The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard, that
minutes of the meeting of May 10, 1965 be approved as written and
submitted. Motion carried.
Communication from R. H. King, Superintendent, Water
and Sewer Systems, and D. D. Grayson, Traffic Engineer, dated May
18, 1965, with reference to annexation of Packers Island, recom-
mending that consideration be given to the proposed program as out-
lined, was read. (Copy to each member of the City Council)

It was moved by Anderson, seconded by Malburg, that sub-
ject to approval by the City Attorney as to form, the Mayor and
the City Clerk be authorized and directed to execute Agreement
between the County of Los Angeles and the City of Vernon, wherein
the City agrees to sell to an improvement district to be known as
"Packers Avenue and Other Rights of t'layll certain sewer capacity in
sewers in both Alcoa Avenue and Downey Road; that subject to ap-
proval by the City Attorney as to form, the Mayor and the City
Clerk be authorized and directed to execute Agreement between the
County of Los Angeles, the East Los Angeles County Fire Protection
District of Los Angeles County and the City of Vernon with ref-
erence to furnishing fire protection water service to an improve-
ment district to be known as lPackers Avenue and Other Rights of
(rJayll; and that the City Attorney be instructed to draft a reso-
lution ordering contribution in the matter of the proposed Packers
Avenue In~rovement District. Motion carried.

Communication from the Finance Committee, dated May 26,
1965, makinc certain recommendations relative to employees' sal-
aries and related matters for the fiscal year 1965-66, was read.

It was moved by Anderson, seconded by Mailliard, that
the recommendations of the Finance Committee with reference to em-
ployees' salaries and related matters for the fiscal year 1965-66,
be approved as outlined in communication dated May 26, 1965.
Motion carried.
Resolution No. 2774 - A Resolution of the City Council of
the City of Vernon fixing the compensation for certain employees
of said City as of July 1, 1965, authorizing certain expense ~llow-
ances, and repealing all Resolutions in conflict herewith, was
read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2774 be approved and adopted. Motion carried.

Communication from R. H. King, Superintendent, Water
& Sewer Systems, dated May 26, 1965, transmitting Contract No.
314 for the cleaning and cement lining of the 49th Street water
main between Alameda Street and Santa Fe Avenue, and recommend~;
ing that this contract be approved and that authority be granted
to advertise for bids, was read.

Resolution No. 2773 - A Resolution of the City Coun-
cil of the City of Vernon approving Contract No. 314 for clean-
ing and cement lining the 4.9th Street Water Main from Alameda
Street to Santa Fe Avenue, and directing the giving of notice
inviting sealed proposals or bids in accordance with Contract
No. 314, of the City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2773 be approved and adopted. Motion carried.

Communication from R. H. King, Chairman of the Em-
ployees' Insurance Committee, and F. A. Ziemer, City Clerk,
dated May 24, 1965, recommending that the changes in the City's
group accident and health policy with The prudential Insurance
Company of America as outlined in letter from The Hadley Company,
dated May 19, 1965, be approved effective as of June 1, 1965,
and that the Mayor and the City Clerk be authorized to execute
amendment to contract between the City of Vernon and Prudential,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
the changes in the City's group accident and health policy
with The prudential Insurance Company of America as outlined in
letter from The Hadley Company, dated May 19, 1965, be approved
effective as of June 1, 1965; and that the Mayor and the City
Clerk be authorized and directed to execute amen&oent to con-
tract between the City of Vernon and prudential. Motion
carried.
Corr~unication from Ira S. Langbaum dba Ira's Catering
requesting a license to~p~rate an additional lunch truck in
the City of Vernon, was read.

the request of Ira S. Langbaum dba Ira's Catering be approved
and license granted. Motion carried.
Communication from Gallenkamp Stores Company re-
questing a license to operate a warehouse at 4825 District
Blvd., was read.
It was moved by Anderson, seconded by Mailliard,
that the request of Gallenkamp Stores Company be approved and
license granted. Motion carried.
Communication from Dial Trucking requesting a license
to conduct a trucking business at 2820 So. Alameda Street,
was read.

Communication from Leland Industries, Inc. requesting
a license to conduct a business of selling and warehousing
restaurant supplies at 2201 E. 33th Street, was read.
It was moved by Malburg, seconded by Mailliard, that
the request c.f Leland Industries, .Inc. be approved and license
granted. Motion carried.
Ccmnronication from Mollie Hugues dba El Huapango #2
requesting a license to operate a restaurant at 4903 Santa Fe
Avenue, was read.
It was moved by Anderson, seconded by Malburg, that
the request of Mollie Hugues dba El Huapango #2 be referred to
the Health Department with power to act. Motion carried.
Communication from Maremont Marketing, Inc., Los
Angeles Division, dated May 17, 1965, requesting that the City
Council authorize the City Clerk to waive the penalties for
delinquency in payment of the license fees prescribed by Section
19 of Ordinance No. 710, was read. (Copy to each member of
the City Council)
It was moved by fnderson, seconded by Malburg, that
in accordance with Section 23 of Ordinance No. 710, the City
Clerk be authorized to waive penalties levied against Mare-
~ont Marketin6, Inc., Los Angeles Division. Motion carried.

questing that penalty assessed for late payment of 1965 busi-
ness license fees be waived, was read.
It was moved by Anderson, seconded by Malburg, that
in accordance with Section 23 of Ordinance No. 710, the City
Clerk be authorized to waive penalty levied against Lou Evan-
son tf.7h.clesale Heats. Motion carried.
Communication frum A & E Foods requesting that penalty
assessed for late payment of 1965 business license fees be
waived, was read.
It was moved by Anderson, seconded by Malburg, that
in accordance with Section 23 of Ordinance No. 710, the City
Clerk be authorized to waive penalty levied against A & E Foods.
Motion carried.

Communication from the Union Pacific Railroad Company,
dated May 18, 1965, transmittin;,; an application for franchise
executed by the Los AnGeles & Salt Lake Railroad Company and its
lessee Union Pacific Railroad Company and The Atchison, Topeka
and Santa Fe Railway Company to maintain and operate a single
railroad track across East 26th Street in the City of Vernon,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
an application for franchise executed by the Los Angeles & Salt
L~(e Railroad Company and its lessee Union Pacific Railroad
Company and The Atchison, Topeka & Santa Fe Railway Company to
maintain and operate a single railroad track across East 26th
Street in the City oE Vernon, be referred to the Traffic En-
gineer and the City Attorney for investigation and report.

the City of Monterey Park commending President Johnson for his
firm and decisive action in Viet Nam and the Dominican Republic,
was read.
It was moved by L.nderscn, seconded by Mailliard, that
copy of Resolution No. 6977 of the City Council of the City of
Monterey Park be received and filed. Motion carried.
Communication from State Senator Thomas M. Rees,
dated May 18, 1965, transmittinci a map showing 12 proposed state
Senatorial Districts in Los Angeles County, and a statement on
these districts which he released to the press, was read.

Communication from R. B. King, Superintendent, Water
& Sewer Systems, dated May 20, 1965, transmitting a proposal,
dated May 10, 1965, from Rodding-Cleaning Machines, Inc. for
cleaning the sewerage system of the City of Vernon for a two-
year period, and recommending that the proposal be accepted and
an agreement be drawn similar to the current one with Rodding-
Cleaning Machines, Inc., was read. (Copy to each member of
the City Council)

Agreement between Rodding-Cleaning Machines, Inc. and
the City of Vernon for cleaning sewerage system of the City of
Vernon for a two-year period from July 1, 1965 to June 30, 1967,
was presented.
It was moved by Mailliard, seconded by Malburg, that
the Mayor and the City Clerk be authorized and directed to exe-
cute l~reement between Rodding-Cleaning Machines, Inc. and the
City of Vernon. Motion carried.
Communication from C. G. Skalsky, Assistant Director
of Civil Defense, dated May 26, 1965, recommending that the
l~ssistant Director of Civil Defense be appointed as the City of
Vernon's representative on the Area liE" Disaster Board, and
that Assistant Chief T. F. Lara and Fireman X. J. Padilla be
appointed as alternates, was read. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Malburg, that
George G. Skalsky, Assistant Director of Civil Defense, be ap-
pointed as the City of Vernon's representative on the Area 'Ell
Disaster Board, and that Assistant Chief T. F. Lara and Fireman
}C. J. Padilla be appointed as alternates. Motion carried.
Communication from Lewis R. Adams, Civil Engineerine
Assistant, dated May 25, 1965, requesting that he be reimbursed
the sum of $10.00 from the Education and Training Budget ap-
propriation for the registration fee (includes study materials)
for a short course on Street and Highway Drainage, presented
by Institute of Transportation and Traffic Engineer, and En-
gineering E~ttension of the University of California, together
with recommendation for approval by the City Engineer, was
read.

It was moved by Malbur[, seconded by Mailliard, that
the recommendation of the City Engineer be approved and au-
thority 6ranted to issue warrant in the amount of $10.00 to
Lewis R. Adams. Motion carried.
Communication from Richard C. Munsell, dated May 26,
1965, requesting that he be allowed the sum of $15.00 from the
Education and Training Budget appropriation for payment of the
registration fee to the University of California (Extension)
for a short course entitled HControl1ing Road and Street Main-
tenance Cost;s" to be given in the Los Angeles Police Auditorium
on June 18, 19, 25 and 26, 1965, together with recommendation
for approval by the Traffic Engineer, was read.
It was moved by Anderson, seconded by Mailliard, that
the recommendation of the Traffic Engineer be approved and au-
thority granted to issue warrant in the amount of $15.00 to
Richard G. Munsell. Motion carried.

non; and requesting that authority be granted to issue warrant
in the amount of $63.00 to Mr. Ronald C. Bone, Licensed Land
Surveyor, for his services in preparing a map and legal descrip-
tion to cover certain property as requested by the Consultant,

dated May 20, 1965, supplementinz letter from y~. McGovern,

enumerated recommendations in connec~ion with this matter, was

and providing for the issuance of permits and collections of
fees therefor; declaring and establishing fire districts; pro-
viding penalties for the violation thereof; and adopting. in
part, the Uniform Building Code, 1964 Edition, promulgated by
the International Conference of Building Officials, and re-
pealing all Ordinances and parts of Ordinances in conflict there-
with, was read for a first reading by title.
