MINUTES OF A REGUlAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 16, 1965 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Furlong, Mailliard, Malburg
COUNCIL ABSENT: Anderson, Poxon
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Malburg, seconded by Mailliard, that minutes
of the meeting of November 2, 1965 be approved as written and
submitted. Motion carried.
Communication from Wm. H. Schweiss requesting a license to
operate a barber shop at 3715 Santa Fe Avenue, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Wm. H. Schweiss be approved and license granted. Motion
carried.
Communication from Philip Sinclair Meat Company requesting
a license to conduct a business of meat jobber at 4224 District
Blvd., was read.
It was moved by Mai11iard, seconded by Malburg, that the
request of Philip Sinclair Meat Company be approved and license
granted. Motion carried.
Communication from Service Unloading requesting a license
to conduct a business of unloading service at 3217 E. 44th Street,
was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Service Unloading be approved and license granted. Motion
carried.
Communication from Crescent Food Company requesting a
license to conduct a business of food distribution at 5403 Santa Fe
Avenue, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Crescent Food Company be referred to the Building Depart-
ment with power to act. Motion carried.
Communication from A & B Appliance Service requesting a
license to conduct a business of repairing appliances at 2801 E. 46th
Street, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of A & B Appliance Service be referred to the Building
Department with power to act. Motion carried.
Copy of Resolution No. 118 of the City Council of the City
of San Mateo, California expressing support and devotion to the
members of the armed forces of this country fighting in Viet Nam,
was read. (Copy to each member of the City Council)

It was moved by Malburg, seconded by Mailliard, that copy
of Resolution No. 118 of the City Council of the City of San Mateo,
California be received and filed. Motion carried.
Communication from the Finance Committee, dated November
5, 1965, recommending that the Police Chief be authorized to purchase
and have a police radio installed in Captain Jordan's privately
owned vehicle at a cost of approximately $740.00; and recommending
that Captain Jordan be authorized an allowance of $85.00 per month
for the use of his private vehicle, effective December 1, 1965, was
read.
It was moved by Malburg, seconded by Mail1iard, that the
recommendations of the Finance Committee, dated November 5, 1965, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 9, 1965, requesting that J. L. Morrison be advanced from
Lieutenant Grade 4 to Grade 3, effective December 1, 1965, was read.
It was moved by Malburg, seconded by Mai11iard, that the
request of the Police Chief, dated November 9, 1965, be approved.
Motion carried.
Activity Log of the Police Department for the period
November 1 - 15, 1965, inclusive, was presented.
It was moved by Mailliard, seconded by Malburg, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from the Los Angeles County Board of Super-
visors, dated November 12, 1965, transmitting a certified copy of a
resolution adopted by the Board of Supervisors on October 26, 1965,
in the matter of the proposed improvement of Packers Avenue and other
rights of way in the vicinity of Vernon under County Improvement No.
2368-M, was read. (Copy to each. member of the City Council)
It was moved by Malburg, seconded by Mai1liard, that
communication from the Los Angeles County Board of Supervisors,
dated November 12, 1965, together with transmittal, be received and
filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 10, 1965, transmitting documents for use in making appli-
cation to the Local Agency Formation Commission for the proposed
Packers Island Annexation to the City of Vernon, and recommending
that these forms be approved and the City Clerk be authorized to
forward them to the Local Agency Formation Commission for their
consideration, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mai1liard, that the
documents transmitted by the Traffic Engineer under date of November
10, 1965, be approved; and that the City Clerk be authorized and
<Urected to sign and forward application with the necessary forms
to the Local Agency Formation Commission for the proposed Packers
Island Anne1{.ation to the City of Vernon. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
November 11, 1965, requesting that lease agreement between the City
of Vernon and Officer Samuel J. Williams for one 1959 Harley-
Davidson motorcycle, Engine No. FL-6574, be terminated as of November
9, 1965; and requesting that new lease agreement, as submitted,
between the City of Vernon and Officer Samuel J. Williams for one
1966 Harley-Davidson motorcycle, Engine No. FL-607l, be approved
effective as of November 9, 1965, was read.
It was moved by Mailliard, seconded by Malburg, that the
requests of the Police Chief, dated November 11, 1965, be approved
and that the Mayor and the City Clerk be authorized to execute new
lease agreement on behalf of the City of Vernon. Motion carried.
Communication from L. C. Husted, Fire Chief, dated November
10, 1965, requesting authority to advance Autofireman X. J. Padilla
from Grade 2 to Grade 1, effective December 1, 1965, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Fire Chief, dated November 10, 1965, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 11, 1965, requesting authority to employ David K. Furlong
as Policeman Grade 4, effective November 16, 1965, pending satis-
factory medical and psychiatric reports, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Police Chief, dated November 11, 1965, be approved.
Motion carried.
Communication from the Holy Name Society of Our Lady of
Guadalupe Church, dated November 10, 1965, expressing appreciation
for having allowed Fireman Tom Stanley to give them a demonstration
on artificial resuscitation, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from the Holy Name Society of Our Lady of Guadalupe
Church, dated November 10, 1965, be received and filed. Motion
carried.
Communication from the California Highway Commission,
dated November 8, 1965, transmitting a copy of a resolution giving
general support to the additional steps being taken by the Federal
Government in highway beautification; and transmitting a copy of a
resolution generally supporting the expanding interest of the
Federal Government in the highway safety area, particularly in its
aim of advancing highway safety through improved route location,
design and construction, and correction of accident causing
conditions, was read. (Copy to each member of the City Council)
It was moved by Mailliard, seconded by Malburg, that
communication from the California Highway Commission, dated November
8, 1965, together with transmittals, be received and filed. Motion
carried.

It was moved by Malburg, seconded by Mailliard, that
excavation applications numbered 27392 to 27395 inclusive be filed
and permits granted. Motion carried.
"Warrant Register No. 201" covering claims and demands
presented during the period November 1 to 15, which includes Demands
Nos. 9425 to 9533 (both inclusive) drawn on the United California
Bank, totaling $36,836.19 and Demands Nos. LP 312 to LP 316 (both
inclusive) drawn on the United California Bank, totaling $706,364.85
(accounting period November, 1965), was examined and audited.
It was moved by Mailliard, seconded by Malburg, that
"Warrant Register No. 201" be approved and payment authorized for
Demands Nos. 9425 to 9533 (both inclusive) and Demands Nos. LP 312
to LP 316 (both inclusive), with no exceptions. Motion carried.

"Payroll Warrant Register No. 100" covering claims and
demands presented during the period October 1 to 31, which includes
Demands Nos. 1097 to 1107 (both inclusive), drawn on the Crocker-
Citizens National Bank, totaling $231,890.85 (accounting period
October, 1965), was examined and audited.
It was moved by Mailliard, seconded by Malburg, that
"Payroll Warrant Register No. 100" be approved and payment authorized
for Demands Nos. 1097 to 1107 (both inclusive), with no exceptions.
Motion carried.

There being no further business to come before the meeting,
it was moved by Malburg, seconded by Mailliard, that the meeting
