MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 6, 1965 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON, CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mai11iard, that
minutes of the meeting of June 15, 1965 be approved as written and
submitted. Motion carried.
Communication from R. H. King, Superintendent, Water and
Sewer Systems, dated June 29, 1965, with reference to bids received
for cleaning and cement lining the 49th Street water main from
Alameda Street to Santa Fe Avenue in accordance with Contract No. 314,
recommending that the contract be awarded to Centri1ine Division,
Raymond International Inc. on the basis of their bid of $11,858.60,
was read.
Resolution No. 2780 - A Resolution of the City Council of
the City of Vernon accepting the bid of Centri1ine Division, Raymond
International Inc. for cleaning and cement lining the 49th Street
water main from Alameda Street to Santa Fe Avenue, in accordance
with Contract No. 314, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2730 be approved and adopted. Motion carried.

Communication from the Finance Committee, dated June 23,
1965, making certain enumerated recommendations with reference to
city-owned houses, was read. (Copy to each member of the City

It was moved by Anderson, seconded by Mai1liard, that the
recommendations of the Finance Committee with reference to city-
owned houses be approved as enumerated in communication dated June
23, 1965. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated June 24,
1965, with reference to the 67th Annual Conference of the League of
California Cities to be held in San Francisco from October 10 to
13, 1965, making certain recommendations in connection therewith,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
recommendations of the City Clerk with reference to the 67th Annual
Conference of the League of California Cities be approved as outlined
in communication dated June 24, 1965. Motion carried.
Communication from Forester Horne dba Bud's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.

request of Forester Horne dba Bud's Catering be approved and license
granted. Motion carried.
Communication from REB Precision Bearings requesting a
license to repair anti-friction bearings at 4437 Santa Fe Avenue,
was read.
It was moved by Malburg, seconded by Mai11iard, that the
request of REB Precision Bearings be approved and license granted.
Motion carried.
Communication from Trans-American Imports, Inc. dba T.A.I.
Distributing Co. requesting a license to conduct a business of liquor
wholesaler and importer at 2906 Leonis Blvd., was read.
It was moved by Anderson, seconded by Mai1liard, that the
request of Trans-American Imports, Inc. dba T.A.I. Distributing Co.
be approved and license granted. Motion carried.
Communication from George B. Folsom dba George's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Malburg, seconded by Mailliard, that the
request of George B. Folsom dba George's Catering be referred to
the Hea1tb Department and the Fire Department with power to act.
Motion carried.
Communication fram the Strongheart Packing Company
requesting a license to conduct a business of manufacturing dog food
at 4703 E. 50th Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Strongheart Packing Company be referred to the Health
Department and the Fire Department with power to act. Motion carried.
Communication from the Bank of America, dated June 17,
1965, requesting that a resolution be adopted endorsing the provisions
of HR Bill 7539, which would permit commercial banks to underwrite
and deal in municipal revenue bonds in which they can invest, was
read.
Resolution No. 2779 - A Resolution of the City Council of
the City of Vernon endorsing the provisions of H.R. 7539, was read,

Resolution No. 2779 be approved and adopted. Motion carried.

Communication from California Water Pollution Control
Association, dated June 18, 1965, advising that Mr. Robert H. King
has been successfully qualified recently for a Grade 1 certificate

communication from California Water Pollution Control Association,
dated June 18, 1965, be received and filed. Motion carried.
Notice from The Regional Planning Commission that Archy W.
Marjama has applied for a special permit to allow establishment,
maintenance and operation of a sandblasting facility with appurten-
ances to be located at 2428 E. 52nd Street, was read.
It was moved by Anderson, seconded by Malburg, that notice
from The Regional Planning Commission be received and filed. Motion
carried.
Communication from County of Los Angeles, Department of
Real Estate Management, dated June 23, 1965, with reference to
acquisition of property for the improvement of Downey Road,
Washington Boulevard and E. 26th Street, transmitting a copy of
"Order of Immediate Possession" to allow' the County to enter upon
the property for construction work, was read. (Copy to each member
of the City Council)
It was moved by Mailliard, seconded by Anderson, that
communication from County of Los Angeles, Department of Real Estate
Management, dated June 23, 1965, together with transmittal, be
received and filed. Motion carried.
Conununication from Christian V. Murray, Attorney for
National Lead Company, and Mr. J. H. Hatcher, Administrative Manager-
Southern District, National Lead Company, Pacific Coast Branch,
dated June 25, 1965, transmitting a copy of a Request for Preliminary
Consideration of proposal to correct or relocate the city boundary,
addressed to the City of Los Angeles, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Mailliard, that
communication from Christian V. MUrray, Attorney for National Lead
Company, and Mr. J. H. Hatcher, Administrative Manager-Southern
District, National Lead Company, Pacific Coast Branch, dated June
25, 1965, together with transmittal, be received and filed. Motion
carried.
Bulletin from the Citizens Committee for Balanced Legis-
lative Representation with reference to Senate Joint Resolution No.
2, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
City Clerk be instructed to send telegrams to Senators Kuchel and
Murphy and Congressman Clawson, on behalf of the City Council, urging
the adoption of Senate Joint Resolution No.2. Motion carried.
Communication from Esquire Building Maintenance Company,
dated June 28, 1965, recommending additional frequency janitorial
service in the Police Department building at an increased cost of
$80.00 per month, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
additional frequency janitorial service in the Police Department
building at an increased cost of $80.00 per month, be approved as
outlined in communication from Esquire Building Maintenance Company,
dated June 28, 1965; and that the Mayor and the City Clerk be

authorized to execute an amendment to the contract providing for the
additional frequency janitorial service in the Police Department
building at an additional cost of $80.00 per month, effective July
1, 1965. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 21, 1965, transmitting an easement for street purposes from
Nathan Smooke covering portions of 26th Street and Sierra Pine
Avenue at the intersection of these streets, and recommending that
this easement be accepted and that the grantor be advised of the
official recordation, was read.
It was moved by Malburg, seconded by Anderson, that
Easement from Nathan Smooke be accepted and that the Mayor and the
City Clerk be authorized to execute Certificate of Acceptance.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 16, 1965, transmitting an easement for street purposes from
Sid E. Parker Boiler Manufacturing Company, Inc. covering a portion
of Alameda Street at 37th Street, and recommending that this
easement be accepted and that the grantor be advised of the official
recordation, was read.
It was moved by Malburg, seconded by Anderson, that
Easement from Sid E. Parker Boiler Manufacturing Company, Inc. be
accepted and that the Mayor and the City Clerk be authorized to
execute Certificate of Acceptance. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 22, 1965, with reference to petition from Sid E. Parker Boiler
Manufacturing Company, Inc. toabandon an unused alley north of 37th
Street adjacent to the petitioner's property, recommending that the
City take necessary action to vacate the alley subject to the
conditions as outlined, was read.
It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to draft a resolution of intention to
vacate an unused alley approximately 135 feet east of Alameda Street
and north of 37th Street; and that said resolution fix the tim.e at
2:00 o'clock p.m. on August 17, 1965 in the Council Chamber of the
City Hall for hearing all persons interested or objecting to the
proposed vacation. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 16, 1965, with reference to application transmitted by Union
Pacific Railroad Company under date of May 18, 1965 for a franchise
to operate a single track across 26th Street, recommending that a
Franchise be granted subject to the terms and conditions of City
Ordinance No. 701, except that a waiver be granted of that portion
of Ordinance No. 701 requiring the use of 128 lb. Trilby Rail and
that the substitution of 131 or 133 lb. rail be allowed, was read.
Ordinance No. 772 - An Ordinance of the City of Vernon
granting a Franchise to the Los Angeles & Salt Lake Railroad Company,
a corporation, and its lessee, Union Pacific Railroad Corporation, a
corporation, and The Atchison, Topeka and Santa Fe Railway Company,
a corporation, their successors and assigns, to operate and maintain
a spur track across 26th Street in the City of Vernon, and repealirlg
all ordinances or resolutions in conflict herewith, was read in f~l

Mr. Robert J. McMahon as Utility Man IV, Step 5, effective June 28,
1965, pending satisfactory completion of physical examination, was
read.
It was moved by Anderson, seconded by Mailliard, that
the request of the Superintendent, Water & Sewer Systems, dated
June 24, 1965, be approved. Motion carried.
Communication from Vincent R. Bush, Bui.lding Official,
dated June 18, 1965, requesting authority for E. H. Malkemus to
attend the Western Plumbing Officials Conference in San Diego on
July 15 and 16, with an expense allowance of $41.77, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of the Building Official, dated June 18, 1965, be approved
and authority granted to issue warrant in the amount of $41.77 to
E. H. Malkemus. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated June 30, 1965, recommending that Mrs. Irene O. Northrop be
advanced from Health Department Secretary Grade 4 to Grade 3,
effective August 1, 1965, was read.
It was moved by Mai11iard, seconded by Malburg, that the
recommendation of the Health Officer, dated June 30, 1965, be
approved. Motion carried.
Communication from L. C. Husted, Fire Chief, dated June 14,
1965, requesting authority for W. P. Musgrave and H. J. Twomey to
attend the Fire Prevention Seminar at the University of California
at Davis from July 12 to 16, 1965, with an expense allowance of
$101.30 each, was read.

request of the Fire Ctlief, dated June 14, 1965, be approved and
authority granted to issue warrants in the amount of $101.30 each to
W. P. Musgrave and H. J. Twomey. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 17, 1965, advising that the induction of Officer David
Buchanan into the Armed Forces as of June 29, 1965 has been post-
poned for the time being and that the officer will remain on full
duty, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the Police Chief, dated June 17, 1965, be received
and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 24, 1965, requesting that Officer P. A. Taylor be placed on
Military Leave of Absence from August 8 to 22, 1965, inclusive, to
attend mandatory Active Duty Training at the U.S. Coast Guard Base,
Terminal Island, California, was read.
It was moved by Mailliard, seconded by Malburg, that
Officer P. A. Taylor be granted a Military Leave of Absence with
pay from August 8 to 22, 1965, inclusive. Motion carried.
Activity Log of the Police Department for the period
June 15 - 30, 1965 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
July 1, 1965, recommending that the Mayor and the City Clerk be
authorized to sign escrow instructions to purchase not more than
159 square feet of land in the northwesterly corner per description;
to obtain combined updated policy of title insurance in the amount
of $126,100; and to pay ordinary and usual costs of escrow, was
read. (Copy to each member of the City Council)

recommendations of the City Engineer, dated July 1, 1965, be approved.

City Clerk be instructed to send a telegram to Governor Brown, on
behalf of the City Council, requesting that he veto S.B. 687. Motion
carried.

protesting the red painting of the curb in front of Asbury Co. for
the entire length of 125 feet, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from Dew Drop Inn, dated June 30, 1965, be referred to the

Communication from R. G. Munsell, Engineering Aide I,
dated July 2, 1965, requesting that he be reimbursed the sum of
$87.50 from the Education and Training Budget appropriation for a
course in Public Administration - Directed Research at the University
of Southern California, together with recommendation for approval by
the Traffic Engineer, was read.

recommendation of the Traffic Engineer be approved and authority

presented during the period June 16 to 30, which includes Demands
Nos. 3128 to 8336 (both inclusive) drawn on the United California
Bank, totaling $57,408.82 and Demands Nos. LP 278 to LP 280 (both
inclusive) drawn on the United California Bank, totaling $654,136.22
(accounting period July, 1965), was examined and audited.
It was moved by Anderson, seconded by Mai11iard, that
I~"arrant Register No. 192" be approved and payment authorized for
Demands Nos. 8128 to 8336 (both inclusive) and Demands Nos. LP 278
to LP 280 (both inclusive), with no exceptions. Motion carried.
