MINUTES OF A REGUIAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 19 t 1965 AT 'fWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANl'A FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: Anderson
The meeting was called to order by Mayor R. J. Furlong
It was moved by Poxon, seconded by Mai1liard, that minutes
of the meeting of October 5, 1965 be approved as written and
submitted. Motion carried.
Communication from Vernon Truck Wash requesting a license
to operate a truck and fuel facility at 2450 E. Vernon Avenue, was
read.
It was moved by Poxon, seconded by Malburg, that the
request of Vernon Truck Wash be referred to the Building Department
with power to act. Motion carried.
Communication from the City of Long Beach, dated October 5,
1965, transmitting a copy of a letter sent to Governor Brown with
reference to the use of a "Molotov Cocktail", was read. (Copy to
each member of the City Council)
It was moved by Malburg, seconded by Mai11iard, that the
City Clerk be instructed to write a letter to Governor Brown on behalf
of the City Council, requesting h~ to give top priority to the
request of Assemblyman Mulford to place on the call for this Legis-
lative Session, the matter of making it a felony to possess, throw
or otherwise use a "Molotov Cocktaillt or any other incendiary object.
Motion carried.
Communication from Superior Hand Prints, Inc. requesting a
license to operate a business of silk screen process printing on
textiles at 2300 East 27th Street.
It was moved by Poxon, seconded by Malburg, that the
request of Superior Hand Prints, Inc. be referred to the Building
Department with power to act. Motion carried.
Communication from Pacific Soap Company requesting a license
to conduct a business of warehousing soap at 2532 E. 49th Street, was
read.
It was moved by Poxon, seconded by Malburg, that the
request of Pacific Soap Company be referred to the Building Department
with power to act. Motion carried.
Communication from Mills Iron Works, Inc. requesting a
license to operate a business of warehousing new pipe fittings at
2920 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Mills Iron Works, Inc. be referred to the Building Depart-
ment with power to act. Motion carried~

Communication from Great Southern Mfg. Corporation, dated
October 12, 1965, requesting consideration of a yellow loading zone
at their premises at 2528 Santa Fe Avenue, was read. (Copy to each
member of the City Council)
It was moved by Poxon, seconded by Malburg, that the
request of Great Southern Mfg. Corporation, dated October 12, 1965,
be referred to the Traffic Engineer for study and report. Motion
carried.
Communication from Orcutt & Wynn Machine Shop requesting a
license to conduct a business of general machine shop at 3842
Fruitland Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Orcutt & Wynn Machine Shop be referred to the Building
Department with power to act. Motion carried.
Communication was read from R. H. Bockhacker, Police Chief,
dated October 12, 1965, recommending that the following personnel be
advanced to their next highest grade, effective November 1, 1965:

It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Police Chief, dated October 12, 1965, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 12, 1965, recommending that certain personnel be reimbursed
the amounts as outlined from the Education and Training Budget
appropriation for courses in Police Science, was read. (Copy to
each member of the City Council)
It was moved by Mai1liard, seconded by Malburg, that the
recommendation of the Police Chief, dated October 12, 1965, be
approved and authority granted to issue warrants in the amounts as
li.sted in his letter. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated October 15, 1965, advising that Mr. Macario
Sanchez, Utility Man IV, Step 1, has tendered his resignation
effective October 31, 1965, and requesting that Mr. Sanchez's
resignation be accepted, was read.
It was moved by Poxon, seconded by Mai11iard, that the
resignation of Mr. Macario Sanchez be accepted effective at the close
of business on October 31, 1965. Motion carried.
Activity Log of the Police Department for the period
October 1 - 15, 1965 inclusive, was presented.

It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication was read from L. C. Husted, Fire Chief,
dated October 11, 1965, requesting authority to advance the following
personnel from Autofireman Grade 4 to Grade 3, effective November 1,
1965:
Arnold J. deBoer
John R. Kriste
David W. Perkins
It was moved by Poxon, seconded by Malburg, that the
request of the Fire Chief, dated October 11, 1965, be approved.
Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated October 15, 1965, advising that Centri1ine
Division, Raymond International, Inc. has completed the cleaning
and cement lining of the 49th Street water main under Contract No.
314, and recommending that the work be accepted and that authority
be granted to pay for same in accordance with the terms of the
contract, was read.
Resolution No. 2801 - A Resolution of the City Council of
the City of Vernon accepting the work of cleaning and cement lining
the 49th Street water main from Alameda Street to Santa Fe Avenue,
in accordance with Contract No. 314 of the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2801 be approved and adopted. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated October 14, 1965, requesting authority to
advance Kenneth Mellon to Engineering Clerk III, Step 4, effective
November 1, 1965, as he has satisfactorily completed the one-year
probationary period, was read.
It was moved by Poxon, seconded by Malburg, that the request
of the Superintendent, Water & Sewer Systems, dated October 14, 1965,
be approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
October 15, 1965, transmitting proposed agreement between the City
of Vernon and the Southern Pacific Company providing for certain
work to be performed by the railroad at the Boyle-State Street and
Randolph Street Crossing #6C-6.09, and recommending that the proposed
agreement be approved, was read. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Poxon, that the Mayor
and the City Clerk be authorized and directed to execute, on behalf
of the City, agreement between the City of Vernon and the Southern
Pacific Company providing for certain work to be performed by the
railroad at the Boyle-State Street and Randolph Street Crossing

Communication from L. C. Husted, Fire Chief, dated October
18, 1965, requesting that certain personnel be reimbursed the amounts
as outlined from the Education and Training Budget appropriation for
courses in Fire Science, was read. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mailliard, that the
request of the Fire Chief, dated October 18, 1965, be approved and
authority granted to issue warrants in the amounts as listed in his
letter. Motion carried.
Communication from Vincent R. Bush, Building Official,
and L. C. Husted, Fire Chief, dated October 15, 1965, with reference
to application for a building permit filed by The Flintkote Company
to add a wood frame maintenance shop to their Folding Box plant,
recommending, in accordance with Section 204 of the Uniform Building
Code as amended by Ordinance No. 769, that the wood frame addition
be permitted without providing the full four-hour fire resistive area
separation, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Building Official and the Fire Chief, dated
October 15, 1965, be approved. Motion carried.
Report of Health Department \ctivities for the month of
September, 1965, was presented. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Mailliard, that Report
of Health Department Activities be received and filed. Motion carried.
The following excavation applications, all having approval
of the Engineering Departments, were presented:
Application 27370 - Allen Fry Steel Co. to relocate one
curb drain and construct driveway in
wls Boyle Ave. N/NPL Slauson Ave.
Application 27371 - So. Calif. Gas Co. to repair leak in
Nls Bandini Blvd. at intersection of
Indiana St.
Application 27372 - Pacific Tel & Tel Co. to remove two
poles in sls 26th St. w/o Indiana St.
Application 27373 - So. Calif. Gas Co. to install new
service to 2850 Sierra Pine Ave.
Application 27374 - So. Calif. Gas Co. to install new
service to 2900 Ayers Ave.
Application 27375 - So. Calif. Gas Co. to abandon service
to 4139 Bandini Blvd.
Application 27376 - W. Russell to connect property at 3226
E. Washington Blvdo with sewer in E.
Washington Blvd.
Application 27377 - So. Calif. Gas Co. to install new ~("2
service to 2926 Sierra Pine Ave.

Application 27378 - So. Calif. Gas Co. to repair leak at
2227 E. 38th St.
Application 27379 - The Pacific Tel and Tel Co. to place
buried cable in two locations in 26th
Street.
It was moved by Malburg, seconded by Poxon, that excavation
applications numbered 27370 to 27379 inclusive be filed and permits
granted. Motion carried.
''Warrant Register No. 199" covering claims and demands
presented during the period October 1 to 15, which includes Demands
Nos. 9116 to 9249 (both inclusive) drawn on the United California
Bank, totaling $47,421.07 and Demands Nos. LP 303 to LP 307 (both
inclUSive) drawn on the United California Bank, totaling $112,242.47
(accounting period October, 1965), was examined and audited.
It was moved by Mailliard, seconded by Poxon, that ''Warrant
Register No. 199" be approved and payment authorized for Demands Nos.
9116 to 9249 (both inclusive) and Demands Nos. LP 303 to LP 307
(both inclusive), with no exceptions. Motion carried.

"Payroll Warrant Register No. 99" cO\1ering claims and
demands presented during the period September 1 to 30, which includes
Demands Nos. 1084 to 1096 (both inclusive) drawn on the Crocker-
Citizens National Bank, totaling $231,883.40 (accounting period
September, 1965), was examined and audited.
It was moved by Ma1lliard, seconded by Poxon, that "Payroll
Warrant Register No. 99" be approved and payment authorized for
Demands Nos. 1084 to 1096 (both inclusive), with no exceptions.
Motion carried.
