MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 20, 1964 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of October 6, 1964 be approved as written and
submitted. Motion carried.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 762 receive a third and final reading by title. Motion carried.
Ordinance No. 762 - An Ordinance of the City of Vernon
providing for map checking fee, was read for a third and final
reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance
No~ 762 receive and pass a third reading and be adopted. Motion
carried.

Absent: None
The Clerk announced that this was the time and place for
opening of bids received for City Hall Lighting, in accordance with
Contract No. 309.
It was moved by Malburg, seconded by Mailliard, that the
Cle4k be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Poxon, seconded by Anderson, that bids
r'::c~:i.ved for City Hall Lighting, in accordance with Contract No. 309,
~G referred to the Engineering Departments and the City Attorney
for checking and report. Motion carried.
Communication from the City of Norwalk, dated October 5,
1964, transmitting copy of Resolution No. 1310 with reference to
abuses in the a,dministration of State Highway Funds, was read.
It was moved by Anderson, seconded by Poxon, that communi-
caticn from the City of Norwalk, dated October 5, 1964, together
with copy of Resolution No. 1310, be received and filed. Motion
carried.
Communication from Gordon H. Capen dba Don's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.

It was moved by Poxon, seconded by Malburg, that the
request of Gordon H. Capen dba Don's Catering be approved and license
granted. Motion carried.
Communication from Paul E. Frogge dba Don's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Anderson, that the
request of Paul E. Frogge dba Don's Catering be approved and license
granted. Motion carried.
Claim for Personal Injuries and Property Damage against
the City of Vernon by Agnes Alene Bratton in the amount of $4,900,00,
dated October 6, 1964, was presented.
Communication from Charles H. McGovern, Consultant, dated
October 8, 1964, with reference to Claim for Personal Injuries and
Property Damage against the City of Vernon by Agnes Alene Bratton,
was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Poxon, that claim
against the City of Vernon by Agnes Alene Bratton be denied and that
th(~ matter be referred to the City Attorney and the City's insurance
carrier. Motion carried.
Communication from the City of Bell, dated October 8,
1964, expressing their appreciation for assistance from the Vernon
Fir8 Department on September 24, 1964, was read.
It was moved by Poxon, seconded by Mail1iard, that communi-
cation from the City of Bell, dated October 8, 1964, be received and
flled. Motion carried.
Communication from Gordon Distributing Inc. requesting a
li.censc to conduct a wholesale produce business at 2622 S. Alameda

It was moved by Poxon, seconded by Malburg, that the
request of Gordon Distributing Inc. be approved and license granted.
Hotion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated October 9, 1964, advising that William H.
Morrison, Engineering Clerk, has submitted his resignation to be
effective at the close of business October 22, 1964, and recomnlenditig
tha~ Mr. Morrison's resignation be accepted, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Superintendent, Water & Sewer Systems, dated
October 9, 1964, be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 8, 1964, recommending approval of request from Officer J. E.
Webb for reimbursement of $18.15 from the Training and Education
Fund for money spent on the enrollment fee and required books for
courses in Police Science at East Los Angeles College, was read.
It was moved by Mai11iard, seconded by Malburg, that the
recommendation of the Police Chief, dated October 8, 1964, be
approved and authority granted to issue warrant in the amount of c
$18.15 to Officer J. E. Webb. Motion carried. ,'~

Report of Health Department Activities for the month of
September, 1964, was presented. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Anderson, that Report
of Health Department Activities be received and filed. Motion
carried.
Activity Log of the Police Department for the period Octobe4
1 - 15, 1964 inclusive, was presented.
It was moved by Poxon, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication was read from L. C. Husted, Fire Chief, d.3,ted
October 16, 1964, requesting authority to advance the following men
to the grade indicated, effective November 1, 1964, as they have
completed one year in their present grade:
Autofireman J. E. Muldown
Autofireman R. N. Simensen
Grade 2
Grade 2
It was moved by Mailliard, seconded by Malburg, that the
request of the Fire Chief, dated October 16, 1964, be approved a

Communication from A. E. Nelson, Jr., City Engineer, dated
October 16, 1964, in connection with Storm Drain Bond Issue Project
No. 588, recommending that the City of Vernon execute an easement
on Parcel No. 25 and a Quitclaim Deed on Parcel No. 39, in favor
of Los Angeles County Flood Control District, was read. (Copy to
each member of the City Council)
It was moved by Poxon, seconded by Mailliard, that communi-
cation from the City Engineer, dated October 16, 1964, be referrec
::,0 the City Attorney for investigation and report. Motion carried.
Communication from Coldwell, Banker & Company, dated
October 16, 1964, advising that the Ferro Corporation is anticipating
the purchase of property on the northeast corner of 52nd Drive and
Heliotrope Street for the manufacture of ceramic and plastic products,
arlG requesting a letter of agreement stating that such a facility
can be built at a future date according to the present zoning, was
read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Coldwell, Banker & Company, dated October 16, 1964, be
~eferred to the City Attorney, the Engineering Departments, Fire
Department and Building Department, for investigation and report.

Communication from James E. Bahan dba Okeh Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Malburg, seconded by Poxon, that the
request of James E. Bahan dba Okeh Catering be approved and license
granted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dat~d
October 19, 1964, requesting authority to employ John Richard Jansen
as Policeman Grade IV, effective as of November 1, 1964, to fill th~
vacancy created by Officer C. A. Shepard, was read.
It was moved by Mai11iard, seconded by Poxon, that the
request of the Police Chief, dated October 19, 1964, be approved~

Communication from R. H. Bockhacker, Police Chief, dated
October 20, 1964, requesting authority for Sgt. J. L. Morrison to
attend the Southwestern Zone Conference Law Enforcement Intelligence
Officers at Phoenix, Arizona, from October 22 to October 24, 1964,
with an expense allowance of $115.60, was read.
It was moved by Poxon, seconded by Malburg, that the
request of the Police Chief, dated October 20, 1964, be approved
and authority granted to issue warrant in the amount of $115.60
to J. L. Morrison. Motion carried.
Communication from L. C. Husted, Fire Chief, dated October
20, 1964, requesting authority to appoint the following named
personnel to the position of Autofireman Grade 4, effective November
1, 1964:

It was moved by Poxon, seconded by Mai11iard, that the
request of the Fire Chief, dated October 20, 1964, be approved.

Bank, totaling $28,857.48, and Demands Nos. LP 215 to LP 216 (both
inclusive) drawn on the United California Bank, totaling $709,374.38
(accounting period October, 1964), was examined and audited.
It was moved by Poxon, seconded by Anderson, that "Warrant
Register No. 175" be approved and payment authorized for Demands Nos.
5848 to 5944 (both inclusive) and Demands Nos. LP 215 to LP 216
(both inclusive), with no exceptions. Motion carried.
