19650907 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD SEPTEMBER 7, 1965 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE~ VERNON.. CALIFORNIA. COUNCIL PRESENT: Furlong, Mai11iard, Malburg COUNCIL ABSENT: Anderson, Poxon The meeting was called to order by Mayor R. J. Furlong. It was moved by Mai11iard, seconded by Malburg, that minutes of the meeting of August 17, 1965 be approved as written and submitted. Motion carried. Mr. R. K. Willmore, Vice President and Division Manager of Crown Firecoach Division of Crown Coach Corporation, appeared before the City Council and requested permission to exhibit the 2000 Gallon Per Minute Triple Combination Pumper, including a City fireman, at the 70th Annual Conference of the Pacific Coast Inter- Mountain Association of Fire Chiefs at Portland, Oregon, from September 9 through 16, 1965, at no expense to the City, plus furnishing of a loaner to the City of Vernon. It was moved by Furlong, seconded by Mai1liard, that the request of Mr. R. K. Willmore, Vice President and Division Manager of Crown Firecoach Division of Crown Coach Corporation, be approved and that the City Attorney be instructed to prepare the necessary documents as to insurance protection to the City. Motion carried. It was moved by Malburg, seconded by Mai1liard, that the request of Everitt & Ray, Inc. be approved and license granted. Motion carried. Communication from Silver Fleet Inc. requesting a license to conduct a motor trucking business at 4520 Maywood Avenue, was read. It was moved by Malburg, seconded by Mailliard, that the request of Silver Fleet Inc. be referred to the Building Department with power to act. Motion carried. Communication from Newport Manufacturing & Machine Co. requesting a license to conduct a business of conveyor manufacturing and general machine work at 3842 Fruitland Avenue, was read. It was moved by Mailliard, seconded by Malburg, that the ~equest of Newport Manufacturing & Machine Co. be referred to the Building Department with power to act. Motion carried. Communication from Sorenson Manufacturing requesting a license to conduct a machine shop business at 3840 Fruitland Avenue, was read. 159 ':1'.:.....' It was moved by Malburg, seconded by Mai11iard, that the request of Charmi11es Corporation of America be referred to the Building Department with power to act. Motion carried. Communication from Great Southern Manufacturing Corp. requesting a license to conduct a business of manufacturers' agents at 2528 Santa Fe Avenue, was read. It was moved by Mai11iard, seconded by Malburg, that the request of Great Southern Manufacturing Corp. be referred to the Building Department with power to act. Motion carried. Notice of hearing from the Local Agency Formation Commission. Los Angeles County, with reference to intention to annex certain territory known as the "Bandini Addition" to the City of Los Angeles, was read. (Copy to each member of the City Council) It was moved by Mail1iard, seconded by Malburg, that notice of hearing from the Local Agency Formation Commission, Los Angeles County, be received and filed. Motion carried. Communication from the Local Agency Formation Commission, Los Angeles County, dated August 18, 1965, outlining the revisions on Formation Commission Jurisdiction and Procedures, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that communication from the Local Agency Formation Commission, Los Angeles County, dated August 18, 1965, be received and filed. Motion carried. Communication from the City of South Gate, dated August 17, 1965, transmitting a sample resolution for consideration of the City Council entitled, "A RESOLUTION OF THE CITIES COMPRISING THE JOINT COUNTY SANITATION DISTRICTS IN OPPOSITION OF THE PROPOSAL TO USE THE PALOS VERDES REFUSE DISPOSAL SITE FOR STATE COLLEGE USE INSTEAD OF THE ORIGINAL PROPOSAL FOR PARK AND RECREATION", was read. It was moved by Mail1iard, seconded by Malburg, that the City Attorney be instructed to draft a resolution in opposition of the proposal to use the Palos Verdes Refuse Disposal Site for State College use instead of the original proposal for park and recreation. Motion carried. Communication from the City of Baldwin Park, dated August 24, 1965, transmitting copy of Resolution No. 65-138 favoring passage of The Lower Colorado River Basin Project Act, was read. It was moved by Mail1iard, seconded by Malburg, that . communication from the City of Baldwin Park, dated August 24, 1965, together with copy of R~solution No. 65--138, be received and filed. Motion carried. 50 I I -3- 9/7/65 Communication from R. J. Furlong, Director of Civil Defense, dated August 17, 1965, requesting authority for G. G. Skalsky to attend the Annual Conference of California Civil Defense & Disaster Association at Disneyland, California, from September 16 to September 17, 1965 inclusive, with an expense allowance of $67.25, was read. It was moved by Mailliard, seconded by Malburg, that the request of the Director of Civil Defense, dated August 17, 1965, be approved and authority granted to issue warrant in the amount of $67.25 to G. G. Skalsky. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 20, 1965, giving a report on the emergency conditions in the Police Department during the period of August 13 to August 19, 1965, was read. (Copy to each member of the City Council) It was moved by Mai1liard, seconded by Malburg, that report of the Police Chief, dated August 20, 1965, be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 27, 1965, advising that Officer David Buchanan has resigned from the Vernon Police Department effective as of the close of business on August 27, 1965, was read. It was moved by Malburg, seconded by Mailliard, that resignation of Officer David Buchanan be accepted effective as of the close of business on August 27, 1965. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated September 2, 1965, advising that Officer N. J. Cirino has resigned from the Vernon Police Department effective as of the close of business on September 2, 1965, was read. It was moved by Malburg, seconded by Mail1iard, that the resignation of Officer N. J. Cirino be accepted effective as of the close of business on September 2, 1965.- Motion carried. Communication from Vincent R. Bush, Building Official, dated August 16, 1965, requesting authority for E. H. Ma1kemus to attend the Western Plumbing Officials Association Conference at Fresno, California from September 27 to October 1, 1965, with an expense allowance of $191.96, was read. It was moved by Mail1iard, seconded by Malburg, that the request of the Building Official, dated August 16, 1965, be approved and authority granted to issue warrant in the amount of $191.96 to E. H. Ma1kemus. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated August 26, 1965, transmitting Contract No. 316 for heater remixing and asphalt resurfacing of certain streets, and recommending that this contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 2789 - A Resolution of the City Council of the City of Vernon approving Contract No. 316 for heater remixing and asphalt resurfacing of certain streets and directing the giving of notice inviting sealed proposals or bids in accordance with Contract No. 316 of the City of Vernon, was read. 5~ I I -4- 9/7/65 It was moved by Malburg, seconded by Mail1iard, that Resolution No. 2789 be approved and adopted. King, Superintendent, Water & Sewer Systems, dated August 25, 1965, requesting authority to employ Mr. Robert O. Mask as Utility Man III, Step 5, effective September 1, 1965, was read. It was moved by Malburg, seconded by Mai11iard, that the request of the Superintendent, Water & Sewer Systems, dated August 25, 1965, be approved. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated August 25, 1965, with reference to communication from United Parcel Service, Inc. and Escecent Company dated August 12, 1965, recommending that the City consent to the detachment, was read. (Copy to each member of the City Council) It was moved by Mai11iard, seconded by Malburg, that the recommendation of the City Engineer, dated August 25, 1965, be approved and that the City Attorney be instructed to draft a resolution consenting to the detachment of said property. Motion carried. Communication from Harold W. Faber, Engineering Aide, dated September 1, 1965, requesting the sum of $100.00 from the Education and Training Fund for tuition at the University of Southern Ca1iforni~ for a course entitled "Sanitary Engineering Design", together with recommendation for approval by the City Engineer, was read. It was moved by Mai11iard, seconded by Malburg, that the recommendation of the City Engineer be approved and authority granted to issue warrant in the amount of $100.00 to Harold W. Faber. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated September 2, 1965, advising that Sam B. Pearce Inc. has completed the relocation of the Downey Road Water Main in accordance with Contract No. 313, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2795 - A Resolution of the City Council of the City of Vernon accepting the relocation of Downey Road Water Main from 655 feet to 1721 feet south of North City Boundary, in accordance with Contract No. 313 of the City of Vernon, was read. Communication from L. C. Husted, Fire Chief, dated September 1, 1965, requesting authority to advance Gerald S. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated September 2, 1965, transmitting summary report of the preliminary study of the proposed underground reservoir and appurtenant facilities at the City Hall Site which was made by James M. Montgomery, Consulting Engineers; letter contract approved by the Council on July 21, 1964; and proposed letter amendment dated August 28, 1965; and recommending that the amendment to the contract be accepted and that the City direct the Consulting Engineer to proceed with the detailed design, plans and specifications of the reservoir with the parking deck, the pumping plant No. 1 replacement and the supervisory controls modernization, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mai1liard, that the recommendation of the City Engineer, dated September 2, 1965, be approved and that the Mayor and the City Clerk be authorized to execute letter amendment dated August 28, 1965 with James M. Montgomery, Consulting Engineers. Motion carried. Activity Log of the Police Department for the period August 16 - 31, 1965 inclusive, was presented. It was moved by Mail1iard, seconded by Malburg, that Activity Log of the Police Department be received and filed. Motion carried. Communication from California Expediters Inc. requesting a license to conduct a business of warehousing and shipping at 2417 E. 26th Street, was read. It was moved by Mai1liard, seconded by Malburg, that the request of California Expediters Inc. be referred to the Building Department and the Fire Department with power to act. MO~ion carried. Communication from D. D. Grayson, Traffic Engineer, dated September 3, 1965, transmitting plans and specifications for Cash Contract 41110 - Downey Road, Washington Boulevard to Los Angeles River in accordance with agreement between the City of Vernon and the County of Los Angeles, and recommending that these plans and specifications be approved, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that plans and specifications for Cash Contract 41110 - Downey Road, Washington Boulevard to Los Angeles River, as submitted by the Traffic Engineer with communication dated September 3, 1965, be approved. Motion carried. Communication from Automotive Wiring Devices, Inc. requesting a license to conduct an automotive wiring device business at 3063 E. Fruitland Avenue, was read. It was moved by Malburg, seconded by Mailliard, that the request of Automotive Wiring Devices, Inc. be referred to the Pelice Department with power to act. Beason, Utility Man III, has tendered his resignation to be effective at the close of his shift, 8:00 a.m., September 17, 1965, and recom- mending that said resignation be accepted, was read. It was moved by Mailliard, seconded by Malburg, that the recommendation of the Superintendent, Water & Sewer Systems, dated September 7, 1965, be approved and that the resignation of Luther L. Beason be accepted. Motion carried. Resolution No. 2793 - A Resolution of the City Council of the City of Vernon declaring the intent of said Council that Ordinance No. 769 of the City of Vernon provides also for the issuance of electrical, plumbing, and mechanical permits, and the collection of fees therefor, was read. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2793 be approved and adopted. Motion carried. "Warrant Register No. 196" covering claims and demands presented during the period August 16 to 31, which includes Demands Nos. 8689 to 8818 (both inclusive) drawn on the United California Bank, totaling $31,738.69 and Demands Nos. LP 292 to LP 295 (both inclusive) drawn on the United California Bank, totaling $711,847.86 (accounting period September, 1965), was examined and audited. It was moved by Mailliard, seconded by Malburg, that ''Warrant Register No. 196" be approved and payment authorized for Demands Nos. 8689 to 8818 (both inclusive) and Demands Nos. LP 292 to LP 295 (both inclusive), with no exceptions. MOtion carried.
