MINUTES OF A REGUIAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 4, 1965 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard, that
minutes of the meeting of April 20, 1965 be approved as written and
submitted. Motion carried.
Communication from Sid E. Parker Boiler Manufacturing Co.,
Inc., dated April 29, 1965, petitioning the City Council to abandon
the unused alley-way in the City of Vernon between Lots 6 and 1 to 5,
Block 1 of the Aldine Square Tract, recorded in Map Book 29, Page
12 of the Records of the County of Los Angeles, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Malburg, that communi-
cation from Sid E. Parker Boiler Manufacturing Co., Inc., dated
April 29, 1965, be referred to the City Attorney and the Traffic
Engineer for investigation and for a report at the next regular
meeting of the City Council. Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, dated April 26, 1965, submitting Contract No. 312-A
for Radio Equipment, and recommending that said contract be approved
and authority granted to advertise for bids, was read.
Resolution No. 2768 - A Resolution of the City Council of
the City of Vernon approving Contract No. 3l2-A for the furnishing
of radio equipment, and directing the giving of notice inviting
sealed proposals or bids in accordance with Contract No. 3l2-A of
the City of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2768 be approved and adopted. Motion carried.

Communication from Lighting Sales requesting a license to
conduct a business of selling fluorescent lighting fixtures at 4270
Maywood Avenue, was read.

Communication from Transport Service requesting a license
to conduct a business of carrier's finance at 2455 E. 27th Street,
was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Transport Service be approved and license granted. Motion

It was moved by Malburg, seconded by Mailliard, that the
request of Law Express Inc. & Warehouse be approved and license
granted. Motion carried.
Communication from Rodgers Machinery Mfg. Company, Inc.
requesting a license to conduct a business of machinery manufacturing
and sales at 2600 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Rodgers Machinery Mfg. Company, Inc. be approved and
license granted. Motion carried.
Communication from Alexander's Box Company requesting a
license to conduct a business of jobbers of corrugated cartons at
4615 S. Hampton Street, was read.
It was moved by Anderson, seconded by Mail1iard, that the
request of Alexander's Box Company be referred to the Fire Department
with power to act. Motion carried.
Communication from Direct Motor Transport requesting a
license to conduct a trucking business at 2850 S. Alameda Street,
was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Direct Motor Transport be approved and license granted.
Motion carried.
Communication from Pacific Coast Meat Packing Company
requesting a license to conduct a wholesale meat packing business
at 3275 East Vernon Avenue, was read.
It was moved by Malburg, seconded by Anderson, that the
request of Pacific Coast Meat Packing Company be approved and
license granted. Motion carried.
Communication from Acme Chemical Company requesting a
license to conduct a business of warehousing and selling company
products at 4700 East 48th Street, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Acme Chemical Company be referred to the Fire Department
with power to act. Motion carried.
Communication from D. & M. Truck Body requesting a license
to conduct a business of building and repairing truck bodies at
3700 So. Alameda Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of D. & M. Truck Body be approved and lieense granted.
Motion carried.
Communication from Southern Latex Corporation requesting
a license to conduct a business of latex compounding at 2457 E.
30th Street, was read.

request of Southern Latex Corporation be referred to the Fire
Department with power to act. Motion carried.
Communication from Hale's Jewelers Inc. requesting a
license to conduct a retail jewelry business at 3843 So. Soto Street,
was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Hale's Jewelers Inc. be approved and license granted.
Motion carried.
Communication from Churchill Trucking requesting a license
to conduct a trucking business at 4615 Bandini Blvd., was read.
It was moved by Anderson, seconded by Mailliard, that
the request of Churchill Trucking be approved and license granted.
Motion carried.
Communication from Johnson Refrigeration requesting a
license to conduct a business of installing and repairing commercial
refrigeration at 2673 E. 26th Street, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Johnson Refrigeration be approved and license granted.
Motion carried.
Communication from Glen W. Cornelius & Son, dated April
20, 1965, requesting a pro-rata refund of their 1965 business
license fees as they are moving out of the City of Vernon as of May
1, 1965, was read.
It was moved by Malburg, seconded by Anderson, that Glen W.
Cornelius & Son be granted a refund for two quarters of the 1965
business license fees and that authority be granted to issue warrant
in the amount of $12.50 to Glen W. Cornelius & Son. Motion carried.
Communication from Riviera Manufacturing Co., dated April
28, 1965, requesting that penalty assessed for late payment of 1965
business license fees be waived for the reason as stated, was read.

It was moved by Anderson, seconded by Malburg, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Riviera
Manufacturing Co. Motion carried.
Communication from Central Basin Water Association, dated
April 16, 1965, extending an invitation to attend the next regular
meeting of the Board of Directors of the Association, was read.
It was moved by Anderson, seconded by Mailliard, that
communication from Central Basin Water Association, dated April 16,
1965, be received and filed. Motion carried.
Communication from the City of Bell, dated April 23, 1965,
expressing appreciation to Fire Chief Husted and the Public Works
nepartment of the City of Vernon for the assistance they gave tbe
City of Bell Public Works Department in taking care of a hazardous
accident at the intersection of Atlantic Blvd. and Bandini Blvd.
on March 26, 1965, was read.

communication from the City of Bell, dated April 23, 1965, be
received and filed. Motion carried.
Communication from the City of Fountain Valley, dated
April 26, 1965, transmitting a copy of its Resolution No. 3012
urging the adoption of Assembly Bill 1150, known as the "Park Land
Dedication" Bill, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that communi-
cation from the City of Fountain Valley, dated April 26, 1965,
together with transmittal, be received and filed. Motion carried.
Communication from the City of Fountain Valley, dated
April 23, 1965, transmitting a copy of its Resolution No. 3013
opposing the adoption of Assembly Bill 1461, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
communication from the City of Fountain Valley, dated April 23,
1965, together with transmittal, be received and filed. Motion
carried.
Summons to appear in Case No. 858153, Superior Court of
the State of California for the County of Los Angeles, brought by
the County of Los Angeles against Walter Shearer, et aI, for
condemnation of certain property by eminent domain, was presented.
It was moved by Anderson, seconded by Malburg, that Summons
to appear in Case No. 858153, Superior Court of the State of
California for the County of Los Angeles, be referred to the City
Attorney. Motion carried.
Communication from Union Pacific Railroad Company, dated
April 20, 1965, addressed to Southern California Edison Company,
transmitting duplicate originals of proposed Agreement, Railroad's
document CLD 15123, with the City of Vernon, covering the construc-
tion, maintenance, use and operation of two guy wire crossings over
railroad tracks and one anchor on railroad right of way at Downey
Road, South of Exchange Avenue, City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that the
Mayor and the City Clerk be authorized and directed to execute, on
behalf of the City of Vernon, Agreement identified as Union Pacific
Railroad Company's document CLD 15123. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April
22, 1965, requesting authority to attend the 9th Annual Conference
of the California Fire Chief's Association at Palo Alto, California
from May 18 to 21, 1965, with an expense allowance of $160.00, was
read.
It was moved by Anderson, seconded by Mailliard, that the
request of the Fire Chief, dated April 22, 1965, be approved and
authority granted to issue warrant in the amount of $160.00 to
L. C. Husted. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April
21, 1965, requesting that authorization be granted to compensate
T. E. Spirk for a three week vacation period from May 1 to May 21,

It was moved by Malburg, seconded by Mailliard, that the
request of the Fire Chief, dated April 21, 1965, be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated April
22, 1965, requesting that Fireman Joseph W. Blaut and Thomas T.
Stanley be refmbursed the sum of $7.50 and $15.00 respectively for
expenses incurred in attending the Western Safety Congress and
Exhibits held at the Ambassador Hotel in Los Angeles, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Fire Chief, dated April 22, 1965, be approved and
authority granted to issue warrants in the amount of $7.50 to Joseph
W. Blaut and in the amount of $15.00 to Thomas T. Stanley. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated April
23, 1965, requesting that certain personnel be reimbursed the amounts
as listed from the Education and Training Budget appropriation for
tuition and books for courses in Fire Science, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Mail1iard, that the
request of the Fire Chief, dated April 23, 1965, be approved and
authority granted to issue warrants in the amounts as listed in his
letter. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated April 23, 1965, requesting authority for Louis S. Hauger to
attend the 10th Annual Meeting of the Health Physics Society at the
Statler-Hilton Hotel, Los Angeles, from June 14 to 17, inclusive,
with an expense allowance of $68.00, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of the Health Officer, dated April 23, 1965, be approved
and authority granted to issue warrant in the amount of $68.00 to
Louis S. Hauger. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 23, 1965, requesting authority to employ Lucien G. Hersh,
pending satisfactory completion of physical examination, for a
temporary period during summer vacation, as Engineering Aide III,
Step 5, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Traffic Engineer, dated April 23, 1965, be approved.
Motion carried.
Activity Log of the Police Department for the period
April 16 .. 30, 1965 inclusive, was presented.
It was moved by Malburg, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from the City of Los Angeles, dated April
19, 1965, transmitting a copy of a resolution adopted by the Los
Angeles City Council at its meeting of April 19, 1965, urging the
California State Legislature, prior to the July 1 deadline set by
the United States District Court, to adopt reapportionment legis-
lation in accordance with certain standards, was read. (Copy to each
member of the City Council)

It was moved by Anderson, seconded by Malburg, that
communication from the City of Los Angeles, dated April 19, 1965,
together with transmittal, be received and filed. Motion carried.
Communication from Vincent R. Bush, Building Official,
dated April 28, 1965, requesting that E. H. Malkemus be advanced
from Senior Building Inspector Mechanical Grade 3 to Grade 2 effective
June 1, 1965, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of the Building Official, dated April 28, 1965, be approved.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 30, 1965, with reference to bid received for the relocation
of Downey Road Water Main, recommending that the contract be
awarded to Sam B. Pearce, Inc. on the basis of their bid of
$18,340.00, was read.
Resolution No. 2769 - A Resolution of the City Council of
the City of Vernon accepting the bid of Sam B. Pearce, Inc. for
relocation of Downey Road Water Main from 655 feet to 1721 feet
south of North City Boundary, in accordance with Contract No. 313,
was read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2769 be approved and adopted. Motion carried.

inclusive) drawn on the United California Bank, totaling $677,157.91
(accounting period May, 1965), was examined and audited.
It was moved by Anderson, seconded by Mai11iard, that
"Warrant Register No. 188" be approved and payment authorized for
Demands Nos. 7562 to 7731 (both inclusive) and Demands Nos. LP 262
to LP 264 (both inclusive), with no exceptions. Motion carried.
