19650216 Regular City Council Meeting - Minutes I I MINUTES OF A REGUIAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD FEBRUARY 16, 1965 AT 2:25 O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson. Furlong, Mai11iard, Malburg COUNCIL ABSENT: Poxon The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Mai11iard, that minutes of the meeting of February 2, 1965 be approved as written and submitted. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated February 5, 1965, with reference to bids received for the resurfacing of Vernon Avenue from Alameda Street to Santa Fe Avenue in accordance with Contract No. 310, recommending that the contract be awarded to Vernon Paving Company on the basis of their bid of $11,270.18, was read. Resolution No. 2749 - A Resolution of the City Council of the City of Vernon accepting the bid of Vernon Paving Company for Vernon Avenue resurfacing from Alameda Street to Santa Fe Avenue, in accordance with Contract No. 310, was read. It was moved by Anderson, seconded by Mai11iard, that Resolution No. 2749 be approved and adopted. Motion carried. Communication from Ferro Corporation requesting a license to conduct a business of manufacturing ceramic and plastic materials at 4735 East 52nd Drive, was read. It was moved by Anderson, seconded by Mai11iard, that the request of Ferro Corporation be approved and license granted. Motion carried. Communication from Norma Kraus requesting a license to operate a restaurant at 2213 E. 38th Street, was read. It was moved by Anderson, seconded by Mai1liard, that the request of Norma Kraus be approved and license granted. Motion carr ied. Copy of Resolution No. 3290 of the City of Beverly Hills opposing the consolidation or merger of the Independent Cities of Los Angeles County with the Contract Cities of Los Angeles County, was read. It was moved by Malburg, seconded by Mail1iard, that copy of Resolution No. 3290 of the Council of the City of Beverly Hills be received and filed. Motion carried. Copy of Resolution No. R65-10 of the Alhambra City Council urging that the territory of an incorporated city not be divided among two or more senatorial districts, was read. It was moved by Malburg, seconded by Anderson, that copy of Resolution No. R65-l0 of the Alhambra City Council be received and filed. Motion carried. Communication from the City of Lynwood, dated February 1, 1965, expressing appreciation for the outstanding work performed by the Vernon Fire Department on Sunday, January 31, 1965, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that communication from the City of Lynwood, dated February 1, 1965, be received and filed. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated February 4, 1965, transmitting copies of Engineering Regulations adopted in conneetion with Ordinance No. 763 for exploratory oil and gas drilling and Ordinance No. 764 for oil and gas wells, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Malburg, that communication from the City Engineer, dated February 4, 1965, together with transmittals, be received and filed. Motion carried. Communication from L. W. Garber, Jr., Civil Engineering Assistant, dated February 5, 1965, requesting that he be reimbursed the sum of $80.00 from the Education and Training Budget appropri- ation for tuition at the University of Southern California for a course entitled "Hydraulic Design", together with recommendation for approval from the Traffic Engineer, was read. It was moved by Anderson, seeonded by Mai11iard, that the recommendation of the Traffic Engineer be approved and authority granted to issue warrant in the amount of $80.00 to L. W. Garber, Jr. Motion carried. Communication from F. W. Sumner, Engineering Aide, dated February 11, 1965, requesting that he be reimbursed the sum of $38.50 from the Education and Training Budget appropriation for tuition and books at California State College for a course entitled "Introduction to Public Administration", together with recommendation for approval from the 'traffic Engineer. was read. 149 I I -3- 2/16/65 It was moved by Mai11iard, seconded by Anderson, that the recommendation of the Traffie Engineer be approved and authority granted to issue warrant in the amount of $38.50 to F. W. Sumner. Motion carried. Communication from C. E. Nemethit M.D., Health Officer, dated February 8t 1965, requesting authority for Vincent P. Kelley, Director of Sanitationt to attend the Statewide Vector Control Committee & State Bureau of Vector Control meeting in Berkeley, California, from March 1 to 3, 1965, with an expense allowance of $140.40, was read. It was moved by Anderson, seconded by Mai11iardt that the request of ths Health Officer, dated February 8, 1965, be approved and authority granted to issue warrant in the amount of $140.40 to Vincent P. Kelley. Motion earried. Communication from C. A. Heinze, Consulting Electrical Engineer, dated February 5, 1965, with reference to bids received for used office furniture returned to the City of Vernon by Southern California Edison Company, recommending that authority be granted to sell this furniture to the highest bidder, Bargain Home Furniture, for the sum of $81.00, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of the Consulting Electrical Engineer, dated February 5, 1965, be approved. Motion carried. Communication from C. A. Heinze, Consulting Electrical Engineer, dated February 8, 1965, with reference to bids received for one obsolete air compressor returned to the City of Vernon by Southern California Edison Company, recommending that authority be granted to sell this compressor to the highest bidder, N. W. Brownyard, for the sum of $50.00, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of the Consulting Electrical Engineer, dated February 8, 1965, be approved. Motion earried. Communication from Policeman Jack L. Reinholtz, dated February 10, 1965, tendering his resignation as an employee of the City of Vernon to be effective as of the close of his tour of duty on February 15, 1965, together with recommendation for approval by the Police Chief, was read. It was moved by Anderson, seconded by Malburg, that the resignation of Policeman Jack L. Reinholtz be accepted at the close of his tour of duty on February 15, 1965. Motion carried. At this time, Mr. Edward A. Gomez of the Huntington Park Jaycees appeared before the City Council and requested permission for this organization to stage a show and dance on March 20, 1965 for teenagers at the United Steel Workers of America Building, 2516 E. 49th Streett for the purpose of raising funds to send members of the Huntington Park Jaycees to a convention to be held in Buffalo, New York. It was moved by Anderson, seconded by Mail1iard, that the ~equest of Mr. Edward A. Gomez on behalf of the Huntington Park Jaycees be referred to the Police Chief and the City Attorney with power to act. Motion carried. . (Copy to eaeh member of the City Council) It was moved by Anderson, seconded by Malburg, that the Report of Health Department Activities be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, dated February 4, 1965, requesting permission to purchase certain equipment at an estimated cost of $2,212.00 in lieu of specified equipment as approved in the 1964-65 budget, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mai11iard, that the request of the Fire Chief, dated February 4, 1965, be approved. Motion carried. Activity Log of the Po1iee Department for the period February 1 - 15, 1965 ine1usive, was presented. It was moved by Anderson, seconded by Malburg, that Activity Log of the Police Department be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 11, 1965, requesting that J. F. Mahan be advanced from Policeman Grade 3 to Grade 2, and J. B. Savage be advanced from from Policeman Grade 4 to Grade 3, both to be effective March 1, 1965, was read. It was moved by Anderson, seconded by Malburg, that the request of the Police Chief, dated February 11, 1965, be approved. Motion carried. Communication was read from R. H. Bockhacker, Police Chief, dated February 11, 1965, recommending that the following personnel be reimbursed the amounts as listed from the Education and Training Budget appropriation for tuition and books for courses in Police Science: M. Husted, Fire Chief, dated February 11, 1965, requesting authority to retain present automobile designated as Unit No. 24 as a utility automobile rather than trading it in on the two new automobiles authorized by the City Council on January 19, 1965, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mai11iard, that the request of the Fire Chief, dated February 11, 1965, be approved. Bruce Hoffman and Tom Maxwell from the present $3.00 per hour rate to $4.00 per hour, effeetive March 1, 1965, was read. Copy of a minute resolution of the City Council of Gardena protesting the passage of Assembly Bill 300 which calls for parti- sanship in city and county governments and districts, was read. It was moved by Anderson, seeonded by Malburg, that the City Attorney be instructed to draft a resolution protesting the passage of Assembly Bill 300 whieh calls for partisanship in city and county governments and districts. Motion carried. Communication from Charles G. Mills, Assistant Planner, dated February 11, 1965, requesting that he be reimbursed the sum of $112.24 from the Education and Training Budget appropriation for tuition and books at the University of California at Los Angeles, together with recommendation for approval from the Traffic Engineer, was read. It was moved by Anderson, seeonded by Mai11iard, that the recommendation of the Traffic Engineer be approved and authority granted to issue warrant in the amount of $112.24 to Charles G. Mills. Motion carried. Communieation from Mercedea-Benz of North America, Ine. requesting a license to conduct a business of wholesale distribution of motor vehicles, parts and aceessories, at 3060 E. 44th Street, was read. It was moved by Anderson, seconded by Malburg, that the request of Mercedes-Benz of Korth America, Inc. be approved and license granted. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 12, 1965, requesting authority to employ Leonard F. Hayes as Policeman Grade 4, effective Mareh 1, 1965, pending satisfactory psychiatric and background reports, was read. It was moved by Anderson, seconded by Malburg, that the request of the Police Chief, dated February 12, 1965, be approved. Motion carried. 152 I I -6- 2/16/65 Communication from the County of Los Angeles, Road Department, dated February 10, 1965, transmitting three copies of a proposed agreement relative to participation with the City of Vernon in the improvement of Bandini Boulevard from The Atchison, Topeka and Santa Fe Railroad to 0.1 of a mile west of Downey Road, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that proposed agreement transmitted by the County of Los Angeles, Road Department, with communication dated February 10, 1965, be referred to the Traffic Engineer and the City Attorney for study and report. Bockhacker, Police Chief, dated February 16, 1965, requesting authority to purchase an additional five drawer file eabinet for use by the Records Division at an approximate cost of $191.70, was read. Resolution No. 2750 - A Resolution of the City Council of the City of Vernon urging the State Legislature to adopt legislation authorizing the publication of names of juveniles identified with major crimes of violence and brutality, along with the names and addresses of the parents or legal guardians, was read. It was moved by Anderson, seconded by Mai11iard, that Resolution No. 2750 be approved and adopted. Motion carried. Gillin, Attorney at Law, addressed the City Council on behalf of petitioner urging that the variance be granted. Mr. Floyd E. Ellis, Administration Manager of Carpenter Paper Company, Los Angeles Division, addressed the City Council protesting the granting of the variance requested by petitioner. After a general discussion of the petition for a variance, it was moved by Anderson, seconded by Malburg, that the City Attorney be instructed to draft a resolution granting a variance to University Realty Company from the provisions of Section 20 of Ordinance No. 752 as recited in the petition. Motion carried.
