CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 6, 1965 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard, that
minutes of the meeting of March 16, 1965 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the ttme and place for
opening of bids received for Traffic Signal Remodeling at Boyle
Avenue and Fruitland Avenue in accordance with Contract No. 303.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Malburg, seconded by Mailliard, that bids
received for Traffic Signal Remodeling at Boyle Avenue and Fruitland
Avenue, in accordance with Contract No. 303, be referred to the
City Attorney and the Traffic Engineer for checking and report.
Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated April 1, 1965, recommending that subject to the approval of
the City Attorney, the subsurface of the city-owned property, as
listed, be leased to Occidental Petroleum Corporation for a prtmary
term of ten years in accordance with the subsurface oil and gas
lease submitted by said company with their letter dated February
23, 1965, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
subsurface of the city-owned property, as listed in letter from the
City Engineer dated April 1, 1965, be leased to Occidental Petroleum
Corporation for a prtmary term of ten years in accordance with the
subsurface oil and gas lease submitted by Occidental with their
letter dated February 23, 1965; and that the Mayor and the City
Clerk be authorized and directed to execute said subsurface oil and
gas lease between the City of Vernon and Occidental Petroleum
Corporation. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated March 25, 1965, advising that GMC Truck and
Coach Division has delivered two utility trucks in accordance with
Contract No. 311, and recommending that the trucks be accepted and
that authority be granted to pay for same in accordance with the
terms of the agreement, was read.

Resolution No. 2756 - A Resolution of the City Council
of the City of Vernon accepting the furnishing of two utility
trucks, in accordance with Contract No. 311 of the City of Vernon,
was read.
It was moved by Malburg>> seconded by Mailliard>> that
Resolution No. 2756 be approved and adopted. Motion carried.

Communication from G. G. Skalsky, Assistant Director of
Civil Defense, dated March 25, 1965, submitting Contract No. 312
for furnishing five Handie Talkies and five carrying cases, and
recommending that said contract be approved and that authority be
granted to advertise for bids, was read.
Resolution No. 2757 - A Resolution of the City Council of
the City of Vernon approving Contract No. 312 for the furnishing
of radio equipment and directing the giving of notice inviting sealed
proposals or bids in accordance with Contract No. 312 of the City of
Vernon, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2757 be approved and adopted. Motion carried.

the County of Los Angeles; and recommending that the action requested

Resolution No. 2760 - A Resolution of the City Council of
the City of Vernon approving Specifications for the Construction
of Storm Drain Bond Issue Project No. 538, Vernon, in the City of
Vernon and in unincorporated territory of the County of Los Angeles~
and giving permission and permits for the construction of same, was
read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2760 be approved and adopted. MOtion carried.

license to conduct a trucking business at 3220 Bandini Blvd., was
read.
It was moved by Anderson, seconded by Malburg, that the
request of Major Truck Lines, Inc. be approved and license granted.
Motion carried.
Communication from Tropical Prufcoat Protective Coatings,
Incorporated requesting a license to conduct a business of selling
paint coatings and roofing materials at 4814 Lorna Vista Avenue, was
read.
It was moved by Malburg, seconded by Mai11iard, that the
request of Tropical Prufcoat Protective Coatings, Incorporated be
approved and license granted. Motion carried.
Communication from Thomas J. Lewis dba High Grade Food
Distributors, Inc. requesting a license to operate a lunch truck
in the City of Vernon, was read.
It was moved by Mai11iard, seconded by Malburg, that the
request of Thomas J. Lewis dba High Grade Food Distributors, Inc.
be approved and license granted. Motion carried.
Communication from Nick Minasian dba Nick's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Mai1liard, seconded by Malburg, that the
request of Nick Minasian dba Nick's Catering be approved and license
granted. Motion carried.
Communication from Meat Packers Equipment Company, dated
March 24, 1965, requesting a pro-rata refund of their 1965 business
license fees as they are moving to 2425 E. Slauson Avenue, Huntington
Park, was read.
It was moved by Anderson, seconded by Mai1liard, that
Meat Packers Equipment Company be granted a refund for three
quarters of the 1965 business license fees and that authority be
granted to issue warrant in the amount of $37.50 to Meat Packers
Equipment Company. Motion carried.
Communication from Okeh Caterers, dated March 30, 1965,
requesting that a refund be made to Ed Jamison, c/o Okeh Caterers
in the amount of $60.00 for lunch truck license purchased in error,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
request of Okeh Caterers, dated March 30, 1965, be approved and
authority granted to issue warrant in the amount of $60.00 to
Ed Jamison, c/o Okeh Caterers. Motion carried.
Communication from American Can Company, dated March 25,
1965, requesting that penalty assessed for late payment of water
bills be waived for the reason as outlined. was read. (Copy to each

request of American Can Company, dated March 25, 1965, be approved
and penalty assessed for late payment of water bills be waived.

Communication from the City of Anahe~, California, dated
March 24, 1965, transmitting a copy of its Resolution No. 65R-219
expressing its opposition to Assembly Bills 346 and 431, was read.

It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to draft a resolution expressing the
City of Vernon's opposition to Assembly Bills 346 and 431. Motion
carried.
Communication from the City of Baldwin Park, dated March
25, 1965, with reference to SCA 17 which would impose a 1% tax on
intrastate gross receipts of telephone companies doing business in
California, was read.
It was moved by Anderson, seconded by Mail1iard, that
communication from the City of Baldwin Park, dated March 25, 1965,
be received and filed. Motion carried.
Communication from the City of Long Beach, dated March 29,
1965, transmitting a form resolution adopted by its City Council on
March 23, 1965, urging their State Legislative Representatives to
sponsor and support a Constitutional Amendment which will permit
cities in California to levy a 2% gross receipt tax on telephone
companies doing business therein; and transmitting arguments in
support of the proposed amendment, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to draft a resolution urging Vernon's
State Legislative Representatives to sponsor and support a Consti-
tutional Amendment which will permit cities in California to levy
a 2% gross receipt tax on telephone companies doing business therein.

Franchise Report of the Southern California Gas Company
under Ordinance No. 607 for the year ending December 31, 1964,
together with check in the amount of $75,117.99, was presented.
It was moved by Anderson, seconded by Mai11iard, that
Franchise Report of the Southern California Gas Company under
Ordinance No. 607 for the year ending December 31, 1964, be received
and filed; and check covering said franchise be accepted. Motion
carried.
Communication from Carl A. Heinze, Consulting Electrical
Engineer, dated March 17, 1965, advising that the amount tendered
by Southern California Edison Company covering the franchise payment
due the City of Vernon for the year ending December 31, 1964 on
Ordinances Nos. 503, 611 and 7062 is correct, was read.
It was moved by Malburg, seconded by Anderson, that check
tendered by Southern California Edison Company covering franchise
payment due the City of Vernon for the year ending December 31,
1964, be accepted. Motion carried.

Communication from L. C. Husted, Fire Chief, dated March
23, 1965, recommending that Fireman Thomas E. Spirk be granted a
leave of absence for six months from the Fire Department, effective
May 1, 1965, was read.
It was moved by Anderson, seconded by Mailliard, that
Fireman Thomas E. Spirk be granted a leave of absence without pay
for a period of six months commencing May 1, 1965. Motion carried4
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated March 24, 1965, advising that the employment
of l~. Santos Sanchez is to be terminated as of the close of
business April 5, 1965, was read. (Copy to each member of the City

It was moved by Anderson, seconded by Malburg, that the
termination of the employment of Mr. Santos Sanchez as of the close
of business April 5, 1965, be approved. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated March 18, 1965, requesting authority for Vincent P. Kelley
and h~se1f to attend the California Statewide Conference of Health
Officers and Sanitation Directors at Asilomar, Monterey, California
from May 4 to 7,1965, with an expense allowance of $183.00 each,
was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Health Officer, dated March 18, 1965, be approved
and authority granted to issue warrants in the amount of $183.00
each to C. E. Nemethi, M.D. and Vincent P. Kelley. Motion carriedo
Communication from Policeman I. L. Brummett, dated March
31, 1965, tendering his resignation effective as of the close of
business on March 31, 1965, was read.
It was moved by Anderson, seconded by Malburg, that the
resignation of Foliceman I. L. Brummett be accepted effective at
the close of business on March 31, 1965. Motion carried.
Activity Log of the Police Department for the period
March 16 - 31, 1965 inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated April 1, 1965, transmitting original and four copies of a
proposed 1964 Bond Issue Engineering Agreement between the City of
Vernon and the Los Angeles County Flood Control District, and
recommending that the City of Vernon enter into the 1964 Bond Issue
Engineering Agreement with the District, was read. (Copy to each
member of the City Council)
Resolution No. 2761 - A Resolution of the City Council
of the City of Vernon authorizing the execution of an agreement
between the Los Angeles County Flood Control District and the City
of Vernon, was read.

Communication from State of California, Department of
Public Works, Division of Highways, dated March 26, 1965, with
reference to a Study for Planning a Continuing Highway Program

April 2, 1965, requesting a license to conduct a business of storing

referred to the Fire Department with power to act. Motion carried.
Communication from G-K Services, Inc., dated April 2,
1965, requesting a license to operate a repair shop at 3718 E. 26th
Street, was read.
It was moved by Mailliard, seconded by Malburg, that the

the :Fire Department with power to act. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 1, 1965, transmitting Contract No. 313 for Relocation of
Downey Road Water Main, in the vicinity of the projected Downey Road
underpass, and recommending that the City Council take the following
action: a. Approve Contract No. 313 and grant authority to
advertise for bids; b. Make formal application to Los Angeles City
Council by resolution as prescribed by law; and c. Authorize the
mayor to execute an agreement on behalf of the City in accordance
with conditions set forth by the Board of Public Works enabling
the work to proceed, was read. (Copy to each member of the City

Resolution No. 2759 - A Resolution of the City Council of
the City of Vernon approving Contract No. 313 for relocation of

It was moved by Anderson, seconded by Mai1liard, that the
recommendation of the Traffic Engineer, dated April 1, 1965, be
approved, and that the Mayor and the City Clerk be authorized to
execute an agreement in accordance with conditions set forth by
the Board of Public Works, City of Los Angeles, enabling the work
of relocating the Downey Road water main to proceed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 1, 1965, advising that Officer L. N. Stronach has tendered
his resignation from the Vernon Police Department, effective as of
March 31, 1965 at the close of business, was read.
It was moved by Malburg, seconded by Mail1iard, that the
resignation of Policeman L. N. Stronach be accepted effective at
the close of business on March 31, 1965. Motion carried.

Communication from Vincent R. Bush, Building Official,
dated April 2, 1965, recommending that George N. Caprine be advanced
from Senior Building Inspector Grade 4 to Grade 3, effective May 1,

requesting a license to conduct a business of warehousing steel and

It was moved by Mai1liard, seconded by Malburg, that the
request of National Stainless Corporation be approved and license
granted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 5, 1965, requesting authority for Lt. J. L. Morrison to
attend the Law Enforcement Intelligence Unit Conference at Las
Vegas, Nevada, from April 22 to 24, 1965, with an expense allowance
of $99.50, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the Police Chief, dated April 5, 1965, be approved and
authority granted to issue warrant in the amount of $99.50 to
J. L. Morrison. Motion carried.
Communication from Aetna Maintenance Company and Esquire
Building Maintenance Company, dated March 24, 1965, advising that
effective April 1, 1965, the operations of Aetna Maintenance
Company in the State of California have been taken over by Esquire
Building Maintenance Company; and advising that effective as of
April 1, 1965, Esquire will perform all of the duties and services
to be rendered under the present agreement with Aetna, was read.

and for a certificate of public convenience and necessity, was read.

Utilities Commission of the State of California be received and
filed. Motion carried.
Supplement to Mutual Aid Agreement, relative to using
"Running Cardsft and providing a practical system for the answering
of fire calls in the adjacent cities, by and among the Cities of
Bell, Compton, Downey, Huntington Park, La Habra, Lynwood, Maywood,
Montebello, Santa Fe Springs, South Gate, Vernon and Whittier
pursuant to the provisions of the South-East Mutual Aid Pact, Y~9

Resolution No. 2758 - A Resolution of the City Council of
the City of Vernon giving notice that said Council will receive
sealed bids for a water system franchise in a certain portion of the
City of Vernon, was read.
It was moved by Anderson, seconded by Mai11iard, that
Resolution No. 2758 be approved and adopted. Motion carried.

News Release from the Office of Supervisor Frank G.
Bonelli, Los Angeles County Board of Supervisors, dated April 5,
1965, relative to the proposed merger of the Municipal Courts in
Los Angeles County by consolidation of the existing 26 independent
judicial districts into one Municipal Court District, was read.
Resolution No. 2763 - A Resolution of the City Council of
the City of Vernon opposing the proposed merger of the Municipal
Court Districts in Los Angeles County, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2763 be approved and adopted. Motion carried.
