19650119 Regular City Council Meeting - Minutes I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JANUARY 19, 1965 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mail1iard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of January 5, 1965 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the furnishing of two (2) utility trucks iu accordance with Contract No. 311. It was moved by Poxon, seconded by Malburg, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: G.M.C. Truck & Coach Division, General Motors Corp. Ben Barclay - Ford $ 4,488.00 4,891.16 It was moved by Malburg, seconded by Mai11iard, that bids received for the furnishing of two (2) utility trucks, in accordance with Contract No. 311, be referred to the City Attorney and the Superintendent, Water & Sewer Systems, for checking and report. Notion carried. Communication from D. D. Grayson, Traffic Engineer, dated January 12, 1965, submitting Contract No. 310 for the resurfacing of Vernon Avenue from Alameda Street to Santa Fe Avenue, and recom- mending that said contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 2743 - A Resolution of the City Council of the City of Vernon approving Contract No. 310 for the resurfacing of Vernon Avenue from Alameda Street to Santa Fe Avenue, and directing the giving of notice inviting sealed proposals or bids in accordance with Contract No. 310 of the City of Vernon, was reads It was moved by Poxon, seconded by Malburg, that Resolution No. 2743 be approved and adopted. It was moved by Malburg, seconded by Poxon, that Western Kraft Corporation, Vernon Division, be granted permission to construcr an all metal building at 5050 Pacific Blvd., provided that appli- cation for a building permit is filed in the regular manner, and provided that Western Kraft Corporation, Vernon Division, complies T.lith the requirements of the various City departments. Copy of Resolution No. CS-5226 of the City Council of Culver City, California, urging that provision be made for ballot voting at the annual United States Conference of Mayors, was read. It was moved by Anderson, seconded by Poxon, that copy of Resolution l~o. CS-5226 of the City Council of Culver City, California be received and filed. Motion carried. Communication from the Board of Supervisors, County of Los Angeles, dated January 13, 1965, with reference to study being made of the possibility of placement of private utility lines underground throughout Los Angeles County, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from the Board of Supervisors, County of Los Angeles, dated January 13, 1965, be received and filed. Motion carried. Communication from State Senator Thomas M. Rees, dated January 13, 1965, with reference to the ruling of the United States Supreme Court that all State legislative bodies must be apportioned substantially on the basis of population, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from State Senator Thomas M. Rees, dated January 13, 1965, be rec~ived 'e\nd filed. Motion carried. Copy of Resolution No. 65-8 of the City Council of the City of Torrance opposing the adoption of Assembly Bill No. 2334, was read. Motion carried. Communication from Mrs. Gladys Zweiback, dated January 8, 1965, terminating her services as Administrative Consultant for the City of Vernon, was read. (Copy to each member of the City Council) Mayor Furlong reported orally that Mr. Daniel J. Creedon has expressed a willingness and a desire to serve the City of Vernon as Administrative Consultant on the same terms as Mrs. Zweiback was retained. It was moved by Anderson, seconded by Poxon, that letter agreement, dated February 6, 1964, between Mrs. Gladys Zweiback and the City of Vernon, be terminated by mutual consent effective at the end of January, 1965; that the City Clerk advise Mrs. Zweiback in W1:iting of the action taken by the City Council on this matter; that Mr. Daniel J. Creedon be retained as Administrative Consultant to advise and assist the City Council and departments of the City of V€~non on such matters as may be referred to him from time to time; that Mr. Creedon be paid a retainer of $1,000.00 per month, payable in advance commencing February 1, 1965, plus a reasonable expense allowance, estimated presently, at an average of not to exceed $225.00 per month; that this arrangement be terminable by either party on one month's written notice; and that the City Clerk so advise Mr. Creedon and on acceptance by him in writing, this proposel shall be in full force and effect. Motion carried. Communication from F. A. Ziemer, City Clerk, dated January 11, 1965, requesting authority to advance Rita M. Luich from Stenographer-Switchboard Operator Grade 2 to Grade 1, effective February 1, 1965, was read. It was moved by Poxon, seconded by Anderson, that the request of the City Clerk, dated January 11, 1965, be approved~ Motion carried. Communication from F. A. Ziemer, City Clerk, dated January 7, 1965, transmitting a list of records which are recommended for iwmediate destruction, and recommending that the City Attorney be instructed to draft a resolution authorizing the destruction of certain public records, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the City Attorney be instructed to draft a resolution authorizing the d2struction of certain public records in accordance with the list tre.xlsmitted by the City Clerk with communication dated January 7, 1965? Motion carried. Communication from R. J. Furlong, Director of Civil Defense, dated January 11, 1965, requesting authority for G. G. Hation carried. Communication from R. H. Bockhacker, Police Chief, dated January 12, 1965, advising that Officer Grover C. Robbins will have been absent from duty for one year on January 22, 1965 due to an injury sustained in line of duty, and recommending that Officer Robbins be dropped from the payroll as of the close of the business day on January 22, 1965, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of the Police Chief, dated January 12, 1965, be approved. Motion carried. Activity Log of the Police Department for the period January 1 - 15, 1965, inclusive, was presented. It was moved by Poxon, seconded by Malburg, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, and David D. Grayson, Traffic Engineer, dated January 15, 1965, requ.esting authority to attend The Seventeenth Annual Ca1iforn.ia Conference on Street and Highway Problems at Los Angeles Campus, University of California, from January 28 to 30, 1965, with an expense allowance of $16.00 each, was read. It was moved by Poxon, seconded by Anderson, that the request of the City Engineer and the Traffic Engineer, dated January 15, 1965, be approved and authority granted to issue warrants in the amount of $16.00 each to Arthur E. Nelson, Jr. and David D. Grayson. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated January 15, 1965, transmitting License Agreement between the City of Vernon and Socony Mobil Oil Company, Inc. for the installation of an oil line across 37th Street, and recommending that said agreement be executed by the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the Mayor and the City Clerk be authorized and directed to execute License Agreement between the City of Vernon and Socony Mobil Oil Company, Inc. for the installation of an oil line across 37th Street. Motion carried. Communication from L. C. Grayson, Traffic Engineer, dated January 18, 1965, advising that Vernon Paving Company has completed the work of reconstructing Atlantic Boulevard, Los Angeles River Bridge to Long Beach Freeway On-Ramp, in accordance with Contract No. 307, and recommending that the work be accepted and that autho~ity be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2745 - A Resolution of the City Council of the City of Vernon accepting the reconstruction of Atlantic Boulevard, Los Angeles River Bridge to Long Beach Freeway On-Ramp, in accordanc0 with Contract No. 307 of the City of Vernon, was read. It was moved by Poxon, seconded by Mail1iard, that Resolution No. 2745 be approved and adopted. Motion carried.
