and East 25th Street
(extended) adjoining the westerly side of the Los Angeles River
Flood Control Channel, was read. (Copy of resolution to each member
of the City Council)
Resolution No. 2731 - A Resolution of the City Council of
the City of Vernon relocating the common boundary of the Cities of
Los Angeles and Vernon between East 26th Street and East 25th Street
(extended), was read.
It was moved by Poxon, seconded by Mai11iard, that
Resolution No. 2731 be approved and adopted. Motion carried.

Communication from Marshall and Stevens Incorporated,
dated September 3, 1964, submitting a proposal to prepare an appraisal
revision of the buildings, fixed equipment, and equipment of the
City of Vernon for insurance purposes at an esttmated cost of
$1,500.00, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that proposal
submitted by Marshall and Stevens Incorporated, dated September 3,
1964, to prepare an appraisal revision of the buildings, fixed
equipment, and equipment of the City of Vernon for insurance purposes
at an esttmated cost of $1,500.00, be accepted and approved. Motion
carried.
Communication from the City of Gardena, dated September
9, 1964, transmitting a certified copy of its Resolution No. 2199
supporting the League of California Cities in its position regarding
local control and regulation of gambling, was read.
It was moved by Poxon, seconded by Mai11iard, that communi-
cation from the City of Gardena, dated September 9, 1964, together
with certified copy of its Resolution No. 2199, be received and
filed. Motion carried.
Communication from Mr. F. W. Sumner, President of the
Southeast District Chapter of the California Credit Union League,
dated September 11, 1964, requesting permission to use the Vernon
Boy Scout Hut as a meeting place for the Chapter's Board of Governors
on the 4th Thursday of each month, was read. (Copy to each member
of the City Council)

It was moved by Poxon, seconded by Anderson, that the
request of Mr. F. W. Sumner, President of the Southeast District
Chapter of the California Credit Union League, dated September 11,
1964, be approved. Motion carried.
Communication from Vincent R. Bush, Building Official,
dated September 8, 1964, requesting authority to attend the annual
meeting of the Structural Engineers Association of California and
the Western Conference of Structural Engineers at Lake Tahoe,
State1ine, Nevada, from September 30 to October 4, 1964, with an
expense allowance of $264.50, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Mai11iard, that the
request of the Building Official, dated September 8, 1964, be
approved and authority granted to issue warrant in the amount of
$264.50 to Vincent R. Bush. Motion carried.
Communication from Harold W. Faber, Engineering Aide,
dated September 11, 1964, requesting that he be reimbused the sum
of $211.70 for tuition and books for courses entitled "Sewerage"
and "Reinforced Concrete - Design" at the University of Southern
California, together with recommendation for approval by the City
Engineer, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the City Engineer be approved and authority
granted to issue warrant in the amount of $211.70 to Harold W. Faber.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
September 11, 1964, transmitting a report of the City of Vernon
Select System of Streets consisting of a map, a tabulation, and a
mileage summary; and recommending that the report and map be approved
by resolution, was read. (Copy to each member of the City Council)
Resolution No. 2730 - A Resolution of the City Council
of the City of Vernon approving report and map indicating its
Select System of City Streets and requesting the Highway Commission
to modify the Select System accordingly, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2730 be approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
September 9, 1964, with reference to letter from the Interagency
Council for Tuberculosis Control in Los Angeles County, dated
September 1, 1964, relative to control of tuberculosis among
prisoners and personnel in jail facilities, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Mai11iard, that
communication from the Police Chief, dated September 9, 1964, be
received and filed. Motion carried.
Communication from Rodeffer Industries, Inc., dated
September 11, 1964, requesting a business license to construct and
operate a ready-mix concrete plant and appurtenant facilities on
property located at the northeast corner of 26th Street and SierF~

Pine Avenue, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mai11iard, that
Rodeffer Industries, Inc. be granted permission to construct a
ready-mix concrete plant and appurtenant facilities on property
located at the northeast corner of 26th Street and Sierra Pine
Avenue, provided that all necessary permits are obtained in connection
with the ~provement of the property; and that Rodeffer Industries,
Inc. be granted a license to operate a ready-mixed concrete manu-
facturing and supply business on property located on the northeast
corner of 26th Street and Sierra Pine Avenue, provided that they
comply with all requirements of the various City departments. Motion
carried.
Communication from the League of California Cities, Los
Angeles County Division, dated September 10, 1964, advising that
Frank M. Jordan, Secretary of State of California, has called the
first meeting of the City Selection Committee of the Southern
California Rapid Transit District for September 23, 1964 at 10:30
A.M. in the Board of Supervisors Chambers, 383 Hall of Administration,
500 West Temple Street, Los Angeles, was read. (Copy to each member
of the City Council)
It was moved by Poxon, seconded by Anderson, that communi-
cation from the League of California Cities, Los ^nge1es County
Division, dated September 10, 1964, be received and filed. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated
September 11, 1964, requesting permission to purchase one deluge
monitor at a total price of $1,300.00, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of the Fire Chief, dated September 11, 1964, be approved.
Motion carried.
Communication was read from L. C. Husted, Fire Chief,
dated September 11, 1964, requesting authority to advance the
following Fire Department personnel in grade as indicated, effective
October 1, 1964:
D. E. Combs to Engineer Grade 1
J. w. B1aut to Autofireman Grade 2
G. S. Eystad to Autofireman Grade 2
It was moved by Mai11iard, seconded by Poxon, that the
request of the Fire Chief, dated September 11, 1964, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 1, 1964, requesting authority to employ Ronald B. Claridge
as Policeman Grade 4, effective September 16, 1964, was read.
It was moved by Mai11iard, seconded by Poxon, that the
request of the Police Chief, dated September 1, 1964, be approved.
Motion carried.
Activity Log of the Police Department for the period
September 1 - 14, 1964 inclusive, was presented.

It was moved by Poxon, seconded by Mai11iard, that
Activity Log of the Police Department be received and filed. MOtion
carried.
Report of Health Department Activities for the month of
August, 1964, was presented. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Mai11iard, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
September 14, 1964, transmitting an Easement for street purposes
from John C. Larson and Marie A. Larson covering a portion of Santa
Fe Avenue, and recommending that the Easement be accepted and that
the grantor be advised of the official recordation, was read.
It was moved by Mai11iard, seconded by Poxon, that
Easement be accepted from John C. Larson and Marie A. Larson and
that the Mayor and the City Clerk be authorized to execute Certifi-
cate of Acceptance. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
September 14, 1964, requesting authority to attend the Pacific Coast
Intermountain Association of Fire Chiefs Conference at San Diego,
California, from September 20 to 24, 1964, with an expense allowance
of $128.00, was read.
It was moved by Poxon, seconded by Mai1liard, that the
request of the Fire Chief, dated September 14, 1964, be approved
and authority granted to issue warrant in the amount of $128.00 to
L. C. Husted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 15, 1964, advising that he has terminated Officer Harry
Lehman effective at the close of business on September 15, 1964 as
he has been unable to satisfactorily pass the training course at
the Police Academy, was read.
It was moved by Poxon, seconded by Anderson, that the
action taken by the Police Chief relative to Officer Harry Lehman
be approved. Motion carried.
Resolution No. 2732 - A Resolution of the Council of the
City of Vernon finding and determining that the public interest and
necessity require the acquisition, construction and completion of a
public utility extension and public improvement consisting of
electric light, heat and power lines in the Atlantic No.1, Bandini
No.1, Bandini No. 2 and Riverside No. 2 Annexations to the City of
Vernon, and the acquisition therefor by eminent domain proceedings
of the property of the Southern California Edison Company in said
annexations by the City of Vernon, was read.
It was moved by Anderson, seconded by Mai11iard, that
Resolution No. 2732 be approved and adopted. Motion carried.

Mr. Carl A. Heinze, Consulting Electrical Engineer,
notified the City Council that he had been advised by the Southern
California Edison Company that pursuant to Resolution No. E-1174
of the Public Utilities Commission of the State of California,
dated September 1, 1964, that a rebate of monies arising out of the
settlement of the E1 Paso Natural Gas Company rate case had been
granted.
The Consulting Electrical Engineer recommended that this
money be refunded to the consumers of the City of Vernon Electric
System in accordance with the distribution outlined in the Public
Utilities Commission's Resolution.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Consulting Electrical Engineer be approved
and that he be directed to notify the Southern California Edison
Company accordingly. Motion carried.
The following excavation applications, all having approval
of the Engineering Departments, were presented:
Application 26050 - Southern Pacific Co. to remove track
at Crossing No. BG-486.34-C and recon-
struct pavement to existing grade.
Application 26051 - So. California Edison Co. to install
one anchor guy in w/s Soto St.
Application 26052 - Union Pacific Railroad Company to
recondition tracks at Crossing No.
3-A4.92-C.
Application 26053 - Arthur Gilbert & Associates to connect
property at 3720 Santa Fe Avenue with
sewer in Santa Fe Avenue.
Application 26054 - Richard P. McKey to connect property
at 4930 Hampton Street with sewer
in Hampton Street.
Application 26055 - L.A. Junction Railway Co. to reconstruct
trackage and crossing frog at Crossing
No. 25-1.35-C, regrade and repave.
It was moved by Poxon, seconded by Mai11iard, that
excavation applications numbered 26050 to 26055 inclusive be filed
and permits granted. Motion carried.

presented during the period September 1 to 15, which includes
Demands Nos. 5544 to 5626 (both inclusive) drawn on the United
California Bank, totaling $24,518.43 and Demands Nos. LP 204 to
LP 207 (both inclusive) drawn on the United California Bank, totaling
$825,509.88 <accounting period September, 1964), was examined and
audited.
It was moved by Mai11iard, seconded by Poxon, that
''Warrant Register No. 173" be approved and payment authorized for
Demands Nos. 5544 to 5626 (both inclusive) and Demands Nos. LP 204
to LP 207 (both inclusive), with no exceptions. Motion carried.

demands presented during the period August 1 to 31, which includes
Demands Nos. 932 to 943 (both inclusive), drawn on the Crocker-
Citizens National Bank, totaling $213.445.58 (accounting period
August, 1964), was examined and audited.
It was moved by Mailliard, seconded by Poxon, that "Payroll
Warrant Register No. 86" be approved and payment authorized for
Demands Nos. 932 to 943 (both inclusive), with no exceptions. Motion
carried.
