MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 1, 1964 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE

COUNCIL PRESENT: Anderson, Furlong, Mai1liard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong,
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of November 17, 1964 be approved as written and
submitted. Motion carried.
It was moved by Anderson, seconded by Malburg, that
Ordinance No. 763 be read in full for a third and final reading.
Motion carried.
Ordinance No. 763 - An Ordinance of the City of Vernon
repealing Ordinance 412, and establishing conditions and regulations
for the issuance of a permit for exploratory oil and gas drilling,
was read in full for a third and final reading.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 763 receive and pass a third reading and be adopted. Motion
carried.

Absent: None
It was moved by Poxon, seconded by Mai11iard, that
Ordinance No. 764 be read in full for a third and final reading.
Notion carried.
Ordinance No. 764 - An Ordinance of the City of Vernon
establishing conditions and regulations for the issuance of a permit
for oil and gas wells within the City of Vernon, was read in full
for a third and final reading.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 764 receive and pass a third reading and be adopted. Motion
carried.

It was moved by Poxon, seconded by Anderson, that Ordinance
No. 765 receive a third and final reading by title. Motion carried.
Ordinance No. 765 - An Ordinance of the City of Vernon
amending Ordinance No. 710 of said City, was read for a third and
final reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinanc~
No. 765 receive and pass a third reading and be adopted. Motion
carried.

Communication from L. C. Husted, Fire Chief, dated
November 23, 1964, advising that Crown Coach Corporation has
delivered one 2,000 Gallon Per Minute Triple Combination Pumper in
accordance with Specifications No. 294, and recommending that the
pumper be accepted and that authority be granted to pay for same
in accordance with the terms of the contract, was read.
Resolution No. 2737 - A Resolution of the City Council of
the City of Vernon accepting the furnishing of one 2,000 Gallon Per
Minute Triple Combination Pumper, in accordance with Contract No. 294
of the City of Vernon, was read.
It was moved by Mai1liard, seconded by Poxon, that
Resolution No. 2737 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
November 25, 1964, advising that Sully Miller Contracting Company
has completed the reconstruction of 25th Street from Santa Fe Avenue
to Alameda Street in accordance with Contract No. 270, and recom-
mending that the work be accepted and that authority be granted to
pay for same in accordance with the terms of the agreement, was read~
Resolution No. 2739 - A Resolution of the City Council of
the City of Vernon accepting the reconstruction of 25th Street fram
Santa Fe Avenue to Alameda Street, in accordance with Contract No.
270 of the City of Vernon, was read.
It was moved by Poxon, seconded by Mail1iard, that
Resolution No. 2739 be approved and adopted. Motion carried.

Communication from M. A. Burt requesting a license to
conduct a commission brokerage business at 4801 Pacific Blvd., was
read.
It was moved by Poxon, seconded by Malburg, that the
request of M. A. Burt be approved and license granted. Motion

Communication from Steve Hennessee dba Steve's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Malburg, that the
request of Steve Hennessee dba Steve's Catering be approved and
license granted. Motion carried.
Communication from Sugar Products Company, dated November
10, 1964, requesting a license to own, operate and maintain an
unloading screw located in the public right-of-way adjoining their
property, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Mail1iard, that the
request of Sugar Products Company, dated November 10, 1964, be
referred to the City Attorney and the Traffic Engineer for
preparation of the necessary documents. Motion carried.
Copy of Summary of Committee Activities of Los Angeles
County Division, League of California Cities, from October 1963
to October 1964, was presented.
It was moved by Poxon, seconded by Anderson, that copy of
Summary of Committee Activities of Los Angeles County Division,
League of California Cities, be received and filed. Motion carried.
Notice from the Local Agency Formation Commission, Los
Angeles County, that hearing has been set for December 9, 1964 in
the matter shown in the attached Notice of Intention by Bell Gardens
Lighting District to annex certain territory, was presented.
It was moved by Anderson, seconded by Malburg, that notice
from the Local Agency Formation Commission, Los Angeles County,
be received and filed. Motion carried.
Communication from State of California, Department of
Public Works, Division of Highways, dated November 20, 1964, with
reference to National Scenic Roads and Parkways Study, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from State of California, Department of Public Works, Division
of Highways, dated November 20, 1964, be received and filed. Motion
carried.
Copy of Resolution No. 3736 of the City Council of the
City of Arcadia, California, urging the merger of the Association of
Independent Cities of Los Angeles County and the California Contract
Cities Association within the framework of the League of California
Cities and the Los Angeles County Division thereof, was read. (Copy
to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that copy of
Resolution No. 3736 of the City Council of the City of Arcadia,
California) be received and filed. Motion carried.
Copy of Resolution No. CS-.5197 of the City Council of the
City of Culver City, California, urging the State Legislature to
enact a general statute returning "Home Rule" to the Cities of
California, was read.

of Resolution No. CS-5l97 of the City Council of the City of Culver
City, California, be received and filed. Motion carriedc
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, dated November 20, 1964, requesting permission to
purchase one Fuel Pump, Pedestal Mounted, with ~fueel Type Meter
for use in connection with the emergency generator recently installed
at Fire Station #3, at an approximate cost of $126.00, was read~
It was moved by Anderson, seconded by Malburg, that the
request of the Assistant Director of Civil Defense, dated November
20, 1964, be approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 23, 1964, requesting authority to pay Charles G. Mills,
Assistant Planner, an automobile allowance of ten cents per mile,
not to exceed $30.00 per month, effective December 1, 1964, was read~

It was moved by Anderson, seconded by Malburg, that
Charles G. Mills be paid the sum of ten cents per mile for the use
of his private automobile from the City Hall to the various project
sites and return, not to exceed $30.00 per month, effective December
1, 1964; and that Mr. Mills certify that all mileage claimed for the
use of his vehicle was necessary for the performance of his duties
and that the use of his vehicle was required in every instance
because transportation by city-owned vehicles was unavailable. Mctior
carried.
Activity Log of the Police Department for the period
November 16 - 30, 1964 inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Report of Health Department Activities for the month of
October, 1964, was presented. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Malburg, that Report
of Health Department Activities be received and filed. Motion
carried.
Communication from Corvel, Inc. requesting a license to
conduct a business of warehousing and distributing veterinary and
animal health products at 4930 Hampton Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Corvel, Inc. be approved and license granted. Motion
carried.
Communication from Auto Purchasing Agency, Inc. requesting
a license to conduct a business of transporting auto parts and
supplies at 2639 So. Soto Street, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Auto Purchasing Agency, Inc. be referred to the Police
Department with power to act. Motion carried.

Copy of Resolution No. 3709 of the City Council of th,e
City of Hawthorne, California, urging that provisions be made for
ballot voting at the Annual United States Conference of Mayors, was
read.
It was moved by Anderson, seconded by Poxon, that copy of
Resolution No. 3709 of the City Council of the City of Hawthorne,
California, be received and filed. Motion carried.
Communication from E. L. Pearson & Associates, Civil
Engineers and Land Consultants, dated November 30, 1964, with
reference to Los Angeles County Flood Control Bond Issue - Projects
Numbered 8201, 8202 & 742, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from E. L. Pearson & Associates, Civil Engineers and Land
Consultants, dated November 30, 1964, be received and filed. Motion
carried.
Grant Deed from Sam Abrams, Max Abrams, Dorothy Abrams,
Ben Abrams and Anne Abrams to the City of Vernon, dated November 9,
1964, covering a parcel of land at the southeast corner of 26th and
Soto Streets, was presented.
It was moved by Anderson, seconded by Mailliard, that
Grant Deed be accepted from Sam Abrams, Max Abrams, Dorothy Abrams,
Ben Abrams and Anne Abrams; and that the Mayor and the City Clerk
be authorized to execute Certificate of Acceptance. Motion carried.
Communication from James W. Williams, Civil Engineering
Associate, dated November 30, 1964, submitting his resignation
effective December 28, 1964, together with recommendation for
acceptance from the City Engineer, was read.
It was moved by Anderson, seconded by Poxon, that the
resignation of James W. Williams, Civil Engineering Associate, be
accepted effective at the close of the business day on December 28,
1964. Motion carried.
Communication from L$ C. Husted, Fire Chief, dated November
30, 1964, requesting authority to purchase a gasoline dispensing pump
co be installed on the gasoline tank at the Fire Department Shop at
an approximate cost of $350.00, was read.
It was moved by Poxon, seconded by Mai1liard, that the
request of the Fire Chief, dated November 30, 1964, be approved.
Hotion carried.
Ordinance No. 766 - An Ordinance of the City of Vernon
fixing the rates to be charged for electrical energy distributed
and supplied by the said City of Vernon within its boundaries, and
repealing Ordinances No. 740, No. 747, No. 753 and No. 759 of said
City, was read in full for a first reading.
It was moved by Malburg, seconded by Poxon, that Ordinance
No. 766 receive and pass a first reading. Motion carried.

totaling $2,941.67 (accounting period December, 1964), was examined
and audited.

(both inclusive), with no exceptions. Motion carried.
