19650302 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MARCH 2, 1965 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg COUNCIL ABSENT: Poxon The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Mailliard, that minutes of the meeting of February 16, 1965 be approved as written and submitted. Motion carried. Communication from Wheeler Machinery Co. requesting a license to conduct a business of used machine tools at 5508 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Malburg, that the request of Wheeler Machinery Co. be referred to the Police Department with power to act. Motion carried. Communication from West Coast Liquidators, Inc. requesting a license to conduct a business of wholesaling and retailing general merchandise at 4701 Santa Fe Avenue, was read. It was moved by Malburg, seconded by Anderson, that th~ request of West Coast Liquidators, Inc. be referred to the Fire Department with power to act. Motion carried. Communication from Pacific Fabricators requesting a license to conduct a business of fabricating plywood and cardboard at 2235 E. 38th Street, was read. It was moved by Malburg, seconded by Anderson, that the request of Pacific Fabricators be referred to the Fire Department with power to act. Motion carried. Communication from Machinery Transfer requesting a license to conduct a business of transporting machinery at 2250 E. 38th Street, was read. It was moved by Malburg, seconded by Anderson, that the request of Machinery Transfer be referred to the Fire Department with power to act. Motion carried. Communication from Industrial Wire Products Corporation requesting a license to conduct a business of manufacturing wire and wire products at 2440 E. 28th Street, was read. It was moved by Mai11iard, seconded by Anderson, that the request of Industrial Wire Products Corporation be approved and license granted. Motion carried. Communication from the City of Alhambra, dated February 19, 1965, with reference to new Senatorial Districts due to reapportion- ment, was read. Motion carried. Copy of Resolution No. 65-2-1251 of the City Council of the City of Signal Hill supporting the principle of disclosure of names of juveniles involved in crimes of violence and brutality, was read. It was moved by Anderson, seconded by Malburg, that copy of Resolution No. 65-2-1251 of the City Council of the City of Signal Hill be received and filed. Motion carried. Communication from Occidental Petroleum Corporation, dated Febr.uary 23, 1965, requesting that the City Council adopt a Reso1utior of Intention to lease City lands on a subsurface basis for the exploration and production of oil gas and other hydrocarbons, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that the request of Occidental Petroleum Corporation, dated February 23, 1965, be referred to the Engineering Departments and the City Attorney for investigation and report. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated February 23, 1965, recommending that the City Council by resolution authorize the ratification of an agreement to provide organizational and working arrangements for a continuing, coordinated, comprehensive transportation planning process in the Los Angeles Regional Trans~' portation Study Area, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that the City Attorney be instructed to draft a resolution authorizing the ratification of an agreement to provide organizational and working arrangements for a continuing, coordinated, comprehensive trans- portation planning process in the Los Angeles Regional Transportation Study Area, provided that said agreement is in proper form. Motion carr ied. Communication from D. D. Grayson, Traffic Engineer, dated February 23, 1965, recommending that the City Council approve and authorize the execution of an agreement between the City of Vernon and the County of Los Angeles for the construction of Bandini Boulevard from the Atchison, Topeka and Santa Fe Railroad to 0.1 mile westerly of Downey Road, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mail1iard, that the Mayor and the City Clerk be authorized and directed to execute agreement between the City of Vernon and the County of Los Angeles relative to the improvement of Bandini Boulevard from the Atchison, Topeka and Santa Fe Railroad to 0.1 mile west of Downey Road. Motion carr ied. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated February 25, 1965, requesting authority to employ Robert D. Motion carried. Communication from C. E. Nemethi, M.D.~ Health Officer, dated February 18, 1965, requesting authority for R. W. Hilton, Deputy Director of Sanitation, to attend the Statewide Annual Symposium of the California Association of Sanitarians at San Diego, California from April 14 to 16, 1965, with an expense allowance of $71.50, was read. It was moved by Anderson, seconded by Mai11iard, that the request of the Health Officer, dated February 18, 1965, be approved and authority granted to issue warrant in the amount of $71.50 to R. W. Hilton. Motion carried. Communication from L. C. Husted, Fire Chief, dated February 23, 1965, requesting that Fireman B. G. Byars be reimbursed the sum of $11.00 from the Education and Training Budget appropri- ation for tuition and books for courses in Fire Science, was read. It was moved by Malburg, seconded by Mai11iard, that the request of the Fire Chief, dated February 23, 1965, be approved and authority granted to issue warrant in the amount of $11.00 to B. G. Byars. Motion carried. Communication was read from R. H. Bockhacker, Police Chief, dated February 25, 1965, recommending that the following personnel be reimbursed the amounts as listed from the Education and Training Budget appropriation for tuition and books for courses in Police Science: L. Pa1tz, Jr., Civil Engineering Assistan.t, dated February 24, 1965, requesting that he be reimbursed the sum of $80.00 from the Education and Training Budget appropri- atton for tuition and books at the University of Southern California for a course entitled IlHydrau1ic Design", together with recommendation for approval by the City Engineer, was read. It was moved by Anderson, seconded by Malburg, that the recommendation of the City Engineer be approved and authority granted to issue warrant in the amount of $80.00 to Walter J. Pa1tz, Jr. Motion carried. Activity Log of the Police Department for the period February 16 - 28, 1965 inc1usive~ was~presented. Communication from Sy's Meats requesting a license to conduct a business of catering wholesale meats at 4622 Alcoa Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the request of Sy's Meats be referred to the Health Department with power to act. Motion carried. Communication from Del-Vac Engineering requesting a license to conduct a business of manufacturing freeze-drying equip- ment and related activities at 5701 So. Boyle Avenue, was read. Nemethi, M.D., Health Officer, dated February 25, 1965, requesting authority for Mayrose Snyder, City Health Nurse, to attend the Conference on Occupational Health- California Medical Association at San Francisco, California, on March 27, 1965, with an expense allowance of $89.90, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Health Officer, dated February 25, 1965, be approved and authority granted to issue warrant in the amount of $89.90 to Mayrose Snyder. Motion carried. Communication from Vincent R. Bush, Building Official, dated March 1, 1965, requesting authority to substitute two bookcases at an approximate cost of $100.00 each in lieu of two filing cabinets which were approved in the 1964-65 budget, was read. It was moved by Mailliard, seconded by Malburg, that the request of the Building Official, dated March 1, 1965, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated March 1, 1965, transmitting an Easement from David V. Karney covering a portion of 26th Street at Sierra Pine Avenue, and recom- mending that said easement be accepted and that Mr. Karney be advised of the official recordation, was read. It was moved by Malburg, seconded by Anderson, that Easement be accepted from David V. Karney and that the Mayor and the City Clerk be authorized to execute Certificate of Acceptance. It was moved by Malburg, seconded by Mailliard, that the request of the Fire Chief, dated February 25, 1965, be approved and authority granted to issue warrant in the amount of $10.50 to Jack E. Anderson. Motion carried. Communication from R. H~ Bockhacker, Police Chief, dated March 1, 1965, transmitting Lease Agreement between the City of Vernon and Officer Robert N. Graham for one 1962 Harley-Davidson Motorcycle, Engine No. 62FLl0136, and requesting that said lease be approved, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Police Chief, dated March 1, 1965, be approved and that lease agreement be executed by the City of Vernon. Motion carried. Communication from Mr. Sid Levine, dated March 1, 1965, commending the City Council, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that communication from Mr. Sid Levine, dated March 1, 1965, be received and filed. Motion carried. Communication from Rehrig Pacific Company, dated March 1, 1965, requesting that any penalties incurred for late payment of 1964 business license fees be waived for the reasons as outlined, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to compromise claim for penalty levied against Rehrig Pacific Company. Motion carried. Mayor Furlong reported that Councilwoman Judith M. Poxon is temporarily unable to attend the meetings of the City Council due. to illness. It was moved by Anderson, seconded by Malburg, that permission be granted to Councilwoman Judith M. Poxon to absent herself from regular meetings of the City Council until she is physically able to attend said meetings. Motion carried. Mayor Furlong recommended that Vincent R. Bush be advanced from Building Official, Step 5 to Step 4, effective April 1, 1965. It was moved by Anderson, seconded by Malburg, that the r~commendation of the Mayor be approved. Motion carriedo Ayes: Anderson, Furlong, Mai1liard, Malburg Noes: None Absent: Poxon Agreement between the City of Vernon and Southern California Edison Company providing for an adjustment between the City and Edison after the entry of any judgment in the condemnation action, Case No. 846744, Superior Court, County of Los Angeles, for any facilities installed or removed to the system being condemned after the date of the inventory which is used as the basis for any award in said action, was presented. It was moved by Anderson, seconded by Malburg, that the Mayor and the City Clerk be authorized to execute the Agreement b9tween the City of Vernon and Southern California Edison Company in connection with Case No. 846744, Superior Court, County of Los Angeles, providing for adjustment for any facilities installed or removed to the system being condemned after the date of the inventory which is used as the basis for any award in said action. Motion carried. Agreement between the City of Vernon and Southern California Edison Company providing for the re~bursement of any State sales tax which the Southern California Edison Company may be required to pay on the tangible personal property being condemned in Case No. 846744, Superior Court, County of Los Angeles, was presented. It was moved by Anderson, seconded by Malburg, that the Mayor and the City Clerk be authorized to execute the Agreement between the City of Vernon and Southern California Edison Company in connection with Case No. 846744, Superior Court, County of Los Angeles, providing for reimbursement of any State sales tax which Edison may be required to pay on the tangible personal property being condemned. Hauger. Motion carried. The Fire Chief requested that water service be provided to the property located on the southwest corner of Downey Road a~d 50th Street for the purpose of watering grass. It was moved by Anderson, seconded by Malburg, that authority be granted to install an unmetered water service to serve the property located on the southwest corner of Downey Road and 50th Street to provide water for grass.
