MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 5, 1966 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mai11iard, seconded by Anderson, that
minutes of the meeting of March 15, 1966 be approved as written
and submitted. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated March 31, 1966, transmitting Addendum No. 1 to Contract No. 319
for Furnishing and Installing Instrumentation and Te1emetering Equip-
ment, and recommending that this Addendum be approved prior to
opening bids, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that
Addendum No. 1 to Contract No. 319 for Furnishing and Installing
Instrumentation and Te1emetering Equipment, be approved. Motion
carried.
The Clerk announced that this was the time and place for
opening of bids received for Furnishing and Installing Instrumentaticn
and Telemetering Equipment, in accordance with Contract No. 319.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
ca.rried.

It was moved by Malburg, seconded by Anderson, that bids
received for Furnishing and Installing Instrumentation and Te1e-
metering Equipment, in accordance with Contract No. 319, be referred
to the City Engineer and the City Attorney for checking and report.
Motion carried.
Communication from Mrs. Florine White, dated April 4, 1966,
with reference to the condition of the Bethlehem Steel Company's
property located on the East Side of Boyle-State Street between
Slauson Avenue and Randolph Street, was read. (Copy to each member
of the City Council)
Mrs. Florine White, 9207-B San Luis Avenue, South Gate,
owner of property at 3041 E. 60th Place, Huntington Park, and
t1rs. Myrtle Harris, 3048 E. 60th Place, Huntington Park, addressed
the City Council with reference to the property of Bethlehem Steel
Company.

After a general discussion of this matter, it was moved
by Anderson, seconded by Malburg, that communication from Mrs.
Florine White, dated April 4, 1966, be received for study. Motion
carried.
Communication from Angelus Sanitary Can Machine Co., dated
March 23, 1966, requesting the City to take the appropriate action
necessary to vacate 49th Street, East of Pacific Boulevard, was read.

Mr. Gordon Jones, Controller, and Mr. Ralph Lawrence,
Vice President in charge of manufacturing, Angelus Sanitary Can
Machine Company, appeared before the City Council with reference
to their company's request that the City take the appropriate action
necessary to vacate 49th Street, East of Pacific Boulevard.
It was moved by Malburg, seconded by Mai11iard, that the
request of Angelus Sanitary Can Machine Co., dated March 23, 1966,
be referred to the Fire, Police, Building, Engineering, Health and
Light and Power Departments for investigation and report. Motion
carried.
Ordinance No. 777 - An Ordinance of the City of Vernon
authoriZing an amendment to the contract between the City Council
of the City of Vernon and the Board of Administration of the
California State Employees' Retirement System, waD read in full
for a first reading.
It was moved by Malburg, seconded by Mail1iard, that
Ordinance No. 777 receive and pass a first reading~ Motion carried.

It was moved by Malburg, seconded by Mailliard, that
Ordinance No. 777 receive a second reading by title. Notion carried.
Ordinance No. 777 - An Ordinance of the City of Vernon
authorizing an amendment to the contract between the City Council
of the City of Vernon and the Board of Administration of the
California State Employees' Retirement System, was read for a second
reading by title.
It was moved by Mail1iard, seconded by Malburg, that
Ordinance No. 777 receive and pass a second reading. Motion carried.

Communication from Barbara Je8~'S Catering, Inc. requesting
a license to operate a lunch truck in the City of Vernon, was read.
It was mQved by Anderson, seconded by Mailliard, that the
request of Barbara Jean's Catering, Inc. be approved and license
granted. Motion carried.
Communication from Metals Briquetting Co., dated March 16,
1966, requesting a pro-rata refund of the 1966 business license fees
as the business is being sold to Harry Bergman as of March 31, 1966,
was read.

It was moved by Malburg, seconded by Mai11iard, that Metals
Briquetting Company be granted a refund of three quarters of the
1966 business license fees and that authority be granted to issue
warrant in the amount of $37.50 to Metals Briquetting Company. Motion
carried.
Communication from Harry Bergman dba Metal Briquetting
Company requesting a license to conduct a business of metal
briquetting at 1960 E. 48th Street, was read.
It was moved by Mailliard, seconded by Malburg) that the
request of Harry Bergman dba Metal Briquetting Compaay be referred
to the Police Department with power to act. Motion carried.
Communication from Finkel Outdoor Products of California,
Inc. & Ryder-Elliot, Inc. requesting a license to conduct a business
of manufacturing patio furniture and umbrellas at 3155 Bandini Blvd.,
was read.
It was moved by ~nderson, seconded by Mai1liard, that the
request of Finkel Outdoor Products of California, Inc. & Ryder-
Elliot, Inc. be referred to the Building Department with power to
act. Motion carried.
Communication from Triangle Foods requesting a license to
conduct a business of food processing at 3811 S. Soto Street) was

Communication from Brent's Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of Brent's Catering be referred to the Fire Department with
power to act. Motion carried.
Communication from Arkansas Valley Industries, Inc.
requesting a license to conduct a business of poultry products
distribution at 3420 E. Vernon Avenue, was read.
It was moved by Mail1iard, seconded by Malburg, that the
request of Arkansas Valley Industries, Inc. be referred to the
Building Department with power to act. Motion carried.
Communication from Sears Roebuck & Co. Vernon Outlet
Store requesting a license to operate an outlet store and catalog
order store at 2700 Fruitland Avenue, was read.
It was moved by Mai1liard, seconded by Anderson, that the
request of Sears Roebuck & Co. Vernon Outlet Store be referred to the
Building Department with power to act. Motion carried.
Franchise Report of Southern California Gas Company under
Ordinance No. 607 for the year ending December 31, 1965, together
with check in the amount of $71,762.68, was presented.

It was moved by Malburg, seconded by Anderson, that
Franchise Report of the Southern California Gas Company under
Ordinance No. 607 for the year ending December 31, 1965, be received
and filed; and that check covering said franchise payment be
accepted. Motion carried.
Copy of Resolution No. 557 of the City Council of the City
of Corcoran expressing support and devotion to the members of the
armed forces of this country fighting in Viet Nam, was presented.
It was moved by Mai11iard, seconded by Malburg, that copy
of Resolution No. 557 of the City Council of the City of Corcoran
be received and filed. Motion carried.
Copy of Resolution of the City of Gardena opposing the
proposed constitutional amendment sponsored by "The Anonymous
Committee For the Abolition Of the Prohibition Against Marijuana",
was presented.
It was moved by Mail1iard, seconded by Anderson, that copy
of Resolution of the City of Gardena be received and filed. Motion
carried.
Notice of Hearing before the Public Utilities Commission
on the joint application (Application No. 48075) of the Cities of
Vernon and Huntington Park to construct a public street across the
right-of-way of the Southern Pacific Company at Rendo1ph Street,
was read.
It was moved by Malburg, seconded by Mailliard, that Notice
of Hearing before the Public Utilities Commission be received and
filed. Motion carried.
Notice from the Local Agency Formation Commission that
hearing has been set for April 13, 1966 on application of the City
of Vernon to annex certain territory designated as "Boyle Heights
1-65", was read.
It was moved by Anderson, seconded by Malburg, that Notice
from the Local Agency Formation Commission be received and filed.
Motion carried.
Communication from the East Central Area Planning Committee,
dated March 21, 1966, advising that they are preparing a n~~ official
membership directory, and requesting confirmation of the two people
and alternates the City Council wis11es to have represent the City of
Vernon this year, was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Andarson, that Mayor
Furlong and City Engineer Nelson be appointed to represent the City
of Vernon on the East Central Area Planning Committee, and that
Councilman Mai11iard and Traffic Engineer Grayson be appointed as
alternates. Motion carried.
Communication from Anna M. Dorsey, dated March 15, 1966,
requesting permission to lease the City-owned house at 4324 Furlong
Place, together with communication from Vincent R. Bush, Building
Official, dated March 16, 1966, recommending favorable consideration
of Mrs. Dorsey's request, was read. (Copy to each member of the City

It was moved by Mai11iard, seconded by4nderson, that the
city-owned house located at 4324 Furlong Place be leased to Anna M.
Dorsey. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated March 16, 1966, requesting authority to attend the California
Conference of Local Health Officers - General Session at Sacramento,
California from April 26 to 28, 1966, inclusive, with an expense
allowance of $160.95, was read.
It was moved by Mai11iard, seconded by Malburg, that the
request of the Health Officer, dated March 16, 1966, be approved and
authority granted to issue warrant in the amount of $160.95 to C. E.
Nemethi, M.D. Motion carried.
Communication from Vincent R. Bush, Building Official,
dated March 29, 1966, recommending that George N. Caprine be advanced
from Senior Building Inspector, Electrical, Grade 3 to Grade 2,
effective May 1, 1966, was read.
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Building Official, dated March 29, 1966, be
approved. Motion carried.
Communication from Arthur E. Nelson, Jr., City Engineer,
dated March 16, 1966, requesting authority to attend the Water
Quality Management meeting to be held in Los Angeles on ~pri1 15,
16, 22 and 23, 1966, with an expense allowance of $108.00, was read.
It was moved by Mailliard, seconded by Anderson, that the
request of the City Engineer, dated March 16, 1966, be approved and
authority granted to issue warrant in the amount of $108.00 to
Arthur E. Nelson, Jr. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 18, 1966, recommending that R. N. Baker be reimbursed the sum
of $14.59 from the Education and Training Budget appropriation for
a course in Police Science at East Los Angeles College, was read.
It was moved by Malburg, seconded by Anderson, that the
recommendation of the Police Chief, dated March 18, 1966, be approved
and authority granted to issue warrant in the amount of $14.59 to
R. N. Baker. MOtion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 22, 1966, advising that he suspended Officer L. F. Hayes for
two days, without pay, effective March 22 and 23, 1966 for violation
of Section 400.48 of the Police Department's Manual of Policy and
Ethics, was read.
It was moved by Malburg, seconded by Anderson, that the
action taken by the Police Chief be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 22, 1966, advising that Mr. J. L. Chanley will not be employed
by the Police Department as he failed to appear for his psychiatric
examination, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from the Police Chief, dated March 22, 1966, be received and
filed. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
March 29, 1966, advising that Policeman Arthur Guerra has tendered
his resignation to be effective as of the close of his tour of duty
on April 22, 1966, and recommending that said resignation be accepted)
was read.
It was moved by Mai11iard, seconded by Anderson, that the
resignation of Policeman Arthur Guerra be accepted. Motion carried.
Activity Log of the Police Department for the period March
15 to 31, 1966 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from California Motor Transport Co. dba
J. Christenson Co. requesting a license to operate a motor trucking
terminal and business at 2601 East 26th Street, was read.
It was moved by Mai11iard, seconded by Anderson, that the
request of California Motor Transport Co. dba J. Christenson Co.
be referred to the Building Department with power to act. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 31, 1966, requesting authority to employ Curtis W. Frank as
Policeman Grade 4, effective as of April 16, 1966, was read.
It was moved by Mai1liard, seconded by Malburg, that the
request of the Police Chief, dated March 31, 1966, be approved.
Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated April 1, 1966, requesting authority to employ
Mr. Edward L. Saenz as Utility Man IV, Step 5, effective April 11,
1966, was read.
It was moved by Anderson, seconded by Mai11iard, that the
request of the Superintendent, Water & Sewer Systems, dated April
1, 1966, be approved. Motion carried.
Summons to appear in Case Number 817158 brought by
Bohemian Distributing Company against the County of Los Angeles,
City of Vernon and City of Burbank in the Superior Court of the
State of California for the County of Los Angeles, for refund of
taxes paid under protest, was presented.
Summons to appear in Case Number 816356 brought by Owens-
Parks Lumber Company against the County of Los ~nge1es and City of
Vernon in the Superior Court of the State of California for the
County of Los Angeles, for refund of taxes paid under protest, was
presented.
It was moved by Mai11iard, seconded by Malburg, that
Summons to appear in Cases Numbered 817158 and 816356 be referred
to the City Attorney. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
March 9, 1966, requesting authority for M. A. deRuyter to attend
the California Check Investigators 13th Annual Training Institute
at Palo Alto, California, from April 20 to 23, 1966, with an expense
allowance of $127.90, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated March 9, 1966, be approved and
authority granted to issue warrant in the amount of $127.90 to M. A.
de Ruyter. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 31, 1966, with reference to the condition of Officer S. J.
Williams who was injured in the line of duty on November 12, 1965,
recommending that Lease Agreement between Officer Williams and the
City of Vernon for one motorcycle be terminated April 1, 1966; and
recommending that Officer Williams' salary be continued until July
1, 1966, at which time a further recommendation will be made, was
read. (Copy to each member of the City Council)
It was moved by Mai11iard, seconded by Malburg, that the
recommendations of the Police Chief, dated March 31, 1966, be
approved. Motion carried.
Communication from the Board of Supervisors, County of Los
Angeles, dated April 1, 1966, transmitting a copy of a plan to be
known as the "Five County Regional Planning and Development Associ-
ation", and requesting each city within Los Angeles County to adopt
a resolution of intent to participate in the regional association
on a voluntary basis, at no outside cost and with no voting
stipulations, was read. (Copy to each member of the City Council)

communication from the Board of Supervisors. County of Los Angeles,
dated April 1, 1966) together with transmittal, be received for
study. Motion carried.
Communication from the City of Santa Monica, dated April 1,
1966, transmitting a copy of a report entitled "Review of Metro-
politan Water District $850,000,000 Bond Proposal, Construction
Scheduling and Apportionment of Cost", was read.
It was moved by Anderson, seconded by Mai11iard, that
communication from the City of Santa Monica, dated April 1, 1966,
together with transmittal, be received and filed. Motion carried.
Communication from Hackworth Machine requesting a license
to operate a machine shop at 3840 Fruitland Avenue, was read.
It was moved by Anderson, seconded by Mai11iard, that the
request of Hackworth Machine be approved and license granted.
Motion carried.
Communication from Carey Scale & Equipment Co., Inc.
requesting a license to conduct a business of selling and servicing
industrial weighing equipment at 2947 E. 44th Street, ",.,.as read.
It was moved by Mai11iard, seconded by Anderson, that the
request of Carey Scale & Equipment Co., Inc. be referred to the

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated March 28, 1966, requesting authority to attend
the 38th Annual Conference, California Water Pollution Control
Association, at Monterey, California from April 27 to 30, 1966,
with an expense allowance of $197.00, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Superintendent, Water & Sewer Systems, dated March 28,
1966, be approved and authority granted to issue warrant in the
amount of $197.00 to R. H. King. Motion carried.
Communication from Meat Industry Suppliers, Inc. requesting
a license to conduct a business of warehousing spices, etc. at 2900
E. 44th Street, was read.
It was moved by Mai11iard, seconded by Anderson, that the
request of Meat Industry Suppliers, Inc. be referred to the Building
Department with power to act. Motion carried.
Communication from Commercial Transfer Company, dated April
1, 1966, with reference to late payment of 1966 business license
fees, was read.
It was moved by Malburg, seconded by Mai11iard, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to waive penalty levied against Commercial Transfer
Company. Motion carried.
Resolution No. 2823 - A Resolution of the City Council of
the City of Vernon declaring that no objections were made to the
proposed annexation designated as "Packers Island Annexation", was
read.
It was moved by Malburg, seconded by Anderson, that
Resolution No. 2823 be approved and adopted. Motion carried.

Resolution No. 2822 - A Resolution of the City Council of
the City of Vernon of intention to co-operate with the County of Los
Angeles and the various cities in the southeast area of the County to
provide and maintain a system of co-ordinated traffic control, was
read.
It was moved by Anderson, seconded by Mai11iard, that
Resolution No. 2822 be approved and adopted. Motion carried.

Newsletter from International Conference of Building
Officials, dated March 17, 1966, with reference to federal government
activity toward the development of a national building code, was
presented. (Copy to each member of the City Council)
It was moved by Mai11iard, seconded by Malburg, that the
City Attorney be instructed to draft a resolution opposing federal
government activity in the building code field; and that copies of
this resolution be sent to U.S. Senators Kuchel and MUrphy and to
Congressman Clawson. Motion carried.

presented during the period Mr.s.rch 16 to 31, which incll.1.des Demands
Nos. 357 to 516 (both inc1uslve) drawn on the United California
Bank, totaling $72,189.72 and Demands Nos. LP 340 to LP 347 (both
inclusive) drawn on the United Ca.1ifornia Bank, totaling $104,003.42
(accounting period April, 1966), was examined and audited.

It was moved by Mailliard, seconded by Anderson, that
"Warrant Register No. 210" be approved and payment authorized for
Demands Nos. 357 to 516 (both inclusive) and Demands Nos. LP 340
to LP 347 (both inclusive), with no exceptions. Motion carried.
