19651207 Regular City Council Meeting - Minutes I I MINUTES OF A REGUIAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD DECEMBER 7, 1965 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Furlong, Mailliard, Malburg COUNCIL ABSENT: Anderson, Poxon The meeting was called to order by Mayor R. J. Furlong. It was moved by Mailliard~ seconded by Malburg, that minutes of the meeting of November 16, 1965 be approved as written and submitted. Motion carried. Communication from Olympic Brokerage Company requesting a license to conduct a meat brokerage business at 4334 Alcoa Avenue, was read. It was moved by Malburg, seconded by Mailliard~ that the request of Olympic Brokerage Company be approved and license granted. Motion carried. Communication from P.R.I.D.E. Transportation Co. requesting a license to conduct a business of trucking for hire at 4425 E. 49th Street, was read. It was moved by Malburg, seconded by Mailliard, that the request of P.R.I.D.E. Transportation Co. be approved and license granted. Motion carried. Communication from C. E. Dancer dba Tip Dancer's Lunch Service requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that the request of C. E. Dancer dba Ti~ Dancer's Lunch Service be approved and license granted. Motion carried. Communication from Ed L. Hatfield dba Ed's Deluxe Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard, that the request of Ed L. Hatfield dba Ed's Deluxe Catering be approved and license granted. Motion carried. Communication from Fruitaroma requesting a license to conduct a business of manufacturing flavors and extracts at 2715 E. 37th Street, was read. It was moved by Mailliard, seconded by Malburg, that the request of Fruitaroma be referred to the Building Department with power to act. Motion carried. Communication from The Badger Fire Extinguisher Company requesting a license to conduct a business of manufacturing fire extinguishers at 5005 Hampton Street, was read. 8S I I -2- 12/7/65 It was moved by Mailliard, seconded by Malburg, that the request of The Badger Fire Extinguisher Company be referred to the Building Department with power to act. Motion carried. Communication from Southern California Association of Governments, dated November 19, 1965, with reference to the formation meeting held on October 28, 1965, transmitting a copy of a resolution proclaiming the intention of SCAG to act to preserve local autonomy and conduct a regional planning effort, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that communication from Southern California Association of Governments, dated November 19, 1965, together with transmittal, be received and filed. Motion carried. Communication from the Registrar of Voters, County of Los Angeles, dated December 1, 1965, requesting permission to use the Bny Scout Hut, 2265 E. 38th Street, as a polling place for the Direct Primary Election on June 7, 1966 and the General Election on November 8, 1966, was read. It was moved by Mailliard, seconded by Malburg, that the request of the Registrar of Voters, County of Los Angeles, dated December 1, 1965, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated November 23, 1965, advising that Firemen Pervon L. Butler and Thomas E. Spirk resigned from the Fire Department, effective November 1, 1965, was read. It was moved by Malburg, seconded by Mai1liard, that the resignations of Firemen Pervon L. Butler and Thomas E. Spirk be accepted. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated November 26, 1965, transmitting print of County Road Department dr~l.\"'ing DL 3453 showing plan and profile of bridge to be constructed on Bandini Boulevard over the Los Angeles River, and recommending that the drawing be approved as submitted by the Los Angeles County Road Department, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mail1iard, that drawing DL 3453 as submitted by the Los Angeles County Road Depart- ment, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated November 26, 1965, advising that Mr. Richard G. Munsell, Engineering Aide I, Step 2, has tendered his resignation effective at the close of business December 15, 1965, and requesting that Mr. Munsell's resignation be accepted, was read. It was moved by Malburg, seconded by Mailliard, that the resignation of Mr. Richard G. Munsell be accepted. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 1, 1965, requesting authority to advance certain employees as listed and to reclassify certain employees as listed, effective January 1, 1966, was read. Motion carried. Communication from G. G. Skalsky, Assistant Director of Civil Defense, dated December 2, 1965, transmitting an Agreement for Mutual Accommodation between the City of Vernon and the Los Angeles Plant of Swift and Company, and recommending that this agreement be approved and that the Mayor and the City Clerk be authorized to execute same on behalf of the City of Vernon, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mai1liard, that the Mayor and the City Clerk be authorized and directed to execute, on behalf of the City, A.greement for Mutual Accommodation between the City of Vernon and the Los Angeles Plant of Swift and Company. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 29, 1965, recommending that Officer C. J. Allen be reimbursed the sum of $12.47 from the Education and Training Budget appropriati.on for a course in Police Science at Rio Hondo Junior College, was read. It was moved by Mai1liard, seconded by Malburg, that the recommendation of the Police Chief, dated November 29, 1965, be approved and authority granted to issue warrant in the amount of $12.47 to C. J. Allen. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated December 2, 1965, advising that he suspended Officer R. D. Dunlap for one day without pay, effective December 3, 1965, for violation of Section 400.48 of the Departmental Manual of Policy and Ethics, was read. It was moved by Malburg, seconded by Mai1liard, that the action taken by the Police Chief be approved. Motion carried. Activity Log of the Police Department for the period November 16 - 31, 1965 inclusive, was presented. It was moved by Malburg, seconded by Mai11iard, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Perry Canale dba Canale Foods requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Mai1liard, seconded by Malburg, that the request of Perry Canale dba Canale Foods be approved and license granted. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated December 3, 1965, requesting that certain personnel be advanced in grade as listed, effective January 1, 1966, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that the request of the Superintendent, Water & Sewer Systems, dated December 3, 1965, be approved. Motion carried. I I -4- 12/7/65 Communication from Koffee Ken's requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Mai11iard, seconded by Malburg, that the request of Koffee Ken's be referred to the Fire Department with power to act. Motion carried. Communication from the Cit~of Los Angeles, dated December 3, 1965, transmitting a report of th~~Uanning Committee with reference to proposed detachment of two parcels of land from the City of Los Angeles for subsequent annexation to the City of Vernon, which was adopted by the Council of the City of Los Angeles at its meeting held on December 3, 1965, was read. It was moved by Mai11iard, seconded by Malburg, that communication from the City of Los Angeles, dated December 3, 1965, together with transmittal, be received and filed. Motion carried. Copy of a communication from Robbins Aviation, Inc., dated December 3, 1965, addressed to Dun & Bradstreet, Inc., with reference to correct address of Robbins Aviation, Inc., was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mail1iard, that the City Clerk be instructed to write a letter to Mr. Hugh C. Robbins, President of Robbins Aviation, Inc., on behalf of the City Council expressing its appreciation and commendation for his concern and efforts in publicizing the City of Vernon as a separate entity. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated December 3, 1965, requesting that Sgt. L. S. Rosenkrantz be reimbursed the sum of $11.00 and that Lt. J. L. Morrison be reimbursed the sum of $8.00 from the Education and Training Budget appropriation for courses in Police Science, was read. It was moved by Mailliard, seconded by Malburg, that the request of the Police Chief, dated December 3, 1965, be approved and authority granted to issue warrants in the amount of $11.00 to LQ S. Rosenkrantz and in the amount of $8.00 to J. L. Morrison. Notion carried. Report of Health Department Activities for the month of October, 1965, was presented. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that Report of Health Department Activities be received and filed. Motion carried. Communication from J & W Metal Polishing Co. requesting a license to conduct a business of electro plating and polishing at 2180 E. 51st Street, was read. It was moved by Mai11iard, seconded by Malburg, that the request of Metal Polishing Co. be referred to the Fire Department with power to act. Motion carried. I I -5- 12/7/65 Copy of Resolution No. 65-190 of the City Council of the City of Baldwin Park, California, urging that the necessary steps be taken to effect deferment of local police officers from military duty during periods of international policing actions involving the use of United States Military Forces, was read. It was moved by Mai1liard, seconded by Malburg, that copy of Resolution No. 65-190 of the City Council of the City of Baldwin Park, California, be received and filed. Motion carried. Mayor Furlong reported that Councilwoman Judith M. Poxon is temporarily unable to attend the meetings of the City Council due to illness. It was moved by Mai1liard, seconded by Malburg, that permis~on be granted to Councilwoman Judith M. Poxon to absent herse1rrrom regular meetings of the City Council until she is physically able to attend said meetings. Motion carried. The following excavation applications, all having approval of the Engineering Departments, were presented: Application 27396 - So. Calif. Edison Co. to relocate three poles and two anchors, and trench three poles. Application 27397 - So. Calif. Gas Co. to check depth in 26th St. from Downey Road to So to St. Application 27398 - California Water Service Co. to install new service to 4444 E. 26th St. Application 27399 - So. Calif. Edison Co. to install one pole in E/s Alcoa Ave. s/o Vernon Ave. Application 27400 - Southern Pacific R.R. Co. to recondition track area at intersection of 55th St. and Alameda St. It was moved by Mail1iard, seconded by Malburg, that excavation applications numbered 27396 to 27400 inclusive be filed and permits granted. Motion carried. ilWarrant Register No. 202" covering claims and demands presented during the period November 16 to 30, which includes Demands Nos. 9534 to 9705 (both inclusive) drm,vn on the United California Bank, totaling $57,546.51 and Demands Nos. LP 317 to LP 320 (both inclusive) drawn on the United California Bank, totaling $3,672.38 (accounting period December, 1965), was examined and audited. It was moved by Mai1liard, seconded by Malburg, that ''Warrant Register No. 202" be approved and payment authorized for Demands Nos. 9534 to 9705 (both inclusive) and Demands Nos. LP 317 to LP 320 (both inclusive), with no exceptions. Motion carried.
