MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Malburg, seconded by Mailliard, that
minutes of the meeting of J,anuary 4, 1966 be approved as written
and submitted. Motion carried.
Communication frrnn R. H. King, Superintendent, Water &
Sewer Systems, dated January 13, 1966, with reference to bids
received for the construction of Well No. 15 in accordance with
Contract No. 318, recommending that the contract be awarded to the
Roscoe Moss Company on the 'basis of their low bid of $93,634.00,
was read.
Resolution No. 2807 - A Resolution of the City Council
of the City of Vernon accepEIng the bid of Roscoe Moss Company for
Well Number 15, in accordan.ce with Contract No. 318, was read.

to operate a lunch truck in the City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Commerce Catering be referred to the Health Department
and the Fire Department with power to act. Motion carried.

license to conduct a meat brokerage business at 3207 E. Vernon
Avenue, was read.

with power to act. Motion carried.
Communication from American District Telegraph Company
requesting a license to conduct a business of protection services
in the City of Vernon, was lC'ead.

request of American District Telegraph Company be referred to the
City Attorney. Motion carried.
Communication frmn H. C. Fuller requesting a license to
operate a meat sales and brc)kerage business at 4334 Alcoa Avenue,
was read.

request of H. C. Fuller be approved and license granted. Motion
carried.
Copy of Agenda Item No. 14 of Survey, dated January 12,
1966, from the Local Agency Formation Commission, Los Angeles County,
was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that copy
of Agenda Item No. 14 of Survey, dated January 12, 1966, from the
Local Agency Formation Commission, Los Angeles County, be received
and filed. Motion carried.
Copy of a Resolution of the Council of the City of Glendale
requesting the Board of Supervisors to act affirmatively with regard
to Foothill Freeway Route Agreements, was read.
It was moved by Malburg, seconded by Mailliard, that copy
of a Resolution of the Council of the City of Glendale be received
and filed. Motion carried.
Communication from the City of Orange, dated December 14,
1965, transmitting a certified copy of Resolution No. 2559 of the
City Council of the City of Orange expressing support and devotion
to the members of the Armed Forces of this country fighting in Viet
Nam, was read.
It was moved by Mailliard, seconded by Malburg, that
communication from the City of Orange, dated December 14, 1965,
together with transmittal, be received and filed. Motion carried.
Communication from the Los Angeles Junction Railway Company,
dated January 12, 1966, requesting that franchise to construct and
maintain a single spur track over Atlantic just north of the Los
Angeles River Bridge (assigned PUC No. 25C-l.46C) be renewed, was
read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Los Angeles Junction Railway Company, dated January
12, 1966, be referred to the Traffic Engineer and the City Attorney
for preparation of the necessary documents. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated January
11, 1966, transmitting a list of records which are recommended for
immediate destruction, and recommending that the City Attorney be
instructed to draft a resolution authorizing the destruction of
certain public records, was read. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mail1iard, that the
City Attorney be instructed to draft a resolution authorizing the
destruction of certain public records in accordance with the list
transmitted by the City Clerk with communication dated January 11,
1966. Motion carried.
Communication from Mr. Vincent P. Kelly, dated January 12, ~
1966, requesting that he be relieved of the duties and responsibilities ,.",1
of the Director of Sanitation, effective February 1, 1956, upon the
recommendation of his personal physician and due to his present
physical condition; and suggesting that he be reclassified as Deputy
Director of Sanitation, Grade 1, was read.

It was moved by Mailliard, seconded by Malburg, that
Mr. Vincent P. Kelley be relieved of the duties and responsibilities
of the Director of Sanitation, effective at the close of business
on January 31, 1966; that Mr. Louis S. Hauger be appointed Director
of Sanitation, Grade 3, effective February 1, 1966; that Mr. Vincent
P. Kelley be reclassified as Deputy Director of Sanitation, Grade 1,
effective February 1, 1966; and that the auto allowance previously
authorized for Mr. Hauger and Mr. Kelley be continued. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 6, 1966, requesting authority to attend the Institute of
Traffic Engineers - Traffic Control Device Evaluation Workshop at
Berkeley, California from January 25 to 26, 1966, with an expense
allowance of $77.00, was read.
It was moved by Malburg, seconded by Mai1liard, that the
request of the Traffic Engineer, dated January 6, 1966, be approved
and authority granted to issue warrant in the amount of $77.00 to
D. D. Grayson. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 6, 1966, requesting authority to attend The Eighteenth
Annual California Street and Highway Conference at the Berkeley
Campus - University of California from January 27 to 29, 1966, with
an expense allowance of $134.75, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Traffic Engineer, dated January 6, 1966, be approved
and authority granted to issue warrant in the amount of $134.75 to
D. D. Grayson. Motion carried.
Communication from L. C. Husted, Fire Chief, dated January
10, 1966, requesting authority to advance Mr. Ronald G. Smith to
Secretary Grade 1, effective February 1, 1966, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of the Fire Chief, dated January 10, 1966, be approved.

Report of Health Department Activities for the month of
December, 1965, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mailliard, that the
Report of Health Department Activities be received and filed. Motion
carried.
Activity Log of the Police Department for the period
January 1 - 15, 1966 inclusive, was presented.
It was moved by Mai1liard, seconded by Malburg, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 13, 1966, transmitting Contract No. 304 for the Improvement
of Santa Fe Avenue - North City Boundary to Pacific Boulevard, 27th
Street - East of Santa Fe Avenue, 28th Street - East of Santa Fe
Avenue, 30th Street - East of Santa Fe Avenue, and recommending that
the contract be approved and that authority be granted to advertise
for bids, was read.

Resolution No. 2806 - A Resolution of the City Council of
the City o~Vernon-approving Contract No. 304 for the Improvement of
Santa Fe Avenue - North City Boundary to Pacific Boulevard; 27th
Street - East of Santa Fe Avenue; 28th Street - East of Santa Fe
Avenue; 30th Street - East of Santa Fe Avenue, and directing the
giving of notice i~viting sealed proposals or bids in accordance
with Contract No. 304 of the City of Vernon, was read.

Communication from D. D. Grayson, Traffic Engineer, dated
January 14, 1966, transmitting Memorandum of Agreement between the
City of Vernon and Mobil Oil Company regarding the acquisition of
rights-of-way in connection with the development of Bandini Boulevard
along 37th Street, and ~ecommending that the agre~ment be approved
and the Mayor and City Clerk be authorized to execute same on behalf
of the City, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mail1iard, that the
Mayor and City Clerk be authorized and directed to execute, on behalf
of the City, Hemorandum of Agreement between the City of Vernon and
Mobil Oil Company regarding the acquisition of rights-of-way in
connection with the development of Bandini Boulevard along 37th
Street. Motion carried9

to operate a lunch truck in the City of Vernon, was read.

Communication from L. C. Husted, Fire Chief, dated January
14, 1966, requesting authority to advance certain personnel as listed
from Hosemen Grade 4 to Grade 3, effective February 1, 1966, as these
men will have satisfactorily completed one year in their present
probationary grade, was read. (Copy to each member of the City
Council)

request of the Fire Chief, dated January 14, 1966, be approved.

Communication from R. H. Bockhacker, Police Chief, dated
January 14, 1966, requesting that R. I. Amos be advanced from
Policeman Grade 2 to Grade 1, effective February 1, 1966, was read.
It was moved by Mailliard, seconded by Malburg, that the

It was moved by Malburg, seconded by Mailliard, that the
request of Frank Gompert, Inc. be referred to the Building Department
with power to act. Motion carried.
Copy of Resolution No. 3388 of the City Council of the
City of Santa Monica, California, urging that the necessary steps be
taken to effect deferment of local police officers from military
duty during period~ of international policing actions involving the
use of United States Military Forces, was read.
It was moved by Malburg, seconded by Mailliard, that copy
of Resolution No. 3388 of the City Council of the City of Santa
Monica, California, be received and filed. Motion carried.
Communication from the County of Los Angeles, Department
of County Engineer, dated January 15, 1966, giving notification in
accordance with Section 58855 of the Government Code that the attached
proposal entitled tlBell Gardens Parking District No. 1 of the City
of Bell Gardens" has been submitted to the County Engineer for a
report, was read.
It was moved by Mailliard, seconded by Malburg, that
communication from the County of Los Angeles, Department of County
Engineer, dated January 15, 1966, be received and filed. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 18, 1966, transmitting proposed Amendment to Agreement
between the City of Vernon and the City of Huntington Park for the
improvement of Boyle-State Street and Randolph Street intersection,
and recommending that this amendment be approved and that the Mayor
and the City Clerk be authorized to execute the amendment on behalf
of the City of Vernon, was read. (Copy to each member of the City
Council)
Resolution No. 2811 - A Resolution of the City Council of
the City of Vernon approving and authorizing execution of Amendment
to Agreement for Joint Project Improvement of the intersection of
Boyle-State Street and Randolph Street, was read.

January 18, 1966, transmitting a proposed Amendment to Application
No. 48075 before the Public Utilities Commission of the State of
California for the construction of Randolph Street across the right-
of-way of the Southern Pacific Company west of Boyle-State Street,
and recommending that the amendment be approved and that the Mayor
and the City Clerk be authorized by resolution to execute the
amendment on behalf of the City of Vernon, was read. (Copy to each

Resolution No. 2810 - A Resolution of the City Council of
the City of Vernon approving and authorizing execution of Amendment
to Application to the Public Utilities Commission for construction
of a public street across the right-of-way of the Southern Pacific

April 12, 1966, was read.

the State of California relating to General Law Cities, was read.

"Payroll Warrant Register No. 102" be approved and payment authorized
for Demands Nos. 1119 to 1128 (both inclusive), with no exceptions.
