MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 1, 1966 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg
COUNCIL ABSENT: Poxon
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Malburg, seconded by Mailliard, that
minutes of the meeting of January 18, 1966 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for the Improvement of Santa Fe Avenue -
North City Boundary to Pacific Boulevard, 27th Street - East of
Santa Fe Avenue, 28th Street - East of Santa Fe Avenue, 30th Street -
East of Santa Fe Avenue, in accordance with Contract No. 304.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by Anderson, that bids
received for the Improvement of Santa Fe Avenue - North City Boundary
to Pacific Boulevard, 27th Street - East of Santa Fe Avenue, 28th
Street - East of Santa Fe Avenue, 30th Street - East of Santa Fe
Avenue, in accordance with Contract No. 304, be referred to the
Traffic Engineer and the City Attorney for checking and report.
Motion carried.
Communication from Canale Foods requesting a license to
operate a lunch truck in the City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Canale Foods be approved and license granted. Motion
carried.
Communication from Swift & Company, dated January 19, 1966,
requesting the installation of a traffic light at the intersection
of Jewel Avenue and Vernon Avenue, was read.
It was moved by Malburg, seconded by Anderson, that the
request of Swift & Company, dated January 19, 1966, be referred to
the Traffic Engineer for study and report. Motion carried.

Copy of Resolution No. 1070 of the City Council of the
City of Pico Rivera supporting legislation to provide more equipment
to aid persons with chronic kidney diseases, was read.
It was moved by Mailliard, seconded by Malburg, that copy
of Resolution No. 1070 of the City Council of the City of Pico Rivera
be received and filed. Motion carried.
Communication from Mr. Paul A. Lindgren, dated January 26,
1966, with reference totraffic problems on the surface streets of the
Los Angeles County metropolitan area, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Mailliard, that
communication from Mr. Paul A. Lindgren, dated January 26, 1966, be
received and filed. Motion carried.
Communication from the Local Agency Formation Commission,
Los Angeles County, dated January 17, 1966, advising that the
Commission adopted an order at its meeting of January 12, 1966
approving the "Packers Island Annexation" to the City of Vernon
subject to the condition that the County enter into a contract with
the successful bidder for the work to be performed and subject to
the revised legal description, was read.
It was moved by Mailliard, seconded by Malburg, that
communication from the Local Agency Formation Commission, Los Angeles
County, dated January 17, 1966, be received and filed. Motion
carried.
Resolution No. 2813 - A Resolution of the City Council of
the City of Vernon initiating annexation of Packers Island Annex
pursuant to Section 35310 of the Government Code of the State of
California, was read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2813 be approved and adopted. Motion carried.

Communication from Aluminum Company of America, dated
January 28, 1966, requesting that penalty assessed on late payment
of water bill be waived due to the circumstances as outlined, was
read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that
penalty assessed against Aluminum Company of America for late payment
of water bill, be waived. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated January
26, 1966, with reference to proposed examination of the records of
the State Board of Equalization at Sacramento pertaining to sales
and use taxes collected by said Board for the City of Vernon, making
certain recommendations in connection therewith, was read. (Copy

It was moved by Anderson, seconded by Malburg, that F. A.
Ziemer and/or L. R. Burch and/or G. G. Skalsky be authorized to
examine the records of the State Board of Equalization at Sacramento
pertaining to sales and use taxes collected by said Board for the
City of Vernon; that said examination be made at a time convenient
to the City Clerk's Office and to the State Board of Equalization;
and that necessary expenses involved in connection with said
examination be authorized. Motion carried.
Communication from Harold W. Faber, Engineering Aide,
dated January 11, 1966, requesting that he be allowed the sum of
$100.00 from the Education and Training Budget appropriation for a
course entitled "Contracts in Engineering" at the University of
Southern California, together with recommendation for approval by
the City Engineer, was read.
It was moved by Mailliard, seconded by Anderson, that
the recommendation of the City Engineer be approved and authority
granted to issue warrant in the amount of $100.00 to the University
of Southern California. Motion carried.
Communication from L. R. Adams, Civil Engineering Assistant,
dated January 27, 1966, requesting that he be reimbursed the sum of
$100.00 from the Education and Training Budget appropriation for a
course entitled "Open Channel Flow" at the University of Southern
California, together with recommendation for approval by the City
Engineer, was read.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the City Engineer be approved and authority granted
to issue warrant in the amount of $100.00 to L. R. Adams. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 26, 1966, recommending that Lt. M. A. deRuyter be reimbursed
the sum of $33.50 from the Education and Training Budget appropri-
ation for courses in Police Science at the California State College
at Los Angeles, and that Sgt. B. G. Emrick be reimbursed the sum of
$11.50 from the Education and Training Budget appropriation for
courses in Police Science at East Los Angeles College, was read.
It was moved by Anderson, seconded by Mailliard, that the
recommendation of the Police Chief, dated January 26, 1966, be
approved and authority granted to issue warrants in the amount of
$33.50 to M. A. deRuyter and in the amount of $11.50 to B. G. Emrick.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 25, 1966, requesting authority to attend the Attorney
General's All Zone Meeting of Chiefs of Police at San Francisco,
California from February 9 to 11, 1966, with an expense allowance of
$143.90, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of the Police Chief, dated January 25, 1966, be approved
and authority granted to issue warrant in the amount of $143.90 to
R. H. Bockhacker. Motion carried.
Activity Log of the Police Department for the period
January 16 - 31, 1966 inclusive, was presented.

It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from Paramount Showcard Service requesting a
license to conduct a business of commercial art work and showcards
at 2300 E. 27th Street, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of Paramount Showcard Service be referred to the Building
Department with power to act. Motion carried.
Communication from the State Employees' Retirement System,
dated January 27, 1966, transmitting the actuarial valuation showing
the additional contributions necessary by the City of Vernon in the
event the City Council elects to amend its contract with the State
Employees' Retirement System to include benefits for increased
allowances for its retired employees under any and/or all provisions
of Sections 21251.4, 21251.5 and 21251.6 of the Retirement Law, was
read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that
communication from the State Employees' Retirement System, dated
January 27, 1966, be referred to the Finance Committee for study and
report. Motion carried.
Communication from SBJ Meat Company Inc. dba Merchants
Meat Company requesting a license to conduct a business of wholesale
meats at 3275 East Vernon Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of SBJ Meat Company dba Merchants Meat Company be referred
to the Building Department with power to act. Motion carried.
Communication from Dean Holman dba Hi-Grade Foods
requesting a license to operate a lunch truck in the City of Vernon,
'tvas read.
It was moved by Anderson, seconded by Mailliard, that the
request of Dean Holman dba Hi-Grade Foods be approved and license
granted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 31, 1966, recommending that Sgts. F. E. Sweeney and P. A.
Taylor be reimbursed the sum of $15.00 each from the Education and
Training Budget appropriation for an enrollment fee to attend the
ilThird Vice Control Institute" at California State College at Los
Angeles on March 5, 12, 19 and 26, 1966, was read.
It was moved by Malburg, seconded by Anderson, that the
recommendation of the Police Chief, dated January 31, 1966, be
approved and authority granted to issue warrants in the amount of
$15.00 each to F. E. Sweeney and P. A. Taylor. Motion carried.
Communication from Rentrux, Inc. requesting a license to
conduct a business of truck leasing and maintenance at 2755 E. 26th
Street, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of Rentrux, Inc. be approved and license granted. Motion
carried.

Communication from R. H. Bockhacker, Police Chief, dated
January 31, 1966, recommending that Sgt. L. S. Rosenkrantz be
re~bursed the sum of $30.00 from the Education and Training Budget
appropriation for a course in Police Science at California State
College at Los Angeles, was read.
It was moved by Malburg, seconded by Anderson, that the
recommendation of the Police Chief, dated January 31, 1966, be
approved and authority granted to issue warrant in the amount of
$30.00 to L. S. Rosenkrantz. Motion carried.
Communication from L. C. Husted, Fire Chief, dated February
1, 1966, requesting that the following personnel be reimbursed the
amounts indicated from the Education and Training Budget appropri-
ation for courses in Fire Science, was read:

It was moved by Mailliard, seconded by Malburg, that the
request of the Fire Chief, dated February 1, 1966, be approved and
authority granted to issue warrants in the amounts as listed. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 1, 1966, requesting that lease agreement between the City
of Vernon and Officer Robert N. Graham for one 1962 Harley-Davidson
Motorcycle, Engine #FL-10136, be terminated as of February 3, 1966,
and requesting that new lease agreement, as submitted, between the
City of Vernon and Officer Robert N. Graham for one 1966 Harley-
Davidson Motorcycle, Engine #FL-8758, be approved, effective February
3, 1966, was read.
It was moved by Mailliard, seconded by Anderson, that the
requests of the Police Chief, dated February 1, 1966, be approved
and that the Mayor and the City Clerk be authorized to execute new
lease agreement on behalf of the City of Vernon. Motion carried.
Communication from National Lead Company and American Hard
Rubber Company, dated January 31, 1966, requesting that the City of
Vernon institute necessary proceedings to effect the annexation of
their rea.l properties designated as "Boyle Heights 1-65" to the
City of Vernon and the detachment of said property from the City of
Los Angeles, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of National Lead Company and American Hard Rubber Company,
dated January 31, 1966, be referred to the Traffic Engineer and the
City Attorney for the preparation of the necessary documents for
use in making application to the Local Agency Formation Commission
for the proposed annexation of certain territory designated as
"Boyle Heights 1-6511. Motion carried.
It was moved by Malburg, seconded by Anderson, that the
City Clerk be instructed to notify each candidate that if he files
a statement of qualifications pursuant to Section 10012.5 of the
Elections Code he shall bear his pro-rata share of the cost of
printing and handling such statement; and further, that he shall
post a deposit of $25.00 to be applied towards such cost. Motion
carried.

It was moved by Mailliard, seconded by Malburg, that

presented during the period January 16 to 31, which includes Demands
Nos. 10034 to 10151 (both inclusive) drawn on the United California
Bank, totaling $120,740.68 and Demands Nos. LP 328 to LP 330 (both
inclusive) drm~ on the United California Bank, totaling $2,626.50
(accounting period February, 1965), was examined and audited.
