It was moved by Anderson, seconded by Malburg, that minutes of the meeting of January 19, 1965 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the resurfacing of Vernon Avenue from Alameda Street to Santa Fe Avenue in accordance with Contract No. 310. It was moved by Malburg, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Griffith Company Sully Miller Contracting Co. Vernon Paving Co. $ 12,634.59 11,481.83 11,270.18 It was moved by Anderson, seconded by Malburg, that bids received for the resurfacing of Vernon Avenue from Alameda Street to Santa Fe Avenue, in accordance with Contract No. 310, be referred to the City Attorney and the Traffic Engineer for checking and report. Hotion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated January 22, 1965, with reference to the bids received for the furnishing of two utility trucks in accordance with Contract No. 311, recommending that the contract be awarded to GMC Truck & Coach Division, General Motors Corp., on the basis of their bid of $4,488.00, was read. Resolution No. 2747 - A Resolution of the City Council of the City of Vernon accepting the bid of GMC Truck and Coach Division, for furnishing two utility trucks, in accordance with Contract No. 311, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2747 be approved and adopted. Motion carried. Vernon Avenue, was read. It was moved by Malburg, seconded by Mai1liard, that the request of Efron Meat Packing Co., Inc. be referred to the Health Department with power to act. It was moved by Malburg, seconded by Mailliard, that the request of Frank Fellner dba Little Joe's Catering be approved and license granted. Motion carried. Copy of a resolution of the City Council of the City of Long Beach advising Governor Brown, his special Committee, the City of Los Angeles and the County of Los Angeles of certain facts concerning the proposed California World's Fair and opposing the proposed use of General Tax Funds in support of construction of said Fair in Elysian Park, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that copy of a resolution of the City Council of the City of Long Beach be received and filed. Motion carried. Copy of Resolution No. 1501 of the City Council of the City of Downey, California, urging that provision be made for ballot voting at the Annual United States Conference of Mayors, was read. It was moved by Anderson, seconded by Malburg, that copy of Resolution No. 1501 of the City Council of the City of Downey, California, be received and filed. Motion carried. Communication from the City of Irwindale, dated January 26, 1965, transmitting copies of Resolutions No. 65-2-546 and 65-3-547, was read. It was moved by Anderson, seconded by Mailliard, that communication from the City of Irwindale, dated January 26, 1965, together with transmittals, be received and filed. Motion carried. Copy of Resolution No. CS-523Q of the City Council of the City of Culver City, California, opposing the adoption of Assembly Bill No. 2334, was read. It was moved by Anderson, seconded by Malburg, that the City Attorney be instructed to draft a resolution opposing the adoption of Assembly Bill No. 2334. Motion carried. Copy of resolution adopted on January 26, 1965 by the Los Angeles County Board of Supervisors with reference to air pollution from motor vehicles and exhaust control devices for motor vehicles, was reado (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that copy of resolution adopted on January 26, 1965 by the Los Angeles County Board of Supervisors be received and filed. Motion carried. Communication from Supervisor Frank G. Bonelli, First District, dated January 25, 1965, transmitting a copy of his recom- mendations to the Board of Supervisors as a result of having received a letter from State Senator Rees asking for the Board's views regarding Senate Reapportionment as it would affect the County of Los Angeles, was read. Bonelli, First District, dated January 25, 1965, be received and filed. Motion carried. Communication from Mr. Kenneth Erickson, City Manager, City of Lynwood, dated January 22, 1965, suggesting that a joint luncheon meeting of two legislators from each city in the southeast area be held with Senator Rees for the purpose of indicating to Senator Rees both the individual concerns and mutual interests of the communi.ties in this general area on the question of reapportion- ment of senatorial districts, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mai1liard, that Mayor Furlong and Councilman Malburg be appointed as representatives of the City of Vernon to attend a joint luncheon meeting with legislators from other southeast cities and Senator Rees for the purpose of indicating to Senator Rees their views on the question of reapportionment of senatorial districts. Motion carried. Communication from Supervisor Frank G. Bonelli, First District, dated January 25, 1965, requesting an expression of support in principle to the divulging of names of juveniles identified with major crimes of violence and brutality, along with the names and addresses of the parents or legal guardians, was reada (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that the City Attorney be instructed to draft a resolution expressing support in principle to the divulging of names of juveniles identified with major crimes of violence and brutality, along with the names and addresses of the parents or legal guardians. Motion carried. Communication from Mobil Oil Company, dated January 25, 1965, requesting a permit to relocate their 8 inch diameter steel products pipe line from its present position in A T & S F Railway Right of Way crossing Downey Road to the easterly side of realigned Downey Road as shown in red pencil on enclosed Maps 4~A~l66 and 4-A-166A, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that the request of Mobil Oil Company, dated January 25, 1965, be referred to the City Attorney and the Traffic Engineer for preparation of the necessary documents. Motion carried. Communication from Mr. Joseph P. Lopez, Industrial Cafe, dated January 25, 1965, transmitting check in the amount of $50?OO in payment of the 1964 business license fees, and requesting that any penalties incurred due to late payment of the 1964 business llcense fees be waived for the reasons as outlined, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Anderson, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to compromise claim for penalty levied against the Industrial Cafe. Lawrence, Utility Man III, Step 5, has submitted his resignation to be effective at the close of business on February 12, 1965, and recommending that said resignation be accepted, was read. It was moved by Anderson, seconded by Malburg, that the resignation of Eugene A. Lawrence, Utility Man III, Step 5, be accepted effective at the close of business on February 12, 1965. Motion carried. Communication from Harold W. Faber, Engineering Aide, dated January 21, 1965, requesting that he be allowed the sum of $263.30 from the Education and Training Budget appropriation for tuition and books at the University of Southern California for courses in Civil Engineering, together with recommendation for approval from the City Engineer, was read. It was moved by Anderson, seconded by Mai11iard, that the recommendation of the City Engineer be approved and authority granted to issue warrant in the amount of $263.30 to the University of Southern California. Motion carried. Communication from L. R. Adams, Civil Engineering Assistant, dated January 27, 1965, requesting that he be reimbursed the sum of $90.50 from the Education and Training Budget appr.opriation for tuition and books at the University of Southern California for a course entitled "Hydrology", together with recommendation for approval from the City Engineer, was read. It was moved by Anderson, seconded by Mailliard, that the recommendation of the City Engineer be approved and authority granted to issue warrant in the amount of $90.50 to L. R. Adams. Motion carried. Activity Log of the Police Department for the period January 16 - 31, 1965 inclusive, was presented. It was moved by Malburg, seconded by Mai11iard, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Ralph Gordon dba Avalon Deluxe Catering requesting a license to operate a lunch truck in the City of Vernon, Ttlas read. It was moved by Anderson, seconded by Mai11iard, that the request of Ralph Gordon dba Avalon Deluxe Catering be referred to the Health Department with power to act. Motion carried. Communication from Robert S. Frogge dba Chuck's Catering Service requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that the request of Robert S. Frogge dba Chuck's Catering Service be approved and license granted. Motion carried. Copy of Resolution No. 65-6 of the City Council of the City of Rosemead in support of the proposal to conduct a World's Fair in the City of Los Angeles, was read. 1-38 I I -5- 2/2/65 It was moved by Malburg, seconded by Mailliard, that copy of Resolution No. 65-6 of the City Council of the City of Rosemead be received and filed. Motion carried. Copy of minute resolution of the City Council of the City of Gardena strongly supporting the adoption of Assembly Bills No. 87 and 207, was read. It was moved by Anderson, seconded by Malburg, that copy of minute resolution of the City Council of the City of Gardena be received and filed. Motion carried. Copy of minute resolution of the City Council of the City of South Gate opposing the merger of the Association of Independent Cities of Los Angeles County and the California Contract Cities Association within the framework of the League of California Ci~ies and the Los Angeles County Division thereof, was read. It was moved by Malburg, seconded by Mailliard, that copy of minute resolution of the City Council of the City of South Gate be received and filed. Motion carried. Summons to appear in Case Number 852770 brought by Nalley's Inc. against the County of Los Angeles, City of Los Angeles, and City of Vernon in the Superior Court of the State of California for refund of property taxes and declaratory relief, was presented. It was moved by Anderson, seconded by Mailliard, that Summons to appear in Case Number 852770 be referred to the City Attorney. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 1, 1965, requesting that R. I. Amos be advanced from Policeman Grade 3 to Grade 2, effective February 1, 1965, was read~ It was moved by Mailliard, seconded by Malburg, that the request of the Police Chief, dated February 1, 1965, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated February 1, 1965, requesting that Captain George F. Bass and Fireman Warren P. Musgrave be allowed the sum of $80.00 each from the Education and Training Budget appropriation for tuition at the University of Southern California, Civic Center Division, for a course entitled "Regulations and Practices Concerning Dangerous Chemicals", was read. It was moved by Mailliard, seconded by Anderson, that the request of the Fire Chief, dated February 1, 1965, be approved and 2.uthority granted to issue warrants in the amount of $80.00 each to George F. Bass and Warren P. Musgrave. Motion carried. Resolution No. 2748 - A Resolution of the City Council of the City of Vernon authorizing the destruction of certain public records, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2748 be approved and adopted. Motion carried. Motion carried. C. Husted with the following inscription: "Disabled American Veterans Citation for Distinguished Service in behalf of Disabled American Veterans presented to Vernon Fire Department, California for prompt service instrumental in saving the life of Mel G. In accordance with previous policy, notice of said meeting was ordered inserted in the Council minutes.
