The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mai1liard, that
minutes of the meeting of April 6, 1965 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Relocation of Downey Road Water Main
in accordance with Contract No. 313.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. MOtion
carried.
The Clerk opened and read the following bid:

$ 18,340.00
It was moved by Anderson, seconded by Malburg, that bid
received for Relocation of Downey Road Water Main, in accordance
with Contract No. 313, be referred to the City Attorney and the
Traffic Engineer for checking and report. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Radio Equipment in accordance with
Contract No. 312.
The City Clerk reported that no bids were received.
It was moved by Anderson, seconded by Malburg, that the
matter of procuring Radio Equipment in accordance with Contract No.
312 be referred to the Assistant Director of Civil Defense, the
Fire Chief and the City Attorney for submission of new specifications
to the City Council for approval and readvertisement for bids.
Motion carried.

Communication from Louis Lazar requesting a license to
operate a lunch truck in the City of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Louis Lazar be approved and license granted. Motion
carried.
Communication from R. T. Trent requesting a license to
conduct a business of auto parts manufacturing and distribution at
2235 E. 38th Street, was read.

It was moved by Anderson, seconded by Mail1iard, that the
request of R. T. Trent be approved and license granted. Motion
carried.
Communication from The O. Hommel Company, dated April 6,
1965, requesting a pro-rata refund of their 1965 business license
fees as they moved from Vernon on March 5, 1965, was read.
It was moved by Malburg, seconded by Mai11iard, that The
O. Hommel Company be granted a refund for three quarters of the
1965 business license fees and that authority be granted to issue
warrant in the amount of $37.50 to The O. Hommel Company. Motion
carried.
Communication from Vernon Truck Center, dated April 5,
1965, requesting that penalty assessed for late payment of 1965
business license fees be waived as they did not receive the renewal
of their lease with MObil Oil Company until April 5, 1965, was read.
It was moved by Anderson, seconded by Malburg, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Vernon
Truck Center. Motion carried.
Communication from the Los Angeles County Board of Super-
visors, dated April 6, 1965, transmitting a copy of the Chief
Administrative Officer's report and recommendations concerning
Municipal Court consolidation and the matter of additional judges,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that
communication from the Los Angeles County Board of Supervisors,
dated April 6, 1965, together with transmittal, be received and
filed. Motion carried.
Communication from Citizens for Decent Literature, Ventura
County, dated April 5, 1965, transmitting a copy of a resolution
of the Board of Supervisors of the County of Ventura supporting
legislation to control distribution of obscene literature, was read.

It was moved by Anderson, seconded by Mai11iard, that
communication from Citizens for Decent Literature, Ventura County,
dated April 5, 1965, together with transmittal, be received and
filed. Motion carried.
Communication from Kent Machinery Company dba Kent Products
Company requesting a license to conduct a business of mixing spices
and foods at 2715 E. 37th Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Kent Machinery Company dba Kent Products Company be
referred to the Health Department with power to act. Motion carried.
Communication from the City of Maywood, California, dated
April 5, 1965, expressing appreciation for the assistance rendered
by various members of the Vernon Police Department to the Maywood
Police Department, was read. (Copy to each member of the City

It was moved by Anderson, seconded by Malburg, that
communication from the City of Maywood, California, dated April 5,
1965, be received and filed. Motion carried.
Communication from the City of Redding, California, dated
April 6, 1965, transmitting a copy of its Resolution No. 3420
supporting the enactment of AB 1218 pertaining to the purchase of
revenue producing facilities by local agencies, and urging Vernon
to adopt a similar resolution, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Mailliard, that
communication from the City of Redding, California, dated April 6,
1965, be received and filed. Motion carried.
Communication from the State of California, Highway
Transportation Agency, dated April 5, 1965, transmitting an executed
copy of the agreement for formal organization of the Los Angeles
Regional Transportation Study, and requesting that the City Council
transmit the name of the Councilman who will represent Vernon on
the Area Coordinating Committee, was read. (Copy to each member
of the City Council)
It was moved by Mailliard, seconded by Anderson, that
Councilman Leonis C. Malburg be appointed to represent the City of
Vernon on the Area Coordinating Committee of the Los Angeles
Regional Transportation Study. Motion carried.
Communication from the City of Santa Monica, dated April
13, 1965, requesting the City Council to adopt a resolution
supporting Assembly Bill No. 2050, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
City Attorney be instructed to draft a resolution supporting A.B. No.
2050. Motion carried.
Communication from the City of Baldwin Park, dated April
12, 1965, transmitting a copy of its Mayor's letter concerning AB
346 and AB 431 which seeks to impose an additional financial burden
on cities with respect to construction, alteration and maintenance
of railroad crossings, was read. (Copy to each member of the City
Council)
Resolution No. 2767 - A Resolution of the City Council of
the City of Vernon opposing Assembly Bills 346 and 431 relating to
the apportiomnent of construction and maintenance expense of
railroad crossings to public agencies, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2767 be approved and adopted. Motion carried.

Communication fram Southern California Planning Congress,
dated April 12, 1965, extending an invitation to the City of Vernon

It was moved by Anderson, seconded by Mailliard, that
the Engineering Departments be authorized to subscribe to two
"Individual" memberships to the Southern California Planning Congress
to be paid for by the City. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April
6, 1965, requesting authority to send Battalion Chief W. R. Hoeft
and Captain L. M. Jackson to Fresno, California from May 10 - 14,
1965, to attend the 1965 Fire Training Officers' Workshop, with an
expense allowance of $141.93 each, was read.
It was moved by Anderson, seconded by Mai11iard, that the
request of the Fire Chief, dated April 6, 1965, be approved and
authority granted to issue warrants in the amount of $141.93 each
to W. R. Hoeft and L. M. Jackson. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 9, 1965, requesting that Lt. A. E. Chrisman, Lt. L. F. Ely,
Sgt. W. R. Gilcrease and Sgt. J. R. Tucker be reimbursed the sum
of $15.00 each from the Education and Training Budget appropriation
for enrollment in a Police Science Course (Narcotics) at the
California State College in Los Angeles, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Police Chief, dated April 9, 1965, be approved and
authority granted to issue warrants in the amount of $15.00 each
to A. E. Chrisman, L. F. Ely, W. R. Gilcrease and J. R. Tucker.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 12, 1965, requesting permission to reinstate I. L. Brummett
as Policeman, Grade 1, effective as of April 12, 1965, was read.
It was moved by Anderson, seconded by Mai11iard, that the
request of the Police Chief, dated April 12, 1965, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 14, 1965, requesting authority to employ David A. Buchanan
as Policeman Grade 4, effective as of May 1, 1965, pending satis-
factory psychiatric and background reports, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated April 14, 1965, be approved.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 13, 1965, transmitting an easement for street purposes from
Lumber Trucking Company for the northeast corner of Sierra Pine
Avenue and Bandini Boulevard (Private Street); and recommending
that said easement be accepted and that the grantor be advised of
the official recordation, was read.
It was moved by Anderson, seconded by Mai1liard, that
Easement be accepted from Lumber Trucking Company and that the Mayor
and the City Clerk be authorized to execute Certificate of Acceptance.
Motion carried.

Communication from Arthur E. Nelson, Jr., City Engineer,
and D. D. Grayson, Traffic Engineer, dated April 7, 1965, requesting
authority to attend the League of California Cities Public Works
Officers' Institute at Sacramento, California from May 2 to 4,
1965, with an expense allowance of $160.69 each, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of the City Engineer and the Traffic Engineer, dated April
7, 1965, be approved and authority granted to issue warrants in
the amount of $160.69 each to Arthur E. Nelson, Jr. and D. D.
Grayson. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated April 12, 1965, requesting authority to pay Lewis R. Adams,
Civil Engineering Assistant, an automobile allowance of ten cents
per mile not to exceed $30.00 per month, for the use of his own
vehicle in the service of the city, effective May 1, 1965, was read.
It was moved by Anderson, seconded by Mailliard, that
Lewis R. ~dams be paid the sum of ten cents per mile for the use
of his private automobile from the City Hall to the various
project sites and return, not to exceed $30.00 per month, effective
May 1, 1965; and that Mr. Adams certify that all mileage claimed
for the use of his vehicle was necessary for the performance of
his duties and that the use of his vehicle was required in every
instance because transportation by city-owned vehicles was
unavailable. Motion carried.
Report of Health Department Activities for the month of
March, 1965, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Anderson, that
Report of Health Department Activities be received and filed.
Motion carried.
Activity Log of the Police Department for the period
April 1 - 15, 1965 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated April 14, 1965, requesting authority for Walter J. Paltz, Jr.
to attend the California Water Pollution Control Association
Conference at San Diego, California, from April 28 to 30, 1965,
with an expense allowance of $101.00, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of the City Engineer, dated April 14, 1965, be approved
and authority granted to issue warrant in the amount of $101.00
to Walter J. Paltz, Jr. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 14, 1965, with reference to bids received for Remodeling of
Traffic Signals at the Intersection of Boyle Avenue and Fruitland
Avenue in accordance with Contract No. 303, recommending that the
contract be awarded to Steiny and Mitchel, Inc. on the basis of
their bid of $6,634.00, was read.

Resolution No. 2764 - A Resolution of the City Council
of the City of Vernon accepting the bid of Steiny and Mitchel, Inc.
for Remodeling Traffic Signals at the Intersection of Boyle Avenue
and Fruitland Avenue, in accordance with Contract No. 303 of the
City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2764 be approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
April 19, 1965, requesting authority to attend the Annual Meeting
of the State Peace Officers Association at Oakland, California,
from May 2 to 5, 1965, with an expense allowance of $177.90, was
read.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated April 19, 1965, be approved and
authority granted to issue warrant in the amount of $177.90 to
R. H. Bockhacker. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 19, 1965, requesting authority for Lt. M. A. deRuyter to
attend the California Check Investigators Training Institute, from
May 5 to 7, 1965, with an expense allowance of $77.50, was read.
It was moved by Malburg, seconded by Mai11iard, that the
request of the Police Chief, dated April 19, 1965, be approved
and authority granted to issue warrant in the amount of $77.50 to
M. A. deRuyter. Motion carried.
Communication from Santa Fe Hydraulics requesting a
license to conduct a business of hydraulic sales and service, and
manufacturing shop presses, at 4901 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Santa Fe Hydraulics be referred to the Police Department
with power to act. Motion carried.
Resolution No. 2766 - A Resolution of the City Council
of the City of Vernon urging the State Legislative Representatives
to adopt standards for new senatorial districts, was read.
It was moved by Anderson, seconded by Mai11iard, that
Resolution No. 2766 be approved and adopted. Motion carried.

Resolution No. 2765 - A Resolution of the City Council of
the City of Vernon urging its State Legislative Representative to
sponsor and support a constitutional amendment which will permit
cities in California to levy 2% gross receipts tax on telephone

(accounting period April, 1965), was examined and audited.
It was moved by Mailliard, seconded by Anderson, that
''Warrant Register No. 187" be approved and payment authorized for
Demands Nos. 7472 to 7S61 (both inclusive) and Demands Nos. LP 260
to LP 261 (both inclusive), with no exceptions. Motion carried.

"Payroll Warrant Register No. 93" be approved and payment authorized
for Demands Nos. 1013 to 1024 (both inclusive), with no exceptions.
