MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 15, 1966 AT 2: 15 O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg
COUNCIL ABSENT: Poxon
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard, that
minutes of the meeting of March 1, 1966 be approved as written
and submitted. Motion carried.
Resolution No. 2817 - A Resolution of the City Council of
the City of Vernon of interition to approve an amendment to contract
between the Board of Administration of the State Employees' Retire-
ment System and the City Council of the City of Vernon, was read.
It was moved by Malburg, seconded by Mail1iard, that
Resolution No. 2817 be approved and adopted. Motion carried.

Con:munication from D. D. Grayson, Traffic Engineer, dated
March 10, 1966, with reference to bids received for the Reconstructior
of 26th Street, 795 feet east of Soto Street to 381 feet west of
Downey Road, in accordance with Contract No. 317, recommending that
the contract be awarded to B & P Trucking Company on the basis of
their bid of $64,454.60, was read.
Resolution No. 2819 - A Resolution of the City Council of
the City of Vernon accepting the bid of B & P Trucking Company for
the Reconstruction of 26th Street, 795' East of Soto Street to 381'
West of Downey Road, in accordance with Contract No. 317, was read.
It was moved by Anderson, seconded by Mai11iard, that
Resolution No. 2819 be approved and adopted. MOtion carried.

Communication from Arthur E. Nelson, Jr., City Engineer,
dated March 11, 1966, transmitting Contract No. 319 for Furnishing
and Installing Instrumentation and Te1emetering Equipment, and
recommending that said contract be approved and that authority be
granted to advertise for bids, was read.
Resolution No. 2820 - A Resolution of the City Council of
the City of Vernon approving 'Contract No. 319 for Furnishing and
Installing Instrumentation and Telemetering Equipment and directing
the giving of notice inviting sealed proposals or bids in accordance
with Contract No. 319 of the City of Vernon, was read.
It was moved by Mai1liard, seconded by Malburg, that
Resolution No. 2820 be approved and adopted. Motion carried.

Communication from Louis J. Klass dba Louis & Associates
requesting a license to conduct a food brokerage business at 3213
E. 44th Street, was read.
It was moved by Mai11iard, seconded by Anderson, that the
request of Louis J. Klass dba Louis & Associates be approved and
license granted. Motion carried.
Communication from precision Engineering Company requesting
a license to conduct a business of metal grinding and chrome plating
at 3850 Santa Fe Avenue, was read.
It was moved by Malburg, seconded by Mai11iard, that the
request of Precision Engineering Company be referred to the Building
Department with power to act. Motion carried.
Communication from Commercial Tool & Die Co., Inc.
requesting a license to conduct a tool and die business at 1911 E.
51st Street, was read.
It was moved by Mai1liard, seconded by Malburg, that the
request of Commercial Tool & Die Co., Inc. be referred to the
Building Department with power to act. Motion carried.
Communication from Industrial Police Patrol requesting a
license to conduct a private patrol and guard service in the City of
Vernon, was read.
It was moved by Mail1iard, seconded by Malburg, that the
request of Industrial Police Patrol be referred to the Police
Department with power to act. Motion carried.
Communication from the City of Los Angeles, Planning
Committee, dated March 2, 1966, with reference to a proposed
voluntary organization as described in the material transmitted
with said communication, and as proposed by Los Angeles City Council-
man Louis R. Nowell, was read. (Copy to each member of the City

It was moved by Malburg, seconded by Anderson, that
communication from the City of Los Angeles, Planning Committee,
dated March 2, 1966, together with transmittal, be received and
filed. Motion carried.
Copy of Resolution No. 66-7 of the City Council of the
City of Bellflower, endorsing the Water Bond Issue to be submitted
to voters by the Metropolitan Water District of Southern California
at the June 7, 1966 direct primary election and urging approval
thereof by the voters in Bellflower, was read.
It was moved by Anderson, seconded by Mai1liard, that copy
of Resolution No. 66-7 of the City Council of the City of Bellflower
be received and filed. Motion carried.
Copy of Resolution No. 362 of the City of Orange Cove
expressing support and devotion to the members of the armed forces
of this country fighting in Viet Nam, was read.
It was moved by Malburg, seconded by Anderson, that copy of
Resolution No. 362 of the City of Orange Cove, be received and filed.
Motion carried.

Communication from the City of Cudahy, dated March 7, 1966,
addressed to the Traffic Engineer, transmitting a copy of resolution
of intention prepared as a result of the recent meeting in the County
Road Department concerning plans for regional coordination of
traffic signals on specific projects to be designated at a later
date in the various cities of the southeast area district and unin-
corporated areas, was read. (Copy to each member of the City Council'
It was moved by Malburg, seconded by Anderson, that the
City Attorney be instructed to prepare a resolution similar to the
one transmitted by the City of Cudahy under date of March 7, 1966.
Motion carried.
Communication from Mr. C. H. Mailliard, dated March 3,
1966, requesting permission to lease the city-owned house at 4325
Furlong Place, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
city-owned house located at 4325 Furlong Place be leased to C. H.
Mail1iard. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated March 11, 1966, advising that Mr. Lewis R. Adams, Civil
Engineering Assistant, desir~s to rent a city-owned three bedroom
house, and recommending that Mr. Adams be considered as a tenant
for the next available city-owned three bedroom house, was read.

It was moved by Anderson, seconded by Malburg, that the
city-owned house located at 3345 Fruitland Avenue be leased to Lewis
R. Adams. Motion carried.
Communication from C. E. Nemethi, M,D., Health Officer,
dated March 7, 1966, requ.esting authority for Mayrose Snyder to
attend the 13th Annual Western Safety Congress at the Ambassador
Hotel, Los Angeles, California, on April 5, 1966, with an expense
allowance of $10.00, was read.
It was moved by Mai1liard, seconded by Anderson, that the
request of the Health Officer, dated March 7, 1966, be approved and
authority granted to issue warrant in the amount of $10.00 to
Mayrose Snyder. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated March 7, 1966, requesting authority for Louis S. Hauger to
attend the 13th Annual Western Safety Congress at the Ambassador
Hotel, Los Angeles, California, on April 5 and 7, 1966, with an
expense allowance of $16.00, was read.
It was moved by Mail1iard, seconded by Anderson, that the
request of the Health Officer, dated March 7, 1966, be approved
and authority granted to issue warrant in the amount of $16.00 to
Louis S. Hauger. Motion carried.
Report of Health Department Activities for the month of
February, 1966, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mai11iard, that Report
of Health Department Activities be received and filed. Motion carried.

Communication from R. J. Furlong, Director of Civil Defense,
dated March 7, 1966, requesting authority for Fire Department Captain
Larry M. Jackson to attend the Conference on the Emergency Care of
the Sick and Injured at the Union Oil Center and the University of
California Extension Downtown on March 23 to 26, 1966, with an
expense allowance of $42.23, was read.
It was moved by Anderson, seconded by Mail1iard, that the
request of the Director of Civil Defense, dated March 7, 1966, be
approved and authority granted to issue warrants in the amount of
$33.00 to The Regents of the University of California and in the
amount of $9.23 to Larry M. Jackson. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated March 10, 1966, advising that Mr. Robert McMahon
Utility Man IV, Step 5, has submitted his resignation effective at
the close of business on March 15, 1966, and recommending that the
resignation be accepted, was read.
It was moved by Malburg, seconded by Mailliard, that the
resignation of Mr. Robert McMahon be accepted. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated March 9, 1966, requesting authority to attend
the meeting of the California Section, American Water Works
Association, at Santa Rosa, California, on April 15, 1966, with an
expense allowance of $78.00, was read.
It was moved by Anderson, seconded by Mail1iard, that the
request of the Superintendent, Water & Sewer Systems, dated March 9,
1966, be approved and authority granted to issue warrant in the
amount of $78.00 to R. H. King. Motion carried.
Activity Log of the Police Department for the period March
1 - 14, 1966 inclusive, was presented.
It was moved by Malburg, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried.
Copy of Resolution of the Board of Supervisors of the
County of Los Angeles opposing the proposed constitutional amendment
sponsored by "The Anonymous Committee for the Abolition of the
Prohibition Against Marijuana" and opposing the measure if it
qualifies for the ballot, was read. (Copy to each member of the
City Council)
It was moved by Malburg, seconded by Anderson, that the
City Attorney be instructed to prepare a resolution opposing the
proposed constitutional amendment sponsored by "The Anonymous
Committee for the Abolition of the Prohibition Against Marijuana"
and opposing the measure if it qualifies for the ballot. Motion
carried.
Communication from Dependable Trucking Co., Inc. requesting
a license to conduct a general freight handling business at 4510
Lorna Vista, was read.
It was moved by Mail1iard, seconded by Malburg, that the
request of Dependable Trucking Co., Inc. be referred to the Building
Department with power to act. Motion carried.

Communication from Certified Grocers of California, Ltd.
requesting a license to conduct a business of wholesale meat distri-
bution at 2900 Ayers Avenue, was read.
It was moved by Mai11iard, seconded by Anderson, that the
request of Certified Grocers of California, Ltd. be approved and
license granted. Motion carried.
Communication from L. C. Husted, Fire Chief, dated March
11, 1966, requesting authority to advance certain personnel in grade
as listed, effective April 1, 1966, was read. (Copy to each member
of the City Council)

request of the Fire Chief, dated March 11, 1966, be approved. Motio!'.

Communication from L. C. Husted, Fire Chief, dated March
11, 1966, requesting that certain personnel be reimbursed the amounts
as listed from the Education and Training Budget appropriation for
courses in Fire Science, was read. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Anderson, that the
request of the Fire Chief, dated March 11, 1966, be approved and
authority granted to issue warrants in the amounts as listed. Motion
carried.
Communication from Vincent R. Bush, Building Official,
and L. C. Husted, Fire Chief, dated March 14, 1966, transmitting
copy of a letter from Denver Chicago Trucking Company, Inc., dated
March 7, 1966, requesting that they be allowed to construct the
proposed concrete addition to their dock with the understanding
that they will provide sprinklers for the entire building at a later
date; and recommending that the dock extension be approved under
the circumstances as outlined in letter from Denver Chicago Trucking
Company, Inc., was read. (Copy to each member of the City Council)
It was moved by Mail1iard, seconded by Anderson, that the
recommendation of the Building Official and the Fire Chief, dated
March 14, 1966, be approved. Motion carried.
Communication from Mr. l.<Jillard T~7. Kreimeier dba Will &
Lilts Catering, dated March 14, 1966, requesting that penalty
assessed for late payment of 1966 business license fees for five
lunch trucks be waived, was read.
It was moved by Malburg, seconded by Mai1liard, that in
accordance with Section 23 of Ordinance No. 710, tbe City Clerk be
authorized to waive penalty levied against Willard W. Kreimeier dba
Will & Lilts Catering. Motion carried.
Communication from Stone & Smith, Inc., dated March 14,
1966, requesting that penalty assessed for late payment of 1966
business license fees be waived, was read.
It was moved by Malburg, seconded by Mail1iard, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to waive penalty levied against Stone & Smith, Inc.
Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
March 14, 1966, requesting authority to employ James L. Chanley as
Policeman, Grade 3, effective April 15, 1966, pending satisfactory
results of his medical and psychiatric examinations, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated March 14, 1966, be approved.
Motion carried.
Communication from Carl A. Heinze, Consulting Electrical
Engineer, dated March 15, 1966, transmitting voucher in the amount
of $866.23 and franchise statements from the Southern California
Edison Company for the franchise payment due the City of Vernon for
the year ending December 31, 1965 on Vernon Ordinances Nos. 503 and
611, and Los Angeles County Ordinance No. 7062 for territory
included in the Bandini No. 1 and No. 2 and Riverside No. 2
annexations, was read.
It was moved by Malburg, seconded by Anderson, that
franchise payments tendered by Southern California Edison Company
in connection with Ordinances Nos. 503, 611 and 7062, be accepted.
Motion carried.
Report of the Vernon Police Department covering the
calendar year of 1965, was presented. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Mai1liard, that
Report of the Vernon Police Department covering the calendar year
of 1965 be received and filed. Motion carried.
Resolution No. 2818 - A Resolution of the City Council of
the City of Vernon, California, ordering the canvass of the General
Municipal Election to be held on the 12th day of April, 1956, to
be made by the City Clerk of the City of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2818 be approved and adopted. Motion carried.

excavation applications numbered 27465 to 27472 inclusive be filed
and permits granted. Motion carried.
"Warrant Register No. 209' covering claims and demands
presented during the period March 1 to 15, which includes Demands
Nos. 192 to 356 (both inclusive) drawn on the United California
Bank, totaling $19,129.89 and Demands Nos. LP 337 to LP 339 (both
inclusive) drawn on the United California Bank, totaling $846,061.22
(accounting period March, 1966), was examined and audited.
It was moved by Mai11iard, seconded by Anderson, that
"Warrant Register No. 209" be approved and payment authorized for
Demands Nos. 192 to 356 (both inclusive) and Demands Nos. LP 337
to LP 339 (both inclusive), with no exceptions. Motion carried.

"Payroll Warrant Register No. 104" be approved and payment authorized
for Demands Nos. 1138 to 1146 (both inclusive), with no exceptions.
