MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 4, 1966 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE~ VERNON. CALIFORNIA.
COUNCIL PRESENT: Furlong, Mai11iard, Malburg
COUNC IL ABSENT: Ander son, Poxon
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Malburg, seconded by Mai11iard, that
minutes of the meeting of December 21, 1965 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for the construction of Well Number l~ in
accordance with Contract No. 318.
It was moved by Malburg, seconded by Mai11iard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:
Roscoe Moss Company
Midway Drilling and Pump Co.
$ 93,634.00
99,775.00
It was moved by Malburg, seconded by Mai11iard, that bids
received for the construction of Well Number 15, in accordance with
Contract No. 318, be referred to the Superintendent, Water & Sewer
System~ and the City Attorney for checking and report. Motion
carried.
It was moved by Mail1iard, seconded by Malburg, that
Ordinance No. 774 receive a third and final reading by title. Motion
carried.
Ordinance No. 774 - An Ordinance of the City of Vernon
amending Ordinance No. 710 of said City, was read for a third and
final reading by title.
It was moved by Malburg, seconded by Mai11iard, that
Ordinance No. 774 receive and pass a third reading and be adopted.
Motion carried.

Copy of Jail Standards Evaluation Form covering inspection
of the Vernon City Jail on December 22, 1965, was presented. (Copy
to each member of the City Council)
It was moved by Mai1liard, seconded by Malburg, that copy
of Jail Standards Evaluation Form covering inspection of the Ver1\OU
City Jail on December 22, 1965, be received and filed. Motion
carried.

Communication from the State of California, Department of
Public Health, dated December 23, 1965, expressing appreciation for
the use of the Public Works Building for their audiometric training
sessions, was read.
It was moved by Malburg, seconded by Mail1iard, that
communication from the State of California, Department of Public
Health, dated December 23, 1965, be received and filed. Motion
carried.
Communication from F. A. Ziemer, City Clerk, dated December
27, 1965, requesting authority for Brooks Carden, Purchasing Agent,
to attend the Annual Conference of the California Association of
Public Purchasing Officers at Anaheim, California from January 26
to 28, 1966 inclusive, with an expense allowance of $52.50, was
read.
It was moved by Mai11iard, seconded by Malburg, that the
request of the City Clerk, dated December 27, 1965, be approved and
authority granted to issue warrant in the amount of $52.50 to
Brooks Carden. Motion carried.
Communication from Carl A. Heinze, Consulting Electrical
Engineer, dated December 28, 1965, transmitting bids received for
miscellaneous obsolete and junk material returned to the City of
Vernon by the Southern California Edison Company, and recommending
that the award of all these items be made to the Rosen's Electrical
Equipment Co., Inc., the highest bidder, was read.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Consulting Electrical Engineer, dated December
28, 1965, be approved. Motion carried.
Communication from Sunny Sally, Incorporated, dated
December 27, 1965, requesting that the penalty be waived on past due
water bills provided they continue to pay current bills plus $100.00
a month on the past due account, was read. (Copy to each member of
the City Council)
It was moved by Malburg, seconded by Mailliard, that the
penalty be waived on past due water bills owed by Sunny Sally,
Incorporated provided that they continue to pay current bills plus
$100.00 a month on the past due account. Motion carried.
Communication from the Local Agency Formation Commission,
dated December 29, 1965, advising that hearing has been set for
January 12, 1966 for the proposed Packers Island Annexation to the
City of Vernon, was read.
It was moved by Malburg, seconded by Mai11iard, that D. D.
Grayson, Traffic Engineer, be designated to represent the City of
Vernon at the hearing before the Local Agency Formation Commission
on January 12, 1966 at 9:00 a.m. with reference to the proposed
Packers Island Annexation to the City of Vernon. Motion carried.
Activity Log of the Police Department for the period
December 16 - 31, 1965 inclusive, was presented.
It was moved by Mailliard, seconded by Malburg, that
Activity Log of the Police Department be received and filed. Motion
carried.

Communication from County of Los Angeles, The Regional
Planning Commission, dated December 30, 1965, advising that the
steering committee of the Los Angeles County Association of Planning
Officials has scheduled a general membership meeting for 2:00 P.M.
on January 12, 1966 in Room 150, Hall of Records, 320 West Temple
Street, Los Angeles, was read.
It was moved by Mai11iard, seconded by Malburg, that either
D. D. Grayson, Traffic Engineer, or C. G. Mills, Assistant Planner,
attend the general membership meeting of the Los Angeles County
Association of Planning Officials on January 12, 1966, and give a
report to the City Council at its next meeting on the results of
said general membership meeting of the Los Angeles County Association
of Planning Officials. Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, dated January 3, 1966, with reference to authority
granted at the meeting of December 21, 1965 to purchase Simulaids
and a 24" Doll at an approximate cost of $100.00 to the City,
requesting that authority be granted to increase the cost to the
City from $100.00 to $195.00, was read. (Copy to each member of
the City Council)
It was moved by Mailliard, seconded by Malburg, that the
request of thet\.ssistant Director of Civil Defense, dated January 3,
1966, be approved. Motion carried.
Communication from Hi-Grade Food Distributors requesting
a license to operate a lunch truck in the City of Vernon, was read.
It was moved by Mai11iard, seconded by Malburg, that the
request of Hi-Grade Food Distributors be referred to the Fire Depart-
ment with power to act. Motion carried.
Communication from Thermo Plastic Corporation requesting a
license to conduct a business of manufacturing, warehousing and
selling plastic pipe at 4879 Fruitland Avenue, was read.
It was moved by Malburg, seconded by Mai1liard, that the
request of Thermo Plastic Corporation be referred to the Building
Department with power to act. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 4, 1966, with reference to communication from Beaver Pattern
Works regarding curb parking at 5706 Santa Fe Avenue, recommending
that a parking space, marked green for one hour parking, be provided
on the south side of 57th Street, was read. (Copy to each member
of the City Council)
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Traffic Engineer, dated January 4, 1966, be
approved for the present time; that the Traffic Engineer continue
to work with the industries in this area relative to parking problems;
and that the industries in this area be notified that if they are
not satisfied with the on street parking conditions after the
additional green parking space has been provided on 57th Street, that
they communicate directly with the City Council. Motion carried.

of the Engineering Departments, were presented:

Application 27412 - So. Calif. Gas Co. to repair leak at

Application 27413 - Glass Containers Corp. to install curb
drain in Nls 37th St. opposite Irving
St.
Application 27414 - So. Calif. Edison Co. to install one
pole in S/s 26th St. E/o Harriet St.
It was moved by Mail1iard, seconded by Malburg, that
excavation applications numbered 27409 to 27414 inclusive be filed
and permits granted. Motion carried.
''Warrant Register No. 204" covering claims and demands
presented during the period December 16 to 31, which includes Demands
Nos. 9797 to 9906 (both inclusive) drawn on the United California
Bank, totaling $75,9Q4.21 and Demands Nos. LP 324 to LP 325 (both
inclusive) drawn on the United California Bank, totaling $2,941.67
(accounting period January, 1966), was examined and audited.
It was moved by Mai11iard, seconded by Malburg, that
"Warrant Register No. 204" be approved and payment authorized for
Demands Nos. 9797 to 9906 (both inclusive) and Demands Nos. LP 324
to LP 325 (both inclusive), with no exceptions. Motion carried.

There being no further business to come before the meeting,
it was moved by Malburg, seconded by Mai11iard, that the meeting
