MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 5, 1965 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE I VERNON ~ CALIFORNIA.
COUNCIL PRESENT: Anderson, Fur1onJ, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon) seconded by Anderson, that minutes
of the meeting of December 15) 1964 be approved as written and
submitted. Motion carried.
Vincent P. Kelley, Director of Sanitation, reported orally
that the general sanitation of the premises located at 4144 Bandini
Boulevard, occupied by washin~ton Processing Co., Inc.J had improved.
It was moved by Anderson, seconded by Malburg, that
Washington Processing Co., Inc. be granted a license to conduct a
business of refining vegetable oil and animal grease at 4144 Bandini
Boulevard, and that any penalties incurred for the calendar years
1961, 1962, 1963 and 1964 be waived. Motion carried.
Communication from Packers Bar M Meat Company, dated
January 4, 1965, requesting permission to place an office trailer
next to their Sales Office Department on their parking lot at 4401
S. Soto Street, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mai11iard, that the
request of Packers Bar M Meat Company, dated January 4, 1965, be
referred to the Building Department. the Fire Department and the
Health Department with power to act, with a stipulation that if the
request is granted, the ma~dmum time limit that said trailer may be
used as an office shall be October 31, 1966. Motion carried.
Petition from University Realty Company) dated December 8,
1964, for a variance to the zoning ordinance of the City of Vernon
to permit vehicle access to provide parking and/or loading facilities
whereby vehicles, trucks and trailers may enter and exit from
facilities located at 3213 East 44th Street by backing said vehicles,
trucks and trailers over public right-of-way on the westerly 73.47
feet of the parcel of land owned b/ petitioner, was presented.

Communication from Gillin and Scott, Attorneys at Law,
dated December 11, 1964, supplementing the Petition being concurrently
filed with the City of Vernon on behalf of University Realty Company
relative to the property known as 3213 East 44th Street, was
presented. (Copy to each member of the City Council)
Communication from Gillin and Scott, Attorneys at Law,
dated December 22, 1964, transmitting verification to be attached to
the Petition for Variance from University Realty Company, dated
December 8, 1964, was read.
It was moved by Poxon, seconded by Anderson, that the
City Attorney be instructed to draft a resolution fixing the time
and place for the hearing on the petition from University Realty

Communication from Truly Nolen Certified Pest Control
requesting a license to operate a pest control business at 3715
Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Truly Nolen Certified Pest Control be approved and license
granted. Motion carried.
Communication from Libra Scale Service requesting a license
to conduct a business of scale repair, sales and service at 4240
Produce Plaza South, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Libra Scale Service be approved and license granted.
Motion carried.
Copy of Resolution No. 64-49-449 of the City Council of
the City of Irwindale objecting to certain terminology used in
identification among law enforcement and statistical uniform reporting
agencies, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that copy of
Resolution No. 64-49-449 of the City Council of the City of Irwindale
be received and filed. Motion carried.
Copy of Resolution No. 236 of the City Council of the City
of Artesia urging the State Legislature to enact a general statute
returnin~ "Home Rulell to the Cities of California, was read.
It was moved by Malburg, seconded by Poxon, that copy of
Resolution No. 236 of the City Council of the City of Artesia be
received and filed. Motion carried.
Copy of Resolution No. 64-95 of the Council of the City of
Albany commending appropriate legislation to prevent disruption of
educational processes at state supported universities and provide
for disciplinary enforcement policies, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Mail1iard, that copy
of Resolution No. 64-95 of the Council of the City of Albany be
received and filed. Motion carried.
Copy of Resolution No. 64-266 of the City Council of the
City of Baldwin Park, California, urging that provision be made for
ballot voting at the annual United States Conference of Mayors, was
read.
It was moved by Anderson, seconded by Poxon, that copy of
Resolution No. 64-266 of the City Council of the City of Baldwin
Park, California, be received and filed. Motion carried.
Con~unication from the State of California, Department of
Public Horks, Division of Highways, dated December 17, 1964, trans-
mitting a copy of the California County Road and City Street Progress
and Needs Report prepared in accordance with the provisions of Section
2156 of the Streets and Highways Code, was read.

Communication from Willis A. Ritter, Inc. and Resolute
Insurance Company, dated December 29, 1964, transmitting claim
against the City of Vernon as a result of damage sustained on a
1961 Tempest by Georgette Welch, was read. (Copy to each member of
the City Council)
It was moved by Malburg, seconded by Anderson, that claim
against the City of Vernon filed bj Willis A. Ritter, Inc. and
Resolute Insurance Company, dated December 29, 1964, be denied, and
that the matter be referred to the City Attorney and the City's
insurance carrier. Motion carried.
Communication from the Office of City Attorney, City of
Los Angeles, dated December 18, 1964, proposing that a strip of land
apprOXimately 1,080 feet long by approximately 75 feet wide railroad
right-of-way within the City of Vernon extending into territory
surrounded on three sides by property within the City of Los Angeles
be detached from the City of Vernon and annexed to the City of Los
Angeles so as to make more regular the mutual city boundaries, and
requesting that the City of Vernon advise the Office of City Attorney,
City of Los Angeles, of Vernon's attitude on this proposal, was read.

It was moved by Anderson, seconded by Mailliard, that the
City of Vernon has no objection to the proposal outlined in communi-
cation from the Office of City Attorney, City of Los Angeles, dated
December 18, 1964, provided that the property owner has no objection.
Motion carried.
Communication from F. A. Ziemer, City Clerk, dated December
28, 1964, requesting authority for Brooks Carden, Purchasing Agent,
to attend the 1965 Conference of the California Association of Public
Purchasing Officers in Sacramento, California, from January 27 to
29, 1965, inclusive, with an expense allowance of $118.64, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the City Clerk, dated December 28, 1964, be approved and
authority granted to issue warrant in the amount of $118.64 to
Brooks Carden. Notion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated December 31, 1964, transmitting Contract No. 311
for the purchase of two (2) utility trucks, and recommending that
said contract be approved and that authority be granted to advertise
for bids, was read.
Resolution No. 2742 - A Resolution of the City Council of
the City of Vernon approving Contract No. 311 for the furnishin6 of
two utility trucks and directing the giving of notice inviting sealed
proposals or bids in accordance with Contract No. 311 of the City of
Vernon, was read.

It was moved by Anderson, seconded by Malburg, that
Resolution No. 2742 be approved and adopted. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated December 23, 1964, recommending that certain
actions, as outlined, be authorized to complete the work on Well No.
9, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Superintendent. Water & Sewer Systems, dated
December 23, 1964, be approved. Motion carried.
Activity Log of the Police Department for the period
December 15 - 31, 1964 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from David T. Witherly, Agent, dated December
30, 1964, making two requests in connection with the improvement of
the property occupied by Pride Carpet Mills Company and located at
4925 Boyle Avenue, was read. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Mailliard, that
Mr. David T. Wither1y be advised to make application to the
Engineerin& Departments for a permit to make frontage improvements
to the property located at 4925 So. Boyle Avenue, in order that said
application can be processed in the regular manner. Motion carried.
Communication from L. C. Husted, Fire Chief, dated December
30, 1964, recommending that the business license of Palley Supply
Company, 2263 East Vernon Avenue, be renewed, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Fire Chief, dated December 30, 1964, be approved
and business license of Palley Supply Company, 2263 East Vernon
Avenue, be renewed. Motion carried.
The Vernon Fire Department Annual Report for the fiscal year
ending June 30, 1964, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mailliard, that the
Vernon Fire Department Annual Report be received and filed. Motion
carried.
Copy of Resolution No. R64-322 of the Alhambra City Council
urging the merger of the Association of Independent Cities of Los
Angeles County and the California Contract Cities Association within
the framework of the League of California Cities and the Los Angeles
County Division thereof, was read.
It was moved by rmlburg, seconded by poxon, that copy of
Resolution No. R64-322 of the Alhambra City Council be received and
filed. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
January 4, 1965, requestinh authority to attend the Attorney General's
All Zone Meeting of Chiefs of Police at Palo Alto, California, from
January 13 to 16, 1965, with an expense allowance of $91.00, was
read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief, dated January 4, 1965, be approved and
authority granted to issue warrant in the amount of $91.00 to R. H.
Bockhacker. Motion carried.
Communication from Coordinating Council of Refuse Removal
Associations, Inc., dated January 2, 1965, transmitting a copy of
Los Angeles County Ordinance No. 5860, Sections 1708, 1709, 1710 as
enacted by the County Board of Supervisors in October, 1964, which
provides for every waste collector to stencil or decal his name of
ownership and his telephone number on every bin or container used
in his commercial and industrial refuse collection; and requesting
the City of Vernon to initiate a similar ordinance that will
implement and support the Los Angeles County ordinance, was read.

Inc., dated January 2, 1965, together with transmittal, be received
and filed. Motion carried.
