MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 17, 1964 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNC IL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of November 4, 1964 be approved as written and
submitted. Motion carried.
Communication from the House of Huston, Inc. requesting a
license to conduct a business of distributing pet products at 4887
Fruitland Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the
request of House of Huston, Inc. be approved and license granted.
Hotion carried.
Communication from Donald W. Blackmore dba Pacific Hi-
Grade Foods requesting a license to operate a lunch truck in the
City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Donald W. Blackmore dba Pacific Hi-Grade Foods be approved
and license granted. Motion carried.
Communication from Frank Flynn dba Flynn's Industrial
Catering requesting a license to operate a lunch truck in the City
of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Frank Flynn dba Flynn's Industrial Catering be approved
and license granted. Motion carried.
Communication from Clifford E. Dancer dba Tip Dancer's
Lunch Service requesting a license to operate a lunch truck in the
City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
requ.l~st of Clifford E. Dancer dba Tip Dancer's Lunch Service be
approved and license granted. Motion carried.
Communication from Clougherty Packing Company, dated
November 5, 1964, commending Chief Bockhacker, Sgt. Anderson and
Sgt. Morrison for the excellent handling of the robbery investigation'
at their plant, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Clougherty Packing Company, dated November 5, 1964, be
received and filed. Motion carried.
Communication from the City of Baldwin Park, dated November
5, 1964, transmitting a certified copy of Resolution No. 64-242
urging the State Legislature to enact a General Statute returning
home rule to the cities of California, was read.

It was moved by A.nderson, seconded by Malburg, that communi-
cation from the City of Ba1d~in Park, dated November 5, 1964,
together with copy of Resolution No. 64-242, be received and filed.
Motion carried.
Communication from the League of California Cities, Los
Angeles County Division, with reference to the subject of municipal
court reorganization, transmitting a report of the proposed legis-
lative changes, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the League of California Cities, Los Angeles County
Division, together with transmittal, be received and filed. Motion
carried.
Summons to appear in Case Number 848760 brought by Crocker-
Citizens National Bank against the County of Los Angeles, City of
Vernon and other municipalities in the Superior Court of the State
of California for the County of Los Angeles for recovery of taxes
paid under protest, was presented.
It was moved by Anderson, seconded by Mailliard, that
Summons to appear in Case Number 848760 be referred to the City
Attorney. Motion carried.
Communication from Dunn-Edwards Corporation, dated November
11, 1964, transmitting a petition for a variance to the zoning
ordinance of the City of Vernon to permit the erection, use and
maintenance of certain plant facilities for the manufacture and/or
mixing and storage of paints, varnishes, lacquers, resins and
volatile solvents on certain parcels of land owned by the petitioner
situated within the City of Vernon as described in detail; and
requesting that the filing fee for filing this petition for a zone
variance be waived, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Malburg, that the
filing fee of $250.00 required to be paid by Dunn-Edwards Corporation
in accordance with Ordinance No. 752 for filing their petition for
a zone variance, be waived. Motion carried.
Resolution No. 2736 - A Resolution of the City Council
of the City of Vernon fixing the ttme and place of hearing and
prescribing notice to be given, and declaring a newspaper of general
circulation within the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2736 be approved and adopted. Motion carried.

COID.'tlunication from F. A. Ziemer, City Clerk, dated November
12, 1964, recommending that Ordinance No. 710 be amended by changing

ordinance amending Ordinance No. 710, was read. (Copy to each member

dated November 10, 1964, requesting authority to purchase an index
wall map holder as manufactured by Son-nel Products Company at an
approximate cost of $225.00, was read.

Communication from L. C. Husted, Fire Chief, dated November
11, 1964, transmitting letter of resignation from Fireman Gene A.
Bierman and recommending that the resignation be accepted at the
close of the business day on November 15, 1964, was read.
It was moved by Anderson, seconded by Malburg, that
resignation of Fireman Gene A. Bierman be accepted at the close of
the business day on November 15, 1964. Motion carried.
Activity Log of the Police Department for the period
November 1 - 15, 1964 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that Activity

Communication from R. H. Bockhacker, Police Chief, dated
November 13, 1964, requesting authority for J. C. Jordan and R. H.
Bockhacker to attend the Governors' Traffic Safety Conference i.n
Sacramento, California, from December 2 to 5, 1964 inclusive, with
a total expense allowance of $149.00, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief, dated November 13, 1964, be approved
and authority granted to issue warrant in the amount of $149.00 to
R. H. Bockhacker. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 13, 1964, requesting authority to promote Sgt. J. L.
Morri.son to Lieutenant, Grade 4, effective as of December 1, 1964,

of Los Angeles vs. John A. Pifer et al in the Superior Court of the
State of California for the County of Los Angeles for the condemnation
of certain parcels of real property, was presented.

to appear in Case Number 845046 be referred to the City Attorney.

Communication from A. E. Nelson, Jr., City Engineer, dated
November 16, 1964, advising that employee Donald V. Radcliffe passed
away on November 14, 1964, was read.

cation from the City Engineer, dated November 16, 1964, be received
and filed. Motion carried.
Communication from the City of Artesia, dated November 9,
1964, transmitting a copy of its Resolution No. 235 requesting State
Legislation giving local jurisdiction a voice in liquor license
determination, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Artesia, dated November 9, 1964, together
with copy of its Resolution No. 235, be received and filed. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated November
16, 1964, advising that Captain F. H. Colvin, Inspector H. J. Twomey
and himself attended a joint meeting of the Northern and Southern
Sections of the Fire Prevention Inspection Division of the California
Fire Chiefs' Association in Fresno, California on November 12 and
13, 1964, and requesting that the three persons attending this
meeting be reimbursed the sum of $50.00 each for expenses incurred,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief, dated November 16, 1964, be approved and
authority granted to issue warrants in the amount of $50.00 each
to F. H. Colvin, H. J. Twomey and L. C. Husted. Motion carried.
Communication from L. C. Husted, Fire Chief, dated November
16, 1964, requesting permission to advance X. J. Padilla from
Autofireman Grade 3 to Grade 2, effective December 1, 1964, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Fire Chief, dated November 16, 1964, be approved.

Communication from Budal1, Inc. requesting a license to
conduct a business of contract hauling and leasing equipment at
2160 E. 25th Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Budal1, Inc. be referred to the Police Department with
power to act. Motion carried.
Communication from Ervin Engineering, dated November 16,
1964, requesting that they be considered in the selection of an
engineer for the design of Vernon's 1964 bond issue program for
storm drain projects No. 8201 and 8202, was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from Ervin Engineering, dated November 16, 1964, be received
and filed. Motion carried.
Communication from Bevelite Mfg. Co. requesting a license
to conduct a business of manufacturing plastic letters and associ-
ated equipment at 4801 Pacific Blvd., was read.
It was moved by Malburg, seconded by Mail1iard, that the
request of Bevelite Mfg. Co. be approved and license granted.

presented during the period November 1 to 15, which includes Demands
Nos. 6099 to 6206 (both inclusive) drm~ on the United California
Bank, totaling $107,046.59, and Demands Nos. LP 224 to LP 227 (both
inclusive) drawn on the United California Bank, totaling $783,063.03
(accounting period November, 1964), was examined and audited.
It was moved by Mai11iard, seconded by Poxon, that "Warrant
Register No. 177" be approved and payment authorized for Demands Nos.
6099 to 6205 (both inclusive) and Demands Nos. LP 224 to LP 227
(both inclusive), with no exceptions. Motion carried.

"Payroll Warrant Register No. 88" covering claims and
demands presented during the period October 1 to 31, which includes

October, 1964), was examined and audited.
It was moved by Mail1iard, seconded by Poxon, that "Payroll
Warrant Register No. 88" be approved and payment authorized for
Demands Nos. 957 to 969 (both inclusive), with no exceptions. Motion
carried.
