IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON~ CALIFORNL4.. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of December 1, 1964 be approved as written and submitted. Motion carried. It was moved by Anderson, seconded by Poxon, that Ordinance No. 766 receive a third and final reading by title. Motion carried. Ordinance No. 766 - An Ordinance of the City of Vernon fixing the rates to be charged for electrical energy distributed and supplied by the said City of Vernon within its boundaries, and repealingOrdinances No. 740, No. 747, No. 753 and No. 759 of said City, was read for a third and final reading by title. It was moved by Anderson, seconded by Malburg, that Ordinance No. 766 receive and pass a third reading and be adopted. Motion carried. Communication from Meat Merchants Unlimited requesting a license to conduct a business of purveying meat to hotels and restaurants at 3305 E. Vernon Avenue, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that communication from Fibreboard Paper Products Corporation, dated December 2, 1964, be received and filed. Motion carried. Communication from Mobil Oil Company, dated December 7, 1964, requesting a license agreement to install one additional 6-inch diameter steel pipe line in l2-inch diameter steel casing across 37th Street, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Mailliard, that the request of Mobil Oil Company, dated December 7, 1964, be referred to the City Attorney and the Traffic Engineer for preparation of the necessary documents. Motion carried. Communication from County of Los Angeles, The Regional Planning Commission, dated December 7, 1964, advising that it has called a meeting of the City Planning Officials of Los Angeles County and the League of California Cities, Los Angeles County Division, on Wednesday, January 13, 1965, at 2:00 P.M., was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from County of Los Angeles, The Regional Planning Commission, dated December 7, 1964, be received and filed. Motion carried. Communication from the Chief Administrative Officer, County of Los Angeles, dated December 4, 1964, transmitting the revised uniform county-city joint mutual assistance agreement for approval and adoption by the City of Vernon, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Malburg, that communi- cation from the Chief Administrative Officer, County of Los Angeles, dated December 4, 1964, together with revised uniform county-city joint mutual assistance agreement, be referred to the City Attorney, the Fire Chief and the Police Chief for study and report. Motion carried. Copy of Resolution No. 1228 of the City Council of the City of Avalon, California, urging the State Legislature to adopt a general law to levy a cigarette tax, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that copy of Resolution No. 1228 of the City Council of the City of Avalon, California, be received and filed. Motion carried. Copy of Resolution No. 3274 of the Council of the City of Beverly Hills opposing the adoption of Assembly Bill No. 2334, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Mail1iard, that copy of Resolution No. 3274 of the Council of the City of Beverly Hills be received and filed. (Copy to each member of the City Council) It was moved by Poxon, seconded by Mail1iard, that copy of Resolution No. 3275 of the Council of the City of Beverly Hills be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 30, 1964, recommending that lease agreement between the City of Vernon and Sgt. George W. Walter for one 1960 Harley-Davidson motorcycle, Engine No. 60 FLH-2990, be terminated as of November 20, 1964, and recommending that new lease agreement, as submitted, between the City of Vernon and Sgt. George W. Walter for one 1965 Harley-Davidson motorcycle, Engine No. FLFB 3756, be approved, was read. It was moved by Anderson, seconded by Poxon, that the recommendations of the Police Chief be approved and that new lease agreement be executed by the City of Vernon. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated December 8, 1964, requesting that L. S. Rosenkrantz be advanced from Sergeant Grade 2 to Grade 1, effective November 1, 1964, was read. It was moved by Poxon, seconded by Malburg, that the request of the Folice Chief, dated December 8, 1964, be approved. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated December 1, 1964, advising that Richard D. Reynolds, Utility Man III, Step 5, has resigned effective at the close of business on November 30, 1964, and recommending that the resignation be accepted, was read. It was moved by Poxon, seconded by Mailliard, that the resignation of Richard D. Reynolds be accepted effective at the close of business on November 30, 1964. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 7, 1964, transmitting a traffic study and channelization plan for the portion of Santa Fe Avenue between 25th Street and Pacific Boulevard, and recommending that the plan be approved with the understanding that it would be placed in effect following the completion of the street paving project, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Anderson, that communication from the Traffic Engineer, dated December 7, 1964, together with traffic study and channelization plan for the portion of Santa Fe Avenue between 25th Street and Pacific Boulevard, be received for further consideration; and that the Traffic Engineer be instructed to carryon further negotiations with the property owners and industries concerned. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 9, 1964, requesting authority to advance certain personnel, as listed, in grade effective January 1, 1965, was read. Activity Log of the Police Department for the period December 1 - 14, 1964 inclusive, was presented. It was moved by Malburg, seconded by Mai11iard, that Activity Log of the Police Department be received and filed. Motion carried. Petition from University Realty Company, dated December 8, 1964, for a variance to the zoning ordinance of the City of Vernon to permit vehicle access to provide parking and/or loading facilities whereby vehicles, trucks and trailers may enter and exit from facilities located at 3213 East 44th Street by backing said vehicles, trucks and trailers over public right-of-way on the westerly 73.47 feet of the parcel of land owned by petitioner, was presented. (Copy to each member of the City Council) Communication from Gillin and Scott, Attorneys at Law, dated December 11, 1964, supplementing the Petition being concurrently filed with the City of Vernon on behalf of University Realty Company relative to the property known as 3213 East 44th Street, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that Petition from University Realty Company, dated December 8, 1964, be returned to Gillin and Scott, Attorneys at Law representing petitioner, for verification of petition in accordance with Section 22.1 of Ordinance No. 752. Motion carried. Communication from Carl A. Heinze, Consulting Electrical Engineer, dated December 11, 1964, with reference to certain obsolete and junk material returned by Southern California Edison Company to the City of Vernon, recommending that this material be sold to Arnold V. Kaeser, the highest bidder, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of the Consulting Electrical Engineer, dated December 11, 1964, be approved. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated December 11, 1964, advising that the City of Monterey Park has requested the assistance of the City of Vernon in the selection of an engineering organization to design Regional Project No. 1109, 1964 Storm Drain Bond Issue; and advising that the City Engineer will assist in the selection as requested and will represent the City of Vernon in connection with Regional Project No. 1109, was read. Grayson, Traffic Engineer, dated December 11, 1964, advising that Delta Industrial Builders, Inc. has completed City Hall Lighting in accordance with Contract No. 309, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the agreement, was read. Resolution No. 2740 - A Resolution of the City Council of the City of Vernon accepting the work for City Hall Lighting, in accordance with Contract No. 309 of the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2740 be approved and adopted. Motion carried. Communication from Neaves Petroleum Developments, dated December 14, 1964, advising that they are engaged in an oil and gas leasing program in the City of Vernon, and requesting the City Council to consider participating in a group lease which includes two parcels owned by the City of Vernon, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Malburg, that communi- cation from Neaves Petroleum Developments, dated December 14, 1964, be referred to the City Attorney and the Engineering Departments for investigation and report. Communication from the Los Angeles County and Cities Disaster and Civil Defense Commission, dated December 9, 1964, transmitting copies of a proposed amendment to County Ordinance 5582, was read. Stambach Mayor Furlong reported that this was the time and place for the hearing on the Petition of Dunn-Edwards Corporation for a variance from the provisions of Ordinance No. 752, and all amend- ments thereto, of the City of Vernon. The following were duly acknowledged as being on file: (1) Proof of Publication in the Los Angeles Daily Journal on November 25, December 3 and 10, 1964 of "Notice of Proposed Change from Zoning Provisions"; (2) Affidavit of City Clerk Re Mailing Postal Card Notices on application for variance of Dunn-Edwards Corporation; and (3) Affidavit of Posting "Notice of Proposed Change from Zoning Provisions" by Charles G. Mills, Assistant Planner of the City of Vernon. Communication from D. D. Grayson, Traffic Engineer, dated November 27, 1964, transmitting a report and maps relating to the petition for zone variance by the Dunn-Edwards Corporation, and recommending that additional off-street parking be provided in conjunction with the proposed additional building so that a total of at least 125 parking spaces would be available, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that Dunn- Edwards Corporation not be restricted to providing a total of 125 off-street parking spaces in conjunction with the proposed additional bUilding. Motion carried. The City Clerk reported that there were no other written communications relative to the petition of Dunn-Edwards Corporation. The Mayor asked if anyone from the floor wished to address the City Council with reference to said petition. Mr. Chas C. Stambach of Dunn-Edwards Corporation addressed the City Council supplementing information contained in the petition. 1..00 1()1. -2- 12/15/64 It was moved by Anderson, seconded by Malburg, that the City Attorney be instructed to draft a resolution granting a zoning variance to Dunn-Edwards Corporation. Motion carried.
