MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD AUGUST 3, 1965, AT TI~O O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.

COUNCIL ABSENT: Poxon
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard, that
minutes of the meeting of July 20, 1965 be approved as written and
submitted. Motion carried.
Communication from George Etarian dba Curly Joe's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Anderson, seconded by Mailliard, that the
request of George Etarian dba Curly Joe's Catering be referred to
the Fire Department with power to act. Motion carried.
Communication from Mercury Distributing Co., Division of
Shoe Corporation of America, requesting a license to conduct a
business of warehousing and distributing ready-to-wear clothing at
4825 District Blvd., was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Mercury Distributing Co., Division of Shoe Corporation of
America, be referred to the Fire Department with power to act.
Motion carried.
Communication from Peter Madsen, dated July 20, 1965,
advising that ~~dsen Range Company, Inc., has discontinued operations
as of June 14, 1965, and requesting a pro-rata refund of the 1965
business license fees, was read.
It was moved by Anderson, seconded by Mailliard, that
Madsen Range Company, Inc., be granted a refund for two quarters of
the 1965 business license fees and that authority be granted to
issue warrant in the amount of $25.00 to Peter Madsen. Motion
carried.
Communication from James D. Driscoll, Chief Clerk,
Assembly California Legislature, dated July 16, 1965, transmitting a
copy of Assembly Joint Resolution No. 38 of the 1965 Regular Session,
which was adopted by the California Legislature during the month of
June, 1965, was read. (Copy of resolution to each member of the City
Council)
It was moved by Anderson, seconded by Malburg, that
communication from James D. Driscoll, Chief Clerk, Assembly California
Legislature, dated July 16, 1965, together with transmittal, be
received and filed. Motion carried.

Communication from The Pacific Telephone and Telegraph
Company, dated July 21, 1965, submitting a claim in an estimated
amount of $500.00 for damages to their underground cable at the
front of 2600 Downey Road, Vernon, on June 4" 1965, by Sam B.
Pearce, Inc., while trenching to place a water main for the City of
Vernon, was read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Malburg, that the
claim of The Pacific Telephone and Telegraph Company, dated July 21,
1965, be referred to Sam B. Pearce, Inc., for necessary action by
their insurance carrier. Motion carried.
Communication from the City of Long Beach, California,
dated July 21, 1965, transmitting certain documents with reference
to the proposed Del 1\mo Sanitary Landfill; and requesting that
Vernon adopt a resolution endorsing City of Long Beach Resolution
No. 19392 and requesting the Division of Highways of the State of
California to enter into an agreement with the County Sanitation
Districts of Los Angeles County to permit the use of that portion
of the borrow pit on Del Arno Avenue, between ~~lameda Street and
Wilmington Avenue, not needed for freeway right of way, or other
Division purposes, for refuse disposal purposes by cities in the
southerly portion of the County, was read. (Copy to each member of
the City Council)
It was moved by Mailliard, seconded by Anderson, that
communication from the City of Long Beach, California, dated July
21, 1965, together with transmittals, be received for future
consideration. Motion carried.
Communication from The Regional Planning Commission,
County of Los Angeles, dated July 22, 1965, giving notification of
the initial meeting of the Los P~geles Regional Transportation
Study - Regional Council of Planning, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
Traffic Engineer be designated as the technical planning official
to represent the City of Vernon on the Los Angeles Regional Trans-
portation Study - Regional Council of Planning. Motion carried.
Communication from Wilson, Jones, Morton & Lynch, Attorneys
and Counsellors at Law, dated July 26, 1965, advising that Governor
Brown has approved and signed into law Senate Bill 687, was read.
It was moved by Mailliard, seconded by Anderson, that
communication from Wilson, Jones, Morton & Lynch, Attorneys and
Counsellors at Law, dated July 26, 1965, be received and filed.
Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated July 27, 1965, transmitting an agreement between the City of
Vernon and Louis Lesser Enterprises, Inc., for the construction of a
65-foot eJ{tension of the existing 8-inch sewer in Santa Fe Avenue to
sewer the property at 4700 Santa Fe Avenue, and recommending that
the agreement be executed by the City, was read.

It was moved by Malburg, seconded by Mailliard, that the
Mayor and the City Clerk be authorized and directed to execute, on
behalf of the City of Vernon, agreement between the City of Vernon
and Louis Lesser Enterprises, Inc., for the construction of a
65-foot extension of the 8-inch sewer in Santa Fe Avenue. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 29, 1965, requesting that an additional classification of
Assistant Traffic Engineer be established at a salary schedule
comparable to the present classification of Civil Engineer; and re-
questing authority to reclassify Rim Petraitis from Civil Engineer-
ing Associate, Step 1 to Assistant Traffic Engineer, Step 3, was
read.
Resolution No. 2786 - A Resolution of the City Council
of the City of Vernon amending Resolution No. 2774, Schedule I,
Engineering, Traffic Engineering and Street Department, and Water
and Sewer Systems, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2786 be approved and adopted. Motion carried.

It was moved by Anderson, seconded by Malburg, that Rim
Petraitis be reclassified from Civil Engineering Associate, Step 1
to Assistant Traffic Engineer, Step 3, effective September 1, 1965.
Motion carried.
Activity Log of the Police Department for the period
July 16 - 31, 1965, inclusive, was presented.
It was moved by Malburg, seconded by Mai1liard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from Carr Bros. Oxnard Trucking Service
requesting a license to operate a trucking business at 2055
East 27th Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Carr Bros. Oxnard Trucking Service be approved and
license granted. MOtion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
and D. D. Grayson, Traffic Engineer, dated July 30, 1965, requesting
authority to attend the American Public Works Association Congress
and Equipment Show in Los Angeles, California, from August 29 to
September 1, 1965, with an expense allowance of $71.00 each, was
read.
It was moved by Anderson, seconded by Malburg, that the
request of the City Engineer and the Traffic Engineer, dated July 30,
1965, be approved and authority granted to issue warrants in the
amount of $71.00 each to Arthur E. Nelson, Jr., and D. D. Grayson.
Motion carried.

Communication from Joseph Lopez, dated July 30, 1965,
advising that the Industrial Cafe discontinued operations on June 30,
1965, and requesting a pro-rata refund of the 1965 business license
fees, was read.
It was moved by Anderson, seconded by Malburg, that the
Industrial Cafe be granted a refund for two quarters of the 1965
business license fees and that authority be granted to issue warrant
in the amount of $25.00 to Joseph Lopez. Motion carried.
Communication from Golden West Steel Company requesting a
license to operate a reinforcing steel contracting business at
4310 Bandini Blvd., was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Golden West Steel Company be approved and license granted.
Notion carried.
Resolution No. 2788 - A Resolution of the City Council of
the City of Vernon honoring the Honorable George A. Willson, was
read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2788 be approved and adopted. Motion carried.

It was moved by Mailliard, seconded by Malburg, that
building applications numbered 27241 to 21296 inclusive be filed
and permits granted. Motion carried.
"Warrant Register No. 194" covering claims and demands
presented during the period July 16 to 31, which includes Demands
Nos. 8434 to 3590 (both inclusive) drawn on the United California
Bank, totaling $49,335.41 and Demands Nos. LP 284 to LP 281 (both
inclusive) drawn on the United California Bank, totaling $6,295.54
(accounting period August, 1965), was examined and audited.
It was moved by Anderson, seconded by Mailliard, that
i'Warrant Register No. 19411 be approved and payment authorized for
Demands Nos. 8434 to 8590 (both inclusive) and Demands Nos. LP 284
to LP 281 (both inclusive), with no exceptions. Motion carried.
