19641104 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD NOVEMBER 4, 1964 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Mailliard, that minutes of the meeting of October 20, 1964 be approved as written and submitted. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated October 23, 1964, with reference to bids received for City Hall Lighting in accordance with Contract No. 309, recommending that the contract be awarded to Delta Industrial Builders, Inc. on the basis of their bid of $8,148.00, was read. Resolution No. 2734 - A Resolution of the City Council of the City of Vernon accepting the bid of Delta Industrial Builders, Inc. for City Hall Lighting, in accordance with Contract No. 309, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 2734 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Trade Paper Company requesting a license to conduct a business of distributing paper products and sanitary supplies at 4501 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Trade Paper Company be approved and license granted. Motion carried. Communication from Commerce Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Commerce Catering be approved and license granted. Motion carr ied. Communication from Worthy Export Co. requesting a license to conduct a used clothing business at 2208 E. 37th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Worthy Export Co. be referred to the Fire Department, the Building Department and the Health Department with power to act. Motion carried. Communication from Ragus Trucking, Inc. requesting a license to conduct a general trucking business at 2920 Ross Street, was read. 72 I I -2- 11/4/64 It was moved by Anderson, seconded by Poxon, that the request of Ragus Trucking, Inc. be approved and license granted. Motion carried. Communication from Aegina Marble Products requesting a license to manufacture synthetic marble products at 2850 So. Alameda Street, was read. It was moved by Malburg, seconded by Poxon, that the request of Aegina Marble Products be approved and license granted. Motion carried. Co~nuni~ation from Madsen Electric Supply, dated October 20, 1964, transmitting a copy of a letter written to the Los Angeles County Road Commissioner protesting some of the proposed plans for work to be done at the intersection of ~ashington Boulevard and Downey Road, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the Traffic Engineer be instructed to write to Madsen Electric Supply explaining Vernon's position in this matter. Motion carried. Communication from the Chief Administrative Officer, County of Los Angeles, dated October 15, 1964, with reference to Uniform County-City Joint Mutual Assistance Agreement for Fire Protection and Rescue Services, transmitting a copy of the proposed agreement, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that communi- cation from the Chief Administrative Officer, County of Los Angeles, dated October 15, 1964, be referred to the City Attorney. Motion carried. Communication from the Chief Administrative Officer, County of Los Angeles, dated October 19, 1964, with reference to "Hold Harmless" Amendment to County-City Contracts, transmitting a standard amendment for approval and execution by the City of Vernon, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Poxon, that the Mayor and the City Clerk be authorized and directed to execute, on behalf of the City of Vernon, trHo1d Harmless" Amendment to County-City Contracts. Motion carried. Application for Leave to Present Claim from Donald Franz, Attorney at Law, on behalf of his client ~gnes Alene Bratton, was presented. (Copy to each member of the City Council) Communication from Vincent R. Poxon, City ~ttorney, dated November 4, 1964, with reference to Application for Leave to Present Claim on behalf of Agnes Alene Bratton for personal injuries, recom- mending that this application be denied and that a copy of his letter be forwarded to the City's insurance carrier, was read. It was moved by Anderson, seconded by Poxon, that the Application for Leave to Present Claim on behalf of Agnes Alene Bratton be denied, and that a copy of letter from the City Attorney, dated November 4, 1964, relative to this application, be sent to the City's insurance carrier. Motion carried. 73 I I -3- 11/4/64 Communication from the City of Torrance, dated October 29, 1964, transmitting a copy of its Resolution No. 64-216 urging the State Legislature to enact a general statute returning home rule to the cities of California, was read. It was moved by Anderson, seconded by Malburg, that communi- cation from the City of Torrance, dated October 29, 1964, together with copy of its Resolution No. 64-216, be received and filed. Motion carried. Communication from Haskins & Sells, Certified Public Accountants, dated October 29, 1964, transmitting six copies of financial statements and supplemental schedules for the year ended June 30, 1964, and six copies of summary of cash balances, June 30, 1964 and statements of cash receipts and disbursements for the year ended June 30, 1964, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that the reports of Haskins & Sells, Certified Public Accountants, for the year ended June 30, 1964, be received for study. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated October 29, 1964, with reference to proposed expansion of operations by the Ferro Corporation onto the old Trojan Steel property at 4735 East 52nd Drive, advising that there seems to be no reason why the Ferro Corporation should not expand their operations to the proposed site, provided that if and when the new site is developed, the usual permits are obtained and the usual requirements of the Engineering Departments are complied with, was read. (Copy to each member of the City Council) Communication from L. C. Husted, Fire Chief, and V. R. Bush, Building Official, dated October 30, 1964, with reference to proposed facility at the northeast corner of 52nd Drive and Helio- trope Street by Ferro Corporation, reporting that it would seem to be in order to advise the Ferro Corporation that the City of Vernon would permit this proposed use, provided the necessary permits are obtained and that the facility complies with the requirements of the Building and Fire Departments, or any other department having jurisdiction, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that the City Clerk be instructed to inform Ferro Corporation that the City of Vernon would permit the proposed use on property located at the northeast corner of 52nd Drive and Heliotrope Street, provided that all the necessary permits are obtained and provided that the proposed facility complies with the requirements of the Building Department, the Fire Department, the Engineering Departments and any other depart- ment of the City of Vernon having jurisdiction. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated October 22, 1964, advising that Harold R. Rogerson, Utility Man III, Step 4, has resigned effective at the close of business on October 22, 1964, and recommending that the resignation be accepted, was read. It was moved by Poxon, seconded by Anderson, that the resignation of Harold R. Rogerson be accepted effective at the close of business on October 22, 1964. Mellon as Engineering Clerk III, Step 5, effective October 26, 1964, was read. It was moved by Malburg, seconded by Mailliard, that the request of the Superintendent, Water & Sewer Systems, dated October 22, 1964, be approved. Motion carried. Communication from Policeman Gilbert E. Veine, dated October 26, 1964, tendering his resignation as an employee of the City of Vernon effective at the close of his tour of duty on October 31, 1964, together with recommendation for approval by the Police Chief, was read. It was moved by Anderson, seconded by Poxon, that the resignation of Policeman Gilbert E. Veine be accepted effective at the close of his tour of duty on October 31, 1964. Motion carried. Activity Log of the Police Department for the period October 16-31, 1964 inclusive, was presented. It was moved by Anderson, seconded by Poxon, that Activity Log of the Police Department be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 28, 1964, requesting that certain personnel, as listed, be advanced in grade effective November 1, 1964, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the request of the Police Chief, dated October 28, 1964, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 30, 1964, requesting authority to employ Arthur Guerra as Policeman Grade 4, effective as of November 1, 1964, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief, dated October 30, 1964, be approved. Motion carried. Copy of Resolution No. 3701 of the City Council of the City of Hawthorne, California, urging the State Legislature to enact a general statute returning home rule to the cities of California, was presented. It was moved by Malburg, seconded by Poxon, that copy of Resolution No. 3701 of the City Council of the City of Hawthorne, California, be received and filed. Motion carried. Communication from Brent Keebaugh dba Brent's Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Brent Keebaugh dba Brent's Catering be approved and license granted. H. Bockhacker, Police Chief, dated November 2, 1964, requesting permission to purchase a Module for the installation of robbery alarms at an approximate cost of $150.00, was read. Resolution No. 2735 - A Resolution of the City Council of the City of Vernon authorizing the Mayor and City Clerk to execute Quit Claim Deed and Easement, was read. It was moved by Poxon, seconded by ~nderson, that Resolution No~ 2735 be approved and adopted. Motion carried. Los Angeles Superior Court, Case No. 786,656." It was moved by Anderson, seconded by Poxon, that the Mayor and the City Attorney be authorized to execute, on behalf of the City of Vernon, Stipulation and Agreement for Judgment relative to Case No. 786,656, Los Angeles Superior Court. Motion carried. "Warrant Register No. 176" covering claims and demands presented during the period October 16 to 31, which includes Demands Nos. 5945 to 6098, except No. 6063 (both inclusive), drawn on the United California Bank, totaling $58,718.96 and Demands Nos. LP 217 to LP 220 (both inclusive), drawn on the United California Bank, totaling $3,103.86 (accounting period November, 1964), was examined and audited. It was moved by Mai11iard, seconded by Poxon, that '~arrant Register No. 176" be approved and payment authorized for Demands Nos. 5945 to 6098, except No. 6063 (both inclusive) and Demands Nos.
