MINlITES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 20, 1965 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mai1liard, seconded by Malburg, that
minutes of the meeting of July 6, 1965 be approved as written and
submitted. Motion carried.
Communication from Dew Drop Inn, dated July 13, 1965,
with reference to red painting of the curb in front of Asbury
Transportation Company, was read.
Mr. Ed Frock, owner of the property occupied by Dew Drop
Inn at 2213 E. 38th Street, appeared before the City Council with
reference to parking problems in the vicinity of this property.
The Traffic Engineer reported orally on parking problems
in the vicinity of the property located at 2213 E. 38th Street, and
recommended that additional thirty (30) minute green zones be
provided at alternate locations (not in front of Asbury Transportation
Company), as shown on a sketch submitted by him.
It was moved by Malburg, seconded by Mailliard, that the
Traffic Engineer be authorized to.proceed with the painting of
additional green zones in accordance with the sketch as submitted;
and that the Traffic Engineer be instructed to request Dew Drop Inn
to write a letter to the City Council commenting on the additional
green zones as shown on the sketch. Motion carried.
It was moved by Mailliard, seconded by Malburg, that
Ordinance No. 769 receive a second reading in full. Motion carried.
Ordinance No. 769 - An Ordinance of the City of Vernon
regulating the erection, construction, enlargement, alteration,
repair, moving, removal, conversion, demolition, occupancy, equipment,
use, height, area, and maintenance of buildings or structures in the
City of Vernon, State of California, and providing for the issuance
of permits and collection of fees therefor; declaring and establishing
fire districts; providing penalties for the violation thereof; and
adopting, in part, the Uniform Building Code, 1964 Edition,
promulgated by the International Conference of Building Officials,
and repealing all ordinances and parts of ordinances in conflict
therewith, was read in full for a second reading.
It was moved by Mailliard, seconded by Malburg, that
Ordinance No. 769 receive and pass a second reading. Motion carried.

Ordinanc~ No. 769 - An Ordinance of the City of Vernon
regulating the erection, construction, enlargement, alteration,
repair, moving, removal, conversion, demolition, occupancy, equipment,
use, height, area, and maintenance of buildings or structures in the
City of Vernon, State of California, and providing for the issuance
of permits and collection of fees therefor; declaring and establishing
fire districts; providing penalties for the violation thereof; and
adopting, in part, the Uniform Building Code, 1964 Edition,.
promulgated by the International Conference of Building Officials,
and repealing all ordinances and parts of ordinances in conflict
therewith) was read for a third and final reading by title.
It was moved by Mailliard, seconded by Malburg, that
Ordinance No. 769 receive and pass a third reading and be adopted.

Ordinance No. 772 receive a third and final reading by title. Motion

Ordinance No. 772 - An Ordinance of the City of Vernon
granting a franchise to the Los Angeles & Salt Lake Railroad
Company, a corporation, and its lessee, Union Pacific Railroad
Company, a corporation, and The Atchison, Topeka and Santa Fe Railway
Company, a corporation, their successors and assigns, to operate and
maintain a spur track across 26th Street in the City of Vernon, and
repealing all ordinances or resolutions in conflict herewith, was
read for a third and final reading by title.
It was moved by Malburg, seconded by Mailliard, that
Ordinance No. 772 receive and pass a third reading and be adopted.
Motion carried.

Communication from Industrial Sales Company requesting a
license to conduct a business of buying and selling used heavy
machinery at 4901 Santa Fe Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Industrial Sales Company be approved and license granted.
Notion carried.
Communication from H. Kohnstamm & Co. Inc. requesting a
license to conduct a business of warehousing, packaging and compounding
non-inflammable and non-toxic chemicals at 2371 E. 51st St., was read.
It was moved by Malburg, seconded by Mailliard, that the
request of H. Kohnstamm & Co. Inc. be referred to the Fire Department
and the City Attorney with power to act. Motion carried.
Communication from Steve's Sandwich Stand requesting a
license to operate a temporary sandwich stand at 2638 E. Vernon
Avenue, was read.

request of Steve's Sandwich Stand be approved and license granted.
Motion carried.
Communication from Packer's Foods, Inc. requesting a
license to conduct a business of merchandising and distributing
fresh and frozen food products at 2638 E. Vernon Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Packers Foods, Inc. be approved and license granted.
Motion carried.
Communication from Peery Bros. Lumber Co., Inc., dated
July 14, 1965, requesting a pro-rata refund of their 1965 business
license fees as they moved to City of Industry on June 28, 1965,
was read.
It was moved by Malburg, seconded by Mailliard, that Peery
Bros. Lumber Co., Inc. be granted a refund for two quarters of the
1965 business license fees and that authority be granted to issue
warrant in the amount of $25.00 to Peery Bros. Lumber Co., Inc.
Motion carried.
Communication from Vernon Chamber of Commerce, dated July
6, 1965, advising that the Vernon Par~qay Tree Planting Program on
Vernon Avenue calls for 3 trees on the City's parkway footage at a
total cost of $45.00, and requesting that a check in the amount of
$45.00 be remitted to the Vernon Chamber of Commerce Tree Planting
Fund, was read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Malburg, that the
request of the Vernon Chamber of Commerce, dated July 6, 1965, be
approved and authority granted to issue warrant in the amount of
$45.00 to the Vernon Chamber of Commerce Tree Planting Fund. Motion
carried.
Communication from the State of California, Department of
Public Health, dated July 9, 1965, transmitting proposed Contract No.
47 relating to the Radiation Control Program for the fiscal year
July 1, 1965 through June 30, 1966, which is intended to replace
Contract No. 20 covering the one year period ending June 30, 1965,
was read.
Resolution No. 2782 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to execute
Contract No. 47 with the State of California, through its Department
of Public Health, relating to Radiation Control Program, for the
fiscal year July 1, 1965 through June 30, 1966, was read.

communication from the Office of City Attorney, City of Los Angeles,
dated July 16, 1965, be received and filed. Motion carried.
Communication from the Finance Committee, dated July 13,
1965, transmitting a summary of major projects for budgeting
purposes for Maintenance of Streets and Traffic Signals for the next
five fiscal years as submitted by Mr. D. D. Grayson, Traffic Engineer,
dated April 30, 1965; transmitting a list of long range city projects
showing the tentative priority numbers assigned by the Finance
Committee, the description of the project and the estimated cost of
each project; and suggesting that said communication and the trans-
mittals be received and filed, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from the Finance Committee, dated July 13, 1965,
together with transmittals, be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 12, 1965, requesting authority to advance Mrs. Magdaline
Lacrosse to Engineering Clerk IV, Step 2, effective August 1, 1965,
was read.
It was moved by Mailliard, seconded by Malburg, that the
request of the Traffic Engineer, dated July 12, 1965, be approved.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 14, 1965, recommending that Mr. Rim Petraitis be granted a
military leave of absence with pay for the period July 24 to .August
7,1965 to participate in annual active duty training at Camp Roberts,
California, with the 63rd Infantry Division, U.S. Army Reserve, was
read.
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Traffic Engineer, dated July 14, 1965, be
approved. Motion carried.
Report of Health Department Activities for the month of
June, 1965, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that the
Report of Health Department Activities be received and filed. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 8, 1965, requesting authority to employ Mr. Bobby Gene Baker as
Policeman Grade 4, effective August 1, 1965, pending satisfactory

July 9, 1965, requesting authority to employ Mrs. Shirley Ann Gomez
as Transcriber-Typist, Grade 4, effective August 16, 1965, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of the Police Chief, dated July 9, 1965, be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 12, 1965, requesting authority to employ Nicholas James Cirino
as Policeman Grade 4, effective August 1, 1965, pending satisfactory
psychiatric and background reports, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Police Chief, dated July 12, 1965, be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 12, 1965, requesting that J. W. McCune be arnlanced from Policeman
Grade 2 to Grade 1, effective August 1, 1965, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Police Chief, dated July 12, 1965, be approved. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 12, 1965, requesting that Officer Charles J. Allen be reimbursed
the sum of $17.95 from the Education and Training Budget appropri-
ation for courses in Police Scienc2 at Rio Hondo Junior College, was
read.
It was moved by Mailliard, s€~onded by Malburg, that the
request of the Police Chief, dated July 12, 1965,be approved and
authority granted to issue warrant in the amount of $17.95 to
Charles J. Allen. Motion carried.
Activity Log of the Police Department for the period July
1 - 15, 1965 inclusive, was presented.
It was moved by Mailliard, seconded by Malburg, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from the State of California, Department of
Public Works, Division of Contracts and Rights of ~!ay (Legal), dated
July 12, 1965, addressed to the City Engineer, transmitting a copy
of the application of ttle Department of Public Works, addressed to
the Public Utilities Commission of the State of California,
requesting an order authorizing the widening of existing East Yard
Overhead over the Union Pacific Railroad Company's East Yard in the
City of Commerce a~d Hobart Yard Overhead over The Atchison, Topeka
and Santa Fe Railway Company's Hobart Yard in the City of Vernon in
connection with improvement of State Route 7, was read. (Copy to

City Engineer be authorized and instructed to notify the Public
Utilities Commissi.on of the State of C6.1ifornia in writing that the
City of Vernon does not oppose the granting of an order authorizing
the work as outlined in application dated July 12, 1965. Motion
carried.
Communication from the County of Los Angeles, Department of
Real Estate Management, dated July 8, 1965, advising that the County
of Los Angeles has taken active and final steps to widen and improve
a portion of Downey Road, and transmitting a copy of "Order of
Immediate Possession;! to allow the County to enter upon the property
for construction work, was read. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mailliard, that
communication from the County of Los Angeles, Department of Real
Estate Management, dated July 8, 1965, together with transmittal,
be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 16, 1965, transmitting a proposed license agreement with Edna
H. Pagel, Inc., dba Sugar Products Company and Vernon Central
Warehouse, Inc. for the right to construct and maintain an overhead
electrical crossing, drainage facility, and overhead pipe crossing
in the east-west alley between 37th Street and 38th Street, and
recommending that subject to approval as to form by the City Attorney,
the License Agreement be approved and executed by the City of Vernon,
was read.
It was moved by Mai1liard, seconded by Malburg, that subject
to approval as to form by the City Attorney, the Mayor and the City
Clerk be directed and authorized to execute, on behalf of the City
of Vernon, license Agreement with Edna H. Pagel, Inc., dba Sugar
Products Company and Vernon Central Warehouse, Inc. for the right
to construct and maintain an overhead electrical crossing, drainage
facility, and overhead pipe crossing in the east-west alley between
37th Street and 38th Street. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
July 15, 1965, advising that Steiny and Mitchel, Inc. has completed
the remodeling of traffic signals at Boyle and Fruitland Avenues in
accordance with Contract No. 303, and recommending that the work be
accepted and that authority be granted to pay for same in accordance
with the terms of the agreement, was read.
Resolution No~ 2785 - A Resolution of the City Council of
the City of Vernon accepting the remodeling of traffic signals at the
intersection of Boyle Avenue and Fruitland Avenue, in accordance with
Contract No. 303 of the City of Vernon, was read.

request of International Screw Corporation be approved and license

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated July 19, 1965, recommending that Mr. Kenneth
Mellon be granted a military leave of absence with pay for the period
July 31 through August 14, 1965, to participate in annual active
duty training with the 943rd Combat Support Squadron, 452nd Troop
Carrier Wing, March Air Force Base, California, was read.

recommendation of the Superintendent, Water & Sewer Systems, dated
July 19, 1965, be approved. Motion carried.
Communication from L. C. Husted, Fire Chief, dat~d July 19,
1965, requesting that Fireman Craig L. Edman be granted a military

Resolution No. 2781 - A Resolution of the City Council of
the City of Vernon declaring its intention to close-up, vacate and
abandon an alley east of Alameda Street and north of 37th Street,
in the City of Vernon, County of Los Angeles, State of California,
was read.
It was moved by Malburg, seconded by Mai11iard, that
Resolution No. 2781 be approved and adopted. Motion carried.

Mayor Furlong reported that this was the time and place
for the hearing for the adoption of Ordinance No. 769 of the City
of Vernon entitled "An Ordinance of the City of Vernon regulating
the erection, construction, enlargement, alteration, repair, moving,
removal, conversion, demolition, occupancy, equipment, use, height,
area, and maintenance of buildings or structures in the City of
Vernon, State of California, and providing for the issuance of
permits and collection of fees therefor; declaring and establishing
fire districts; providing penalties for the violation thereof; and
adopting, in part, the Uniform Building Code, 1964 Edition,
promulgated by the International Conference of Building Officials,
and repealing all ordinances and parts of ordinances in conflict
therewith."
Proof of Publication in the Los Angeles Daily Journal
on June 8 and 15, 1965 of "Notice of Public Hearing" was duly
acknowledged as being on file.
The City Clerk reported that no written communications
relative to this matter had been received.
No one was in the audience to comment on the adoption of
Ordinance No. 769.
Mayor Furlong adjourned the hearing at 1:32 o'clock p.m.
