MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 16, 1965 AT TWO 0' CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Malburg, that
minutes of the meeting of March 2, 1965 be approved as written and
submitted. Motion carried.
Communication from Commercial Process Co., dated March
15, 1965, requesting permission to install a septic tank and dry
well along the area in front of the building on the east side
facing the Los Angeles River and adjacent to the County Flood
Control rightaway to service their building located on the back
line of their property on the north side of East 26th Street, was
read.
It was moved by Anderson, seconded by Mail1iard, that
Commercial Process Company be authorized to install a septic tank
and dry well to serve their building located on the back line of
their property on the north side of East 26th Street, provided
that all necessary city permits are obtained for the installation
of the proposed septic tank and dry well; provided that permission
is obtained from California State Regional Water Pollution Control
Board No.4; provided that said septic tank and dry well shall be
used only for sanitary sewage; and with a stipulation that only
the sanitary sewage facilities as outlined in letter dated March
15, 1965 shall be connected to said septic tank and dry well.
Motion carried.
It was moved by Anderson, seconded by Malburg, that
Ordinance No. 768 receive a third and final reading by title.
Motion carried.
Ordinance No. 768 - An Ordinance of the City of Vernon
renewing franchise granted to Union Pacific Railroad Company by
Ordinance No. 130 of said City, was read for a third and final
reading by title.
It was moved by Anderson, seconded by Mailliard, that
Ordinance No. 768 receive and pass a third reading and be adopted.
Motion carried.

Communication from Jack A. Miller dba Jack's Auto Repair
requesting a license to conduct an auto repair business at 4325
Santa Fe Avenue, was read.

license granted. Motion carried.

requesting a license to operate a cafeteria at 4441 Santa Fe
Avenue, was read.
It was moved by Anderson, seconded by Mail1iard, that the
request of Henry Albert dba Industrial Cafeteria be referred to the
Health Department with pOWEr to act. Motion carried.
Communication from Repcoparts U.S.A., Inc. requesting a
license to conduct a business of collecting proceeds of sales of
automotive repair parts and equipment at 3320 Leonis Blvd., was read.
It was moved by Anderson, seconded by Malburg, that the
request of Repcoparts U.S.A., Inc. be approved and license granted.
Motion carried.
Communication from Peter D. Kokoris dba Lucky Spot Cafe,
dated January 28, 1965, requesting a pro-rata refund of their 1965
business license fees as they have sold the business to Dave and
Norma Kraus, was read.
It was moved by Malburg, seconded by Mai11iard, that
Peter D. Kokoris dba Lucky Spot Cafe be granted a refund for three
quarters of the 1965 business license fees and that authority be
granted to issue warrant in the amount of $37.50 to Peter D. Kokoris.

Communication fram McCutchen, Black, Ver1eger & Shea,
Counselors at Law, dated March 1, 1965, transmitting Application of
California Water Service Company for license to lay water pipelines
in certain public streets and highways of the City of Vernon,
County of Los Angeles, was read. (Copy to each member of the City
Council)
It was moved by And~rson, seconded by Malburg, that the
City Attorney be instructed to prepare a resolution ordering
publication of notice that the City Council will receive sealed bids
for said franchise up tn the 18th day of May, 1965 at the hour of
2 o'clock P.M. Motion carried.
Copy of Resolution No. 1519 of the City Council of the
City of Downey, California, opposing the adoption of Ass~mb1y Bill
No. 2334, was read.
It was moved by Anderson, seconded by Malburg, that copy
of Resolution No. 1519 of the City Council of the City of Downey,
California, be received and filed. Motion carried.
Copy of Resolution No. 3295 of the Council of the City of
Beverly Hills relating to the enactment of legislation authorizing
a one percent state telephone tax, was read.
It was moved by Anderson, seconded by Malburg, that copy
of Resolution No. 3295 of the Council of the City of Beverly Hills
be received and filed. Motion carried.
Communication from Johns-Manville Products Corporation,
dated March 8, 1965, commending Lieutenant James L. Morrison, was

It was moved by Malburg, seconded by Mailliard, that
communication from Johns-Manville Products Corporation, dated March
8, 1965, be received and filed. Motion carried.
Summons to appear in Cases Numbered 840485, 840486 and
840487, Superior Court of the State of California for the County
of Los Angeles, brought by Westinghouse Electric Corporation against
the County of Los Angeles, City of Los Angeles, City of Vernon and
other cities for refund of personal property taxes erroneously and
illegally collected, was presented.
It was moved by Anderson, seconded by Malburg, that
Summons to appear in Cases Numbered 840485, 840486 and 840487 be
referred to the City Attorney. Motion carried.
Notice from the Local Agency Formation Commission, Los
Angeles County, that hearing has been set for March 24, 1965 in the
matter shown in the attached Notice of Intention by Central Basin
Municipal Water District and The Metropolitan Water District of
Southern California to annex certain territory, was presented.
It was moved by Anderson, seconded by Mail1iard, that
notice from the Local Agency Formation Commission, Los Angeles
County, be received and filed. Motion carried.
Copy of the minutes of the meeting held in Lynwood
Community Service Building on March 5, 1965 for the purpose of
discussing proposed Senate district reapportionment, was read.

It was moved by Mail1iard, seconded by Anderson, that the
City Attorney be instructed to draft a resolution approving the
action taken by the group at the meeting held in Lynwood Community
Service Building on March 5, 1965 with reference to proposed Senate
district reapportionment. Motion carried.
Communication from the Citizens Committee for Balanced
Legislative Representation, dated March 8, 1965, with reference to
proposed constitutional amendment to permit states to balance their
legislative representation if they so desire, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Mail1iard, that the
Citizens Committee for Balanced Legislative Representation be advised
that the City Council agrees that each state should be allowed,
through popular vote, to determine how its legislative representation
is constituted, and supports the Committee's national effort to
permit states to balance their legislative representation if they
so desire~ Motion carried.
Communication from the Coordinating Council of Refus~
Removal Associations, Inc., dated March 1, 1965, with reference
to their letter dated January 2, 1965 relative to Los Angeles County
Bin Ordinance No. 5860, requesting that the City of Vernon review
the advantages of adopting a similar ordinance, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that
communication from Coordinating Council of Refuse Removal Associ-
ations, Inc., dated March 1, 1965, be received and filed. Motion

Communication from Vincent P. Kelley, Director of
Sanitation, dated March 10, 1965, recommending that the City Attorney
be authorized to prepare an ordinance similar to Los Angeles County
Ordinance No. 5860, was read. (Copy to each member of the City

It was moved by Anderson, seconded by Malburg, that
communication from Vincent P. Kelley, Director of Sanitation, dated
March 10, 1965, be received and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, dated March
3~ 1965, requesting that Fireman L. C. Matteson be reimbursed the
sum of $8.25 from the Education and Training Budget appropriation
for tuition and books for courses in Fire Science, was read.
It was moved by Mai11iard, seconded by Malburg, that the
~equest of the Fire Chief, dated March 3, 1965, be approved and
authority granted to issue warrant in the amount of $8.25 to L. Ce
Matteson. Motion carried.
Communication from L. C. Husted, Fire Chief, d.sted Harch
9, 1965, requesting authority to advance certain personnel, as
listed, to the grade indicated, effective April 1, 1965, was read~

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated March 9, 1965, requesting authority to attend
the California Water Pollution Control Association Conference in
San Diego from April 28 to May 1, 1965, with an expense allowance
of $152~O(), was read.
It was moved by Anderson, seconded by Mail1iard, that the
request of the Superintendent, Water & Sewer Systems, dated March
9, 1965, be approved and authority granted to issue warrant in the
amount of $152.00 to R. H. King. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 9, 1965, submitting Contract No. 303 for Traffic Signal
Remodeling at Boyle Avenue and Fruitland Avenue, and recommending
t:hat said contract be approved and that authority be granted to
advertise for bids, was read.

the City of Vernon approving Contract No. 303 for Remodeling Traffic
Signels at the intersection of Boyle Avenue and Fruitland Avenue,
and directing the giving of notice inviting sealed proposals or bids
in accordance with Contract No. 303 of the City of Vernon, was 7::'ead.

Civil Defense, dated March 11, 1965, requesting that Captain
Lawrence M. Jackson, Fire Department, be authorized to attend a
special four-day conference for those responsible for "Emergency
Care of the Sick and Injured" at the Auditorium, U.S. Army Reserve
Center, West Los Angeles, California, from April 7 - 10, 1965,
inclusive; and that authority be granted to issue warrant in the
amount of $25.00 mad:e payable to The Regents of the University of
California, covering enrollment fee, was read. (Copy to each member

request of the Assistant Director of Civil Defense, dated March 11,
1965, be approved and authority granted to issue warrant in the

It was moved by Malburg, seconded by Anderson, that Report
of Health Department Activities be received and filed. Motion

Activity Log of the Police Department for the period
March 1 - 15, 1965 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from Los Angeles County and Cities, Disaster
and Civil Defense Commission, dated March 11, 1965, transmitting a
copy of amendment to County of Los Angeles Ordinance No. 5582 which
would prOVide for the establishment of a Los Angeles County
Operational Area during a state of extreme emergency, together with
a brief explanation of said amendment; and transmitting a proposed
model resolution providing for city endorsement of the Los Angeles
County Operational Area Organization for consideration by the City
Council of the City of Vernon, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Malburg, that communi-
cation from Los Angeles County and Cities, Disaster and Civil Defense
Commission, dated March 11, 1965, together with transmittals, be
referred to the City Attorney, the Assistant Director of Civil
Defense and all City Departments for study and report. Motion
carried.
Copy of Resolution No. 5322 of the City Council of the
City of Inglewood, California, urging that the territory of an
incorporated city not be divided among two or more senatorial
districts, was read.
It was moved by Anderson, seconded by Mailliard, that copy
of Resolution No. 5322 of the City Council of the City of Inglewood,
California, be received and filed. Motion carried.

requesting a license to conduct a business of warehousing and

Communication from Kish Industries, Inc. requesting a
license to conduct a business of formulating liquid plastics at 3139

It was moved by Mailliard, seconded by Malburg, that ths
request of Kish Industries, Inc. be referred to the Fire Department
with power to act. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dat~d
March 12, 1965, transmitting a draft of agreement between the City
of Vernon and the City of Huntington Park for a joint improvement
of the intersection of Boyle-State Street and Randolph Street, and
recommending that said agreement be approved and forwarded to the
City of Huntington Park for their consideration, was read. (Copy
to each member of the City Council)
It was moved by Mailliard, seconded by Anderson, that the
Mayor and the City Clerk be authorized and directed to execute
a.greement between the City of Vernon and the City of Huntington Park
for a joint ~provement of the intersection of Boyle-State Street
and Randolph Street; and that said agreement be sent to the City of
Huntington Park for their consideration and execution. Motion

Mayor and the City Clerk be authorized and directed to execute
License Agreement between the City of Vernon and Socony Mobil Oil
Company, Inc. to permit construction and maintenance of a pipe line
on the easterly side of realigned Downey Road. Motion carried.
Communication from Southern California Edison Company,
dated March 16, 1965, transmitting check in the amount of $999~79
covering the franchise payment due the City of Vernon for the year
ending December 31, 1964 on Ordinances Nos. 503, 611 and 7062, was
read.
It was moved by Anderson, seconded by Malburg, that
communication from Southern California Edison Company, dated March
16, 1965, be referred to the Consulting Electrical Engineer for
verification of the amount transmitted. Motion carried.
Resolution No. 2754 - A Resolution of the City Council of
the City of Vernon opposing Assembly Bill No. 300, was read.

(accounting period March, 1965), was examined and audited.
It was moved by Mailliard, seconded by Anderson, that

"Payroll Warrant Register No. 92" be approved and paj'111ent authorized
for Demands Nos. 1003 to 1012 (both inclusive), with no exceptions.
