CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 2, 1965 AT TWO O'CLOCK

COUNCIL ABSENT: Anderson
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mailliard, that minutes
of the meeting of October 19, 1965 be approved as written and
submitted. Motion carried.
Communication from Olympic Sales and Brokerage Co.
requesting a license to conduct a business of meat sales and
brokerage at 4334 Alcoa Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Olympic Sales and Brokerage Co. be referred to the Building
Department with power to act. Motion carried.
Communication from Bertolini Seating of California
requesting a license to conduct a business of manufacturing metal
chairs at 4523 E. 50th Street, was read.
It was moved by Poxon, seconded by Mail1iard, that the
request of Bertolini Seating of California be referred to the Building
Department with power to act. Motion carried.
Communication from Yale Freight Lines requesting a license
to conduct a trucking business at 2423 E. 28th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Yale Freight Lines be referred to the Building Department
with power to act. Motion carried.
Communication from Vernon Leather Company requesting a
license to conduct a business of tanning leather at 2890 Sierra Pine
Avenue, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Vernon Leather Company be referred to the Building
Department with power to act. Motion carried.
Communication from Atalanta Trading Corp. of California,
Inc. requesting a license to conduct a business of ~ported food
broker at 3243 E. 44th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Atalanta Trading Corp. of California, Inc. be referred to
the Building Department with power to act. Motion carried.
Communication from Korsair Discount System requesting a
license to peddle clocks, silverware, cookware, sewing machines and
vacuum cleaners in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Korsair Dis~ount Sy:stem be approved .and license granted.

Com~unication from D. D. Greyson, Traffic Engineer, dated
October 27, 1965, with reference to the requ.est of Grea.t Southern
Manufacturing Corporation for consideration of a yellow loading
zon~ at 2528 Santa Fe Avenue, recommending that the request of Great
Southern Manufacturing Corporati.on be denied, wa.s read. (Copy to
each member of the City Council)
It was moved by Poxon, second~d by Mai11iard, that the
recommendation of the Traffic Engineer, dated October 27, 1965, be
appr.oved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
October 19, 1965, transmitting a proposed agreement between the Los
Angeles Junction Railway Company, the City of Bell a.nd the City of
Vernon for the installation of No. 8 flashing light signals on
Atlantic Boulevard at the railroad crossings north and south of the
Los Angeles River Bridge (crossing numbers 25C-l.46-C and 25B-1.43-C,
respectively), and recommending that the City enter into this agree-
ment and make application to the Public Utilities Commission for an
allocation of funds to assist in financing this work, was read.

It was moved by Malburg, seconded by Poxon, that the Mayor
and the City Clerk be authorized and directed to execute, on behalf
of the City, agreement between the Los Angeles Junction Railway
Company, the City of Bell and the City of Vernon for the installation
of No. 8 flashing light signals on Atlantic Boulevard at the railroad
crossings north and south of the Los Angeles River Bridge (crossing
numbers 25C-l.46-C and 25B-l.43-C, respectively). Motion carried.
Resolution No. 2802 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to sign an
application to the Public Utilities Commission of the State of
California for allocation from Crossing Protection Fund, was read.
It was moved by Malburg, seconded by Poxon~ that Resolution
No. 2802 be approved and adopted. Motion carried.

Communication from the State Employees' Retirement System,
dated October 22, 1965, with reference to the availability of a
contract amendment to include benefits for increased allowances for
retired employees of the City of Vernon, was read. (Copy to each
member of the City Council)
It was moved by Malburg, seconded by Poxon, that authority
be granted to have the State Employees' Retirement System make a
valuation to determine the increase in contributions that would be
required in the event that the City Council elected to amend its
contract with the State Employees' Retirement System to include
benefits for increased allowances for its retired employees under
any or all provisions of Sections 21251.4, 21251.5 and 21251.6
of the Retirement Law. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated October 29, 1965, requesting authority to employ
Marvin R. King as Utility Man IV, Step 5, effective November 1, 1965,
was read.

It was moved by Poxon, seconded by Malburg, that the
request of the Superintendent, Water & Sewer Systems, dated October
29, 1965, be approved. Motion carried.
Communication from Vincent R. Bush, Building Official,
dated October 28, 1965, requesting that R. C. Taylor be reimbursed
the sum of $20.00 from the Education and Training Budget appropriation
for a course in "Practical Aspects of Planning Construction of
Reinforced Concrete" at the University of California Extension, was
read.
It was moved by Poxon, seconded by Mail1iard, that the
request of the Building Official, dated October 28, 1965, be approved
and authority granted to issue warrant in the amount of $20.00 to
R. C. Taylor. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 21, 1965, requesting that authority be granted to purchase
and have a police radio installed in Captain Jordan's privately
owned vehicle at a cost of approximately $740.00; and requesting that
Captain Jordan be authorized an allowance of $85.00 per month for
the use of his vehicle, was read. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Malburg, that communi-
cation from the Police Chief, dated October 21, 1965, be referred
to the Finance Committee for study and report. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 25, 1965, requesting authority for Captain J. C. Jordan and
himself to attend the National District Attorneys Association
Institute at San Francisco, California from November 18 to 20, 1965,
inclusive, with an expense allowance of $167.90 each, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Police Chief, dated October 25, 1965, be approved
and authority granted to issue warrants in the amount of $167.90
each to R. H. Bockhacker and J. C. Jordan. Motion carried.
Activity Log of the Police Department for the period
October 16 - 31, 1965 inclusive, was presented.
It was moved by Poxon, seconded by Malburg, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from Vincent R. Bush, Building Official,
and L. C. Husted, Fire Chief, dated October 29, 1965, with reference
to application filed by Reliance Steel & Aluminum Company for a
building permit seeking the allowance of a variance from the require-
ments of the Uniform Building Code, recommending that Reliance Steel
& Aluminum Company be granted a variance from the requirements of
the Uniform Building Code subject to certain conditions as outlined,
was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Malburg, that Reliance
Steel & Aluminum Company be granted a variance from the requirements
of the Uniform Building Code subject to the conditions as enumerated
in communication from the Building Official and the Fire Chief,
dated October 29, 1965. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
October 28, 1965, transmitting a proposed application before the
Public Utilities Commission of the State of California for the
construction of Randolph Street across the right-of-way of the
Southern Pacific Company west of Boyle-State Street, recommending
that the City of Vernon make application to the Commission for the
construction of said crossing, was read. (Copy to each member of
the City Council)
Resolution No. 2804 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to execute
an application of the City of Vernon to construct a public street
across the right-of-way of the Southern Pacific Company at Randolph
Street, was read.
It was moved by Mai1liard, seconded

railroad crossing protection devices at the crossing of Boyle-State,
Randolph Street and Southern Pacific Company's tracks, recommending
that the City make application to the Public Utilities Commission
for an allocation of funds to assist in financing this work, was
read. (Copy to each member of the City Council)
Resolution No. 2803 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to sign an

Communication from L. C. Husted, Fire Chief, dated October
27, 1965, requesting authority for Warren P. Musgrave and Fred C.
Colvin to attend the California Fire Chiefs' Association, Fire
Prevention Officers' Section, Joint Northern/Southern Division
Meeting at Fresno, California on November 12, 1965 with an expense
allowance of $56.30 each, was read.
It was moved by Mail1iard, seconded by Poxon, that the
request of the Fire Chief, dated October 27, 1965, be approved and
authority granted to issue warrants in the amounts of $56.30 each
to Warren P. Musgrave and Fred C. Colvin. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 28, 1965, requesting that Sgt. James R. Tucker be reimbursed
the sum of $20.00 from the Education and Training Fund for a course
entitled "Labor Institute" at the University of California at Los
Angeles, was read.
It was moved by Malburg, seconded by Mail1iard, that the
request of the Police Chief, dated October 28, 1965 be approved and
authority granted to issue warrant in the amount of $20.00 to
James R. Tucker. Motion carried.

Co~~unication from Carl A. Heinze, Consulting Electrical
Engineer, dated October 29, 1965, transmitting a summary of bids
received for miscellaneous scrap metal left over from many recon-
struction jobs and stored at the diesel generating plant, and
recommending that the award of all these items be made to the Newman
Iron and Metal Company, the highest bidder, was read.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Consulting Electrical Engineer, dated October
29, 1965, be approved. Motion carried.
Communication from the Los Angeles County Board of Super-
visors with reference to resolution adopted by the Board on October
26, 1965 relative to the tax burden on property o~~ers, was read.

It was moved by Poxon, seconded by Malburg, that communi-
cation from the Los Angeles County Board of Supervisors relative
to t~e t~~ burden on property owner~ be received for study. Motion

Communication from Industrial Textile Service requesting
a license to operate a machine shop at 5699 District Blvd., was
read.

request of Industrial Textile Service be referred to the Building
Department with power to act. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 1, 1965, requesting authority to employ James L. Horton as
Policeman Grade 4, effective November 16, 1965, was read.
It was moved by Poxon, seconded by Malburg, that the
request of the Police Chief, dated November 1, 1965, be approved.
Motion carried.
Communication from Haskins & Sells, Certified Public
Accountants, dated October 28, 1965, transmitting copies of financial
statements and supplemental schedules for the year ended June 30,
1965, and copies of summary of cash balances, June 30, 1965 and
statements of cash receipts and disbursements for the year ended
June 30, 1965, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Mailliard, that the
reports of Haskins & Sells, Certified Public Accountants, for the
year ended June 30, 1965, be received for study. Motion carried.
Communication from Policeman George Renek, dated November
2, 1965, tendering his resignation effective as of the close of his
tour of duty on November 15, 1965, together with recommendation for
approval by the Police Chief, was read.
It was moved by Poxon, seconded by Malburg, that the
reaignatinn of Policeman George Renek be accepted effective at the
close of his tour of duty on Nov~mber 15, 1965. Motion carried.

"Warrant Register No. 200" covering claims and demands
presented during the period October 16 to 31, which includes Demands
Nos. 9250 to 9424 (both inclusive) drm~ on the United California
Bank, totaling $26,079.64 and Demands Nos. LP 308 to LP 311 (both
inclusive) drawn on the United California Bank, totaling $710,003.87
(accounting period November, 1965), was examined and audited.
